Error 0x8007006E means Windows could not open a specified file or device. The code does not identify one universal fault: the failed operation determines whether the cause is a damaged Windows component, an update download, an inaccessible path, a disconnected drive, permissions, or an application-specific problem.
First record where the message appears and the file, device, update KB, or application named beside it. Restart once, verify that the target is reachable, then use the repair sequence that matches your situation. For system corruption, run DISM before SFC; for Windows Update, reset the download cache if necessary.

What error 0x8007006E means
Microsoft’s Win32 error table defines error 110 (hexadecimal 0x6E) as ERROR_OPEN_FAILED: The system cannot open the device or file specified.
HRESULT 0x8007006E carries that Win32 value in its low word.
This is an open failure, not a diagnosis. Windows may be trying to open an update package, installer, archive, local file, network share, removable drive, or another device. The same code can therefore require completely different repairs. Do not delete system files, replace DLLs from download sites, or change the registry before you know what operation failed.

Identify the failed operation before changing anything
Capture the useful details
- Write down whether the error appears in Windows Update, an installer, a ZIP or other archive, a backup program, a network location, an external drive, or one particular application.
- Copy the full message, including any file name, folder path, device name, update KB number, or package name.
- Note the Windows edition and build by pressing
Windows + R, enteringwinver, and selecting OK. - Record whether the problem occurs for one file or for every file on the same drive or share.
Perform safe access checks
- Restart Windows normally and retry the same operation once.
- Check that the named drive is connected, powered on, unlocked, and visible in File Explorer. For a network path, confirm that the computer is connected to the required network or VPN.
- Open the folder manually and try a small test file. If the test file also fails, the problem is access to the location rather than the original application.
- Check that the path still exists and that the file was not moved, renamed, quarantined, or removed by another program.
- If the file came from a download or removable drive, copy it to a local folder and test the copy. Use a short path such as
C:Tempafter creating that folder.
Fixes when Windows Update shows 0x8007006E
Run the built-in Windows Update troubleshooter
On Windows 11, open Settings > System > Troubleshoot > Other troubleshooters, find Windows Update, and select Run. On Windows 10, open Settings > Update & Security > Troubleshoot > Additional troubleshooters, select Windows Update, and run the troubleshooter. Labels can vary slightly by build.
Apply any repair it reports, restart, and select Settings > Windows Update > Check for updates. If the troubleshooter finds no issue or the code returns, continue with the service and component repairs below.
Confirm the update services are available
- Press
Windows + R, typeservices.msc, and press Enter. - Locate Windows Update and Background Intelligent Transfer Service (BITS).
- Check their status. If either service is stopped, right-click it and select Start. If a service is already running, use Restart when available.
- Close the Services console, restart Windows, and try the update again.
A service that immediately stops can indicate component-store corruption, a damaged update database, or interference from startup software. Do not repeatedly force-start it; proceed to the cache reset and DISM/SFC steps.

Reset the Windows Update download cache
A damaged downloaded payload can prevent Windows from opening the package it needs. The following procedure removes only downloaded update payloads; it does not remove personal files.
- Open Windows Terminal (Admin) or Command Prompt (Admin). Approve the User Account Control prompt.
- Run these commands one at a time:
net stop wuauserv
net stop bits
rd /s /q %windir%SoftwareDistributionDownload
net start bits
net start wuauserv- If a stop command says the service is not running, continue. If the removal command reports that files are in use, restart Windows and run the sequence again before Windows Update begins another download.
- Restart Windows after the commands complete.
- Open Settings > Windows Update and select Check for updates.
Windows will download fresh update files. If the same KB fails again, note its number and continue with component repair rather than repeatedly clearing the cache.
Repair Windows components and protected system files
Microsoft’s supported repair order is DISM first and SFC second. DISM repairs the Windows image and component store; SFC then checks protected system files against that repaired source.

