First, preserve the evidence
Capture the context before rebooting repeatedly or making repairs. A screenshot is useful, but also write the information down because an error dialog may disappear.

Identify the source before choosing a fix

If a particular application shows the code
Reproduce it safely
Close unrelated programs, reopen the affected application, and perform the same action once. Note whether the code appears every time or only with one file, account, or operation. This distinction matters: a repeatable failure inside one application points toward that application’s installation, data, or service, while a system-wide failure needs broader investigation.
Use the application’s own information
Record the application’s exact name and version and look for its built-in update, repair, diagnostic, or log option. If the program offers a repair installation, use it only after preserving settings and data. Do not download a replacement executable or DLL from an unverified website; the code does not justify replacing system files.
Separate an app problem from a Windows problem
Check whether another application can perform a similar operation. If only one program fails and Windows remains stable, send the developer the full message, timestamp, app version, and steps that reproduce it. If several programs fail, the computer restarts, or Device Manager shows warnings, stop treating the incident as an isolated app error and follow the crash or device branch.

If Device Manager is involved
Inspect the affected device
- Right-click Start and open Device Manager.
- Expand the category named in your notes and double-click the device.
- On the General tab, record the device name and the complete status text.
- On the Driver tab, record the provider, date, and version. Do not remove the driver yet.
A warning icon, a device name, and a driver version are more actionable than 0x009FD399 by itself. If the status text contains a different Device Manager code, use that code and the hardware maker’s documentation as the primary lead.
Install the hardware maker’s current driver
Use the support page for the computer or device manufacturer and select the driver for your exact Windows edition and hardware model. Prefer the vendor’s official package over a generic driver pack. Disconnecting a critical network or storage device during an update can make recovery harder, so keep the installer available locally and follow the vendor’s instructions.
Restart after installation and repeat the action that produced the error. Record the new driver version and whether the message changed. If the code persists with the same device, provide the vendor with the complete status text and both driver versions. Microsoft’s Device Manager guidance directs users with codes that are not listed to the vendor or Microsoft Support.
Use rollback or removal only with a reason
If the problem began immediately after a driver installation, use the device’s Driver tab and the available rollback option when Windows offers one. This is more reversible than removing the device. Uninstalling a driver can leave hardware unavailable until a replacement is installed, so reserve it for a documented troubleshooting step and keep the correct driver package ready.

If the code appears during a crash or restart
Undo the newest physical change
Shut down normally if possible and remove newly added external hardware, such as a recently connected peripheral or expansion device. Reconnect one item at a time only after Windows is stable. If the error stops after one item is removed, identify that device and obtain its current official driver or support instructions.
Try Safe Mode
Safe Mode starts Windows with a limited set of drivers and services. If the problem does not occur there, a recently installed driver, startup program, or service becomes a stronger suspect. Use the recovery options to enter Safe Mode, test only the action that previously failed, and then return to normal startup. Safe Mode is a diagnostic comparison, not a permanent fix.
Check Device Manager and storage
While investigating, open Device Manager and look for warning icons in any category, not only the device you first suspected. Check available space on the Windows drive in Settings > System > Storage. Low free space can interfere with updates and recovery operations; free space carefully by removing files you recognize, not by deleting system folders.

Open Settings > Windows Update, select Check for updates, install applicable updates, and restart when prompted. Record the update date and build afterward. If the error started directly after an update, note that timing and avoid repeatedly forcing the same update while you are collecting evidence.
Use System Restore when the timing is clear
If Windows created a restore point before the driver, application, or update change, System Restore can return system files and settings to that earlier state without serving as proof of the original cause. Choose a restore point dated before the failure, review the affected programs shown by the wizard, and back up important personal files first. A restore does not replace the need to correct a defective driver or application that caused the incident.
If activation displays 0x009FD399
- Open Settings > System > Activation in Windows 11, or Settings > Update & Security > Activation in Windows 10.
- Run the Activation troubleshooter offered on that page.
- Press
Win+R, enterwinver, and verify that the edition and build match the license or installation you intended to use. - Read the complete message again after troubleshooting and save the displayed code and wording.
Activation codes and messages can change, and an unlisted value cannot be interpreted reliably from the hexadecimal string alone. If the troubleshooter does not resolve the state, provide Microsoft Support with the edition, build, activation status, full message, and the time the problem began. Do not use unofficial activators or edited system files to force a change.
What not to do
- Do not assume malware: the value is not evidence of an infection. Use your normal security software and its documented process if you have an independent security concern, but do not base a malware conclusion on this code.
- Do not run a registry cleaner or generic driver pack for this code: neither is a verified remedy, and unnecessary system changes can remove useful evidence.
- Do not replace DLLs or executables from download sites: the originating component is unknown, and an unrelated file can create new failures.
- Do not buy replacement hardware, recovery media, or a Windows book solely because of 0x009FD399: the code does not identify a failed component.
- Do not repeat a risky change without recording the result: keep a timeline of each driver, update, restore, or uninstall attempt.
When to stop troubleshooting yourself
Escalate when Windows cannot boot normally, the computer repeatedly restarts, storage or networking becomes unavailable, activation remains blocked after the troubleshooter, or the same device fails with a warning after its official driver is installed. Give the support channel your screenshot, full message, winver output, event or device name, driver details, and a concise timeline.
