How to Fix Error 0x163B2140 on Windows 11 and 10

Error 0x163B2140 is usually an Intel Management Engine (ME) firmware-status value, not a normal Windows Update or activation code. It has been reported as the Intel ME FWSTS1 value alongside a failed Intel Management Engine Interface (MEI) firmware handshake, an ME state of Init or Bring Up, and in one report a corrupted ME file system. Start with supported Windows troubleshooting, driver checks, Safe Mode, hardware removal and recovery. If the value remains in Intel ME diagnostics, the correct firmware remedy is specific to your computer manufacturer and model; do not flash a BIOS or ME image from another system.

What 0x163B2140 means

The hexadecimal value 0x163B2140 is documented in Intel Management Engine firmware status output as FWSTS1. In the reports that contain this value, the Intel Management Engine (ME) is not completing its normal startup and the Intel Management Engine Interface (MEI) handshake with Windows fails. One report records the ME in Init/Bring Up with ErrorCode: Debug Error and ME File System Corrupted: Yes. Another associates the same value with a slow Windows 10 startup and an MEI device that will not start.

As an Amazon Associate I earn from qualifying purchases.

That makes this a platform-management or firmware condition rather than a conventional Windows error number. Microsoft’s published Windows Update and activation tables do not list 0x163B2140. The value by itself is not proof of malware, a failed Windows license, or a damaged personal file. It is a diagnostic clue; the surrounding symptoms and where the value appears determine the appropriate repair.

First determine where the value appears

Before changing firmware, identify the source of the message. The same hexadecimal text can be copied from different diagnostic screens, but those screens do not carry the same meaning.

Where you see it What it suggests What to do first
Intel ME or OEM firmware diagnostic output, including FWSTS1 A low-level ME startup, handshake or firmware-file-system problem is plausible. Record the complete output, then verify the OEM model, BIOS version and MEI driver before considering firmware service.
Device Manager on Intel Management Engine Interface Windows cannot start, communicate with or load the MEI device correctly. A driver, firmware or hardware issue may be involved. Capture the device status and error code; use the driver and rollback checks below.
Event Viewer only, without an MEI fault The event may be a logged status value rather than the root cause of a boot or performance problem. Correlate its timestamp with startup, sleep/wake, update or device failures before making changes.
A Windows Update or activation dialog The text may have been copied incorrectly or wrapped by another component; Microsoft’s standard tables do not list this value. Run the applicable Windows troubleshooter and verify the exact code in the original dialog or log.

Do not assume that every long boot or MEI warning requires a BIOS flash. If Windows is otherwise stable and the value appears only in a historical event, document it and monitor the related symptoms first.

Before troubleshooting: protect your data and record the system

  • Back up documents and other irreplaceable files to a separate drive or trusted cloud destination. Firmware work can make a system unbootable even when the original Windows installation was healthy.
  • Write down the computer manufacturer, exact model or motherboard revision, Windows edition and build, BIOS/UEFI version, and Intel MEI driver version. A model family is not specific enough for firmware selection.
  • Save the full ME diagnostic text, including every FWSTS field and any line mentioning a handshake, initialization, bring-up or corrupted file system.
  • If BitLocker is enabled, make sure you can access the recovery key before changing firmware or resetting security-related settings.
  • Connect a laptop to AC power. Do not interrupt a BIOS or firmware update, close the lid, or rely on a nearly empty battery.

Run Windows’ supported fixes first

1. Run the Windows Update troubleshooter on Windows 11

  1. Open Settings.
  2. Select System, then Troubleshoot.
  3. Choose Other troubleshooters.
  4. Find Windows Update and select Run.
  5. Apply any suggested repair, restart the computer, and return to Settings > Windows Update to check for updates.

This step is appropriate when the warning appeared during an update, after an interrupted update, or with update-related startup failures. It does not rewrite Intel ME firmware, so a persistent FWSTS1 value still needs the firmware-specific checks later in this guide.

2. Run the Windows Update troubleshooter on Windows 10

  1. Open Settings.
  2. Go to Update & Security, then Troubleshoot.
  3. Select Additional troubleshooters.
  4. Choose Windows Update and select Run the troubleshooter.
  5. Restart, then open Settings > Update & Security > Windows Update and check again.

If the troubleshooter reports that no problem was found, continue with the device and startup tests rather than repeatedly running it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Install normal Windows updates and restart fully

Install pending quality, cumulative and driver updates offered through Windows Update, then choose Restart rather than relying on repeated sleep cycles. A full restart reloads the MEI driver and can distinguish a one-time handshake failure from a repeatable one. If an update repeatedly fails, note its separate Windows error code; do not substitute 0x163B2140 for that code.

