A recurring FTP password prompt usually means the client and server disagree about the login method, the account is not authorized for the requested path, or the client is not allowed to retain the password. Start by reading the client log, then make the server’s authentication mode, FTP authorization rules, Windows permissions, and client profile agree. Treat passive-mode ports as a separate issue unless the log shows a data-channel error after login.

What a repeated FTP password prompt usually means

FTP login has several independent decisions that are easy to mistake for one check. The client sends a username and password. The server then authenticates that identity, decides whether the identity is allowed to use the FTP site, and finally checks whether the underlying operating-system account can read or write the requested directory. A failure at any of those stages can send the client back to its credential dialog.

The most common mismatch is Anonymous versus named-user authentication. An anonymous site expects the client to select an anonymous login and may not require a personal account. A Basic-authenticated site expects a valid local or domain account. If the client sends anonymous credentials to a Basic site, or named credentials to a site configured only for anonymous access, the server can reject the attempt repeatedly.

A prompt can also be caused by an account that is valid but has no FTP authorization, no Windows permission on the directory, or an expired, locked, or mistyped password. On the client side, a profile set to Normal or Account may be configured not to save its password, so asking again is expected rather than evidence of a server fault.

Read the client log before changing settings

Do not begin by opening firewall ports or changing passive mode. First capture one complete failed connection from the client’s log. The response immediately after the USER and PASS commands tells you whether you are dealing with authentication or authorization.

  • 530 responses: Usually indicate that authentication failed, the account is not permitted to log in, or the server rejected the requested login state. Investigate the login mode, account status, FTP authorization, and filesystem rights.
  • Repeated credential dialogs before a successful login: Point to a username/password, authentication-mode, or client password-storage problem.
  • 227 Entering Passive Mode followed by a timeout, refused connection, or failed directory listing: Usually indicate a data-channel problem after the control connection has logged in. Investigate passive ports, NAT, and firewalls separately.
  • A successful login followed by an access-denied or directory-listing error: Means authentication may have worked, but authorization or Windows filesystem permissions did not.

Save the exact status code and the sequence around it. A log that shows a successful 230 login followed by a failed LIST is a different problem from a log that loops through 331 (password required) and 530 (login rejected). Avoid “fixes” that address a later data connection when the server has not accepted the credentials yet.

Choose one IIS authentication mode

In Internet Information Services (IIS), open the FTP site in IIS Manager and select FTP Authentication. The site should use the mode that matches the identities you intend to support; do not enable a combination merely to make a prompt disappear.

Mode Identity expected Use it when Important limitation
Anonymous No personal user account is required for the FTP login. You intentionally provide shared, unauthenticated access and will control what the anonymous identity can reach. It does not provide per-user accountability. The client must select anonymous rather than sending a named account.
Basic A valid local or domain account, with its password. You need named users, Windows-group authorization, or per-user access controls. Credentials must be protected with SSL/TLS. Microsoft warns that Basic authentication should be used only when the connection is secured with SSL.

Set the site to Anonymous

  1. In IIS Manager, expand Sites and select the FTP site.
  2. Open FTP Authentication.
  3. Enable Anonymous Authentication if the site is intended to accept anonymous sessions.
  4. Disable Basic Authentication unless you have a deliberate reason to support named logins on the same site and have secured them with SSL.
  5. Apply the change, then configure the FTP client’s login type as Anonymous. Do not enter a personal Windows username and expect IIS to treat it as anonymous.

Anonymous access still needs a Windows identity behind the scenes. The identity assigned to anonymous requests must have the required NTFS rights on the FTP root and any subdirectories. If that identity cannot read the directory, the login may appear to work while listings or transfers fail.

Set the site to Basic

  1. Open the FTP site’s FTP Authentication feature.
  2. Enable Basic Authentication.
  3. Disable Anonymous Authentication if named users are the only intended audience; this prevents clients from silently selecting the wrong mode.
  4. Confirm that each user is a valid local or domain account, can sign in according to your organization’s account policy, and is not disabled, expired, locked out, or forced to change a password that the FTP client cannot submit.
  5. Require an SSL-protected FTP connection before allowing those credentials to cross the network.

Changing Basic authentication does not automatically grant access to a directory. IIS still evaluates FTP authorization rules and the Windows permissions on the path.

Remove the IIS anonymous and Active Directory User Isolation conflict

Microsoft documents a specific repeated-credential scenario in which anonymous login is selected while Active Directory User Isolation is configured. That combination is unsupported. Internet Explorer can repeatedly ask for anonymous credentials even though the user has entered them correctly; Microsoft describes the behavior as “by design.”

