How to Fix FTP Write Permission Denied on a LEMP Server

By Freedom251 Team · · 10 min read

FTP uploads fail on a LEMP server when at least one access-control layer blocks the operation. The usual causes are vsftpd write commands being disabled, the FTP account lacking Unix write or path-traverse permission, a chroot mapping the FTP path somewhere unexpected, or SELinux denying an otherwise valid discretionary-permission check. PHP-FPM can add a second identity problem when it runs as a different user or group.

Diagnose the layers in that order. First verify the daemon policy, then test the real FTP identity with a harmless touch command. Only after that check chroot mapping and SELinux. This approach fixes the specific denial without making the entire web root writable.

What a “permission denied” or 553 error actually means

A message such as 553 Could not create file is an outcome, not a single diagnosis. The FTP client asked vsftpd to perform a filesystem-changing operation and one of several controls rejected it. Uploading a file uses the STOR command; creating folders, deleting, renaming, appending and related operations are also write operations.

vsftpd may be refusing every write command

The Debian reference configuration sets write_enable=NO by default. The vsftpd project FAQ states: “By default, write commands, including uploads and new directories, are disabled.” When this switch is off, changing Unix ownership or running chmod cannot make an upload work because the daemon will not issue the operation.

Also check local_enable, guest_enable and, for virtual accounts, virtual_use_local_privs. Virtual users are more restricted by default; setting virtual_use_local_privs=YES gives them the privileges of local users, subject to the filesystem and other daemon controls.

The account used for the transfer may not be the account you expect

FTP credentials do not necessarily map to the shell user who owns the website. Determine the effective Unix account and inspect every directory component between the filesystem root and the upload directory. The account needs write permission on the destination and execute (traverse) permission on every parent directory. A writable final directory is useless if the account cannot traverse /var, /var/www or the application directory above it.

A chroot changes the path the FTP user sees

With chroot_local_user or a virtual-user local_root, the FTP session is jailed. A client path such as /upload may correspond to a host path such as /srv/site/upload, not the server’s real filesystem root. The chroot root should remain protected, with a writable child directory below it. Giving unrestricted filesystem access to solve a path problem creates a serious security exposure.

SELinux can deny access after Unix permissions pass

On an enforcing SELinux system, discretionary access control (owner, group and mode bits) can look correct while the mandatory policy still blocks vsftpd. SELinux distinguishes read-only public content (public_content_t) from trees intended for FTP writing (public_content_rw_t). The ftp_home_dir and allow_ftpd_anon_write controls affect different access patterns; enable only the boolean and context required by your design.

PHP-FPM may be a second writer with a different identity

PHP-FPM pools run with configured user and group values. If FTP writes as one account while PHP-FPM writes as another, each process needs suitable group membership and directory permissions. Do not expose the PHP-FPM FastCGI listener to an untrusted network: PHP documentation warns that an exposed FastCGI connection can enable code execution.

Use this troubleshooting sequence before changing permissions

Run the checks from an administrative shell. Replace FTPUSER and the example path with your actual account and directory. The temporary file test is deliberately harmless and gives a clear split between filesystem and FTP configuration problems.

  1. Inspect the daemon policy and reload it

    sudo grep -E '^(write_enable|local_enable|guest_enable|virtual_use_local_privs|chroot_local_user|local_root)' /etc/vsftpd.conf
    sudo systemctl reload vsftpd

For ordinary local users, write_enable=YES is required for uploads and other write commands. Confirm that local logins are enabled when you use local accounts. For virtual users, verify whether their privilege mode intentionally differs from local users. A reload applies the configuration without stopping the service.

  2. Identify the account and inspect every path component

    id FTPUSER
    namei -l /var/www/example/upload
    ls -ld /var/www /var/www/example /var/www/example/upload

id shows the numeric identity and supplementary groups that matter to Unix permission checks. namei -l displays ownership and mode bits for each component, making a missing execute bit on a parent directory visible. The final directory must grant write access to the FTP account or one of its groups; every parent must grant execute (traverse) access.