Check MEI and other devices in Device Manager

Inspect the device status

  1. Right-click Start and open Device Manager.
  2. Expand System devices.
  3. Locate Intel Management Engine Interface (the wording can include a version number).
  4. Look for a yellow exclamation mark. Open Properties and read the message on the General tab.
  5. Record the Driver tab’s provider, date and version, and the Details > Hardware Ids values.

Also inspect recently added storage, chipset, network, graphics, USB and audio devices. A different device can create startup delays while the MEI warning is only a secondary symptom.

Use a reversible driver action

  • If the MEI device is disabled, open its context menu and choose Enable device, then restart.
  • If the problem began immediately after a driver update, open Properties > Driver and use Roll Back Driver when the button is available. Restart and test the same operation that produced the warning.
  • If Windows identifies a damaged or missing driver, use Update driver and allow Windows to search, or install the MEI package supplied for the exact computer model by its manufacturer.
  • Use Uninstall device only when you have a known-good replacement package and understand that Windows may temporarily rediscover the device on the next boot. Do not select options that remove a driver package unless you have the OEM package saved locally.

A generic driver from a different model can be worse than an older, model-specific package. Intel ME components are tied to the platform’s firmware configuration, so match the package to the manufacturer, model and Windows architecture.

Test for hardware and startup conflicts

Remove recently added hardware

Shut down, disconnect nonessential USB devices, docks, external drives, adapters and recently installed internal hardware, then start Windows. Leave the keyboard, display and required input devices connected. If the slow boot or MEI error disappears, reconnect one item at a time and restart between tests. This identifies a conflict without changing firmware.

Use Safe Mode

Safe Mode loads a limited set of drivers and services. If the problem does not occur there, a third-party driver, startup program or peripheral is more likely than a basic Windows boot component.

  1. Open Settings > System > Recovery on Windows 11, or Settings > Update & Security > Recovery on Windows 10.
  2. Under Advanced startup, select Restart now.
  3. After the recovery menu appears, choose Troubleshoot > Advanced options > Startup Settings > Restart.
  4. Press 4 or F4 for Safe Mode, or 5/F5 for Safe Mode with Networking when network access is necessary.
  5. Check Device Manager and reproduce the startup or device symptom without installing firmware.

To leave Safe Mode, restart normally. If Windows cannot reach the desktop, interrupting startup twice can open the recovery environment on the next boot; use that only to reach recovery tools, not as a routine shutdown method.

Check storage space and Windows recovery options

Keep adequate free space on the Windows drive. Low space can prevent updates, temporary driver staging and recovery operations from completing. In Settings > System > Storage (Windows 11) or Settings > System > Storage (Windows 10), review the system drive and remove only files you recognize. Do not delete firmware packages or recovery partitions manually.

If the issue began after a driver, update or application change, use System Restore when a restore point exists:

  1. Open Settings > System > Recovery on Windows 11, or search for Recovery in Windows 10.
  2. Choose the link to start System Restore, select a restore point dated before the failure, and review the affected programs.
  3. Keep personal files backed up and allow the restart to finish without interruption.

If System Restore is unavailable or does not help, use Troubleshoot > Advanced options in Windows Recovery for Startup Repair, Uninstall Updates or System Image Recovery when you have a suitable image. These options repair or roll back Windows components; they do not guarantee repair of corrupted ME firmware.

For upgrade or installation failures

When 0x163B2140 appears while upgrading or installing Windows, simplify the hardware and software environment before retrying:

  • Unplug external drives, hubs, printers, cameras and other nonessential peripherals.
  • Confirm sufficient free space on the system drive.
  • Install current Windows updates before launching the upgrade again.
  • Check third-party drivers in Device Manager and obtain model-specific updates from the computer manufacturer.
  • Temporarily address antivirus or permission interference according to the installer’s documented requirements; restore normal protection immediately after the attempt.

Keep the installer’s own error code and log location. An upgrade failure may expose an MEI problem, but the installation code still identifies the immediate Windows setup failure.

