Error 0x00995E3B has no verified public Microsoft or hardware-vendor definition. The hexadecimal value alone does not identify a faulty driver, DLL, update, device, or application. Treat it as a symptom whose meaning depends on the complete message, the program that displayed it, and whether Windows still reaches the desktop. Record that context first, then work through the recovery path below for your Windows 11 or Windows 10 installation.
What error 0x00995E3B means
Searches for the exact strings 0x00995E3B and 00995E3B do not provide an authoritative Microsoft, OEM, or software-vendor explanation. It is therefore not safe to label it a specific Windows stop code or to assume that a particular driver, update, DLL, or hardware component is responsible. The same-looking number can be produced by an application installer, a security component, a device utility, or a recovery screen, and each context requires a different diagnosis.

Before changing anything, capture the entire dialog or blue-screen text. Note the application or installer name, the action that triggered the message, whether Windows reaches the desktop, and whether the problem began after an update, driver installation, new peripheral, or application change. If possible, take a screenshot that includes the title bar and buttons. Also record the date and time so you can locate matching events.
Information that changes the diagnosis
- The complete on-screen wording, not just the hexadecimal value.
- The program, game, setup package, or Windows component that displayed it.
- Whether the computer boots normally, crashes before sign-in, or repeatedly restarts.
- Any hardware, driver, Windows update, or application added immediately before the first occurrence.
- The matching warning or error in Event Viewer.
Choose the correct troubleshooting path
| What you can observe | Start here | Why |
|---|---|---|
| Windows reaches the desktop and the code appears in one app | Record the app context, then use Safe Mode, Event Viewer, updates, and an app repair or reinstall. | The application or a component it loads may be failing even though Windows itself starts. |
| The code started after a driver, update, or application change | Disconnect new hardware, inspect Device Manager, then consider System Restore or Startup Repair. | A rollback can be more appropriate than replacing unrelated drivers. |
| Windows is unstable but Safe Mode starts | Use Safe Mode to inspect recently changed devices and drivers, then install updates. | Safe Mode loads a limited set of drivers and services, making a third-party conflict easier to isolate. |
| Windows cannot reach the sign-in screen | Enter Windows Recovery Environment (WinRE) through repeated failed starts or installation media. | Startup Repair, System Restore, and offline troubleshooting are available outside the normal desktop. |
Step 1: Remove recently added hardware
Shut down the computer. Disconnect USB hubs, external drives, printers, cameras, Bluetooth adapters, docking stations, and other peripherals added shortly before the error. If you installed an internal component, power off, unplug the computer, and have the component removed or reseated only if you are comfortable working inside the case and can follow the device maker’s safety instructions. Do not open a laptop that is still under a service agreement unless the manufacturer permits it.

Reconnect only the keyboard, mouse, display, and network connection needed to test Windows. Start the PC again. If the code disappears, reconnect devices one at a time and restart between tests. The device that brings the error back is a useful lead, but it is not proof that the device itself is defective; its driver, firmware, cable, or port can also be involved.
Step 2: Start Windows in Safe Mode
Safe Mode is useful when Windows is unstable, restarts repeatedly, or a third-party driver may be involved. If you can reach the desktop, open Settings > System > Recovery in Windows 11 or Windows 10, select Advanced startup > Restart now, and confirm the restart. You can also hold Shift while selecting Power > Restart from the Start menu.
After the blue recovery menu appears, choose Troubleshoot > Advanced options > Startup Settings > Restart. At the numbered list, press 4 or F4 for Safe Mode, or 5 or F5 for Safe Mode with Networking if you need internet access. Use the smallest mode that lets you perform the next check; networking loads additional drivers.

Avoid interrupting a firmware update or an operation that explicitly says not to power off.
What to inspect in Safe Mode
- Open Device Manager by right-clicking Start and selecting it. Expand categories related to the device named in the full error message. A yellow warning icon, an unknown device, or a driver whose date matches the start of the problem is significant.
- Open a command such as
winverfrom the Run dialog to record the Windows edition and build. Do not assume Windows 11 and Windows 10 use identical driver packages. - Check whether the error occurs in Safe Mode. If it does not, a normal-startup driver or service becomes more likely; if it does, the cause may be deeper in Windows, the boot configuration, or hardware.
Step 3: Check Device Manager and handle drivers carefully
In Device Manager, right-click the suspected device and choose Properties. The General tab may show a device status message; the Driver tab shows the provider, date, and version. Write these down before making changes. Do not uninstall an unknown device merely because it has a warning icon if you cannot restore connectivity or obtain the correct package.
Roll back a driver when the timing matches
If the Roll Back Driver button is available and the error began immediately after that driver changed, use it, confirm the reason, and restart. A rollback is not appropriate simply because a driver is old. If the button is unavailable, use System Restore when a restore point predates the change.
Update through Windows Update first
Open Settings > Windows Update (Windows 11) or Settings > Update & Security > Windows Update (Windows 10), select Check for updates, and install the recommended updates. Microsoft Support states: “Microsoft recommends trying to first automatically update drivers using Windows Update.” Restart even when Windows does not request it, then test the action that produced 0x00995E3B.
Use the hardware maker’s package only for a clearly identified device
If Windows Update does not provide a driver and Device Manager identifies the affected device, obtain the package from that device or computer manufacturer’s official support page. Match the exact model, Windows edition, architecture, and release. Avoid driver bundles that do not identify the hardware they change. Create a restore point before installing a manually downloaded package, and keep the previous driver details in case you need to reverse the change.
Step 4: Install pending Windows updates and restart
Save your work, connect the PC to reliable power, and run Windows Update. Select Advanced options > Optional updates only after reviewing each listed driver; optional drivers are not automatically the right answer for an unidentified code. Install normal quality and security updates, restart, and test again. If the first restart is unusually slow, allow Windows to complete its update process rather than forcing power off.
If the error appeared immediately after an update, note the update’s installation date. Do not remove updates indiscriminately: record the knowledge-base number shown under Update history, and remove only a clearly correlated update when normal rollback or System Restore is unavailable and the machine remains unusable.
Step 5: Use System Restore after a known system change
System Restore can return system files, drivers, and registry settings to an earlier restore point without intentionally deleting personal documents. It does not restore every application’s data, so back up important files first if Windows still starts.