  3. Test the filesystem as the FTP identity

    sudo -u FTPUSER touch /var/www/example/upload/.permission-test
    sudo -u FTPUSER rm /var/www/example/upload/.permission-test

If touch fails, fix ownership, group membership, mode bits or parent-directory traversal before editing FTP settings. If it succeeds, the Unix layer permits the operation and the remaining suspects are chroot or local-root mapping, SELinux, daemon policy details, or an FTP client using a different account or path.

  4. Confirm the path inside a chroot

Check chroot_local_user and local_root in the configuration, then compare the client’s current directory with the host path you tested. Create the writable directory below the jail root and upload there. Keep the jail root itself non-writable when possible; a protected root plus writable child is safer and avoids daemon refusal caused by an unsafe chroot layout.

  5. Check SELinux state and denials

    getenforce
    ls -Zd /var/www/example/upload
sudo ausearch -m AVC -ts recent

Enforcing means SELinux decisions are active. The context shown by ls -Z must match the intended use. Recent AVC records identify the subject, target and denied operation. If the Unix touch test passes but an enforcing host still rejects FTP, correct the label or narrowly enable the relevant boolean, then repeat the test.

Apply the fix that matches the failed layer

Failure layer Typical indicator Targeted correction Security scope
vsftpd policy FTP rejects uploads even though a shell test as the account succeeds Enable write_enable; verify local or virtual-user settings and reload the daemon Allows filesystem-changing FTP commands for accounts admitted by the daemon
Unix ownership, groups or modes sudo -u FTPUSER touch ... fails Grant the account or a dedicated deployment group write access to the destination and execute access on parents Applies to all processes using that Unix identity or group
Chroot or local-root mapping The tested host path differs from the path visible in FTP Create and permission a writable child inside the jail; correct local_root Changes only the session’s visible namespace
SELinux policy Unix checks pass, but AVC records appear on an enforcing host Use the correct file context and the narrow boolean required for the operation Mandatory policy remains active for every process, including FTP and PHP-FPM
LEMP identity split FTP can write, but PHP upload or cache operations fail, or vice versa Verify PHP-FPM pool user/group and design shared directories around a dedicated group Coordinates access between separate service identities

Fix vsftpd’s write policy safely

Edit the active configuration file, commonly /etc/vsftpd.conf, and set write_enable=YES. Keep authentication choices explicit: local_enable=YES is for local Unix accounts, while guest or virtual-user settings follow a separate account database and mapping. Do not enable broad anonymous writing merely to make a client work.

After saving, run sudo systemctl reload vsftpd and retry a small upload. If a reload reports an error, inspect the service status and logs rather than repeatedly changing permissions. For virtual users, decide whether they should receive local-user privileges. virtual_use_local_privs=YES can be appropriate for a controlled deployment account, but it expands what that virtual account can do within the filesystem permissions you grant it.

Build a Unix permission model for deployments and uploads

Use a dedicated group instead of a world-writable web root

Create a group whose members are only the deployment or upload services, add the FTP account and the PHP-FPM pool account when both genuinely need to write the same directory, and assign that group to the specific writable directory. Keep released application code owned by an administrative or deployment identity and readable and traversable by nginx. Runtime uploads, generated files and caches should be separate from release directories so that a compromised upload cannot overwrite application code.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Illustrative administrative operations are:

sudo groupadd webdeploy
sudo usermod -aG webdeploy FTPUSER
sudo usermod -aG webdeploy PHPFPMUSER
sudo chown -R DEPLOYOWNER:webdeploy /var/www/example/upload
sudo chmod -R g+rwX,o-rwx /var/www/example/upload

Substitute the actual PHP-FPM pool user and a directory that is intended to be writable. Review the resulting modes with ls -ld; do not apply recursive changes to the entire document root unless every file truly belongs in the shared-write area. Existing processes may need to restart or re-login before supplementary group membership is recognized.

Preserve traversal while limiting write access

Parent directories need execute permission for the account or its group, but they do not need to be writable. Granting write on /var/www or the whole site hides which identity is failing and allows unrelated users to replace files. Place only the upload or release subdirectory in the dedicated group, and keep configuration files, secrets and executable code outside that write boundary.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Correct chroot and local-root layouts

A safe layout has a protected jail root and a writable child, for example a jail root containing upload. The FTP client should change into the child directory after login. If the client starts in a directory that does not exist inside the jail, it may report a misleading permission or path error.