When the value persists in Intel ME diagnostics

If the complete FWSTS1 output still reports 0x163B2140 after Windows updates, Safe Mode, device checks and recovery, stop treating it as an ordinary driver warning. The next step is an OEM-specific firmware assessment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Verify an OEM firmware package

  1. Open the computer manufacturer’s support page from another trusted device if the affected computer is unstable.
  2. Search using the exact model, product number and, where applicable, motherboard revision.
  3. Compare the installed BIOS/UEFI version with the package’s release notes. Look specifically for ME, chipset, stability or startup fixes.
  4. Read prerequisites, power requirements and rollback restrictions. Some packages combine BIOS and ME components; others require a separate order of installation.
  5. Save the package and instructions locally, disconnect nonessential peripherals, connect AC power, and follow only the manufacturer’s procedure.

Never use a BIOS or ME image from another model because the processor generation or marketing name looks similar. A mismatched image can leave the board unable to boot and can remove the normal recovery path.

When to stop and use a qualified technician

Escalate to the manufacturer or a repair professional when the OEM offers no matching firmware, the ME file system is reported corrupted, the system cannot complete a normal boot, or the board repeatedly loses power during initialization. Provide the model, serial or service identifier, BIOS version, MEI driver version, complete FWSTS output and a timeline of changes. This information is more useful than reporting only the hexadecimal value.

Why SPI programmer procedures are not a routine Windows fix

Technical repair reports describe unlocking or servicing the SPI flash and, in one case, using a CH341A USB SPI programmer. That is board-level work, not a command prompt repair. It requires a verified image for the exact board, correct flash-region handling and compatible voltage. An incorrect voltage, wrong image or interrupted write can permanently damage the firmware or leave the machine unbootable.

Do not open the computer or attach a programmer solely because Windows starts slowly. Consider this route only when a qualified technician has confirmed a corrupted or inaccessible firmware region, has a verified board image and can recover the original contents. Preserve a complete backup of the flash before any write operation.

Choose the repair path by symptom and risk

Condition Preferred path Risk and expected result
Windows boots, no Device Manager fault, value appears only in an event Document the event, install normal updates and monitor startup or sleep/wake behavior. Lowest risk; the value may be historical rather than an active failure.
MEI has an exclamation mark or reports a driver-start error Record status, roll back or install the exact OEM MEI/chipset package, then restart. Low to moderate risk; keep a rollback path and avoid unrelated firmware.
Problem began after hardware or peripheral installation Remove the new item, test Safe Mode and reconnect devices individually. Low risk; isolates conflicts without modifying firmware.
Windows update or upgrade fails Run the matching Windows troubleshooter, free space, remove peripherals and check drivers. Low risk; resolves setup conditions but may not clear an ME firmware status.
FWSTS1 remains 0x163B2140 and OEM firmware package exists Follow the exact manufacturer BIOS/ME instructions or have the OEM perform the update. Moderate to high risk if interrupted or mismatched; use AC power and the exact model.
ME file system is reported corrupted or no matching package exists Escalate to an OEM or qualified board-level technician. Highest risk; SPI servicing can make the board unbootable and may risk data if recovery is incomplete.

Common mistakes to avoid

  • Searching for a universal command or registry edit: no supported universal Windows command is established for this value.
  • Flashing a similar-looking BIOS: firmware is model- and board-specific.
  • Repeatedly uninstalling MEI: this can remove a working rollback option without repairing the underlying firmware.
  • Blaming Windows activation: Microsoft’s activation tables do not identify this value.
  • Ignoring the complete status output: fields such as ME state, handshake result and file-system status determine escalation.
  • Interrupting firmware work: power loss or forced shutdown during a write can turn a recoverable software issue into an unbootable board.

As an optional shortcut after the manual checks, Outbyte Driver Updater can scan more than 100 devices for outdated, corrupted or missing drivers, install official drivers, show current and recommended versions, and provide driver backup, restore and scheduled scans. It runs on Windows 11, 10, 8 and 7 and offers a 2-day free trial without a credit card before a subscription; results vary, and it cannot repair every firmware or hardware failure.

What to report if you need support

Give support staff a reproducible description: when the slow boot or device failure occurs, whether Windows reaches the desktop, whether Safe Mode changes it, what Device Manager reports, and whether the value appears in Event Viewer or Intel ME diagnostics. Include the exact model, BIOS version, MEI driver version, Windows edition/build, recent hardware or update changes and complete FWSTS output. This prevents a generic Windows reset from being recommended for a platform-firmware fault.

Final diagnosis

Treat 0x163B2140 as an Intel ME FWSTS1 clue. Start safely with Windows Update troubleshooting, full updates, hardware removal, Safe Mode, Device Manager and recovery options. If the value remains in low-level diagnostics, use only an OEM-matched BIOS/ME package or qualified firmware service. There is no evidence for a single registry edit, command or universal image that fixes every computer showing this value.
