1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsError 0x0098A9B3 has no verified Microsoft definition. The exact string is not identified in Microsoft’s published Device Manager code guidance or its standard Win32 system-error range. It may have come from a browser page, a third-party application, an installer, Device Manager, or a boot-recovery screen. The correct fix depends on that source, so do not substitute a different code or run boot commands until you know where the message appeared.
First record the complete message and its location. If it appeared in an unexpected browser pop-up, treat it as a possible support scam rather than proof of a Windows failure. If the machine will not start and the message actually says 0xc0000098, follow the separate boot-recovery procedure below; that is a different value associated with possible damaged boot files or BCD data.

What error 0x0098A9B3 means
At present, there is no authoritative Microsoft explanation for the exact value 0x0098A9B3. Microsoft’s Device Manager documentation covers Windows 10 and Windows 11 device status codes, but its list does not include every possible code and directs users to the hardware manufacturer or Microsoft Support for unlisted values. Microsoft’s Win32 reference describes a separate decimal range from 0 through 499; it does not establish 0x0098A9B3 as a standard Windows system error.
That makes the displayed string unverified until its originating program is identified. The same text can be displayed by unrelated software, a web page designed to look like a Windows alert, a device driver dialog, or a recovery environment. A number alone cannot tell you whether files are damaged, a driver is failing, or no Windows component generated the alert at all.

Why the source matters
- A browser page can display any text it chooses and may add a telephone number or a demand for remote access.
- An application or installer may use a private error identifier documented only by its developer.
- Device Manager codes are tied to a particular device and appear in that device’s Properties dialog.
- A boot screen can show a code associated with startup files, the EFI system partition, storage, or firmware.
Do these safety checks first
- Preserve the evidence. Photograph or transcribe the entire message, including the window title, application name, file path, web address, telephone number, and any reference to
winload.efi, BCD, a device name, or a recent update. Note whether Windows still boots. - Do not call an unexpected number. Microsoft does not require you to use a telephone number shown in a random browser alert. Do not install remote-control software, disclose passwords or payment details, or pay someone who contacted you through that pop-up.
- Close the page safely. Close the browser tab or window. If it will not close, use
Ctrl+Shift+Escto open Task Manager, select the browser, and choose End task. Restart Windows if necessary. - Use independently reached support. Type Microsoft’s address yourself or use a bookmark you already trust. For an application-specific message, use the application’s own support documentation rather than a number embedded in the alert.
- Do not make boot changes yet. If the computer starts normally, avoid deleting partitions or running boot-repair commands until you establish that the message is actually a startup error.
Identify where the code appeared
Use the following comparison to choose the relevant branch. The wording around the number is more useful than the number itself.
| Where you saw it | Clues to record | First action |
|---|---|---|
| Browser page or full-screen alert | Phone number, remote-support request, urgent payment demand, web address | Close the page, do not call, and inspect the browser and installed extensions |
| Windows application or installer | Program name, operation being attempted, installer version, file path, recent update | Use that vendor’s documentation and logs; repair or reinstall only after saving work |
| Device Manager | Device name, Properties dialog, status text, hardware or driver change | Record the device status code and check the device manufacturer’s support information |
| Boot or recovery screen | Whether Windows starts, references to winload.efi, BCD, boot configuration, or an installation USB |
Protect data, enter Windows Recovery Environment, and use the boot-repair branch |
If Windows still starts
Record the Windows build and recent changes
- Open Settings > System > About and record the Windows edition, version, and system type.
- Press
Windows+R, enterwinver, and record the version and build shown. - Write down what changed immediately before the message: a Windows update, driver installation, new USB device, storage replacement, application installation, or browser extension.
This information lets the relevant vendor match the message to a real component instead of treating the unverified number as a universal Windows code.
Check Reliability Monitor
- Open Start and search for Reliability Monitor, then choose View reliability history.
- Select the day and time of the error. Expand red critical events and application failures.
- Record the failing application’s name, faulting module, and event details. A module name or executable path is often more actionable than
0x0098A9B3.
Check Event Viewer when more detail is needed
- Right-click Start and open Event Viewer.
- Review Windows Logs > Application for an application or installer failure.
- Review Windows Logs > System for device, storage, service, or startup events at the same time.
- Open the matching event and save its source, event ID, level, timestamp, and message. Do not change settings solely because an unrelated warning appears at the same time.
If a browser displayed the message
A web page can imitate a Windows dialog, so a browser-only appearance is not evidence that Windows generated the code. A demand to call support, install a remote-control utility, or pay to unlock the computer is a strong warning sign.

