Error 0x00991E62 is not identified in Microsoft’s published Windows 10 or Windows 11 documentation as a standard Windows error with a known message or universal fix. Treat it as an unidentified status value until you establish which program, driver, installer, or device produced it. Record the surrounding details, decode the value with Microsoft’s Error Lookup Tool, and then follow the support path for the component that actually emitted it. This approach is safer than applying registry cleaners, downloading random DLL files, or reinstalling Windows without knowing the source.
What error 0x00991E62 means
The hexadecimal value 0x00991E62 does not appear in the Microsoft documentation searched for standard Windows 10 and Windows 11 system errors. Windows error values can be generated in many locations. Microsoft notes that investigation should start with the programmatic and runtime context, and that software outside Windows can return its own codes. A message shown by an installer, game, security product, or hardware utility may belong to that product rather than to Windows itself.

Capture the evidence before changing anything
Do not close the only copy of the message until you have recorded its context. The same hexadecimal value can be interpreted differently depending on which component displayed it.
- Copy the complete dialog text, including the title, buttons, and any file name.
- Record the application, game, installer, update, or device involved.
- Write down exactly what action triggered the message: startup, sign-in, installation, driver installation, printing, connecting a device, or another event.
- If the message came from Event Viewer, note the log channel, provider or source, event ID, timestamp, and the complete event description.
- Open Settings > System > About and record the Windows edition and build, or press
Windows+R, typewinver, and record the displayed version. - For a device-related message, note the device name, manufacturer, connection type, and whether the problem began after a hardware or driver change.
Keep this information together. Microsoft’s guidance is that error-code debugging begins with runtime and programmatic context; the number alone is rarely enough to identify ownership.
Decode the value with Microsoft’s Error Lookup Tool
Microsoft provides an Error Lookup Tool that displays the message associated with a hexadecimal status code when the value exists in its lookup tables.

- Download the current Error Lookup Tool from Microsoft’s official download page and extract it to a folder you can find easily.
- Open Command Prompt. If the tool is in another folder, change to that folder with
cdor provide the full path to the executable. - Run the documented syntax, replacing nothing in the code itself:
Err_6.4.5.exe 0x00991E62 - Copy the returned message exactly. Preserve the command output with the original dialog and timestamp.
If the tool reports that it cannot find the value, record that result and continue with the ownership checks below. Microsoft describes the utility as a point-in-time lookup; its tables can lag behind newer Windows releases, and a third-party application may use a value that is not in the Windows tables.
Find which component generated the code
When an application or installer displays it
Look at the window title, the publisher name, the installation folder, and any file or service named in the message. If the code appears only when one application starts or performs a particular operation, treat that application as the first owner to investigate. Check the product’s own help, release notes, setup log, or support channel using the exact message and the version you recorded.
Microsoft’s published guidance states: “Other error codes may be generated by third party services or apps … in which case you need to contact the third party.” Do not substitute a generic Windows repair for the vendor’s documented procedure when the vendor’s software is the component reporting the code.

When it appears during startup or sign-in
Determine whether the message is produced by Windows itself or by a program that launches with Windows. Use Settings > Apps > Startup to review recently added startup entries, and compare the timing with software or driver installations. Disable only a clearly identified, nonessential startup item for a test; do not remove unknown system entries. If the dialog names a product, use that product’s support instructions rather than guessing from the hexadecimal number.
When it appears in Event Viewer
Open Event Viewer by searching for it from Start. Select the log named in your notes, then use Filter Current Log or sort by date and time to locate the event. Open the event’s General and Details tabs and record the provider, event ID, task category, message, and any referenced file or device. The provider name is often more useful than the numeric code because it identifies the software or Windows component that wrote the event.
When it follows an installation
Check the installer’s own log location and the exact package version. If the error began immediately after installing an application, update, security product, or driver, use the installer’s repair or uninstall option only after saving your evidence. A clean reinstall can erase logs that the vendor needs, so preserve them first.

If Device Manager is involved
Microsoft’s Device Manager guidance applies to Windows 11 and Windows 10, but its published list does not contain every code that can be generated. An unlisted value should be treated as a reason to identify the hardware vendor, not as proof of a particular failure.
Inspect the device and its driver
- Right-click Start and open Device Manager.
- Expand the category containing the device and open its Properties.
- On the General tab, record the exact Device status text.
- On the Driver tab, record the provider, date, and version. If available, note whether Roll Back Driver is enabled and whether the problem began after that driver was installed.
- On the Details tab, choose Hardware Ids and save the values. These IDs help the hardware vendor identify the correct model.
- On the Events tab, record the timestamps and descriptions related to the failure.
Use the supported driver sequence
- In the device’s Driver tab, select Update Driver and follow the available Windows search or vendor-provided package path.
- If the problem started immediately after a driver update and Roll Back Driver is available, use it, restart Windows, and test the device.
- If updating does not help, select Uninstall Device. Read the confirmation carefully; only select a removal option for the driver package when you have a known replacement or the vendor’s instructions.
- Restart the computer. Windows may reinstall the device automatically.
- If it does not reappear, open Device Manager, select Action > Scan for hardware changes, and test again.
Use the exact hardware IDs and driver version when contacting the device manufacturer. Microsoft advises contacting the hardware vendor or Microsoft Support when a Device Manager code is not listed in its documentation.

Safe checks that do not assume a cause
After preserving the evidence, perform only reversible checks that relate to what you observed:
- Restart Windows once and see whether the event recurs under the same action.
- Repeat the operation with the same application, file, device, or account so you can distinguish a one-time event from a reproducible failure.
- Install a pending Windows update only if the affected vendor or Microsoft documentation identifies it as relevant; do not assume every update addresses this code.
- For a driver case, compare the currently installed version with the vendor’s recommended version and keep a copy of the working driver before changing it.
- For an application case, use its documented repair, update, or rollback process and retain the application logs.
Change one variable at a time. If the code disappears after a change, document exactly which change worked; if it returns, the record will help the responsible vendor reproduce the issue.
What not to do
- Do not download a DLL from an unofficial library and replace files in
System32or an application folder. - Do not run registry cleaners or “one-click” repair scripts that promise to recognize an undocumented code.
- Do not install a generic driver package when the device model and hardware ID have not been confirmed.
- Do not delete Event Viewer logs, setup logs, or crash reports before saving copies.
- Do not reset or reinstall Windows as a first response. Those actions can remove evidence and will not necessarily repair a code generated by third-party software.
- Do not treat a missing Error Lookup result as proof that Windows is infected or corrupted.
When to contact support
Escalate when the error repeats, prevents startup or sign-in, disconnects essential hardware, or appears after the documented driver sequence. Send the support team:
- The exact hexadecimal value and complete message.
- Windows edition, version, and build from
winver. - The application, installer, device, or Event Viewer provider involved.
- The timestamp, steps that reproduce the problem, and whether a restart changes it.
- Error Lookup Tool output, Event Viewer details, setup logs, driver provider and version, and hardware IDs when relevant.
- A list of changes made immediately before the first occurrence.
For an unlisted Device Manager code, Microsoft specifically recommends contacting the hardware vendor or Microsoft Support. For a code emitted by a third-party app or service, contact that product’s vendor first because it controls the meaning and repair procedure.
