Record the exact context before changing anything
Capture the details while the message is visible. A screenshot is useful, but write the information down as well in case the screen disappears after a restart.
- Copy the complete message, including punctuation and any accompanying error text.
- Note whether it appeared in Windows Update, the Activation page, Windows Setup, an application, the sign-in or startup screen, or after a restart.

Windows 11: use the automated troubleshooter in Get Help
- Open Get Help from the Start menu.
- Describe the Windows Update failure and include the exact code
0x00913B97in the description. - Run the automated Windows Update troubleshooter when Get Help offers it.
- Allow the checks to finish. Read each result rather than closing the window as soon as a check completes.
- Restart Windows, even if the troubleshooter says it made no change.
- After signing in again, open Settings > Windows Update and select Check for updates.
The restart and second check matter because the troubleshooter can change a service state or clear a pending condition that is not applied until Windows starts again. If the same code returns, preserve the screenshot and the troubleshooter result instead of repeatedly running the same check.

Windows 10: run the Windows Update troubleshooter
- Open Start > Settings > Update & Security > Troubleshoot.
- Select Additional troubleshooters.
- Choose Windows Update, then select Run the troubleshooter.
- Apply any action it recommends and close the troubleshooter.
- Restart the PC.
- Return to Start > Settings > Update & Security > Windows Update and select Check for updates.
Because Windows 10 support ended on October 14, 2025, a lack of new updates may reflect the product’s support status rather than this code. The troubleshooter can still identify a local update problem, but it cannot restore normal, ongoing Microsoft support for Windows 10.
Prepare the PC before retrying an update
Disconnect nonessential USB devices, external drives, docks, printers, and other newly attached hardware. Microsoft includes removal of nonessential hardware in general upgrade and installation troubleshooting because an attached device can complicate the process. Leave only the keyboard, mouse, display, network connection, and hardware required to operate the PC.
Restart after disconnecting the devices, then perform the appropriate troubleshooter sequence above. Reconnect devices one at a time after the update attempt succeeds so you can identify whether one attachment coincides with the message.

Separate setup failure from update failure
Windows Setup and Windows Update are related but are not the same workflow. If the code appears in a setup window while Windows is being installed or upgraded, use the installation context in your notes. Do not assume that running the Windows Update troubleshooter will address a setup-stage message.

Use a low-risk retry sequence
- Photograph or copy the complete setup message and note the percentage or stage, if shown.
- Disconnect nonessential peripherals and remove newly added hardware that is not required to boot the computer.
- Restart the computer normally if setup has returned control to Windows. Do not force a shutdown while an installation is actively writing files.
- Confirm the Windows edition and build with
winveronce you are back at the desktop. - Retry the same documented installation or upgrade route, keeping the hardware configuration unchanged.
- If it stops at the same point, stop repeating the attempt and escalate with the screenshot, edition/build, exact stage, and hardware-change history.
Do not choose a reset, clean installation, or other recovery option merely to make the number disappear. Those choices can change the installation and may affect applications or files; use them only after backing up important data and deciding that a recovery operation is appropriate.
Fix 0x00913B97 when Windows reports an activation problem
Confirm which Windows edition is installed
Press Windows key + R, enter winver, and press Enter. Record the edition shown in the About Windows window. Activation depends on the installed edition and the license associated with the device, so an edition mismatch is important evidence even though it does not prove the cause of this undocumented code.
Run Activation troubleshooting
- Open Settings.
- On Windows 11, open System > Activation. On Windows 10, open Update & Security > Activation.

If the troubleshooter does not recognize 0x00913B97 or activation remains unresolved, contact Microsoft support. A crash-associated occurrence needs a different sequence from an update or activation message. The priority is to regain a stable start and identify a recent change, not to repeatedly submit the same update request.

Remove recently added hardware
Power down as normally as the situation allows and disconnect hardware added shortly before the crashes. If the computer cannot remain on long enough to shut down normally, use the manufacturer’s documented power procedure. Do not open the case unless you are qualified and the device is designed for user service.
Try Safe Mode
Safe Mode starts Windows with a limited set of drivers and services. Use it as a diagnostic comparison: if the restarts stop in Safe Mode, a recently loaded driver, service, or startup component becomes a stronger lead; if the same behavior continues, hardware or a deeper Windows problem remains possible. Record what changes between normal startup and Safe Mode rather than uninstalling items at random.
Check Device Manager
- Right-click Start and open Device Manager.
- Expand the categories for recently changed devices.
- Look for warning icons and record the device name and category.
- Do not replace a driver solely because the code is 0x00913B97. Use the warning icon, the recent hardware change, and the device maker’s information to decide what to investigate.
Install available Windows updates
When Windows starts normally, check for available updates using the Windows Update page for your version. Current software can address known stability issues, but an update is not evidence that Microsoft has assigned a meaning to this particular number. Keep adequate free disk space

Free space is a recovery prerequisite, not proof that storage caused the code.
Use System Restore or another recovery option when necessary
If normal startup remains unreliable, use System Restore or another recovery option offered by Windows. Read the date and scope of the selected restore point before confirming: System Restore can affect recently installed programs and settings. If Windows cannot start the recovery environment, use the device maker’s recovery instructions and keep your evidence package available for support.
If the code appears in an app or on an unknown page
Some messages that look like Windows errors originate in a program’s own dialog or installer. Note the application name, version if shown, file or operation being opened, and whether the message appears only inside that program. Close the program normally, restart Windows if it remains responsive, and test whether the same action reproduces the message.
Do not download a replacement DLL, run an unverified “error fixer,” edit the registry, or disable security controls on the assumption that the number identifies a missing component. No code-specific Microsoft documentation reviewed for 0x00913B97 validates those actions. If the message is limited to one application, give that application’s support team the screenshot, trigger, Windows edition/build, and steps already attempted.
When and how to escalate
Escalate after the context-matched procedure has been completed and the code returns, or immediately if the computer cannot start, repeatedly restarts, or risks data loss. Choose the recipient based on the workflow:

- What happened after each step, including any new code or changed symptom.
This information lets support distinguish an update transaction from activation, setup, or crash triage. It also avoids losing time on generic instructions that do not match the screen on which the number appears.