If your site uses Active Directory User Isolation, do not pair it with anonymous access. Choose a supported design instead:

  • Use named Basic-authenticated accounts with user isolation when every user should be confined to an individual directory.
  • Use Anonymous authentication without Active Directory User Isolation when the site is genuinely intended for shared anonymous access.
  • After changing the design, restart the FTP site or recycle the relevant IIS components, then create a fresh client connection so that cached credentials and the previous login mode are not reused.

This is not a passive-mode issue. Opening additional data ports cannot correct an authentication design that IIS does not support.

Check FTP Authorization and Windows filesystem permissions separately

Authentication answers “Who is this?” Authorization answers “May this identity use this FTP site and path?” NTFS permissions answer “Can the Windows identity actually read, write, or modify these files?” All three must allow the requested operation.

Verify IIS FTP Authorization Rules

  1. Select the FTP site in IIS Manager and open FTP Authorization Rules.
  2. Review whether the site allows all users, specified users, or specified roles or groups.
  3. For a named account, ensure the exact local user, domain user, or Windows group is included.
  4. Check the operation permissions. A rule that permits read but not write will allow a listing or download while rejecting an upload.
  5. Remove or adjust a broad deny rule that overrides the intended allow rule, following your organization’s IIS rule-order and security policy.

Verify the underlying directory ACL

  1. Find the physical path configured for the FTP site and the virtual directory that the client is trying to open.
  2. Open the folder’s security properties and identify the Windows identity used for the session. For anonymous access, this is the configured anonymous account; for Basic access, it is normally the authenticated local or domain user.
  3. Grant only the rights required for the task, such as read and list for downloads or modify for uploads.
  4. Check inherited permissions on the FTP root and child folders. A child-level deny or a missing traverse permission can make one directory fail while another works.
  5. Retest with a new session and record whether the failure occurs at login, listing, download, or upload.

If one account authenticates successfully while another repeatedly receives a prompt, compare their authorization rules, group membership, account restrictions, and directory ACLs rather than changing the server’s global authentication mode.

Correct the client profile, including FileZilla

The client must send the same login type that the server expects. In FileZilla, open the site entry in the Site Manager and inspect Logon Type.

Client setting What it sends When to select it
Anonymous An anonymous session without a personal password. Only when the server is configured for anonymous access.
Normal The saved username and password for a named account. For Basic-authenticated sites when the client is allowed to retain the password.
Account A named login plus an account value when the server requires that FTP account field. Only when the server’s account policy requires it.
Ask for password or an equivalent unsaved-password option The client prompts locally each time it needs the password. When you intentionally do not want credentials stored, not when you expect unattended reuse.

Fix an unexpected prompt in FileZilla

  1. Open File > Site Manager and select the affected site entry.
  2. Set Protocol to the FTP family your server actually provides, then set Logon Type to Anonymous, Normal, or Account as appropriate.
  3. For a Normal or Account login, enter the exact username and verify that the password-storage setting is not configured to ask every time unless that is intentional.
  4. For an anonymous server, remove the personal username and password from the profile and select Anonymous.
  5. Save the entry, close any existing connection, and reconnect so the client does not reuse a stale session.

FileZilla’s password-storage choice controls whether the application remembers the password; it does not change the server’s authentication policy. Saving a password cannot make a Basic-only server accept an anonymous session, and deleting a saved password cannot repair an IIS authorization rule.

Protect FTP credentials with FTPS and SSL

Plain FTP does not encrypt the control connection. Microsoft states: “Due to the design of File Transfer Protocol (FTP), user names and passwords are transmitted over FTP in plain text, making them vulnerable to network discovery.” Anyone able to observe the path between client and server may be able to capture those credentials.

Use FTP over TLS (commonly called FTPS) when named credentials cross a network you do not fully control. Configure the server with a certificate, require or strongly prefer SSL according to your risk policy, and configure the client to validate the certificate rather than accepting an unknown certificate automatically.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • For IIS Basic authentication, require SSL before allowing the login. Basic authentication protects neither the password nor the session by itself.
  • Use the client’s explicit or implicit FTPS option only when it matches the server’s configuration; selecting the wrong TLS mode can look like a failed login even when the username and password are correct.
  • Verify the certificate name, validity period, and trust chain. A certificate warning should be investigated, not bypassed as a routine fix.
  • Remember that encryption and authorization solve different problems: TLS protects credentials in transit, while IIS rules and NTFS ACLs determine what the authenticated identity can do.

If you cannot administer TLS certificates, firewall rules, and Windows permissions reliably, a managed FTP service can take responsibility for those controls. Confirm in writing who maintains certificates, account lifecycle, backups, audit logs, passive-port ranges, and incident response before moving data.

Troubleshoot passive mode only after login works

Passive FTP uses the control connection for commands and a separate server-selected data connection for directory listings and file transfers. The client must be able to reach the advertised passive port through the host firewall, any NAT device, and any cloud security group.

