Winsock error 10060 means the connection timed out. Windows tried to reach a remote host, but the host did not answer within the allowed interval, or a host that had been responding stopped doing so. The code does not identify one broken Windows component: a wrong server name or port, DNS failure, routing problem, overloaded link, proxy or VPN, firewall rule, Wi‑Fi fault, or an unavailable service can all produce the same message.
Work through the checks below in order. Start with the destination and its TCP port, then test name resolution and the network path before changing Windows settings. This order prevents you from “fixing” Winsock when the real problem is a stopped server or a blocked remote port.

What error 10060 (WSAETIMEDOUT) actually tells you
Microsoft’s Winsock reference labels 10060 as WSAETIMEDOUT and gives the message “Connection timed out.” A client can receive it while opening a connection, or after an established connection’s host stops responding. The timeout is therefore an observation about communication, not a diagnosis of the component at fault.
For example, an email program may time out because its SMTP port is wrong, a database client may be pointed at an old server address, or a browser-based application may be unable to cross a proxy. The same Windows code can appear in each case. Your goal is to identify which layer stopped answering:

- Destination: the hostname, IP address, TCP port, protocol, or credentials are incorrect.
- Name resolution: DNS returns no address or returns an obsolete address.
- Path: the router, gateway, ISP, or another network segment cannot deliver packets.
- Local controls: a proxy, VPN, endpoint security product, or Microsoft Defender Firewall blocks the application or port.
- Wireless equipment: Wi‑Fi interference, a failing access point, or a router configuration prevents reliable traffic.
- Remote service: the listener is stopped, overloaded, filtered, or reachable only from an approved network.
Record the details before changing anything
Write down the application that reports the error, the exact server name or IP address, the TCP port, and the time of the failure. If the application displays a protocol (such as a database, mail, or file-transfer protocol), record that too. A typo in any one of these fields can look exactly like a network outage.
Capture whether other destinations work from the same PC, whether another device can reach this destination, and whether the problem occurs on wired and wireless connections. These comparisons provide evidence without altering the system.
Fix 10060 in the order that isolates the fault
1. Confirm the hostname, IP address, port, and protocol
Open the application’s connection settings and compare every value with the service owner’s current instructions. Check spelling, punctuation, and the correct environment (production, test, or a company VPN). If the service accepts an IP address as well as a hostname, note both. Verify that the port is the one the service actually listens on; substituting a web port for a database or mail port commonly causes a silent timeout.

Re-enter credentials only after the address and port are confirmed. Invalid credentials normally produce an authentication error, but some services deliberately drop or filter unauthenticated connections, so the destination details still need to be verified first.
2. Determine whether the remote service is available
Try the same destination from another device on the same network. If possible, test from a different network, such as a phone hotspot, while respecting the service owner’s security policy. If every client times out, the listener may be stopped, the destination may have changed, or an upstream firewall may be filtering it. Ask the service owner to confirm that the server is running, the listener is bound to the expected interface, and your source address is allowed.

If another device succeeds but this PC fails, keep investigating locally. If the other device fails only on the same Wi‑Fi network but succeeds elsewhere, the router, ISP path, or network policy is a stronger suspect than Winsock itself.
3. Resolve the hostname and test the path
Open Command Prompt and resolve the name:
nslookup example.comReplace example.com with the actual host. Confirm that the returned address belongs to the service and is current according to the service owner. If the name does not resolve, check the PC’s DNS server settings, corporate DNS or VPN requirements, and the spelling of the hostname. Do not “fix” a DNS problem by permanently hard-coding an address unless the service owner instructs you; cloud services can change addresses.

ping example.comPing can show whether a host or an intermediate network responds to ICMP, but many servers block ICMP while still accepting application traffic. A failed ping is therefore a clue, not proof that the TCP service is down. For route information, run:
tracert example.comLook for where responses stop or latency rises sharply. Asterisks can mean that a router declines to disclose information; they do not by themselves prove a failure. If the hostname resolves to an address but the route never reaches the destination, investigate the gateway, VPN route, ISP, or remote network.
4. Test the actual TCP port
A successful DNS lookup or ping does not prove that the application’s port is reachable. Where appropriate, use Telnet Client to test the port:

telnet example.com 443Replace 443 with the service’s documented TCP port. A blank Telnet window generally indicates that a TCP session opened; an immediate connection failure or a wait followed by a timeout indicates that the port is not reachable from this network. Telnet may not be installed by default; enable the Windows feature only if your organization permits it. Close the test with Ctrl+], then type quit.