Select Next, choose a restore point dated before the first 0x00995E3B occurrence, and select Scan for affected programs to review expected changes. Confirm only when the date and affected items make sense. The PC will restart and may take several minutes.
If Windows does not boot, select Troubleshoot > Advanced options > System Restore in WinRE. Choose the same type of restore point and provide the account password if requested. If no restore point exists, use the next recovery option rather than creating one after the failure.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Step 6: Run Startup Repair when Windows will not start
Startup Repair examines common boot problems and attempts an automatic correction. Enter WinRE through Settings > System > Recovery > Advanced startup > Restart now when the desktop is available, or through the recovery screen shown after failed starts. Select Troubleshoot > Advanced options > Startup Repair, choose an administrator account, and enter its password.
Startup Repair is intended for boot failures. If Windows starts normally and only one application shows the code, use the application’s repair, reset, update, or reinstall option instead of repeatedly running Startup Repair.
Step 7: Enter recovery tools from Windows installation media
When the internal recovery environment is unavailable, use genuine Windows 11 or Windows 10 installation media prepared with Microsoft’s official creation tools. A blank USB flash drive is erased while the media is created, so copy any files from it first. Use a working computer to prepare the drive if the affected PC cannot boot.
- Insert the installation USB into the affected computer and power it on.
- Open the one-time boot menu using the key shown by the computer maker, commonly one of the function keys or Esc, and select the USB device.
- At Windows Setup, choose the appropriate language and keyboard options. Do not select Install now for this troubleshooting path.
- Select Repair your computer.
- Choose Troubleshoot > Advanced options, then select Startup Repair, System Restore, Startup Settings, or Command Prompt according to the symptoms.
Installation media provides access to recovery tools; it is not a guaranteed fix for this unidentified hexadecimal code. If BitLocker is enabled, recovery tools may request the BitLocker recovery key. Find that key through the Microsoft account or organizational system that manages the PC before making destructive changes.
Step 8: Inspect Event Viewer for the matching failure
Event Viewer can connect the code to a component without guessing from the number alone. If Windows reaches the desktop, right-click Start, select Event Viewer, and open Windows Logs > System and Windows Logs > Application. Choose Filter Current Log, set a time range around the failure, and review Error and Critical entries.
Open an event whose timestamp matches the dialog. Record the Source, Event ID, faulting application or module, and the text on the General and Details tabs. An event that names a device, service, or application is more useful than the hexadecimal code by itself. Do not delete logs before saving the relevant details; they can help the computer maker or application publisher reproduce the problem.

Step 9: Repair an application-specific failure
If the code appears only when one application starts and Windows remains stable, update that application from its official publisher, then use its built-in repair or reset option. In Windows 11, open Settings > Apps > Installed apps, select the application’s three-dot menu, choose Advanced options, and try Repair before Reset. Windows 10 uses Settings > Apps > Apps & features; select the application and choose Advanced options when available.
Reset can remove the application’s local settings or sign-in state. Export settings and back up application data first. If repair and update do not help, uninstall, restart, and reinstall a current package from the publisher. Keep the full error text and Event Viewer entry; an application developer can need both.
What not to conclude from 0x00995E3B
- Do not assume the code proves malware, a failing hard drive, or a damaged Windows file.
- Do not replace every driver or edit the registry based solely on the hexadecimal value.
- Do not download a random DLL or a “code fixer” that promises a guaranteed result.
- Do not use a third-party driver package when the affected device has not been identified.
- Do not reset or reinstall Windows before backing up personal files and checking less-destructive recovery options.
When to stop self-service troubleshooting
Seek the computer manufacturer, the application publisher, or a qualified repair professional when the PC repeatedly powers off, shows storage or memory errors, cannot complete recovery, or the code returns after the relevant driver or update has been reversed. Provide the screenshot, complete message, Windows edition and build, hardware changes, steps already tried, and the matching Event Viewer record. That information is more actionable than reporting only “0x00995E3B.”
Quick Recap
As an optional shortcut after the manual checks, Outbyte PC Repair can look for more than 100 common Windows issues where possible, adjust settings that affect CPU, RAM, and disk load, clean temporary and cache files, check selected Windows settings and missing updates, and keep an app-crash log. It runs on Windows 11, 10, 8, and 7 and offers a free trial by category for at least two days before a subscription; results vary, it does not repair every crash, and it complements rather than replaces antivirus software.
