Windows error 797 usually appears when a dial-up, broadband modem, or VPN connection cannot be established because the required modem, network adapter, or connection device is not found or is not responding. It is most commonly seen when Windows is trying to use a missing, disabled, misconfigured, or outdated networking component.
This error can happen after driver updates, Windows updates, VPN changes, hardware replacement, or changes to Remote Access settings. In many cases, the fix involves checking the modem or adapter status, confirming the VPN configuration, updating drivers, restarting key Windows services, or recreating the connection profile.

Windows error 797 usually appears when the system tries to create or start a dial-up, broadband PPPoE, or VPN connection but cannot find or use the device required for that connection. In older dial-up scenarios, that device is often a modem. In modern Windows setups, it may be a virtual WAN Miniport adapter, VPN adapter, cellular modem, USB network device, or another network interface that the connection profile depends on.

The message is commonly associated with wording such as Windows could not connect because the modem or other connecting device was not found or was busy. This does not always mean a physical modem is missing. It can also mean Windows has a broken connection profile, a disabled adapter, a corrupted network driver, or a stopped Remote Access service. For VPN users, error 797 may appear if the VPN client cannot access the virtual networking component it needs to build the tunnel.
In practical terms, error 797 points to a failure before the connection is fully established. Windows is not yet rejecting a password, timing out against a remote server, or reporting that the ISP is unavailable. Instead, it is failing locally while preparing the hardware or software interface used to dial, authenticate, or tunnel the connection. That distinction matters because the first checks should focus on Device Manager, Network Connections, drivers, and Windows services rather than only on the remote VPN server or ISP account.
Where you may see error 797
- Dial-up connections: Windows cannot access the modem, or the modem driver is missing, disabled, or already in use.
- PPPoE broadband connections: The Ethernet adapter, WAN Miniport, or connection profile is damaged or unavailable.
- VPN connections: The required VPN adapter, protocol driver, or Remote Access component is disabled, corrupted, or blocked by configuration.
- USB or cellular modems: The device is disconnected, not detected properly, or installed with the wrong driver.
Error 797 is also different from general “no internet” problems. You might still have working Wi-Fi or Ethernet for normal browsing while a specific VPN or dial-up profile fails with this error. That usually means the underlying internet connection works, but the particular adapter, modem, or virtual device assigned to that connection does not. The fix is often to re-enable the device, reinstall its driver, restart Remote Access services, or delete and recreate the affected connection profile.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhen troubleshooting, treat error 797 as a sign that Windows cannot correctly bind the connection to its required networking component. Start by identifying what type of connection is failing: physical modem, PPPoE broadband, built-in Windows VPN, third-party VPN, or cellular adapter. Once you know which component the connection depends on, the later steps become more targeted and less likely to disrupt network settings that are already working.
Common Causes of Error 797
Error 797 usually appears when Windows tries to start a dial-up, PPPoE, or VPN connection but cannot access the modem, virtual adapter, or remote access component needed to complete the connection. The message often points to a modem not being found, but on modern Windows systems it can also involve WAN Miniport devices, VPN adapters, broadband authentication, or disabled networking services.
One common cause is a missing, disabled, or malfunctioning modem or network adapter. For dial-up connections, Windows must detect the physical modem and communicate with it through the correct COM port or driver. For broadband PPPoE and VPN connections, Windows relies on virtual adapters such as WAN Miniport entries. If these devices are disabled in Device Manager, removed by a driver cleanup tool, or corrupted after an update, the connection attempt can fail with error 797.
Driver problems are also frequent. An outdated modem driver, broken network adapter driver, or corrupted WAN Miniport driver can prevent Windows from creating the tunnel or session. This may happen after a Windows feature update, a failed driver installation, a VPN client uninstall, or security software changes that modify network components. In some cases, the adapter appears in Device Manager but shows a warning icon, which means Windows has detected the device but cannot use it correctly.

