The page may instruct you to call a number, install remote-control software, or pay for help. Microsoft’s guidance is unambiguous: “Genuine Microsoft error messages never include a phone number to call.”

If you saw 0x009955D3 after visiting a website, clicking an advertisement, or following a link in an email, start with the scam-response procedure below. Do not search for a “0x009955D3 fix” executable or registry file; an unknown code is an especially poor reason to run an unverified download.

A telephone number, remote-access request, urgency, or payment demand overrides the apparent Windows context: stop and follow the scam procedure. A normal activation or update problem does not require you to call a number printed in a pop-up.
If a browser pop-up shows 0x009955D3
Use this sequence even if the page says your files are at risk, claims Microsoft has detected a problem, or tells you not to shut down. The objective is to end the web session without giving the page more information or control.

- Do not call or click. Do not dial the displayed number, click “Continue,” allow notifications, enter a password, type a payment-card number, or follow instructions to open Command Prompt, PowerShell, or the Run dialog. Do not read a verification code to a caller.
- Try to close the tab or browser. Use the browser’s normal close button or press
Alt+F4. Do not click buttons inside the warning page itself. - If the browser will not close, end it with Task Manager. Press
Ctrl+Shift+Esc, select the browser process, choose End task, and confirm. If Task Manager does not appear, restart the PC using the normal Windows power menu. Holding the physical power button should be a last resort because an abrupt shutdown can lose unsaved work. - Do not grant remote access. Decline requests to install remote-control software or to let an unknown person connect. A caller who claims to be Microsoft cannot turn a browser warning into a genuine Windows support case by taking control of the PC.
- Write down what happened without revisiting the page. Record the website address if it is already visible in browser history, the telephone number, the time, and any application you were instructed to install. Do not reopen the page to collect more details.
Remove software installed at the scammer’s direction
If you installed a remote-access utility, “support” application, browser extension, or other program because of the alert, remove it before using the computer normally. Uninstalling it does not prove that no account or file was accessed, so continue with the scan and password steps.
- Open Settings from the Start menu.
- In Windows 11, select Apps, then Installed apps. In Windows 10, select Apps, then Apps & features.
- Sort by installation date or review the list for the name the caller or pop-up gave you. Select the unfamiliar or requested application, choose Uninstall, and complete its removal wizard.
- Restart Windows when the uninstaller asks you to. If the application refuses to uninstall, record its name and continue with Microsoft Defender; do not download a random “removal tool” advertised by another pop-up.
Only remove software that you can identify as installed for the incident or that you no longer trust. Do not delete Windows folders or registry entries merely because a web page mentions them. If another person installed several programs, make a list so you can tell your bank, employer, or an incident-response contact exactly what was added.
Scan, update, and secure accounts
Run a full Microsoft Defender scan
- Open Windows Security from the Start menu.
- Select Virus & threat protection, then choose Scan options.
- Select Full scan and start it. Let the scan finish; a full scan can take substantially longer than a quick scan.
- Follow Windows Security’s instructions for anything it identifies. Restart if requested, then run another scan if Windows Security recommends one.
A Defender scan is a sensible safety check after an unsolicited remote-access installation. It does not turn the unknown code into a recognized Windows error, and a clean result does not undo passwords or payment information already disclosed.

Install current Windows security updates
- In Windows 11, open Settings > Windows Update. In Windows 10, open Settings > Update & Security > Windows Update.
- Select Check for updates, install the available updates, and restart when requested.
- Return to the same page and check again until Windows reports that it is up to date or explains why an update cannot install.
Windows 10 reached the end of Microsoft support on October 14, 2025. A Windows 10 computer can still run, but you should check Microsoft’s current lifecycle guidance for that device rather than assuming it receives the same support as Windows 11.

Change exposed passwords
Use a different, trusted device if you suspect the scammer watched your keyboard or controlled the computer. Change the password for the email account first, then accounts that can reset other passwords, followed by banking, shopping, work, and social accounts. Do not reuse the old password. Turn on multi-factor authentication where available and review recent sign-ins or active sessions for unfamiliar activity.
If you gave a card number, bank details, or permission to transfer money, contact the bank or card issuer using the number on your card or statement. Explain that the information was disclosed during a technical-support scam and ask what transactions, card replacement, or account-monitoring steps are appropriate.
Report the incident
Use Microsoft’s official reporting route for technical-support scams. Include the displayed number, website address, names of applications installed, and any payment or account information shared. If money was sent, report it to the financial institution as well; a Microsoft report does not replace a bank’s fraud process.
Check whether the warning is gone
After the browser is closed, unwanted applications are removed, Defender has completed a full scan, and updates are installed, verify the computer in ordinary use:

- Restart Windows and confirm that the warning does not reappear before you open a browser.
- Open Windows Security and review its protection history for detections or actions that still require attention.
- Check Installed apps again for a remote-access program you did not authorize.
- Review browser extensions and remove one you installed only because of the alert. If an extension belongs to work or school, ask that organization before removing it.
- Watch for repeated crashes, unexpected restarts, or new sign-in notifications. Those symptoms need separate Windows or account troubleshooting; they do not validate 0x009955D3 as a Windows code.
If the page returns only when you visit one particular site, stop visiting that site and report the page through the browser or site owner’s abuse channel. Do not test it repeatedly to see whether the message is “real.”

