- Open Settings.

- Next to Windows Update, select Run. Windows 11 can also launch the automated Windows Update troubleshooter in the Get Help app.
- Apply the recommended changes, restart the computer, and sign in again.
- Return to Settings > Windows Update and select Check for updates.
Windows 10
- Open Settings.
- Go to Update & Security > Troubleshoot > Additional troubleshooters.
- Select Windows Update, choose Run the troubleshooter, and apply its recommendations.
- Restart Windows.
- Open Settings > Update & Security > Windows Update and select Check for updates.
If the troubleshooter reports a service, database, or permission problem, write down that result rather than repeatedly forcing the update. The additional wording is more actionable than the raw hexadecimal value.

Fix 0x009D996F during an upgrade or installation
An upgrade failure is different from a normal update failure because Windows may have copied files, rebooted into a setup phase, and then rolled back. Work through these checks before attempting the upgrade again.
Prepare the installation
- Shut down and disconnect nonessential hardware: printers, scanners, USB drives, external disks, docking accessories, and similar devices. Leave only the keyboard, mouse, display, network connection, and hardware required to boot.

Microsoft’s SetupDiag utility can analyze setup logs and identify the failing phase and rule. Run it after the failed attempt, save its report, and use the named rule to guide the next change. A SetupDiag result is more useful than repeatedly retrying with the same peripherals, security settings, or driver.
Fix 0x009D996F after a crash or repeated restart
If the code appeared around an unexpected restart, first determine whether Windows can remain stable long enough to troubleshoot. Microsoft notes that many unexpected restarts resolve after a restart, but repeated occurrences require investigation.
Remove recent changes
- Power off the computer and remove hardware added immediately before the problem, especially expansion cards, USB devices, docks, and storage devices.
- Disconnect accessories that are not needed to start Windows.

Start in Safe Mode
- From the sign-in screen or Start menu, hold Shift while selecting Restart.

- After the restart, choose 4 for Safe Mode or 5 for Safe Mode with Networking.
- In Safe Mode, check whether the restart and code recur. If they stop, inspect recently added drivers and startup software rather than assuming Windows itself is damaged.
Check devices, updates, and storage
- Open Device Manager and look for warning icons. Open each suspect device’s Properties and read the complete Device status message.
- For a device that began failing after a driver change, use its Properties page to update, roll back, or uninstall the suspect driver. Restart after each controlled change.
- Install current Windows updates once the system is stable enough to do so.