Typical triggers to check
- Disabled modem or adapter: The dial-up modem, Ethernet adapter, Wi-Fi adapter, or WAN Miniport device is turned off in Device Manager or Network Connections.
- Incorrect connection type: A VPN profile, dial-up entry, or PPPoE connection is configured to use the wrong device or protocol.
- Corrupted VPN configuration: A saved VPN profile may reference an adapter or authentication method that no longer exists.
- Stopped Windows services: Remote Access Connection Manager, Telephony, Secure Socket Tunneling Protocol Service, or related networking services may be disabled.
- ISP or server-side access issue: The ISP account, broadband credentials, VPN server, or remote access policy may reject or fail the connection before it is established.
VPN software can be another source of the problem, especially when mulle VPN clients have been installed on the same PC. Third-party VPN tools often add filter drivers, virtual network adapters, firewall rules, and routing changes. If one of those components is removed incorrectly or conflicts with the built-in Windows VPN client, Windows may not be able to bind the connection to the required adapter. This is especially common after uninstalling a corporate VPN client, changing endpoint protection software, or migrating from one VPN provider to another.
System service configuration matters as well. Windows dial-up and VPN connections depend on background services that manage remote access, tunneling, authentication, and device communication. If these services are set to Disabled, fail to start, or are blocked by group policy, error 797 can appear even when the hardware and credentials are correct. On work or school devices, an administrator may intentionally restrict modem, VPN, or remote access features, so the issue may not be fully fixable from a standard user account.

Finally, the cause may be outside the PC. A dial-up modem line may be disconnected, a DSL or fiber modem may not be in bridge mode for PPPoE, ISP credentials may have changed, or the VPN gateway may be down. If error 797 appears only with one provider, one VPN server, or one office network, the local Windows configuration is only part of the troubleshooting path.
Check Your Modem, Network Adapter, or VPN Connection
Windows error 797 often appears because the connection entry points to hardware or a VPN interface that Windows cannot reach. Before changing advanced settings, confirm that the device you are trying to use actually exists, is enabled, and is connected. This applies to older dial-up modems, USB cellular modems, Ethernet or Wi-Fi adapters used for broadband, and virtual adapters created by VPN software.
If you are using a physical modem, start with the basics. Check that the modem has power, the phone line or coaxial cable is firmly connected, and any USB cable is seated properly. For a dial-up modem, listen for a dial tone on the same line if possible, and make sure another device is not occupying the line. For a USB modem or mobile broadband dongle, unplug it, wait a few seconds, plug it into a different USB port, and allow Windows to detect it again. Avoid using an unpowered USB hub while testing.
Check the adapter in Windows
Open Device Manager by right-clicking Start and selecting Device Manager. Expand Network adapters and, if relevant, Modems. Look for your Ethernet, Wi-Fi, cellular, dial-up modem, or VPN adapter. A down arrow usually means the device is disabled; right-click it and select Enable device. A yellow warning icon means Windows has detected a driver or hardware problem, which should be addressed before the connection can work reliably.
- For Wi-Fi, confirm that airplane mode is off and the wireless adapter is enabled in Settings > Network & internet > Wi-Fi.
- For Ethernet, check that the cable clicks into place and that the router or switch port shows a link light.
- For dial-up, confirm that the modem appears under Modems and is selected in the dial-up connection properties.
- For VPN, check that the VPN client is installed correctly and that its virtual network adapter is not disabled.
Next, verify the connection profile itself. Go to Settings > Network & internet, then open the relevant area such as VPN, Dial-up, Ethernet, or Advanced network settings. If you are using dial-up, open the connection properties and confirm that the correct modem is selected. Error 797 can occur when a saved dial-up connection still refers to a removed modem, an old USB device, or a modem that Windows has renamed after reinstalling drivers.
For VPN connections, confirm the server address, VPN type, username, and authentication method with the settings provided by your organization or VPN provider. If the VPN app uses its own adapter, open Control Panel > Network and Internet > Network Connections and confirm that the VPN-related adapter is present and enabled. If it is missing, repair or reinstall the VPN client rather than repeatedly editing the Windows VPN profile.

This clears stale connection states and forces Windows to redetect network interfaces. Try connecting again using the same account details. If the device disappears from Device Manager after rebooting, appears only intermittently, or fails on mulle USB ports or cables, the issue may be hardware-related rather than a Windows configuration problem.
Update or Reinstall Network and Modem Drivers
Windows error 797 can appear when the system cannot properly communicate with the modem, WAN miniport, VPN adapter, or physical network device used by the connection. Even if the hardware is present, a damaged, outdated, missing, or incompatible driver can make Windows behave as if the device is unavailable. This is especially common after a Windows update, a VPN client installation, a modem replacement, or a failed driver update.
Start by checking the device status in Device Manager. Right-click Start, select Device Manager, then expand Network adapters and, if present, Modems. Look for devices with a yellow warning icon, a down arrow, or names such as Unknown device, WAN Miniport, PPP adapter, Ethernet Controller, or your modem model. Double-click the device and read the message under Device status. If Windows reports that the device cannot start, the driver is missing, or the device is not working properly, update or reinstall the driver.

