Error 0x0098ECCF is not identified in Microsoft’s published Windows system-error-code reference, and an exact-string search produces no documented result. Do not assume it is a boot, update, or driver error until you record the complete message and where it appears. The similarly written 0xc0000098 is a different, documented boot failure.
Use the section below that matches the screen showing the code. The correct fix depends on whether Windows starts, whether the message appears during Windows Update or setup, and whether a recent hardware, driver, or software change came first.

What error 0x0098ECCF means
There is no confirmed Microsoft definition for the exact string 0x0098ECCF. Microsoft explains that system error codes can appear in many parts of Windows, may be returned by non-system software, and can be generated by a function far removed from the code that ultimately handles the error. Record the incident before changing Windows

Note whether it is a blue stop screen, the black startup screen, the Windows desktop, a Windows Update page, Windows Setup, or a particular application.
- Capture names. Record any file name, driver name, application name, setup phase, or percentage shown beside the code.
- Test booting. Decide whether Windows reaches the sign-in screen and desktop. If it does, note whether the error appears immediately, after a restart, or only when you launch one program.

- Preserve the wording. Do not paraphrase “0x0098ECCF” as “98 error” when contacting support; the exact string and context determine which troubleshooting path applies.
These observations are important because Microsoft notes that a system error can originate outside the component that displays it. The same-looking number should not trigger the same repair sequence in every location.

If more than one row seems to fit, use the earliest point at which the code appears. For example, a message during setup is an installation problem even if the computer later shows a restart screen.

Use this branch when the code appears before sign-in, on a stop screen, or during a cycle of unexpected restarts. Microsoft’s Windows 10 and Windows 11 guidance recommends the following sequence.
1. Remove hardware added before the failure
Shut down, disconnect newly installed or nonessential external hardware, and start the computer with only the equipment required for basic operation. This includes recently added USB devices, docks, storage, expansion hardware, and other peripherals. If Windows starts after removal, reconnect items one at a time so you can identify what changes the behavior. Do not remove hardware that is required to operate the machine if doing so would create another fault.
2. Try Safe Mode
Safe Mode starts Windows with a limited set of drivers and services. If you can reach the sign-in screen, hold Shift while selecting Power > Restart, then choose Troubleshoot > Advanced options > Startup Settings > Restart and select the Safe Mode option. On Windows 11, the same recovery choices are available through Settings > System > Recovery > Advanced startup > Restart now; on Windows 10, use Settings > Update & Security > Recovery > Advanced startup > Restart now. Labels can vary slightly by edition and update level.

If Windows cannot remain open long enough to use Settings, interrupting startup two or more times can bring up the Windows Recovery Environment; from there select Troubleshoot > Advanced options > Startup Settings. Use this only to reach recovery options, not as a repeated normal shutdown method.
3. Inspect Device Manager
In Safe Mode or a normal desktop session, right-click Start and open Device Manager. Expand the device categories and look for a warning icon. Pay particular attention to hardware installed or changed immediately before the first failure. Open the device’s Properties to read its status and driver information.
For a suspect device, use the manufacturer’s current driver when available. If the failure began immediately after a driver change, disable the suspect device temporarily or return to the previously working driver when that option is offered. Microsoft’s stop-code guidance specifically includes updating or disabling a suspect driver; do not disable devices at random because doing so can remove essential input, display, storage, or network functions.
4. Make sure the system volume has free space
Windows needs available space for updates, temporary files, paging, and recovery operations. In File Explorer, open This PC and check the drive containing Windows. If it is nearly full, remove files you recognize as unnecessary or move personal files to another location, then empty the Recycle Bin. Avoid deleting unfamiliar folders from the Windows directory or manually removing files that an application may still need.
5. Install pending Windows updates
From a normal boot or Safe Mode with networking, open Settings > Windows Update in Windows 11 or Settings > Update & Security > Windows Update in Windows 10. Select Check for updates, install available updates, and restart when prompted. If the computer cannot stay running long enough to complete this step, continue with System Restore rather than repeatedly forcing restarts.

6. Use System Restore when the problem persists
System Restore can return system files, drivers, and settings to an earlier restore point without targeting personal documents. Open System Properties, select the System Protection tab, and choose System Restore, or start it from Troubleshoot > Advanced options > System Restore in the recovery environment. Choose a restore point dated before the first appearance of the error and review the affected programs and drivers before confirming. If no restore point exists, this option will not be available.