Check the effective mapping for each account, especially when virtual users use per-user local_root values. Test the exact host directory with sudo -u FTPUSER touch, then test the corresponding FTP-visible path. Do not solve mapping confusion by granting unrestricted filesystem access; the vsftpd reference warns that such options can create serious security problems.

Handle SELinux without losing the policy boundary

Distinguish read-only and writable content types

For public trees served by the web server, public_content_t is read-only in the SELinux model. A directory intended for FTP writing uses public_content_rw_t when that policy is appropriate. Label only the upload or deployment path, not the complete web root.

Make labels persistent

Temporary chcon changes can disappear after relabeling or policy maintenance. Define the intended context with semanage fcontext and apply it with restorecon, then verify with ls -Zd. This preserves the design across reboot, relabel operations and package updates.

Enable booleans narrowly

The SELinux policy includes controls such as ftp_home_dir and allow_ftpd_anon_write. A home-directory FTP requirement is different from anonymous public-tree writing. Enable only the boolean that matches the account and path, and record the change so it can be reviewed later. After changing a context or boolean, repeat the harmless file-creation test and inspect AVC records if the denial continues.

Make FTP and PHP-FPM share files without making everything writable

Start by reading the PHP-FPM pool configuration to determine its effective user and group. Compare those values with id FTPUSER and the group assigned to the writable directory. If both services must write the same runtime data, use one dedicated group for that directory and grant group write access there. Nginx generally needs read and execute access to released files, not write access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate three classes of data:

  • Releases: deployed code and static assets. FTP or a deployment process writes during a controlled release; the web server reads them.
  • Runtime uploads: user-generated files. FTP and PHP-FPM may both write here when required; keep it outside executable code paths when possible.
  • Caches and generated data: application-owned runtime state. Give PHP-FPM access only where the application needs it.

This separation lets you solve a real shared-write requirement without granting FTP and PHP-FPM write access to secrets, configuration or every file served by nginx.

Why common “fixes” fail

chmod 777 does not override daemon or SELinux policy

Mode 777 changes Unix discretionary permissions only. It cannot turn on write_enable, change a chroot path, or override an SELinux denial. It also grants write access to unrelated local users and processes, increasing the impact of a compromised account. Use the identity and path tests to grant the smallest required permission instead.

Changing the web-root owner can break another service

Making the FTP account the owner of the entire document root may allow uploads but can prevent the administrator, nginx or PHP-FPM from operating as designed. Ownership should reflect the directory’s role: deployment ownership for releases, a controlled group for shared runtime data, and read/execute access for the web server.

Fixing only the final directory ignores parent traversal

A destination can show group-write bits while an ancestor denies execute permission. Always inspect the complete path with namei -l; do not infer access from the last ls -ld line alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choosing among the fixes

Approach Security scope Survives reboot, relabel and updates Distribution fit When FTP and PHP-FPM share a path
write_enable=YES Daemon-level permission to issue write commands Yes, as configuration Debian, Ubuntu and other vsftpd installations Still requires Unix and SELinux access for both identities
Dedicated Unix group and directory modes Specific users and directories Yes when ownership and modes are managed persistently All Linux distributions Preferred foundation for a deliberately shared writable directory
Chroot or local_root correction Limits and remaps what FTP can see Yes, as daemon configuration and directory layout All vsftpd installations PHP-FPM uses the host path, so map and permission that path separately
SELinux context or boolean Mandatory policy for labeled files and services Persistent with semanage fcontext and recorded boolean settings SELinux-based distributions Both service identities remain subject to labels and policy

After the change: verify the complete path

  1. Reload vsftpd and confirm the service remains active.
  2. Run the sudo -u FTPUSER touch and remove test again.
  3. Upload a small non-sensitive file through FTP to the exact directory visible in the session.
  4. Confirm the file’s owner, group, mode and SELinux context with ls -l and ls -Z where applicable.
  5. Exercise the PHP-FPM operation that previously failed, then check that nginx can read the resulting file without gaining unnecessary write access.
  6. Review daemon and audit logs if the FTP client still reports 553; the remaining error should now identify a specific mapping, identity or policy mismatch.
