In normal Excel, Freeze Panes freezes every row above and every column to the left of the currently selected cell. Select the cell immediately below and to the right of the area you want to keep visible, then choose View > Freeze Panes > Freeze Panes. If the command is unavailable, switch to View > Normal (especially on Mac), remove any existing freeze, and try again.
Use the boundary-cell method
Freeze Panes does not freeze highlighted rows or columns. Excel uses the active cell as a boundary: everything above it and everything to its left stays visible. Microsoft documents this behavior for Microsoft 365, Excel 2024, Excel 2021, Excel 2019 and Excel 2016 (Microsoft’s Freeze Panes instructions).

After applying the command, scroll down and right. A darker horizontal line should mark the bottom of the frozen rows, and a darker vertical line should mark the right edge of the frozen columns.
Reset an existing freeze before recreating it
An old pane configuration can make a new selection appear to do nothing. On the affected worksheet:

- Open View.
- Choose Freeze Panes > Unfreeze Panes.
- Select the boundary cell for the rows and columns you need.
- Choose View > Freeze Panes > Freeze Panes.
- Scroll vertically and horizontally to verify the result.
If the menu says Unfreeze Panes, panes are already frozen. Unfreeze them rather than repeatedly clicking the same command. Also confirm that you are scrolling the worksheet on which you applied the setting; a different sheet or workbook window has its own view.
When Freeze Panes is greyed out or missing
Mac: return to Normal view
Microsoft identifies a non-Normal view as a reason Freeze Panes can be greyed out on Mac. Choose View > Normal, reopen the Freeze Panes menu, and recreate the panes if necessary (Microsoft’s Mac instructions).
Check the product and current editing state
- Excel for the web uses different wording: View > Freeze Panes > Freeze at selection.
- Excel Starter does not include every Excel feature, and its View tab may not appear (Microsoft feature notes).
- Finish editing a cell before changing view commands.
- Check whether the workbook is opened with restricted editing or in a special view such as Page Layout or Page Break Preview; return to Normal where available.
Check worksheet protection
Protection is a diagnostic check, not a universal explanation. On the Review tab, Unprotect Sheet indicates that protection is active. Select it and provide the password if you are authorized, then retry Freeze Panes (Microsoft’s worksheet-protection guidance). Some web protection tasks are directed to desktop Excel (Microsoft’s locked-cell guidance).
Excel for the web: use “Freeze at selection”
In the browser version, select the cell below the rows and to the right of the columns you want to retain, then choose View > Freeze Panes > Freeze at selection (Microsoft’s Excel for the web tips). For example, selecting B3 keeps rows 1–2 and column A visible.
If the command is unavailable or the workbook renders incorrectly, use Open in Excel to test it in desktop Excel. Browser controls and desktop troubleshooting options are not identical.
Verify that panes are really frozen
- Look for the darker or thicker horizontal border beneath frozen rows.
- Look for the darker or thicker vertical border beside frozen columns.
- Scroll downward: rows above the horizontal border should remain visible.
- Scroll right: columns left of the vertical border should remain visible.
A split divider, a table header, or a view in another worksheet window can look similar. Test both scrolling directions in the same sheet where you applied the command.

Know when Freeze Panes cannot provide the layout you want
Freeze Panes always starts at the worksheet’s top edge and left edge. It cannot pin row 7 while rows 1–6 scroll away, keep only columns H–J fixed, or make a middle subsection header follow you through several sections.
Use Split for independently scrolling areas
Split creates separate worksheet areas that scroll independently. Select the row below or column to the right of the area where you want the divider, choose View > Split, and scroll each pane. Choose View > Split again to remove it (Microsoft’s Split instructions). Split is useful for comparing the top of a sheet with a distant row, but it is less convenient than a fixed header for routine data entry.

- Move important headings to the top and left of the worksheet.
- Put a secondary reference area on another worksheet or open another window of the same workbook.
- Convert structured data to an Excel Table when the goal is for its header to remain available while scrolling. A table header is not a general replacement for freezing arbitrary worksheet regions.
Workbook-specific complications
Merged cells and unusual formatting
Merged title cells can make the boundary difficult to identify, while imported structures, shapes and heavy formatting can cause display or performance problems. Do not blindly unmerge cells: Microsoft warns that merging can discard contents from cells other than the retained upper-left cell. Make a backup or copy the data first (Microsoft’s merge-cell guidance).

Tables, filters and saved views
A table may keep its header visible through table behavior rather than Freeze Panes. A filter or sort changes which records are shown, not the worksheet-position rule used by Freeze Panes. A workbook can also open with a saved view or old split; unfreeze the current sheet before diagnosing a new selection.

If Excel becomes unresponsive, this is an application, add-in, workbook or rendering problem—not a boundary-cell mistake. Separate the workbook from the application with this sequence:
- Save a copy of the workbook.
- Save it locally and test again instead of relying only on a network, SharePoint, remote-desktop or virtualized location.
- Try Freeze Panes in a new blank workbook.
- Update Microsoft 365 or Office.
- On Windows, start Excel in Safe Mode with
Excel /safe. - Disable COM add-ins one at a time.
- Repair Microsoft 365 if multiple files are affected.
- Test whether the failure occurs only in a workbook generated by a third-party application.
- Contact Microsoft Support if the problem remains.
Microsoft’s troubleshooting guidance covers add-ins, startup settings, network locations, repairs, drivers and updates, and notes that versions beginning with 2503 include Freeze Panes rendering fixes. That version-specific note does not guarantee that every current build or workbook will be fixed by updating (Microsoft’s Excel troubleshooting page).

Can I freeze a row in the middle of a worksheet?
No. Freeze Panes fixes rows from row 1 and columns from column A. Use Split, another window, or a redesigned layout for a middle section.
What is the difference between Freeze Panes and Split?
Freeze Panes keeps the top and/or left area fixed while the rest scrolls. Split creates independently scrollable worksheet areas.
Why does Freeze Panes work in a new workbook but not my file?