After each change, restart normally and check whether the original screen returns. If Windows remains unable to start, preserve the exact message and the results of each step for the computer manufacturer or Microsoft support; do not label the incident as 0xc0000098 unless that is the code actually displayed.
If the message appears during Windows Update
Use this branch when the code is shown on the Windows Update page, during download or installation, or after an update restart while Windows otherwise boots.
1. Run the Windows Update troubleshooter
On Windows 11, go to Settings > System > Troubleshoot > Other troubleshooters, find Windows Update, and select Run. On Windows 10, open Settings > Update & Security > Troubleshoot > Additional troubleshooters, choose Windows Update, and select Run the troubleshooter. Follow the findings and restart if requested. The available labels can differ by servicing update.

Turn off the computer, unplug external devices that are not required for the update, and retry. Leave essential input and display equipment connected. Reconnect devices after the update completes. Microsoft includes this check because attached hardware can interfere with an update even when the displayed code does not name a device.
3. Verify automatic date and time
Open Settings > Time & language > Date & time in Windows 11 or Settings > Time & Language > Date & time in Windows 10. Turn on automatic time and automatic time-zone selection where available, then select Sync now if shown. Retry Windows Update after the clock is correct.
4. Clear the Windows Update cache only as directed
Microsoft’s update troubleshooting instructions may direct you to clear the Windows Update cache. Follow the current Microsoft procedure exactly, including any service stop and restart commands it specifies for your Windows version. Do not delete random folders from C:Windows or rename update directories based on an unverified guide; an incomplete cache reset can create a second update failure.

5. Repair system files in the documented order
Open Windows Terminal (Admin), PowerShell (Admin), or Command Prompt (Admin). Run the Deployment Image Servicing and Management command first and wait for it to finish:

When DISM completes, run System File Checker:
sfc /scannow
Let each command reach 100 percent before closing the window, then restart and try Windows Update again. Microsoft’s update guidance specifies this DISM-then-SFC order for system-file corruption. These commands repair Windows components; they do not prove what the unlisted code itself means.

Use this path when the code is shown by Windows Setup, the Installation Assistant, or an upgrade screen rather than by ordinary Windows Update.
Remove nonessential hardware
Disconnect external storage, printers, docks, and other equipment that is not needed to perform the installation. Keep the keyboard, pointing device, display, and any hardware required to boot the installer. Retry the installation after removing the equipment. Reconnect devices after setup succeeds.
Bring the existing Windows installation up to date
Before escalating an installation failure, install current updates for the existing Windows version, restart, and run setup again. Microsoft’s installation guidance recommends removing nonessential hardware and installing current updates before seeking further help. Record the setup phase, the exact code, and any accompanying file name if the error returns.
Do not reuse a boot-code fix automatically
An installation failure can leave a machine unable to start, but that later symptom does not establish that the original installation code was a boot error. Apply startup recovery steps only if the computer actually reaches a startup or stop screen and the evidence fits that branch.
If one application displays the code
When Windows reaches the desktop and only one program shows 0x0098ECCF, capture the program’s name, version if displayed, the action that triggers the dialog, and any file or module named in it. Microsoft notes that non-system software can return system error codes, so a dialog inside an application is not proof of a Windows boot or update problem.
First determine whether the failure follows the application or the entire system: close the program, restart Windows normally, and check whether other applications work. If the code appears only in that program, keep your troubleshooting focused on the application’s documented support route and provide the exact dialog text. Avoid deleting system files, changing boot configuration, or disabling unrelated devices merely because the hexadecimal string looks familiar.
Do not confuse 0x0098ECCF with 0xc0000098
The strings differ in both length and value. Microsoft documents 0xc0000098 as a boot failure in which Windows cannot load because a critical system driver is missing or corrupt. If your screen says 0xc0000098, follow the documentation for that code. If it says 0x0098ECCF, do not copy boot-repair commands from a page about the look-alike.
When the documented steps do not resolve it
Stop changing settings once you have completed the branch that matches the failure. Gather the following for support:
- A clear photograph or transcription of the entire message.
- The Windows edition, whether it is Windows 10 or Windows 11, and whether the system reaches the desktop.
- The screen or application where the code appears.
- Any named driver, file, device, or setup phase.
- The date the problem began and the hardware, driver, software, or update change that preceded it.
- Which Microsoft procedure you tried and what happened after each restart.
This record prevents a support technician from treating an unverified look-alike as the actual code. It also distinguishes a recurring startup failure from an update or application incident, which require different investigation.
