Capture the evidence before changing anything
Context can disappear after a restart or after an application closes. Make a record while the message is visible. This also prevents a support technician from treating an unknown third-party value as a Windows system code.

- Copy the entire message. Include the title-bar text, punctuation, any second code, and buttons such as Retry, Cancel, or More information.
- Record the application or Windows page. Note whether the message came from Settings, a setup program, a printer utility, a browser, a game, or another product. Include the product and version when shown.
- Write down the preceding action. For example, note whether you installed an update, signed in, connected a device, opened a document, or launched a particular program.
- Take a screenshot. Keep it with the copied text. A screenshot is especially useful when the code is shown in a transient dialog.
- Check whether the event repeats. Record the exact action that reproduces it and whether the error affects one application or the whole PC.
Do not infer a cause from the hexadecimal string. If you cannot identify the originating screen, reproduce the action once while watching which window displays the dialog, then stop and preserve the details.
If 0x009EB798 appeared during Windows Update or an upgrade
Use this branch only when the error was displayed by Windows Update, an upgrade assistant, or Windows Setup. Microsoft’s guidance is to identify the failed update first rather than applying a generic fix to an unknown code.
1. Find the failed update in Update history
- Open Settings.
- In Windows 11, select Windows Update, then Update history. In Windows 10, select Update & Security, then Windows Update and View update history.
- Look for the entry that failed at the time the message appeared. Record its update name, date, and any separate error code shown there.
If Update history identifies a different, documented error, use that code when consulting Microsoft’s troubleshooting instructions. The value 0x009EB798 may belong to the setup program or another component rather than to Windows Update itself.

2. Run the built-in Windows Update troubleshooter
Use the path for your edition:
- Windows 11: Settings > System > Troubleshoot > Other troubleshooters > Windows Update > Run.
- Windows 10: Settings > Update & Security > Troubleshoot > Additional troubleshooters > Windows Update > Run.
Apply any correction it reports, restart if requested, and try the same update again. If the troubleshooter reports that it could not identify a problem, continue with the prerequisite checks instead of assuming the unknown code has been decoded.
3. Verify the basic upgrade prerequisites
- Sign in with an account that has administrator rights.
- Use a stable internet connection and keep the computer connected to reliable power.
- Disconnect nonessential external hardware, such as removable storage, docks, and printers, while the update or upgrade runs. Reconnect devices after Windows completes.
- Check the system drive for enough free space. Microsoft lists at least 16 GB for a 32-bit operating system and 20 GB for a 64-bit operating system for an upgrade. These are minimum upgrade requirements, not a guarantee that a particular update will install.
Do not treat temporary-file deletion as a guaranteed performance fix. Its purpose here is only to make room for an update when storage is the limiting condition.
4. Reset the Windows Update download cache
Reset update components only after you have confirmed that Windows Update is the source. This procedure removes downloaded update data that Windows can recreate; it does not identify a third-party interpretation of 0x009EB798.

- Open Windows Terminal (Admin) or Command Prompt (Admin).
- Stop the update-related services by running:
net stop wuauserv
net stop bits- In File Explorer, open
C:WindowsSoftwareDistributionand delete its contents. Leave theSoftwareDistributionfolder itself in place. If Windows says a file is in use, confirm that both commands reported the services as stopped, close any File Explorer window viewing the folder, and try again. - Return to the elevated terminal and restart the services:
net start bits
net start wuauserv- Restart the PC, run the Windows Update troubleshooter once more, and retry the specific update recorded in Update history.
If the service will not stop or start, note the exact terminal message. Do not repeatedly delete unrelated folders or rename system directories; those actions do not follow Microsoft’s documented update-cache procedure.
5. Repair system files when corruption is indicated
Use the following commands when Windows Update or Setup reports damaged or missing files, or when a documented update failure points to system-file repair. Run them from an elevated terminal and allow each command to finish.
DISM.exe /Online /Cleanup-image /Restorehealth
sfc /scannowDISM repairs the Windows component image that supplies system files; System File Checker then checks protected files against that image. Restart after both commands complete and retry the same update. If either command reports an error, preserve the exact text rather than substituting a registry cleaner or downloading a replacement DLL from an unverified site.

If the message came from an app, installer, or service
When a non-Microsoft product displays the code, Windows cannot reliably translate it for you. Microsoft distinguishes third-party-generated codes from Win32 system errors, so the application’s own support material is the authoritative source.
Identify the product and preserve its details
- Record the application’s name and version, the Windows edition, and the action that triggered the dialog.
- Copy the complete message, not just 0x009EB798.
- Check the product’s help menu, release notes, and support pages for that exact wording.
- If the error began immediately after an application update, check whether the vendor lists a newer build or a rollback procedure.
Use the vendor’s documented repair, reset, or reinstall process only after confirming that the application is the source. Back up application-specific data first when the product stores projects, profiles, or local databases. A Windows-wide cache reset or system-file repair is unlikely to explain a code generated solely inside one application.

When the error appears at startup or sign-in
Capture the title-bar text and identify which program launches at the same time. If the desktop works normally after dismissing the message, that pattern points toward a startup application or service rather than a general Windows failure. Contact the responsible vendor with the screenshot, full text, and reproduction steps before disabling random services or deleting startup files.
Use Microsoft’s Error Lookup Tool only for supported Microsoft codes
Microsoft describes the Error Lookup Tool, also called ERR, as “a command-line tool to decode many Microsoft error codes.” The listed release is version 6.4.5, published July 15, 2024. It can help when you have a documented Microsoft error constant, but it cannot identify every third-party value and should not be treated as a universal decoder for 0x009EB798.
If ERR does not return a definition, that result does not prove that Windows is damaged. Return to the capture step and determine which program produced the message. For a third-party code, send the vendor the original text rather than asking Microsoft’s utility to interpret it.
Choose the least risky fix for the confirmed origin

Do not jump from an unknown code to the highest-impact option. A cache reset cannot repair an application-specific fault, and an application reinstall cannot correct a damaged Windows Update component.

- Do not assume the code is a virus warning. The value has no verified Microsoft definition that supports that conclusion.
- Do not download a DLL or registry file offered by a random website. The missing context means you could introduce a new problem while addressing the wrong one.
- Do not run registry cleaners or delete arbitrary Windows folders. Neither action is a documented interpretation or repair for this code.
- Do not repeat update resets indefinitely. If the same update fails after the documented sequence, preserve the new error text and escalate with the Update history entry.
- Do not mix branches. Apply Windows Update commands only when Windows Update or Setup is the confirmed origin; use the originating application’s support process for third-party dialogs.
When to escalate
Contact the originating vendor when the message came from a game, security product, printer utility, installer, browser, or another non-Microsoft application. Include the complete code, full message, screenshot, product version, Windows edition, the action immediately before the failure, and whether the issue affects other applications.
For a Windows Update or upgrade failure, provide Microsoft support with the Update history entry, the troubleshooter result, available-storage information, and the exact output from any DISM or SFC command you ran. This is more actionable than reporting 0x009EB798 by itself.
Windows 10 support status matters
Microsoft ended free Windows 10 updates, technical assistance, and security fixes on October 14, 2025. Windows 10 can still run after that date, but a new update failure may not receive the same ongoing security and support coverage as a supported release. If the code appeared while attempting to move from Windows 10 to a newer Windows version, check the upgrade prerequisites and the specific Setup or Update history entry rather than assuming that the hexadecimal value is a Windows 10-only error.
