Chrome’s “Failed – Virus scan failed” message means the security check that normally examines a downloaded file did not complete or blocked the file. It does not, by itself, prove that the file contains malware. The safest fix is to identify what Windows or your antivirus reported, verify the download source, and correct the scan or attachment-policy problem without permanently weakening protection.
What “virus scan failed” means in Chrome
Chromium describes this condition as: “Anti-virus software failed unexpectedly while scanning this file.” Google Chrome Help similarly says that these errors mean your virus-scanning software might have blocked the download. The failure can therefore represent either a genuine detection, an antivirus malfunction, or a Windows policy that cannot complete its required scan.

Chrome hands the downloaded file to the security software registered with Windows. If that software reports malware, quarantines the file, becomes unavailable, or returns an error, Chrome stops the download rather than leaving an unverified file in your Downloads folder. Windows Attachment Manager can also block or remove files according to their source zone, file type, and policy settings.

First determine which situation you have
| What you observe | Most likely explanation | Safest response |
|---|---|---|
| Your antivirus shows a detection or quarantine event | The file may be malicious or may be a false positive | Do not open it; use the antivirus details and obtain a clean copy from the publisher |
| The antivirus history shows a scan error but no detection | The scanner, its service, or its definitions failed | Update and repair the security software, then retry |
| Only one unfamiliar file fails | File reputation, source-zone, or file-type blocking | Verify the source and ask the publisher for a signed or alternate download |
| Every download fails, including known-safe files | Scanner integration, Attachment Manager policy, permissions, storage, or connection problem | Work through the Windows and Chrome checks below |
Step 1: Check the antivirus or Windows Security result
- Open the security product installed on the PC. In Windows Security, open Virus & threat protection, then Protection history.
- Look for an event at the time of the failed download. Read whether the file was detected, quarantined, removed, or rejected because scanning failed.
- If the product identifies malware, leave the file quarantined and do not choose an “allow” or “restore” action merely to make Chrome finish the download.
- If the event says the scan failed, update the security product and its malware definitions, restart Windows, and retry the download.
A detection and a scanner failure require different decisions. A detection is a file-safety issue; a scanner failure is a security-component reliability issue. Treat both as unresolved until the security software gives a clear result.

Step 2: Verify the download source before trying again
Use the publisher’s official site
Check the spelling of the domain and navigate to the publisher’s own download page rather than using a pop-up, shortened link, file-sharing mirror, or unsolicited email attachment. If the site is unfamiliar or the file’s purpose is unclear, stop and do not try to bypass the warning. Google recommends contacting the website owner when a download repeatedly fails; the owner may have removed a bad build or changed the delivery method.
Check the file context
- Confirm that the file name, version, and operating-system architecture match what you intended to download.
- Prefer a publisher-provided digital signature or published checksum when available. A matching signature does not make unknown software automatically safe, but it helps establish that the file was not altered after publication.
- Be especially cautious with executable files, scripts, archives containing executables, and documents that request macros or elevated permissions.
Step 3: Rule out ordinary download failures
Chrome’s message can appear alongside other download problems. Before changing security policies, check the basics:
- Open Chrome’s Downloads page with
chrome://downloadsand note the exact file name and error. - Retry after a short wait. A temporary server, proxy, or security-service interruption can clear without configuration changes.
- Confirm the internet connection by loading several ordinary pages. If you use a VPN, proxy, captive portal, or managed network, test the connection allowed by your organization’s policy.
- Check free space on the destination drive. A download that cannot be written completely may be reported as a failed scan.
- In Chrome, open Settings → Downloads and verify the folder. Choose a folder on a local drive where your account has write permission.
- Try saving a small, known-safe file from a trusted site. If only one file fails, the file or its source is more likely the cause; if all files fail, continue with the Windows checks.
- Close applications that are heavily using the disk or security scanner, then retry. Do not terminate a security process unless your administrator or the product’s support instructions explicitly direct you to do so.
Step 4: Check Windows Attachment Manager
Windows Attachment Manager tracks where files came from and can remove or block an attachment before Chrome can complete the download. Its behavior depends on the file type, the Internet or other security zone assigned to the file, and local or organizational policy.

Microsoft documents Attachment Manager policy controls for Windows 10 version 1703 and later editions that include Group Policy management. If this is a work or school computer, the administrator may intentionally enforce these settings.
- Press
Win+R, entergpedit.msc, and press Enter. If Windows reports that the file is unavailable, your edition may not include the Local Group Policy Editor; do not download an unofficial replacement. - Open User Configuration → Administrative Templates → Windows Components → Attachment Manager.
- Review policies such as Do not preserve zone information in file attachments, Hide mechanisms to remove zone information, and the policy controlling inclusion of file types in the low-, moderate-, or high-risk lists.
- Record the original state before making any diagnostic change. If the computer is managed, ask the administrator instead of changing the policy.
Changing zone or risk policies can make unsafe files easier to open. Do not lower risk levels or broadly remove zone information just to force a download.
Step 5: Understand the ScanWithAntiVirus policy
The relevant registry policy is SoftwareMicrosoftWindowsCurrentVersionPoliciesAttachments, with a value named ScanWithAntiVirus. When this policy is enabled, Windows tells the registered antivirus program to scan an attachment. Microsoft states that if the antivirus program fails, Windows blocks the attachment from being opened.

