First, verify the characters. The exact string 0x0098C808 is not defined in the Microsoft material reviewed for this problem. A likely misreading is 0xc0000098, a Windows startup error associated with damaged Boot Configuration Data (BCD) or missing system files. Those codes are different, so photograph the screen or copy the message again before running a code-specific repair.
If the message appears while the computer will not start, use Windows Recovery Environment (WinRE) and try Startup Repair first. If the message appears during Windows Update while Windows still loads, use the Windows Update troubleshooter instead. The procedures below cover both situations without assuming that the unconfirmed code is really 0xc0000098.

Confirm what the error says and when it appears
Write the code exactly as shown, including every zero, letter and punctuation mark. 0x0098C808 and 0xc0000098 are not interchangeable. The second form has eight hexadecimal characters after the prefix and is the one discussed in Microsoft Community recovery guidance. If your screen shows a different code, do not substitute the steps below for a fix designed for that code.

What the likely 0xc0000098 error means
Microsoft Community guidance describes 0xc0000098 as usually resulting from corrupted boot configuration data or missing system files. BCD entries tell Windows Boot Manager which installation to start and where its system files are located. If those entries or files cannot be read, the computer can stop before the normal sign-in process.
The exact 0x0098C808 text has not been defined in the Microsoft sources reviewed here. Therefore, the repair sequence below is a practical route only when your verified screen actually shows 0xc0000098 or describes a comparable startup/BCD failure.
Boot failure: use WinRE and Startup Repair first
Startup Repair is the least invasive recovery option in the documented sequence. It checks common startup problems automatically before you change the BCD from a command line.
- Turn on the computer and wait for Windows Recovery Environment (WinRE) to appear. If Windows repeatedly fails to start, it may enter WinRE automatically.
- Select Troubleshoot.
- Select Advanced options.
- Select Startup Repair.
- Allow the automatic repair attempt to finish, then restart the computer when prompted.
If Windows starts normally afterward, record the original code and check whether the problem returns before attempting additional commands. If Startup Repair reports that it could not repair the PC, return to Troubleshoot > Advanced options and open Command Prompt.
Boot failure: repair BCD and files from Command Prompt
The following commands come from Microsoft Community recovery guidance rather than a formal Microsoft error-code reference. Run them only after confirming that the failure is a startup problem and after identifying the drive letter that WinRE assigned to the Windows installation.
Identify the Windows drive letter
Drive letters can change in WinRE. The Windows installation that is C: during normal use may be another letter in recovery. Do not blindly run an offline repair against C:.
- At Command Prompt, check likely volumes by entering
dir C:Windows, thendir D:Windows, and other letters shown by the recovery environment if needed. - Use the result that displays the familiar Windows directory, including folders such as
System32. That letter is the Windows drive for the commands below. - In the examples, replace
C:with the letter you verified. If the Windows folder is onD:, useD:in both offline commands.
Rebuild the boot configuration
Run each command separately and wait for it to finish:
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →bootrec /scanosbootrec /rebuildbcdbootrec /fixmbrbootrec /fixboot
/scanos searches for Windows installations not currently listed in the boot configuration. /rebuildbcd attempts to add detected installations to the BCD. The final two commands repair boot information used during startup. Read every response; if a command reports an error instead of completing, keep the exact wording for later diagnosis rather than repeatedly entering random variants.
Check protected system files offline
With the verified Windows drive letter substituted, run:
sfc /scannow /offbootdir=C: /offwindir=C:Windows
For example, if WinRE identified D: as the Windows volume, use sfc /scannow /offbootdir=D: /offwindir=D:Windows. The /offbootdir and /offwindir switches tell SFC to inspect the offline installation rather than the temporary recovery environment.
Check the disk
Run the disk check against that same verified Windows volume:

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minutechkdsk C: /f /r
Replace C: when necessary. The /f switch asks for file-system errors to be fixed, while /r checks for readable data and bad sectors. This can take a long time, especially on a large or damaged drive; do not interrupt it simply because progress appears slow.
Restart and evaluate the result
- Close Command Prompt by entering
exitor selecting the window’s close control. - Choose the option to continue to Windows or restart the computer.
- Check whether the normal sign-in screen appears and whether the same startup code returns.
If the computer still cannot boot, preserve the command results and the exact on-screen code. Repeating the same sequence without new information is unlikely to resolve a different underlying problem.
When WinRE does not appear: use Windows installation media
If the computer never presents local recovery options, Microsoft Community guidance says a Windows 11 installation USB flash drive can provide access to repair tools.
- Start the computer from the Windows 11 installation USB flash drive.
- At the Windows Setup screen, choose the option to repair the computer rather than starting a new installation.
- Select Troubleshoot, then Advanced options.
- Try Startup Repair first. If necessary, open Command Prompt and follow the drive-letter, BCD, offline SFC and CHKDSK steps above.
Booting from installation media changes the drive letters that WinRE assigns, so verify the Windows directory again before using offline commands. Selecting the repair option is different from selecting an install option; do not begin an installation unless you intentionally want to change the operating system.

