Error 0x00931307 is not defined in Microsoft’s public Windows error documentation. That means there is no reliable, code-specific fix to apply blindly. The value may be mistyped, generated by a particular application or installer, or used as a private status code by a hardware or software vendor. The correct solution depends on the complete dialog, the program that displayed it, and what Windows was doing at the time.
Record that context first, then follow the troubleshooting branch below that matches the symptom: Windows upgrade or installation, activation, a restart or stop screen, an application crash, or a failure to boot. Microsoft’s own documentation says system error codes must be investigated in their programmatic and runtime context, rather than treated as universal diagnoses.

What error 0x00931307 means
Microsoft’s current public Windows guidance does not define 0x00931307 as a standard Windows error. An exact-code search does not establish a Microsoft explanation for it. Consequently, the number alone cannot tell you whether the cause is Windows Update, activation, a driver, an installer, or an unrelated application.
A hexadecimal-looking value can be copied incorrectly from a dialog, truncated when someone reports it, or displayed by software that assigns its own status values. It can also appear beside a more useful message, such as the name of an installer, a module, a device, or an activation component. That surrounding text is more important than the number by itself.

Do not assume that 0x00931307 proves malware, a licensing failure, damaged Windows files, or a bad driver. Those conclusions require evidence from the screen and the event that triggered it. Start by identifying the source.
Capture the details before changing anything
Write down or photograph the complete message before closing the dialog. Include the window title, every line of text, any file name or module name, and the buttons that are available. Then record:
- The application, setup program, or Windows component that displayed the code.
- The action immediately before it appeared: upgrading, installing, activating, signing in, starting Windows, connecting hardware, or running an application.
- Whether the computer still starts normally and whether the error returns after a restart.
- Any hardware, driver, Windows update, or application change made immediately beforehand.
Check the installed edition and build at Settings > System > About in Windows 11 and Windows 10, or run winver. Record whether the system is Windows 10 or Windows 11 and the displayed build number. This information determines which Microsoft workflow applies and gives a support technician something reproducible to investigate.
Use the symptom to choose a path

If the number appears in more than one place, treat each occurrence separately. A vendor installer can display a value that has no relationship to a Windows activation or stop code with similar-looking digits.

If 0x00931307 appears during an upgrade or installation
Use this branch when the message appears while upgrading Windows, installing Windows, or applying a feature update. Microsoft’s general installation guidance recommends removing common hardware and update obstacles before attempting more invasive recovery.
- Disconnect nonessential external hardware. Shut down the computer and unplug printers, scanners, USB storage, external hard drives, docks, and other accessories that are not required for setup. Leave only the keyboard, mouse, display, network connection, and hardware required to operate the computer. If a laptop is docked, undock it.
- Restart and run Windows Update repeatedly. In Windows, open Settings > Windows Update (Windows 11) or Settings > Update & Security > Windows Update (Windows 10), select Check for updates, install what is offered, and restart when requested. Check again after restarting until Windows reports that no further updates are available.
- Install available hardware and driver updates. Look for updates offered through Windows Update, including optional hardware updates where appropriate. If the installer names a particular device, use the device maker’s documented driver for the exact Windows edition and model rather than choosing an unrelated package.
- Check permissions and the account used by setup. If the dialog mentions access, permission, or administrator rights, sign in with an account that is allowed to install software and follow the installer’s documented elevation prompt. Do not weaken security controls or grant broad permissions merely because the hexadecimal value is unexplained.
- Run the Windows Update troubleshooter. Open the troubleshooting area in Settings, select the Windows Update troubleshooter, and apply the checks it reports. Restart and retry the update or installation only after the troubleshooter completes.
- Retry with the minimum configuration. Keep nonessential peripherals disconnected and close unrelated applications while setup runs. Note the exact stage at which it fails and preserve the complete message if the code returns.
Microsoft also provides documented tables for known installation and update codes. 0x00931307 is absent from the table described in the current guidance. If the same value persists after the general checks, that absence is a reason to identify the originating installer or contact Microsoft support, not a reason to substitute a different code’s fix.
When the code appears during Windows 10 installation specifically
The same identification rule applies to a Windows 10 installation screen: determine whether the message came from Windows Setup, a manufacturer recovery utility, or another installer. Photograph the full screen, note whether setup was upgrading an existing installation or performing a clean installation, and disconnect nonessential devices. Apply Windows Update and hardware-update checks when you can boot the existing system. If setup cannot continue, use the installer’s exact message and stage when seeking support; the number alone is not a documented Windows 10 diagnosis.

Use this route when the computer unexpectedly restarts, displays a stop screen, or shows a black screen around the time of the error. Microsoft’s baseline stop-code procedure focuses on recent hardware and drivers, Safe Mode, storage space, updates, and System Restore.