Run DISM RestoreHealth
- Open Windows Terminal (Admin) or Command Prompt (Admin).
- Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth- Wait for the command to reach completion. It can remain at one percentage for several minutes, so do not close the window solely because progress appears slow.
- Read the final result. Record the exact text if DISM reports that it could not find source files or could not complete the operation.
Run System File Checker after DISM
Only after DISM finishes, run:
sfc /scannowAllow verification to reach 100 percent. SFC may report that it found and repaired files, found corruption but could not repair everything, or found no integrity violations. Save the result, restart Windows, and retry the original update or application operation.
If DISM says it cannot find a source
Do not download a replacement DLL or use an unofficial image. Component repair may require a matching Windows installation source. The source must correspond to the installed Windows edition, language, and architecture. Record the complete DISM message and your build information from winver. If you cannot obtain a matching source safely, preserve the logs and escalate rather than guessing at a source or replacing files manually.
Fix an installer or ordinary file that will not open
Check the source and path
- Confirm the file still exists and that its extension is the one you expect. A partially downloaded installer or archive may have the right name but incomplete contents.
- Copy the file to a local folder such as
C:Tempand retry. This separates a damaged network or removable-drive connection from an application problem. - Use a short path and avoid a folder that your account cannot read. If the file opens from the local copy, repair the original storage or network path rather than reinstalling Windows.
- For an installer, right-click the file, select Properties, and look for an Unblock option on the General tab. Use it only when you trust the source, then select Apply and retry.
- Right-click a trusted installer and select Run as administrator only when the operation genuinely requires elevation. Elevation cannot repair a missing or corrupt source file.
Check permissions without weakening security
Right-click the file or its folder, choose Properties > Security, and verify that your account has read and execute access. Do not grant broad access to everyone merely to make one file open. If the file belongs to another user or organization, ask the owner for a correctly permissioned copy.

Test storage and the application
If many files on one drive fail, check the drive connection and available space and test another small file. If only one application reports the code while other programs open the same file, repair or reinstall that application using a current installer from its legitimate publisher. Keep the original error details in case the application’s support team needs them.
Fix archive, network, and removable-device cases
ZIP or other archive extraction
- Copy the archive to a local internal drive before extracting.
- Try opening the archive with the same application after the copy completes. If the copy fails, the source transfer or storage device is suspect.
- Test a different known-good archive. One archive that fails while others open usually indicates an incomplete or damaged download.
- Download a fresh copy from the original source if the archive itself is damaged. Do not trust an archive merely because its file name looks correct.
Network paths and shares
- Open the server or share in File Explorer and verify that the path is reachable.
- Confirm that you are signed in with an account permitted to read the file. Reconnect to the organization’s network or VPN if required.
- Copy a small file from the same share to the local disk. A successful copy shows that the path can be read even if the original application cannot work directly from the share.
- If only one application fails over the network, check that application’s support requirements for UNC paths and mapped drives.
External drives and other devices
- Safely disconnect and reconnect the device, try another USB port, and verify that it appears in File Explorer or Disk Management.
- Test a different cable or computer when available. If the device is absent everywhere, the hardware, cable, or power supply may be the issue.
- If Windows sees the drive but cannot open files, do not format it before checking for needed data. Copy recoverable files first and investigate the drive’s health through the device manufacturer’s supported tools.
Use a clean boot to test third-party interference
Security software, backup agents, synchronization utilities, and other startup programs can block an update or file operation. A clean boot starts Windows with non-Microsoft startup services disabled so you can test whether another program is involved.

- Press
Windows + R, entermsconfig, and press Enter. - On the Services tab, select Hide all Microsoft services. Do not disable Microsoft services.
- Select Disable all, then open the Startup tab and select Open Task Manager.
- Disable enabled third-party startup items in Task Manager and close it.
- Select OK in System Configuration and restart.
- Retry the operation that produced
0x8007006E.
If the error disappears, re-enable services and startup items in small groups, restarting between tests, until you identify the interfering program. Return to msconfig, select Normal startup, and restart when testing is complete. A clean boot is a diagnostic state, not a permanent security configuration.
Collect logs before escalating
Logs often identify the exact package or file that Windows could not open. Reproduce the failure once, note the time, and then inspect the entries nearest that timestamp.
- Component servicing events are recorded in
%windir%LogsCBSCBS.log. - Deployment Image Servicing and Management events are recorded in
%windir%LogsDISMdism.log. - Search for the update KB, file name, package identity, path, or phrases such as
cannot open,source files could not be found, anderror.
When contacting Microsoft or the application or device vendor, provide the Windows edition and build, the operation that failed, the update KB or application name, the exact path or device, the commands you ran and their final results, and the relevant log excerpts. Keep the original logs unchanged so the timestamps remain useful.

What not to do
- Do not download individual system DLLs from unofficial websites. A replacement file may be incompatible, modified, or the wrong architecture.
- Do not run registry cleaners as a first response; the error identifies an open failure, not a registry defect.
- Do not repeatedly delete update folders without checking services and component health.
- Do not format a removable drive until you have decided whether its data is needed and made a safe copy.
- Do not leave Windows in a clean-boot state after testing; restore normal startup.
