Treat it as an unidentified Windows error until you capture the complete message, the screen or app where it appeared, and the event that triggered it. The number alone cannot tell you whether the cause is a driver, hardware, Windows Update, activation, startup, or an individual application.
Use the repair sequence below to identify the context first, undo recent changes, test in Safe Mode, inspect drivers, check storage and updates, repair the disk or Windows image when appropriate, and then use recovery tools if the failure continues.

What error 0x009A9B08 means
A search for the exact string 0x009A9B08 does not produce a documented Microsoft definition or a dedicated Microsoft fix. It is therefore not possible to responsibly decode the number into a specific component. The same-looking code can be displayed by different parts of Windows or by third-party software, and the surrounding text is more useful than the hexadecimal number.
The code is not, by itself, proof of malware, a failing hard drive, or a bad driver. Windows stop errors and unexpected restarts can involve hardware, a device driver, or software. Your first job is to determine which situation you actually have.

Capture the evidence before changing anything
Write down or photograph the entire message, not just the code. Include any file name, stop-code text, troubleshooting URL, percentage counter, or “what failed” line. Note whether the message appeared during startup, sign-in, an update, activation, or while opening a particular application.
Record the Windows edition and build by pressing Windows+R, entering winver, and pressing Enter. Also note what changed immediately beforehand: a Windows update, driver installation, new USB device, dock, printer, graphics card, memory upgrade, security program, or application.
If the computer can still start, back up important documents before attempting recovery. If it cannot start normally, avoid repeatedly forcing power-offs unless Windows is unresponsive; use the recovery instructions below and preserve the exact wording of the error for later diagnosis.

1. Undo recent hardware changes
Shut down the PC. Disconnect newly added or nonessential hardware, including USB storage, docks, hubs, printers, phones, external displays, and adapters. Leave only the keyboard, mouse, monitor, and the hardware required to boot. Then start Windows again.
This step is especially important when the first failure followed a hardware installation or a change in how a device is connected. If removing one device stops the error, reconnect devices one at a time and restart after each connection. The device that brings the problem back is the leading suspect; leave it disconnected while you obtain a compatible driver or service.
2. Start Windows in Safe Mode
Safe Mode loads a limited set of drivers and services. If 0x009A9B08 disappears there, a normal-startup driver, service, or recently installed program becomes more likely than a basic Windows component.

From a working desktop, open Settings > System > Recovery (Windows 11) or Settings > Update & Security > Recovery (Windows 10), select Advanced startup, and choose Restart now. You can also hold Shift while selecting Power > Restart from the Start menu or sign-in screen.
At the recovery menu select Troubleshoot > Advanced options > Startup Settings > Restart. After the restart, press 4 or F4 for Safe Mode, or 5 or F5 for Safe Mode with Networking when internet access is necessary. If Windows will not reach this menu, interrupt startup two or three times by turning the PC off when the Windows logo appears; Windows should enter its recovery environment on the next start.
In Safe Mode, remove or roll back the change that preceded the error, inspect Device Manager, and copy any useful event details. Do not use Safe Mode as a permanent operating mode; it is a diagnostic state.
3. Inspect Device Manager and drivers
Right-click Start and open Device Manager. Expand the categories related to the event—such as Display adapters, Network adapters, Sound, video and game controllers, Universal Serial Bus controllers, Disk drives, and Printers. A yellow exclamation mark identifies a device Windows cannot start normally.
Open the suspect device’s Properties and read the Device status message. On the Driver tab, use Update Driver when a newer driver is available. If the issue began immediately after a driver update, use Roll Back Driver when that button is available. If updating does not help, choose Disable device temporarily or select Uninstall device, then restart so Windows can redetect it.

4. Check free storage and install Windows updates
Open Settings > System > Storage in Windows 11 or Settings > System > Storage in Windows 10 and verify that the system drive has room for temporary files, update packages, and recovery operations. Microsoft’s general blue-screen guidance gives roughly 10%–15% free space as a practical target; the exact requirement varies by configuration.
After recording the current state, remove files you no longer need and empty the Recycle Bin. Do not delete folders you cannot identify, and do not assume that removing a particular cache will cure this code.
Then open Settings > Windows Update (Windows 11) or Settings > Update & Security > Windows Update (Windows 10), select Check for updates, install the available updates, and restart. If an update is pending, let it finish before judging whether the error has returned. A restart may be required more than once.