Update the driver first
- Open Device Manager.
- Right-click your network adapter, modem, or affected WAN miniport.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows after the update, then try creating or connecting to the dial-up or VPN connection again.
If Windows says the best driver is already installed, do not assume the driver is healthy. Windows may only be checking its local driver store. Visit the website of the device manufacturer, laptop maker, motherboard vendor, USB modem provider, or VPN software vendor and download the correct driver for your version of Windows. For branded laptops and desktops, the manufacturer’s support page is often safer than a generic chipset or adapter download because it may include customized networking components.

- In Device Manager, right-click the affected adapter or modem.
- Select Uninstall device.
- If offered, check Attempt to remove the driver for this device only if you have a replacement driver available or Windows can reinstall it automatically.
- Restart the computer.
- Let Windows detect the device again, or install the downloaded driver manually.
For VPN-related error 797, also check virtual adapters created by VPN clients. Many VPN apps install their own TAP, TUN, IKEv2, L2TP, or proprietary network adapters. If these adapters are disabled, corrupted, or left behind by an old VPN installation, Windows may fail before authentication even begins. Reinstalling the VPN client often restores the virtual adapter and required miniport bindings. If you recently removed a VPN tool, uninstall any leftover adapter from Device Manager, restart, and then install the current version of the VPN client.
Built-in Windows WAN Miniport devices are also worth reviewing. In Device Manager, select View > Show hidden devices, then expand Network adapters. You may see entries such as WAN Miniport (PPTP), WAN Miniport (L2TP), WAN Miniport (IKEv2), or WAN Miniport (PPPOE). If the connection type depends on one of these and it shows an error, uninstalling the affected miniport and restarting Windows can cause it to be rebuilt. After driver repair, test the connection again before moving on to service resets or recreating the dial-up or VPN profile.
Verify Remote Access and Networking Services
Windows error 797 can appear when the system cannot start or use the components required for dial-up, modem, PPPoE, or VPN connections. Even if the modem, network adapter, and drivers look correct, the connection may still fail if Remote Access or core networking services are disabled, stuck, or set to the wrong startup type. This is especially common after system cleanup tools, security hardening, failed updates, or manual changes in the Services console.
To check these services, press Windows + R, type services.msc, and press Enter. In the Services window, review the services that support remote connections and network discovery. If a service is stopped, try starting it. If it fails to start, the exact error message, because it can point to a dependency, permissions, or corrupted system component issue.
Services to check
- Remote Access Connection Manager: Required for dial-up and VPN connection management. Set it to Manual or Automatic, then start it if needed.
- Remote Access Auto Connection Manager: Helps Windows automatically create remote connections when an application requests network access. Set to Manual unless your environment requires otherwise.
- Secure Socket Tunneling Protocol Service: Needed for SSTP VPN connections. If you use an SSTP VPN, this service must be available.
- Telephony: Required by Remote Access Connection Manager and older modem or dial-up connection features.
- Network Connections: Manages objects in the Network Connections folder, including adapters and connection profiles.
- DHCP Client: Needed if your adapter receives an IP address automatically from a router, ISP device, or corporate network.
- DNS Client: Supports name resolution and caching. VPN connections may connect but fail to browse resources if this is not working.
For each service, double-click it and check Service status and Startup type. Avoid setting every service to Automatic without a reason; Manual is normal for several remote access components because Windows starts them only when needed. If Remote Access Connection Manager will not start, open its Dependencies tab and confirm the listed services are present and running. Problems with Telephony, Plug and Play, or security-related dependencies can prevent the remote access stack from loading correctly.
If you are fixing a VPN connection, also check the VPN type and authentication settings under Settings > Network & Internet > VPN. Select the VPN profile, open its advanced options, and confirm the server name, sign-in method, pre-shared key or certificate requirements, and protocol match what your provider or administrator supplied. A disabled service can cause error 797, but incorrect VPN protocol settings can produce a similar connection failure.
After changing service settings, restart Windows before testing again. Then open Network Connections by pressing Windows + R, typing ncpa.cpl, and pressing Enter. Try the dial-up, PPPoE, or VPN connection again. If the services immediately stop, return access denied errors, or cannot find required dependencies, the issue may involve damaged Windows components, endpoint security software, or domain policy. In that case, collect the service error text and any related Event Viewer entries before moving on to a network reset or asking your ISP or IT administrator for help.
Reset Network Settings and Recreate the Connection
If the modem, VPN profile, adapter, drivers, and required Windows services appear to be working, the next step is to clear the connection configuration and build it again. Error 797 can persist when Windows is trying to use an outdated dial-up entry, a broken VPN profile, an incorrect virtual adapter binding, or cached TCP/IP settings that no longer match the actual device or network path.