- Remove recently added hardware. Power off and disconnect a device installed immediately before the failures began. For an internal component, follow the manufacturer’s service instructions or have a qualified technician remove it. Test whether Windows starts without that change.
- Start in Safe Mode if normal startup fails. From the Windows recovery options, choose Troubleshoot > Advanced options > Startup Settings > Restart, then select the Safe Mode option. Safe Mode loads a limited set of drivers, which helps distinguish a normal-startup driver problem from a broader failure.
- Inspect Device Manager. In Windows, open Device Manager and look for warning icons. If the stop screen or the dialog identifies a device, open that device’s properties and follow the available driver update or rollback options. If a newly installed device is implicated, temporarily disable it only long enough to test startup; re-enable it if it is not the cause.
- Make adequate disk space available. Windows needs working space for updates, paging, and recovery operations. Remove or move files using normal Windows storage tools when the system is stable, and do not delete unknown system folders to create space.
- Install current Windows updates. Once Windows starts, return to Windows Update and install pending updates, restarting as requested. A stop-screen problem that began after a driver or hardware change should be documented before any further change.
- Use System Restore if the problem persists. Choose a restore point from before the hardware, driver, or software change. System Restore affects system settings and installed programs represented by that restore point; it is not a substitute for a current personal-file backup.
A blue or black screen may display a separate stop code. Record that code and the accompanying driver or file name. Do not treat 0x00931307 as the stop code unless the stop screen itself shows it.
If it appears during Windows activation
Activation errors have their own workflow. First confirm the Windows edition and build with winver or Settings > System > About. An edition mismatch, a changed hardware configuration, or a message from a licensing component can produce a different code than the one initially reported.
- Open Settings > System > Activation in Windows 11. In Windows 10, open Settings > Update & Security > Activation.
- Run the built-in Activation troubleshooter and follow the checks it presents.
- Write down the code and complete wording shown after troubleshooting. Compare that result with Microsoft’s published activation-code list.
- If the resulting code is not listed, contact Microsoft support with the edition, build, activation status, full message, and any product or digital-license information that the support process requests.
Microsoft notes that running activation troubleshooting can change the displayed code. Record both the original value and the value shown afterward rather than assuming the first number remains the relevant diagnosis. An unlisted 0x00931307 should be treated as an identification problem requiring support, not as proof that the license is invalid.
If only one application shows the code
When Windows starts and a single application displays 0x00931307, the application is the leading suspect. Capture the application name and version, its complete dialog, the file or module named in the message, and the action that triggers it. Check whether the same operation works in another Windows account or after a normal restart, but do not remove system components based only on the code.

Use the application publisher’s documented repair, update, reinstall, or support procedure for that exact version. If the program is an installer, identify whether it is installing a driver, a Windows component, or an unrelated application; those paths have different owners. If the dialog appears during startup, note whether disabling the application’s own startup entry changes the symptom and restore the setting if it does not help. A private application status value may never appear in Microsoft’s code tables.

When the computer cannot reach the sign-in screen, work in Windows Recovery Environment (WinRE) rather than repeatedly attempting normal startup.
- Start the computer and allow Windows to enter recovery after failed starts, or boot from approved Windows installation or recovery media.
- Select Troubleshoot > Advanced options > Startup Repair and let the automated check finish.
- Restart and test normal boot. If Startup Repair reports a specific boot or configuration problem, record the exact wording and code.
- Use the recovery options for System Restore or Safe Mode when those choices match the symptom and a suitable restore point exists.
Microsoft’s startup documentation also covers the commands bootrec and bcdboot for specific boot-code and boot-configuration-data (BCD) problems. Those commands are not a general remedy for an unexplained 0x00931307 dialog. Use them only when the startup symptom and Microsoft’s instructions match, because changing boot data incorrectly can make recovery harder. If WinRE cannot repair the system, preserve the displayed messages and seek Microsoft or hardware support instead of guessing at command parameters.

Use Microsoft’s Error Lookup Tool only as an identification check
Microsoft’s Error Lookup Tool displays the message text associated with a hexadecimal status code defined in Windows headers. It can help determine whether a value is a standard system status, but it cannot guarantee that every application-specific or vendor-defined number will resolve.
- Obtain the tool from Microsoft’s documentation and verify the download before running it.
- Check the documented SHA-256 value:

- Compare any returned message with the original dialog, application, and trigger.
If the tool returns no message, treat that result as evidence that the value is not a standard Windows system status or that it was copied incorrectly. It does not establish that Windows is infected or that a particular component is defective. Recheck the original screen and ask the program that displayed it for a definition.
When to escalate the problem
Contact Microsoft when the code appears in Windows Setup, Windows Update, activation, WinRE, or a stop screen and the matching Microsoft workflow does not resolve the problem. Contact the application or hardware manufacturer when the dialog belongs to its installer, control panel, or service. Provide a concise evidence package:
- Windows edition, version, and build.
- Complete error text and a screenshot if permitted.
- Application, installer, device, or module name.
- The exact action that triggered the dialog.
- Recent updates, driver changes, hardware additions, and the troubleshooting steps already completed.
- Whether Windows boots normally, in Safe Mode, or only into WinRE.
This information prevents support from treating an unknown value as a standard Windows code and helps route the case to the organization that owns the message.

What not to do
- Do not download a registry file or run a command advertised as a universal 0x00931307 fix.
- Do not delete system folders, alter boot records, or disable security protections simply because an online post assigns an unverified cause to the number.
- Do not purchase a replacement component until Device Manager, the stop-screen details, or the hardware vendor’s diagnostics identify that component.
- Do not report the hexadecimal value without the full message and triggering application; that removes the context Microsoft says is necessary for debugging.
