Error 0x80009684 is not mapped to a documented Windows component in Microsoft’s current Windows Update and common-error guidance. That means a code-only fix would be guesswork. The reliable approach is to first establish where the message appeared—Windows Update, Windows Setup, Microsoft Store, or another application—then apply the matching Windows repair steps. Start with the built-in troubleshooter, check storage and network conditions, repair Windows’ component store and system files, remove external variables, and use official installation media if the normal update path still fails.

What error 0x80009684 tells you—and what it does not

The hexadecimal string 0x80009684 is not identified in the Microsoft Windows Update troubleshooting and common-error documentation used for this guide. No authoritative Microsoft page in that material assigns it a specific component, cause, or universal remedy. An exact-string result associated with the code was unrelated Nintendo Wii code-handler benchmark material, not Windows.

Consequently, do not assume that the code proves a damaged update cache, a bad driver, malware, or a failing hard drive. The same-looking code can be surfaced by different operations, and the surrounding message is more informative than the number alone. Before making advanced changes, write down:

  • Whether the error appeared while downloading or installing a Windows Update, during Windows Setup or an upgrade, in Microsoft Store, or inside another application.
  • The complete on-screen message, including any named file, feature, or additional code.
  • Whether Windows still starts normally and whether the failure happens every time or only with one update or app.
  • What changed immediately beforehand, such as a restart, VPN connection, newly attached hardware, or an interrupted installation.

This information determines which branch below is appropriate. If you cannot identify the operation, begin with the general Windows Update checks and avoid registry edits or deleting system folders.

Quick triage: choose the branch that matches your screen

Where the code appears First action Next escalation
Windows 11 Update Run the automated Windows Update troubleshooter in the Get Help app. Check storage, VPN and hardware; then run DISM and SFC.
Windows 10 Update Settings > Update & Security > Troubleshoot > Additional troubleshooters > Windows Update. Restart, check for updates again, then use the servicing repairs below.
Windows Setup or an upgrade Disconnect nonessential peripherals and verify free storage before retrying. Use Microsoft’s official installation or upgrade media.
Microsoft Store or another application Capture the full application message and identify the exact action that failed. Do not apply an update-only fix blindly; use the app’s own repair or support path after Windows health checks.

The table is a starting point, not a claim that the code has one cause. If the message appears in more than one place, treat each occurrence separately and record which operation produced it.

Step 1: Run Microsoft’s built-in Windows Update troubleshooter

Windows 11

  1. Open the Get Help app from the Start menu.
  2. Start the automated Windows Update troubleshooter and allow it to complete its checks and suggested repairs.
  3. Restart Windows when prompted, or restart manually if the troubleshooter requests it.
  4. Return to Settings > Windows Update and select Check for updates.

Microsoft describes this as the appropriate first response when an error code occurs while downloading or installing updates: “If you get an error code while downloading and installing Windows updates, the Update Troubleshooter can help resolve the problem.” It may correct a configuration issue, or it may simply report that further repair is needed. Either result is useful—save the complete message before moving on.

Windows 10

  1. Open Settings.
  2. Go to Update & Security > Troubleshoot > Additional troubleshooters.
  3. Select Windows Update, choose Run the troubleshooter, and follow its prompts.
  4. Restart the computer, then return to Windows Update and check again.

The labels above are for Windows 10’s Settings interface. If your edition presents a different link, use the Windows Update troubleshooter offered by Settings rather than downloading an unofficial “fixer.”

Step 2: Check the conditions that can interrupt an update or installation

Confirm available storage

Open File Explorer and check the free space on the drive where Windows is installed. The update process needs working room for downloaded and temporary installation files; the exact amount varies by update and installation path. If space is tight, remove only files you recognize or move personal data to another location before retrying. Do not delete Windows servicing folders manually.

Microsoft notes that a device with little free space may need a USB drive for an update or installation path. A USB drive is therefore a practical option when the built-in drive cannot provide enough working space, but the drive itself does not specifically identify or cure error 0x80009684.

Temporarily disconnect a VPN

If a VPN is active, disconnect it for the retry. A VPN can change the network path used to reach update services, so removing that variable helps distinguish a connectivity condition from a local Windows problem. Reconnect it after the test if you need it for other work.

Restart before testing again

Choose Start > Power > Restart, wait for Windows to load completely, and run the same update or setup action again. A restart clears a pending reboot state and ensures that repairs already applied are loaded. Record whether the error returns at download, installation, or a later percentage.

Step 3: Repair Windows’ component store and system files

Use these commands when the troubleshooter and basic condition checks do not resolve the failure, especially when the message concerns Windows servicing. Microsoft documents them for corruption-related servicing failures. They must run from an elevated Command Prompt.

  1. Open Start and type Command Prompt.
  2. Right-click Command Prompt and choose Run as administrator. Approve the User Account Control prompt.
  3. At the elevated prompt, enter this command exactly and press Enter:
    Dism.exe /Online /Cleanup-Image /Restorehealth
  4. Wait for DISM to finish. Do not close the window because progress appears to pause at times during servicing.
  5. After DISM completes, run:
    Sfc.exe /Scannow
  6. When SFC completes, close Command Prompt and restart Windows.
  7. Retry the exact operation that produced 0x80009684.

Run DISM before SFC in this sequence. If either command reports an error, save the complete text rather than repeatedly rerunning it without a change. The command result, the restart outcome, and the operation that still fails provide useful evidence for escalation. These commands repair Windows servicing components and protected system files; they do not establish what the unresolved hexadecimal code means in a third-party application.