A genuine activation issue is handled by Windows’ own Activation page, not by a browser telephone number. Confirm that the message is inside Settings and that you can navigate normal Windows controls.
- In Windows 11, open Settings > System > Activation. In Windows 10, open Settings > Update & Security > Activation.
- Review the activation status and select the built-in Troubleshoot option when it is offered.
- Follow the troubleshooter’s prompts and sign in with the Microsoft account associated with the digital license if Windows requests it.
- Restart and check the Activation page again.
Do not guess at an activation key, download a key generator, or enter a telephone number shown by an unrelated web page. Microsoft’s guidance says that when an activation code is not listed in its documentation, you should contact customer support rather than inventing a code-specific fix. Keep your product key or purchase record available for that conversation.

When the code appears while Windows Update, Setup, or an upgrade is visibly running, treat the installation workflow as the source of the symptom. The exact digits still do not establish a documented meaning, so use the general recovery path Microsoft recommends.
- Disconnect or remove nonessential external hardware such as storage devices, printers, cameras, and hubs. Leave only the keyboard, mouse, display, and hardware required to boot.
- Run the Windows Update troubleshooter from Windows Settings. Windows 11 places troubleshooters under Settings > System > Troubleshoot > Other troubleshooters; Windows 10 uses Settings > Update & Security > Troubleshoot.
- Check that the account running Setup has the permissions it needs and that the system drive has adequate free space. If the computer belongs to an organization, ask its administrator before changing policy or permissions.
- Restart and retry the update or installation once. If it fails again, record the exact step, date, and any additional code displayed by Windows.
- Use Microsoft’s documented Windows error-code table or support channel with that complete information. Do not substitute a registry cleaner or an executable that promises to repair 0x009955D3.
If the same page also shows a phone number, stops you from closing the browser, or asks for remote access, abandon this installation branch and return to the scam-response steps. A real Setup failure does not need a pop-up operator to interpret it.
If the computer crashes or restarts
Repeated crashes and restarts are a different symptom from a browser alert. Microsoft identifies hardware, drivers, and software as possible causes. Start with changes you can reverse.
- Shut down and remove newly added hardware or accessories. If the crashes stop, reconnect one item at a time to identify the change.
- Start Windows in Safe Mode. Safe Mode loads a limited set of drivers and services, which helps distinguish a third-party software or driver problem from a failure that occurs with the basic Windows environment.
- If the system is stable in Safe Mode, undo the most recent driver, application, or system change. Restart normally and test after each change.
- If the system still crashes in Safe Mode, document when the restart occurs, whether it happens before sign-in, and any stop message Windows displays. Hardware service or Microsoft support may be appropriate.
Do not install a driver package solely because a website associates it with 0x009955D3. Use the hardware maker’s supported driver process or the recovery guidance for the specific device and Windows edition.

- Calling the number: It confirms that the page reached a person who may continue the pressure campaign.
- Paying for a “diagnosis”: Payment does not convert an undocumented code into a Microsoft support case.
- Allowing remote control: The operator could view files, install software, or change settings while you are watching.
- Running a copied command: A scam page can use familiar-looking commands to make you alter Windows or download malware.
- Deleting system files: Removing DLLs, registry keys, or Windows folders can create a genuine failure unrelated to the original page.
- Assuming a clean scan settles everything: Account passwords, payment details, and remote sessions require separate recovery even when Defender reports no malware.
- Searching for a guaranteed fix: No legitimate source establishes a universal repair for this exact code.
When to seek additional help
Contact Microsoft through its official support channel for an activation or installation problem that remains after the built-in troubleshooter and basic hardware checks. Provide the Windows edition, the workflow in which the message appeared, the time it started, and any additional code or setup log that Windows itself displayed.
Seek help from your organization’s IT team if the computer is managed by work or school. For suspected financial loss, contact the bank or card issuer immediately. If the computer contains sensitive business or personal data and someone had remote access, preserve the timeline and application names rather than repeatedly experimenting with cleanup utilities.