Start with a basic network reset. Open Settings, go to Network & Internet, select Advanced network settings, then choose Network reset. In Windows 10, this is usually under Settings > Network & Internet > Status > Network reset. Confirm the reset and restart the PC when prompted. This removes and reinstalls network adapters, resets networking components, and clears many configuration problems that can cause Windows to report that the modem or connection device was not found.
Reset TCP/IP and DNS from Command Prompt
If you prefer a command-line reset, or if the Settings reset did not fully resolve the issue, open Command Prompt or Windows Terminal as administrator and run these commands one at a time:
- netsh winsock reset
- netsh int ip reset
- ipconfig /flushdns
- ipconfig /release
- ipconfig /renew
Restart Windows after running the commands. The restart matters because Winsock, TCP/IP, and adapter bindings are reloaded during boot. After signing back in, check Device Manager again to confirm that your modem, Ethernet adapter, Wi-Fi adapter, or VPN virtual adapter appears without a warning symbol.
Delete and Recreate the Dial-Up or VPN Profile
Next, remove the existing connection profile and create a fresh one. Go to Settings > Network & Internet > VPN for VPN connections, select the old profile, and choose Remove. For dial-up, open Control Panel > Network and Internet > Network and Sharing Center > Change adapter settings, then delete the old dial-up connection if it is still listed. Reboot once more before creating the replacement profile.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
When recreating the connection, enter the settings exactly as provided by your ISP, workplace, or VPN provider. For a VPN, confirm the server name or address, VPN type, sign-in method, username, password, certificate requirements, and any pre-shared key. For dial-up, verify the phone number, modem selection, dialing rules, account name, and password. If more than one modem or virtual adapter is listed, choose the correct device rather than leaving Windows to select an unavailable one.
- Restart the PC after resetting network settings.
- Confirm the adapter or modem is visible in Device Manager.
- Delete the old dial-up or VPN profile.
- Create a new profile with verified connection details.
- Test the connection using a known working network, phone line, or internet connection.
If Error 797 returns immediately after recreating the profile, the problem may not be with the saved connection entry. At that point, test with another user account, another USB port for external modems, a different network if using VPN, or another computer if available. These checks help separate a Windows configuration issue from a hardware fault, blocked VPN protocol, disabled account, or provider-side connection problem.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When to Contact Your ISP or IT Administrator
If error 797 still appears after you have checked the modem or network adapter, updated drivers, restarted Remote Access services, and recreated the dial-up or VPN connection, the problem may be outside the local Windows configuration. At that point, contacting your Internet service provider, mobile carrier, VPN provider, or company IT administrator can save time. Error 797 often means Windows cannot establish communication with the required modem, adapter, or remote endpoint, but the failed component is not always on your PC.
Contact your ISP or carrier if you are using dial-up, DSL, cellular modem, USB broadband, or PPPoE and Windows reports that the modem was not found or the connection cannot be completed. Ask them to confirm that your account is active, the line or SIM is provisioned correctly, and there are no outages in your area. For dial-up or PPPoE connections, verify the correct access number, username format, password, authentication method, and any required prefix or suffix. If you use ISP-supplied hardware, such as a DSL modem or USB modem, ask whether a firmware update, replacement device, or provider-specific connection utility is required for your Windows version.
Contact your IT administrator or VPN provider when error 797 appears while connecting to a workplace or managed VPN. The remote server may have changed its address, certificate, port, tunnel type, or authentication policy. Your account may also be locked, expired, missing VPN permission, or blocked by conditional access rules. Provide the administrator with the VPN name, server address, Windows version, connection type such as IKEv2, L2TP/IPsec, SSTP, or PPTP, and the exact time the failure occurred so they can compare it with server-side logs.