Step 4: Remove external hardware and other variables

For a Windows upgrade or installation, shut down and unplug nonessential devices before trying again. Microsoft’s upgrade guidance specifically recommends removing hardware such as:

  • Printers and scanners
  • USB flash drives that are not being used as installation media
  • External hard drives and other external disks
  • Other peripherals that are not required to start or control the computer

Leave only the keyboard, mouse, display, network connection, and hardware required for the installation. Retry the operation, then reconnect devices one at a time after the installation succeeds. If the code appeared during an ordinary Windows Update rather than Setup, hardware removal is still a useful isolation test, but it is not evidence that a particular peripheral caused the failure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 5: Retry with a controlled test and record the result

After the troubleshooter, condition checks, DISM/SFC repair, and hardware isolation, perform one controlled retry. Use the same account and network, keep the VPN disconnected, and do not start unrelated installers at the same time. Note:

  • The exact update, feature, or setup action you selected.
  • Whether the process failed while checking, downloading, preparing, or installing.
  • Any change in the complete message or accompanying code.
  • Whether Windows remained usable and whether a restart was requested.

A changed message is not necessarily a new problem; it can show that one layer was repaired and the failure moved to a later stage. Preserve both the original and new messages so support can compare them.

Step 6: Use official Windows installation or upgrade media when normal repair fails

If Windows Update continues to fail after the steps above, move to Microsoft’s official Windows installation or upgrade media rather than downloading an unofficial image. A USB flash drive is the practical physical item for creating or using that media. Follow Microsoft’s current media instructions for your edition and the operation you need.

Installation media is an escalation path for Windows setup and upgrade failures; it is not proof that the media specifically fixes 0x80009684. Read every setup screen carefully, verify that you have a backup of important personal files, and choose only the installation option that matches your goal. If the computer cannot boot normally, use the official recovery or installation path offered for that condition instead of repeatedly launching the same failed update.

When creating or using media, keep nonessential peripherals disconnected as described above. If the media process produces a different code, stop and record that complete message. A new code can indicate a compatibility or media condition rather than the original Windows Update state.

What to do when the code appears outside Windows Update

Windows Setup or an in-place upgrade

Prioritize free storage, a restart, VPN disconnection, and removal of nonessential hardware. Then use official installation or upgrade media if the normal setup path still fails. Do not describe the result as a driver failure unless the full message names a driver or device; the code itself does not establish that.

Microsoft Store

First capture the complete Store message and the app name. The Windows Update troubleshooter is designed for update servicing, so it may not address a Store transaction or app-install problem. You can still perform the general health checks and DISM/SFC repair, but use the Store or app’s documented repair route for the operation that actually failed.

Another application

Record the application name, version if shown, the action that triggered the message, and whether other applications work. Because the code is not mapped to a Windows component in the available Microsoft documentation, an application-specific explanation requires the developer’s complete message and logs. Avoid deleting shared system files or changing security settings based only on the hexadecimal string.

If Windows no longer boots normally

Do not begin by repeating a Windows Update from the desktop. Note whether the machine reaches the sign-in screen, displays an automatic-repair screen, or stops earlier. Use Microsoft’s official recovery or installation media guidance for the boot condition you see, and disconnect nonessential external devices. If you can reach an elevated Command Prompt through an official recovery environment, preserve the exact messages produced by any repair attempt and identify that the command was run outside the normal desktop session.

The available documentation does not tie 0x80009684 to a particular boot-repair command, so avoid presenting a generic boot command as a code-specific cure.

Windows 10 support status matters in 2026

Microsoft says Windows 10 support ended on October 14, 2025. After that date, Microsoft no longer provides free software updates from Windows Update, technical assistance, or security fixes for Windows 10. You can still troubleshoot an existing Windows 10 installation using the steps above, but a continuing update failure may reflect the platform’s end-of-support status rather than a repairable defect in one update. For supported security maintenance, review Microsoft’s current upgrade options and requirements for moving to Windows 11.

Common mistakes that make this error harder to diagnose

  • Assuming the code has one universal meaning. It has not been assigned a Windows-specific cause in the cited Microsoft guidance.
  • Skipping the complete message. The operation, file name, or second code may identify the relevant branch.
  • Running DISM and SFC from a non-elevated window. Open Command Prompt with administrator rights first.
  • Changing several variables at once. If you reconnect hardware, enable a VPN, and retry a different update simultaneously, you lose the ability to identify what changed.
  • Deleting system folders or using unofficial repair downloads. Use Microsoft’s built-in tools and official media.
  • Interpreting a USB drive as a guaranteed fix. Media provides another installation path; it does not prove the original code’s cause or guarantee success.
  • Ignoring Windows 10’s support date. Troubleshooting cannot restore free post-support updates or security fixes.

A practical escalation checklist

  1. Write down where 0x80009684 appeared and copy the complete message.
  2. Run the Windows 11 Get Help troubleshooter, or the Windows 10 Windows Update troubleshooter at Settings > Update & Security > Troubleshoot > Additional troubleshooters.
  3. Restart, check available storage, disconnect any VPN, and retry.
  4. For servicing failures, run Dism.exe /Online /Cleanup-Image /Restorehealth, then Sfc.exe /Scannow in an elevated Command Prompt; restart afterward.
  5. For Setup or upgrade failures, unplug printers, scanners, unused USB drives, and external disks.
  6. Retry once under the same controlled conditions and record the stage at which it fails.
  7. If the normal path still fails, use Microsoft’s official installation or upgrade media, typically on a USB flash drive.
  8. When seeking support, provide the complete message, operation, Windows version, boot status, command results, and any change after each step.