A passive-mode problem normally appears after authentication: the log records a successful login, then shows 227 Entering Passive Mode followed by a timeout or failed listing. It should not be your first response to a password dialog that repeats before login.

Configure a predictable passive range

  1. Choose a documented, unused range of TCP ports appropriate for the number of simultaneous transfers you expect.
  2. In the FTP server’s FTP/FTPS passive-mode settings, specify that fixed range instead of allowing an unpredictable port for every session. FileZilla Server exposes this under its FTP/FTPS passive-mode settings.
  3. Permit the same range through the server’s local firewall.
  4. If the server is behind NAT, configure the public address or hostname that the FTP server advertises and forward the chosen range to the server.
  5. If it runs in a cloud network, add matching inbound rules to the security group or network firewall.
  6. Reconnect and test a directory listing, download, and upload. A successful control login with a failed transfer confirms that the remaining fault is on the data path.

Do not widen the firewall to every port. A narrow, documented range is easier to monitor and safer to maintain. If the server advertises a private address to an Internet client, correct the NAT or external-address setting rather than changing the username or password.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Self-managed server or managed hosting?

The recurring prompt itself does not determine whether you need new hosting. Decide based on who can maintain the authentication and network controls your deployment requires.

Responsibility Self-managed IIS or FTP server Managed FTP hosting
Authentication and account lifecycle You configure Anonymous or Basic mode, create and disable accounts, and enforce password policy. The provider supplies account tools and platform controls; you must verify how users, roles, and offboarding are handled.
Authorization and filesystem permissions You maintain IIS authorization rules, NTFS ACLs, isolated directories, and audits. The provider maintains the platform; you configure the permissions exposed by its control panel or support process.
TLS certificates You install, renew, validate, and monitor certificates and TLS settings. The provider may manage certificates, but confirm renewal timing, supported protocols, and certificate validation behavior.
Firewalls, NAT, and passive ports You open and document the passive range in the host firewall, NAT, and cloud security group. The provider normally operates the network path, but you still need to know the permitted client addresses and port requirements.
Recovery and auditing You provide backups, logs, alerting, patching, and incident response. Ask what is included, how long logs are retained, how backups are restored, and who investigates a suspected compromise.

Moving to a managed service can reduce administration, but it cannot compensate for an incorrect client login type or an account that the service has not authorized. Test one real account and one real transfer before migrating production workflows.

Use this end-to-end repair checklist

  1. Capture the full client log and identify whether the loop ends in a 530 authentication or authorization response.
  2. Decide whether the site is intentionally Anonymous or named-user Basic authentication.
  3. In IIS FTP Authentication, enable the intended mode and disable an unintended competing mode.
  4. If Active Directory User Isolation is enabled, remove anonymous access and use supported named-user isolation instead.
  5. Review FTP Authorization Rules for the exact user or group and required read/write operation.
  6. Check NTFS permissions on the physical FTP path for the identity used by the session.
  7. In the client profile, select Anonymous for an anonymous server or Normal/Account for a named server; verify whether password saving is intentionally enabled or disabled.
  8. Protect named credentials with FTPS/SSL and validate the server certificate.
  9. Only after login succeeds, configure and test a fixed passive-port range through the host firewall, NAT, and cloud security group.
  10. Retest with a fresh client session and record the exact point at which the connection succeeds or fails.

Common symptoms and the next check

Symptom Most useful next check
The dialog repeats immediately after entering a correct password. Compare the client’s login type with IIS Anonymous or Basic mode; then inspect the 530 response and account status.
Anonymous credentials are requested again in a browser. Check whether Anonymous authentication is combined with Active Directory User Isolation, an unsupported IIS pairing.
One named user works but another does not. Compare FTP Authorization Rules, group membership, account restrictions, and NTFS ACLs.
The client logs in but cannot list a directory. Check NTFS list/read permissions first; if the log shows 227 and a timeout, check passive ports and NAT.
Uploads fail while downloads work. Verify write/modify permission in both IIS authorization and the target directory’s NTFS ACL.
The client asks every time even though the server works. Inspect the client profile’s password-storage setting; an intentional unsaved-password option causes this behavior.
Login fails only after switching to TLS. Confirm the server’s explicit or implicit FTPS mode, certificate trust, and the client’s matching protocol selection.

When the password prompt is fixed

A successful repair has a clear sequence in the log: the client selects the intended authentication mode, the server accepts the account or anonymous session, IIS authorization permits the requested operation, and the Windows identity can access the target directory. If a listing or transfer then fails with a passive-mode error, leave the authentication settings alone and repair the separate data channel.

For named accounts, keep the connection on FTPS/SSL and document who owns certificates, account permissions, filesystem ACLs, and passive-port rules. That prevents the same prompt from returning after a password rotation, certificate renewal, firewall change, or new user rollout.