If the message appears during Windows Update
Use this path when Windows still starts and the error appears while an update is downloading, installing or retrying. Microsoft provides a Windows Update Troubleshooter for both Windows 11 and Windows 10.
Windows 11
- Open the Get Help app and start the automated Windows Update troubleshooter.
- If that route is not available, open Settings > System > Troubleshoot > Other troubleshooters.
- Find Windows Update and select Run.
- Follow the prompts, restart the PC, then check for updates again.
Windows 10
- Open Settings > Update & Security > Troubleshoot > Additional troubleshooters.
- Select Windows Update, then choose to run the troubleshooter.
- Restart the computer after it finishes.
- Check for updates again.
Microsoft states that support for Windows 10 ended on October 14, 2025. After that date, Microsoft no longer provides free Windows Update software updates, technical assistance or security fixes for Windows 10, although existing PCs continue to work. This support status can affect what updates are available and should be considered when an update-related error occurs.

Use this procedure when Windows loads but reports corrupted system components, or when update repair steps indicate system-file corruption. Microsoft Learn documents it for modern Windows versions, including Windows 11 and Windows 10.
- Sign in to Windows with an account that can approve administrator actions.
- Open Command Prompt with elevated rights. The window title or permission prompt should indicate administrator access.
- Run
DISM.exe /Online /Cleanup-image /Restorehealth. - Wait for DISM to complete. Microsoft says repair works best when the PC is connected to Microsoft Update so DISM can obtain missing or corrupted replacement files.
- After DISM finishes, run
sfc /scannow. - When SFC completes, restart the computer and retry Windows Update.
Run DISM before SFC in this sequence. SFC checks protected Windows files; DISM repairs the component store that supplies the files SFC may need. These online commands are for a running Windows installation. For a computer that cannot boot, use the offline SFC command in the WinRE section instead.
Choose the recovery route by symptom and access
| Situation | First action | If it fails | Evidence level |
|---|---|---|---|
| Windows will not boot and the verified code is 0xc0000098 | WinRE: Troubleshoot > Advanced options > Startup Repair | WinRE Command Prompt for BCD repair, offline SFC and CHKDSK | Microsoft Community recovery guidance |
| WinRE is unavailable | Boot a Windows 11 installation USB flash drive and select Repair Computer | Use the same WinRE tools from the USB environment | Microsoft Community recovery guidance |
| Windows Update fails while Windows runs | Windows Update Troubleshooter, restart, then check for updates | Repair component corruption with DISM followed by SFC | Microsoft support and Microsoft Learn guidance |
| Windows reports corrupted components | Elevated DISM, then SFC | Restart and retry Windows Update | Microsoft Learn documented method |
The boot path is more invasive than an automated troubleshooter because it changes boot records and scans an offline volume. That is why Startup Repair comes first. The Windows Update and DISM/SFC procedures apply only when you can reach a working Windows desktop or command prompt with the required access.
Common mistakes to avoid
- Confusing the codes: Do not treat
0x0098C808as confirmed0xc0000098. Recheck the original display before using BCD commands. - Using the normal drive letter in WinRE: Verify which volume contains the Windows folder, then substitute that letter in offline SFC and CHKDSK commands.
- Starting with command-line changes: Try Startup Repair before manually rebuilding BCD entries.
- Running DISM after SFC: For a running installation, the documented order is DISM first and SFC second.
- Retrying updates without a restart: The Windows Update troubleshooting path calls for a restart before checking again.
- Choosing installation instead of repair media: From a Windows installation USB, select Repair Computer to reach recovery tools.
What Microsoft’s documentation does and does not establish
The Windows Update troubleshooter and DISM/SFC procedures are documented by Microsoft for Windows 11 and Windows 10. The specific interpretation of 0xc0000098, including the listed bootrec sequence, comes from Microsoft Community guidance rather than a formal Microsoft product error-code reference. The exact string 0x0098C808 was not listed in the reviewed Microsoft material, so no code-specific diagnosis can be confirmed from that text alone.
If the verified message remains 0x0098C808, capture a clear photo or transcription, note whether it appears before sign-in or during an update, and use that exact information when consulting Microsoft support or a qualified technician. The timing and the surrounding message are as important as the hexadecimal characters.
Quick Recap