If the complete message appeared during Windows Setup, a feature upgrade, or installation, Microsoft lists a disk check as an appropriate diagnostic. Open Windows Terminal (Admin) or Command Prompt (Admin) by right-clicking Start, approve the User Account Control prompt, and run:
chkdsk /f C:When Windows says the volume is in use and asks to schedule the check for the next restart, type Y and press Enter, then restart. The check can take time, particularly on a large or heavily used drive. Do not power off the computer while it is checking.
6. Repair the Windows image when setup or system components are damaged
For an upgrade or installation failure, Microsoft also lists the Deployment Image Servicing and Management command. In an elevated Command Prompt or Windows Terminal, run:

DISM.exe /Online /Cleanup-image /RestorehealthWait for the operation to complete and follow its final status message. Administrator permission is required. Restart Windows afterward and retry the operation that originally displayed 0x009A9B08. If the command reports that it cannot complete, keep the exact message; it provides more actionable information than the unidentified hexadecimal code.
7. Use System Restore or another recovery option
If the error began after a driver, application, or system change and normal troubleshooting has not helped, open Settings > System > Recovery (Windows 11) or Settings > Update & Security > Recovery (Windows 10), then choose the recovery option that matches the symptom. System Restore can return system files, drivers, and settings to an earlier restore point without being a general replacement for a current personal-file backup.
When Windows cannot start, select Troubleshoot > Advanced options > System Restore from the Windows Recovery Environment. Choose a restore point dated before the first appearance of the code. If no suitable point exists, return to the recovery menu and use the least destructive available option; read each screen carefully because some reset choices remove applications or personal data.

If it is a blue screen or repeated restart
Prioritize the hardware-removal, Safe Mode, Device Manager, free-space, and Windows Update steps above. In normal Windows, open Event Viewer by right-clicking Start and selecting Event Viewer. In the left pane, open Windows Logs > System and inspect Critical and Error entries at the exact time of the restart. Read the event’s general and details tabs; record the provider, event ID, and any named device or driver.
Windows also includes Windows Memory Diagnostic. Press Windows+R, enter mdsched.exe, and choose whether to restart immediately or test at the next startup. After the test, open Event Viewer and navigate to Windows Logs > System; filter or search for the source MemoryDiagnostics-Results. A reported memory error warrants a hardware-focused investigation rather than repeated Windows repairs.
Advanced users who are comfortable with debugging can collect and analyze a memory dump after a crash. Preserve the dump and the associated event timestamps when asking a qualified technician for help. A dump can identify a failing module or driver, but interpreting one incorrectly can lead to disabling the wrong device.
If it appears after Windows Update or during an upgrade
Disconnect nonessential external hardware, verify Device Manager, and make sure the system drive has adequate free space. Temporarily removing third-party security software can help isolate an upgrade conflict; use the vendor’s documented uninstall process and reinstall protection after the upgrade attempt. A clean restart can also reduce interference from background services.
To perform a clean restart, press Windows+R, enter msconfig, and press Enter. On the Services tab, select Hide all Microsoft services, then use Disable all. On the Startup tab, open Task Manager and disable nonessential startup items. Restart and retry the upgrade. When finished testing, return to System Configuration and restore normal startup so that disabled services are not left off permanently.
Run chkdsk /f C: and DISM.exe /Online /Cleanup-image /Restorehealth from an elevated terminal as described earlier. Keep the setup log or final error text if the upgrade still fails; it is more specific than 0x009A9B08 alone.

If it appears on an activation screen
Open Settings > System > Activation in Windows 11 or Settings > Update & Security > Activation in Windows 10, then use the Activation troubleshooter where it is offered. Follow the prompts for the installed edition and the device’s licensing status.
Microsoft’s activation guidance says that when an error code is not listed, you should contact customer support. Provide the complete activation message, the unlisted code, the Windows edition shown by winver, and any recent hardware or edition change. Do not substitute blue-screen repairs for an activation problem unless the computer is also crashing or restarting.
If only one application shows it
Record the application name, version, exact action that triggers the message, and the Event Viewer entry created at that time. Test whether the error occurs in another Windows account or in Safe Mode; a failure limited to one application points toward that program or one of its dependencies rather than a universal Windows stop condition. Repair or reinstall the affected application only after preserving its settings and data.
What Microsoft’s general stop-error figures do—and do not—tell you
Microsoft Learn reports that, among the stop errors it analyzed, 70% were attributed to third-party driver code, 10% to hardware issues, 5% to Microsoft code, and 15% had unknown causes. The page does not state a year for those figures. They are a broad analysis, not a diagnosis of 0x009A9B08, so do not assume that this particular code is a driver failure simply because drivers are common in the overall distribution.

Windows 10 support status
Microsoft states that support for Windows 10 ended on October 14, 2025. Windows 10 PCs continue to operate, but under that support statement Microsoft no longer provides free Windows Update software updates, technical assistance, or security fixes. If the affected computer is still on Windows 10, record its edition and hardware compatibility while troubleshooting; moving to a supported Windows release may be a separate decision from fixing the immediate error.
When to stop troubleshooting yourself
- The PC cannot remain powered on long enough to back up files or reach recovery options.
- Windows Memory Diagnostic reports errors, the storage check reports repeated failures, or the drive makes unusual noises.
- The error returns after disconnecting peripherals, using Safe Mode, checking drivers, installing updates, and repairing the disk or Windows image.
- You are unsure whether a device is essential for booting or whether a recovery option will remove personal data.
- The activation message concerns a license or edition change that Microsoft’s troubleshooter does not resolve.
In these cases, preserve the photograph of the full message, the winver result, Event Viewer details, memory-test results, and any command output. That evidence lets support staff distinguish a generic unidentified code from the actual failing component.