If the port opens from another network but not yours, a local or network firewall, proxy, VPN route, or ISP filter is likely. If it fails everywhere, the service may not be listening or may be restricting your source address.
5. Inspect proxy and VPN routing
Windows 11 and Windows 10 expose proxy controls at Settings > Network & internet > Proxy. Review both automatic configuration and manual proxy entries. Disable a proxy only for a controlled test and restore the organization’s required setting afterward. An incorrect proxy can send traffic to a host that cannot reach the requested service.
Disconnect the VPN briefly if policy allows, then repeat the port test. A VPN can intentionally route private names and ports through a company gateway; disconnecting may make those destinations unreachable. Conversely, if the connection works without the VPN, report the result to the VPN administrator rather than permanently bypassing it. Microsoft has also associated timeout behavior with proxy configurations that leave a system with multiple default gateways. In ipconfig /all, check that the active adapter has the intended default gateway and that an old virtual adapter is not supplying a competing route.
6. Check Microsoft Defender Firewall and other endpoint controls
Open Windows Security > Firewall & network protection and identify the active network profile. Use Allow an app through firewall to verify that the affected program is allowed on that profile. If the service requires a specific inbound or outbound port, ask the administrator for the approved rule rather than creating a broad “allow all” exception.

Security software outside Defender can also filter connections. Review its event or quarantine log for the application, destination, and port. Do not leave the firewall turned off as a workaround: Microsoft warns that disabling it increases vulnerability. If a short, authorized diagnostic test with the firewall disabled changes the result, turn protection back on immediately and create a narrowly scoped rule or involve the administrator.
7. Compare Wi‑Fi with a known-good Ethernet connection
Connect the computer directly to the router or network switch with a known-good Cat5e or Cat6 Ethernet cable, then repeat the same application and port tests. A USB Ethernet adapter is an option when the computer has no RJ‑45 port. This is diagnostic equipment, not a guaranteed cure.
If Ethernet works while Wi‑Fi times out, focus on the wireless signal, access point, channel congestion, roaming, or router configuration. Restart the router only when doing so is safe for other users, and check for a firmware or configuration issue with the network administrator. If Ethernet and Wi‑Fi behave identically, the fault is more likely to be the destination, DNS, route, proxy, firewall, or remote service.
8. Reset the local Winsock catalog
A damaged Winsock catalog can interfere with applications that use Windows networking. To reset it:

- Save work and close network-dependent applications.
- Open Command Prompt as an administrator. Search for “Command Prompt,” right-click it, and choose Run as administrator.
- Run:
netsh winsock reset- Read the confirmation, then restart Windows.
- Retry the original connection and repeat the port test if necessary.
This command resets the local Winsock catalog; it cannot start a remote server, repair a blocked port, correct a DNS record, or fix a failed router. If the timeout remains after the restart, continue with the evidence from the earlier tests instead of repeatedly running the reset.

9. Check adapter addressing and competing gateways
Run:
ipconfig /allConfirm that the active adapter has a valid address, subnet mask, DNS servers, and the intended default gateway. An address beginning with 169.254 indicates that Windows did not obtain a normal address from DHCP. On a managed network, do not manually invent an address; renew the lease or contact the administrator. A stale virtual adapter, old VPN, or second physical adapter can also install a competing default route. Disable an unused adapter temporarily for a controlled test, then restore it if it is required.
10. Consider TCP retransmission tuning only as a last resort
For genuinely slow or high-latency links, Microsoft documents the TcpMaxDataRetransmissions value at:
HKEY_LOCAL_MACHINESYSTEMCurrentControlSetServicesTcpipParametersMicrosoft lists a default of 5 and gives 10 as an example value. Increasing the value can allow more retransmission attempts before Windows gives up, but it may only delay the timeout. It does not repair routing, a firewall rule, a proxy, a router, or a stopped server.
Use this setting only when you have evidence of packet loss or high latency and authorization to change the machine:
- Create a full registry backup with Registry Editor > File > Export, and store it somewhere you can access if Windows fails to start normally.
- Open
regeditas an administrator and navigate to the key above. - Locate or create the appropriate TCP parameter value as a 32-bit DWORD, record the original value, and change it only to the value approved by your administrator or documented for your environment.
- Close Registry Editor and restart Windows.
- Retest the destination. If there is no improvement, restore the original value rather than continuing to increase it.
Registry edits are reversible when you have a backup, but an incorrect change can affect networking beyond the application that first reported 10060.

Common mistakes that prolong a 10060 timeout
- Changing DNS without testing the port: a correct DNS answer cannot make a stopped listener respond.
- Assuming ping failure proves an outage: ICMP may be blocked even when TCP is available.
- Opening every firewall port: broad rules increase exposure and obscure the real requirement.
- Repeatedly resetting Winsock: the reset is a local repair, not a remote-service fix.
- Editing the registry first: retransmission tuning can mask symptoms while leaving the route or firewall fault untouched.
- Leaving a VPN or proxy half-configured: record the original settings and restore them after each controlled test.
When to escalate
Contact the service owner or network administrator with the exact hostname, IP address returned by DNS, destination port, time of failure, and results from another device or network. Include whether ping and tracert reached the destination, whether Telnet opened the TCP port, whether Ethernet changed the result, and whether the issue persisted after a Winsock reset. This evidence lets the administrator distinguish a stopped listener from a local policy or route problem without asking you to repeat every test.
If the error affects several unrelated services on one PC, preserve the ipconfig /all output and relevant firewall or VPN logs before changing more settings. If it affects many users at once, stop making local registry changes and report the broader incident; a shared gateway or remote service is then more plausible than an individual Winsock catalog.