Why this matters
A failed scan can therefore be the result of the security hand-off itself, not a Chrome defect. The setting is a safety boundary: bypassing it can allow an unscanned file to reach the user.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsCheck the policy safely
- Before editing anything, create a system restore point or export the relevant policy key, and make sure you can undo the change.
- For a managed PC, consult the administrator. A domain policy may overwrite a local change.
- If you are instructed to use Registry Editor, press
Win+R, enterregedit, and browse toHKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionPoliciesAttachments. Do not delete unrelated values or keys. - Inspect
ScanWithAntiVirusand document its original data before any diagnostic adjustment. A value of1enables the scan request; the effective behavior can still be influenced by security software and other policies. - Restart Windows, test with a known-safe file, and restore the original setting immediately after diagnosis. Rescan the intended file before opening it.
Registry and Group Policy edits are advanced troubleshooting, not a routine Chrome fix. An incorrect edit can weaken attachment protection or affect other users, so use the supported management interface for your Windows edition and seek administrator help when applicable.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Step 6: Review file-risk and security-zone behavior
Microsoft classifies attachment risk by source zone and file type. High-risk file types from restricted zones are blocked. Files from the Internet zone may prompt, while moderate-risk files may prompt depending on policy. These controls are designed to prevent untrusted attachments from being opened automatically.

- OPTIMIZE IMAGES AND TEXT – Automatic color detection/adjustment, image rotation (PC only), bleed through prevention/background removal, text enhancement, color drop to enhance scans. Software suite includes document management and OCR software. (4)
- Do not lower the risk level globally.
- Do not add the entire Downloads folder to an antivirus exclusion list.
- Do not permanently disable real-time protection to complete a download.
- If a legitimate business file is blocked, ask the publisher or your administrator for a signed package, a different delivery method, or a policy-approved exception scoped to that specific file.
Step 7: Repair the security component instead of bypassing it
Update and restart
Install pending updates for Windows, Chrome, and the installed antivirus, then restart the computer. Security products depend on services and filter drivers that may not recover until Windows restarts.
Repair or reinstall the antivirus
Use the product’s own repair option or its official uninstall-and-reinstall procedure if scan failures continue. Keep one primary real-time antivirus active; running multiple real-time engines can interfere with file scanning. During any transition, follow the product’s documented protection procedure and restore protection before downloading again.
Check for administrator or enterprise controls
On a managed device, endpoint security, web filtering, or Group Policy may intentionally block the file. Record the Chrome error, file name, source URL, and the security event, then send those details to the administrator rather than attempting a local bypass.
Step 8: Retest without reducing protection
- Confirm that the antivirus is running and its definitions are current.
- Use the publisher’s official download page and a destination folder with sufficient space and write access.
- Download a small, known-safe test file, then the intended file.
- Open the antivirus or Windows Security history again and verify that the file was scanned and not quarantined.
- Run an on-demand scan of the downloaded file before opening it, especially if a policy was temporarily changed during diagnosis.
If the test file succeeds but the original file still fails, the original package, its reputation, its file type, or the publisher’s server is the likely issue. If every file still fails, preserve the security logs and seek support from the antivirus vendor, Chrome support, or the device administrator.
Common scenarios and the right remedy
| Scenario | Recommended action | Do not do this |
|---|---|---|
| One installer is quarantined | Keep it quarantined and obtain a verified copy from the publisher | Restore it solely because Chrome needs the download to finish |
| All downloads fail after an antivirus update | Restart, update again, and use the antivirus repair procedure | Install a second real-time antivirus as a quick test |
| Only a work computer is affected | Ask the administrator to review Attachment Manager and endpoint policy | Change Group Policy without authorization |
| Download fails with low disk space or a protected folder | Free space or choose a permitted local folder | Grant broad write permissions to security-sensitive folders |
| A file from an unknown site is blocked | Stop and find the official publisher source | Whitelist the site or disable scanning |
When to stop troubleshooting
Stop and seek professional or administrator help if Windows Security reports an active threat, the antivirus service will not start, multiple security products show errors, or the same file is blocked on several fully updated computers. Preserve the detection name, file hash if provided, Chrome version, Windows edition, and timestamps. Those details let support distinguish a malicious file from a scanner or policy failure without requiring you to weaken protection.