- Remove an extension only if you recognize it as unwanted or recently installed: open the browser’s extensions or add-ons page, disable the suspect item, and restart the browser.
- Check the browser’s notification permissions and remove unfamiliar sites that were allowed to send notifications.
- Clear the affected site’s browsing data using the browser’s privacy settings.
- Run a scan with the security software already installed on Windows, and install pending Windows security updates through Settings > Windows Update. A browser alert alone does not prove that malware is present.
If the page returns after these steps, note the exact address and the extension or application that opens it. Seek help through the browser maker or Microsoft using an address entered independently, not through the pop-up.
If an application or installer displayed it
Application developers can assign private hexadecimal identifiers that have no meaning outside their product. The exact program name, version, action being performed, and full text are therefore essential.
- Close the application and save any available work.
- Open Settings > Apps > Installed apps, select the program, and use its available Repair or Reset option if the publisher provides one. These options vary by application and can remove local settings.
- Check the publisher’s official documentation for the complete message, not just the number.
- Install updates from the publisher’s genuine site or built-in updater. Avoid download pages reached through an error pop-up.
- If the problem began immediately after an update, use the application’s documented rollback or uninstall process, then restart Windows.
- Review Reliability Monitor and Event Viewer for the executable or a faulting DLL. Do not delete a DLL simply because its name appears in an event; shared system files can be required by other programs.
If only one application shows the code and Windows otherwise works, a Windows-wide boot repair is unlikely to address the cause. Give the application vendor the screenshot, version, logs, and exact steps that reproduce the message.
If Device Manager shows the code
Device Manager is the relevant path when the message appears beside hardware such as a network adapter, graphics card, audio device, Bluetooth adapter, printer, or USB controller.
Recommended Free Tools
- Right-click Start and open Device Manager.
- Expand the category for the affected hardware, right-click the device, and choose Properties.
- On the General tab, record the device name and the text in Device status. Select Details and record the hardware IDs if the manufacturer’s support page requests them.
- Check whether the device appeared or failed after a Windows update, a physical connection change, or a driver installation.
- Use the hardware manufacturer’s official driver and troubleshooting instructions. If a driver update is required, choose the package for the exact device model and Windows edition.
- If the device worked before a driver change, open the device’s Driver tab and use Roll Back Driver when that option is available. Restart and test the hardware.
- For a newly connected USB device, shut down, disconnect it, start Windows, and test a different port or cable. A damaged peripheral can produce misleading software symptoms.
Microsoft’s Device Manager guidance notes that its published list is not exhaustive. For an unlisted status code, provide the device name and status text to the hardware manufacturer or Microsoft Support rather than guessing from the hexadecimal value.

Do not confuse 0x0098A9B3 with 0xc0000098
The values look similar but identify different cases. 0x0098A9B3 is the unverified string discussed here. 0xc0000098 is a different startup error discussed in Microsoft Q&A material and community guidance in connection with damaged boot files or BCD data. Never “correct” a screenshot by silently changing one value into the other.
Use the recovery steps below only when the screen actually shows 0xc0000098 or clearly identifies a boot-file or BCD problem.

Protect files before changing boot data
If the disk is readable, copy important documents to another drive before attempting repairs. If the drive makes unusual noises, repeatedly disconnects, reports I/O errors, or disappears from firmware, stop software repair and obtain hardware or data-recovery assistance; repeated writes can make a failing disk harder to recover.

- From the sign-in or desktop screen, hold
Shiftwhile selecting Power > Restart, then choose Troubleshoot > Advanced options. - If Windows cannot reach that menu, use official Windows 11 installation media created on another working computer. Create the USB with Microsoft’s official setup software on a blank, reputable flash drive, then boot the affected computer from it.
- At Windows Setup, select the language and keyboard options, choose Repair your computer, and open Troubleshoot > Advanced options.
Try the least destructive tools first
- Choose Startup Repair and let it complete. Restart and test Windows.
- If the problem began after a system change and a restore point exists, return to Advanced options, choose System Restore, and select an appropriate restore point.
- If neither option works, return to the menu and open Command Prompt only after identifying the actual Windows and EFI volumes.
Confirm drive letters in WinRE
Drive letters can differ in recovery mode. The Windows installation that is normally C: may appear under another letter, and the EFI system partition is usually a small FAT32 volume without the same letter it has in normal Windows. In Command Prompt, inspect volumes with diskpart and list volume, then exit DiskPart. Check candidate volumes by listing their contents and locating the Windows directory. Do not run a command against a guessed letter.
Rebuild boot files only after confirming partitions
Once you have identified the Windows volume and the EFI system volume, use Microsoft’s current boot-repair guidance for the exact firmware layout. The command must point to the verified Windows directory and the verified EFI volume. Stop if the disk is not detected, the partitions appear damaged, or you are uncertain which volume is which; a wrong command can make recovery harder. Restart only after the repair reports completion, and remove the USB so the computer tests the internal disk.
If Windows remains unbootable, preserve the recovery logs and contact the device manufacturer or Microsoft Support. Repeatedly recreating BCD data without confirming the partition layout is not a safe substitute for diagnosis.
Check the result and prevent a repeat
- Confirm that the original complete message no longer appears and that the affected application or device performs its normal task.
- Keep the screenshot, event details, device status, and recovery steps if you need to escalate.
- Install Windows and hardware updates from their official settings pages or the device manufacturer’s support channel.
- Reconnect recently added hardware one item at a time so a recurring failure can be associated with a specific device.
- Maintain a current backup before future driver, storage, or boot changes.
When to seek help
Escalate when the code is accompanied by data loss, an unreadable or disappearing disk, repeated blue screens, a machine that cannot enter recovery, or a device that remains missing after the correct driver is installed. Provide the exact code, full message, screenshot, Windows edition and build, device or application name, event details, and the steps already attempted. If the message came from a browser and requested a call or remote access, report the page through the browser or relevant service instead of contacting the number displayed on it.
Quick Recap
As an optional shortcut after the manual checks, Outbyte PC Repair can address more than 100 common Windows issues where possible, including broken system elements, invalid redirects, shared DLL problems, settings that add CPU, RAM or disk load, and temporary or cache files. It also provides privacy warnings, vulnerability checks, a real-time boost, file shredder and crash log. It runs on Windows 11, 10, 8 and 7 and offers a category-based free trial of at least two days before a paid subscription; results vary, it complements antivirus software rather than replacing it, and no tool repairs every crash.
