First response: capture the context and restart
- Preserve the exact message. Take a screenshot or copy the complete text. Include the window title, the name of the application or Settings page, and any secondary code or button label.
- Write down the triggering action. Note whether you were downloading an update, installing or upgrading Windows, activating a license, starting the computer, or using another application.
- Check the Windows version. Press
Win+R, enterwinver, and record the edition and build shown in the About Windows dialog. - Restart once. A restart can clear a pending reboot, a temporary servicing lock, or an interrupted installation. After restarting, repeat the same action once so you can tell whether the condition is transient.
If the code reappears, use the branch below that matches the screen where it was displayed. If you cannot identify a branch, do not run random registry edits or delete system folders; collect the evidence first.

When Windows Update shows the code
Microsoft’s Windows Update guidance says the built-in Update Troubleshooter can help when an error code appears while updates are downloaded or installed. Use the path for your edition.
Windows 11
- Open Settings.
- Select System, then Troubleshoot.
- Choose Other troubleshooters.
- Find Windows Update and select Run.
- Apply any action the troubleshooter reports, then restart the PC.
- Return to Settings > Windows Update and select Check for updates. Install the available updates and restart if Windows requests it.
Windows 10
- Open Settings.
- Go to Update & Security > Troubleshoot.
- Select Additional troubleshooters, then Windows Update.
- Choose Run the troubleshooter and apply its recommendations.
- Restart the PC.
- Open Settings > Update & Security > Windows Update, select Check for updates, and install what is offered.
If the troubleshooter reports that it could not identify a problem, that is not proof that the code is harmless or that the update system is healthy. Continue with the system-file repair procedure below if the failure repeats.

DISM repairs the Windows component image that servicing uses; System File Checker then checks protected files against that repaired source. Microsoft includes both commands in its troubleshooting guidance for update and installation failures. Run them from an elevated Command Prompt, and keep the order shown.

- Open Start and type Command Prompt.
- Right-click Command Prompt and choose Run as administrator. Approve the User Account Control prompt.
- Enter
DISM /Online /Cleanup-image /Restorehealthand press Enter. Wait for the operation to finish; the percentage may pause for a while. - When DISM completes, enter
sfc /scannowand press Enter. Do not close the window until verification reaches 100 percent. - Restart Windows and retry the action that produced the code.
If either command reports that it could not complete, record the exact result rather than repeatedly interrupting it. That result, together with your Windows build and the original message, is useful to Microsoft or the administrator supporting the PC.
When the code appears during an upgrade or installation
Windows Setup has more variables than a normal update. Before running setup again, reduce those variables and check the conditions that commonly interrupt an upgrade.
Disconnect nonessential hardware
Shut down the PC and unplug external drives, USB hubs, printers, cameras, and other peripherals that are not required for the installation. Leave only the keyboard, mouse, display, network connection, and the installation media or device that Setup needs. Reconnect devices after the upgrade succeeds.
Review drivers and security software
Update device drivers using the hardware maker’s supported package where possible. Temporarily uninstall non-Microsoft antivirus software and other nonessential utilities before retrying Setup, then reinstall compatible versions after Windows is working. Do not remove a security product without ensuring that you understand how to restore protection; Windows’ built-in protections remain a separate matter.

Check storage and the system disk
Make sure the system drive has enough free space for the particular upgrade and that important files are backed up. If you have symptoms of disk trouble—file read errors, repeated freezes, or setup reporting a storage problem—open an elevated Command Prompt and run:
chkdsk /f C:
Windows may schedule the check for the next restart because the system volume is in use. Accept the schedule, restart, and allow the scan to finish. A disk check is a diagnostic step; it does not establish that the hexadecimal code itself is a disk error.
Retry only after the basic checks
After removing peripherals, reviewing drivers and software, confirming free space, and completing any scheduled disk check, run the upgrade again. If it fails at the same point, preserve the complete Setup message and the build shown by winver instead of repeating an identical attempt indefinitely.

When the code appears in Activation
- On Windows 11, open Settings > System > Activation. On Windows 10, open Settings > Update & Security > Activation.
- Connect the PC to the internet and verify that the displayed Windows edition matches the license you intend to use.
- Select the available Activation troubleshooter and follow its prompts.
- Restart if the troubleshooter asks you to, then revisit the Activation page and record the resulting message.
Microsoft’s guidance is to contact customer support when an activation code is not listed in its references. Because 0x0098E6C1 is not identified in the references covered here, support will need the exact code, the full activation text, your Windows edition and build, and the results of the troubleshooter. Avoid buying another license or changing product keys solely because this unclassified number appeared.

When another application displays the code
If the code is inside a game, utility, driver installer, or other non-Windows program, use that product’s official documentation or support channel. Record the application name and version, the Windows build, what you clicked immediately before the error, and whether the failure occurs after every restart.
Use the application’s own repair, update, or reinstall instructions rather than applying Windows Update fixes blindly. A third-party program can choose hexadecimal values that have no relationship to Microsoft’s servicing or activation codes.
Use a clean, reproducible test before escalating
A reproducible report is more valuable than a list of unrelated tweaks. Perform one test at a time and write down the result.

- Confirm whether the PC is online and whether Windows reports pending updates.
- Run the branch-specific troubleshooter, if one exists.
- Run DISM followed by SFC when the issue involves updating, installing, or suspected system-file damage.
- For Setup failures, retry after disconnecting nonessential hardware and removing non-Microsoft antivirus or nonessential software.
- For activation, run the Activation troubleshooter and preserve its final message.
- For an application-specific failure, test the application’s official repair or update path.
Do not combine several registry cleaners, driver packs, and “one-click” repair utilities in the same test. If the error disappears, you will not know which change helped; if the system becomes less stable, recovery is harder.
What to send to support
Prepare a compact evidence package before contacting Microsoft, the application publisher, or your organization’s administrator:
- A screenshot or exact transcription of the complete error, including the window title.
- The application or Windows page that displayed it.
- The operation that triggered it and the time it occurred.
- The Windows edition and build from
winver. - Whether a restart changed the result.
- The final results of the Windows Update or Activation troubleshooter, DISM, SFC, and any scheduled disk check you ran.
- For an upgrade, the peripherals removed, drivers reviewed, software uninstalled, and available disk space checked.
This information lets support choose the right workflow instead of treating an unresolved code as a generic Windows failure.
Windows 10 support status
Microsoft states that support for Windows 10 ended on October 14, 2025. Under that support policy, a Windows 10 PC continues to run, but free Windows Update software updates, technical assistance, and security fixes are no longer provided. If this error is occurring on Windows 10 in 2026, that support status affects the update options available to you; it does not identify the meaning of 0x0098E6C1 or guarantee that moving to Windows 11 will resolve an application-specific problem.

What not to infer from this code
- The number alone does not prove that Windows Update is failing.
- It does not establish that activation is the cause.
- It does not justify deleting registry entries, system folders, or user data.
- No physical product, generic cleaner, registry tool, USB device, or license is established as a code-specific remedy.
- There is no documented percentage chance of success for any of these steps; the correct path depends on the screen and operation involved.
