Do not delete folders, edit the registry, or reset Windows until you know whether you can still boot and whether your personal files are backed up.

If Windows is restarting, crashing, or showing a stop-style message
1. Disconnect hardware added before the first failure
Shut down, unplug a newly added USB device, dock, printer, storage device, or other hardware, and start Windows again. If the problem began after installing an internal component, power off and remove or reseat it only if you are comfortable doing so and the device manufacturer allows it. A change that immediately precedes the error is useful evidence; it is not proof that the part is defective.
2. Start Windows in Safe Mode
Safe Mode loads a limited set of drivers and services. If the computer works there but fails during a normal start, a recently loaded driver, service, or startup program becomes more likely than a basic Windows boot failure.

Under advanced startup, choose Restart now. After the restart select Troubleshoot > Advanced options > Startup Settings > Restart, then choose the Safe Mode option. If Windows cannot reach Settings, interrupt startup several times until the Windows Recovery Environment appears, then use the same Troubleshoot > Advanced options > Startup Settings route.
3. Check Device Manager
Right-click Start and open Device Manager. Expand categories related to any recent change and look for a device with a warning icon. Open its Properties to read the status message and driver details. Depending on what changed, you can use Update driver, Disable device for a test, or Uninstall device before restarting. Record the original device name and driver version so you can reverse the test. Do not disable unrelated devices simply because the code is hexadecimal.

4. Check free space on the system drive
Open File Explorer > This PC and inspect the drive containing Windows, normally C:. Microsoft gives 10% to 15% free space as a general rule of thumb for troubleshooting unexpected restarts and related failures. If the drive is nearly full, remove or move files you recognize, empty temporary locations you understand, or use Settings > System > Storage (Windows 11) or Settings > System > Storage (Windows 10) to review categories. Do not erase system folders manually.
5. Install pending Windows updates
In Windows 11, open Settings > Windows Update. In Windows 10, open Settings > Update & Security > Windows Update. Install available updates, restart when asked, and observe whether the code returns. If the error began immediately after a particular update, note its name and date before attempting a removal or recovery operation.
6. Use System Restore or another recovery option
If Safe Mode and the basic checks do not stop the crashes, open Settings > System > Recovery (Windows 11) or Settings > Update & Security > Recovery (Windows 10), or enter Windows Recovery Environment through advanced startup. Choose System Restore only when a restore point predates the problem and you understand which applications and drivers may be rolled back. Keep personal files backed up; restore operations change system software, not the underlying uncertainty about what generated 0x0091170C.
If the message appears during Windows Update
1. Run the built-in Windows Update troubleshooter
On Windows 11, go to Settings > System > Troubleshoot > Other troubleshooters, find Windows Update, select Run, restart the PC, and check for updates again. On Windows 10, go to Settings > Update & Security > Troubleshoot > Additional troubleshooters > Windows Update, run the troubleshooter, restart, and check again. This is the lowest-risk update-specific step and may repair services or settings without deleting personal files.
2. Protect data before advanced reset steps
Copy important documents, photos, browser exports, and other irreplaceable data to a separate drive or a trusted backup location before resetting update components or entering recovery. If BitLocker is enabled, make sure you can retrieve the recovery key before changing boot or recovery settings.

3. Reset the Windows Update cache from an administrator terminal
These commands require administrator access. Right-click Start, choose Terminal (Admin) or Command Prompt (Admin), and approve the User Account Control prompt. Stop the Background Intelligent Transfer Service (BITS) and Windows Update service, rename their working folders, start the services again, and reboot:
net stop bits
net stop wuauserv
ren %systemroot%SoftwareDistribution SoftwareDistribution.old
ren %systemroot%System32catroot2 catroot2.old
net start bits
net start wuauservIf a service says it is not running, continue to the next command. If a rename reports that files are in use, restart and try again, or return to Safe Mode. Do not delete the renamed folders while troubleshooting; Windows can create fresh folders, while the old names preserve a possible rollback reference.
4. Check the file system
In the same administrator terminal, run:
chkdsk /f C:If Windows says the volume is in use, accept the prompt to schedule the check for the next restart and reboot when you can leave the computer unattended. The check can take time, especially on a large or damaged drive. Do not power off during the disk check unless the computer is completely unresponsive.
5. Repair the Windows component store, then system files
After the disk check completes, run the component repair command in an administrator terminal:
DISM.exe /Online /Cleanup-image /RestorehealthWait for it to finish. Then run System File Checker:

sfc /scannowRestart after both commands and try Windows Update again. These tools can repair damaged Windows components, but they do not establish what 0x0091170C means and may not help when the message belongs to a third-party installer.

When the computer cannot reach the sign-in screen, use a Windows installation USB or DVD to reach recovery tools. On another working computer, create installation media appropriate for your Windows edition and architecture, then insert it into the affected PC and boot from it using the device’s boot-menu key. The exact key varies by manufacturer.
At Windows Setup, choose your language and keyboard options, select Repair your computer rather than beginning a new installation, and open Troubleshoot > Advanced options > Startup Repair. Startup Repair is designed for problems in the pre-boot, boot-manager, and operating-system loader stages. If it reports that it cannot repair the PC, return to Advanced options and consider System Restore, uninstalling a recent update, or an administrator command prompt. Choose a reset or reinstall only after backing up data and confirming that less destructive options have failed.
If the code appears during a Windows 11 upgrade
Microsoft notes that, in some instances, third-party antivirus or security software can cause errors when updating to the latest version of Windows 11. If the timing matches, use the security product’s documented uninstall process temporarily, restart, and run the upgrade again. Reinstall a version compatible with the resulting Windows build after the upgrade succeeds. Do not leave the computer without protection longer than necessary, and do not interpret this step as evidence that the code itself indicates malware.

Record the upgrade’s exact message and any setup log location shown on screen; that information is more actionable than the hexadecimal value alone.
If only one app or installer shows 0x0091170C
Close the program, restart Windows, and test whether other applications work. If the code returns only in the same program, treat it as an application-specific failure until evidence shows otherwise. Check the app’s own repair, update, or uninstall-and-reinstall options, and download the installer only from its official publisher. Note whether the failure occurs for one Windows account or every account.
Do not run system-wide cache resets or remove drivers merely because an individual app displays the code. Escalate to the app publisher with the complete message, app version, Windows edition, installation time, and steps that reproduce it. If multiple unrelated programs crash or Windows also restarts, switch to the Safe Mode and Device Manager branch instead.
What not to do
- Do not assign a made-up meaning to 0x0091170C or assume it is a hardware, driver, or update code without context.
- Do not download random “error-code fix” files, registry scripts, or replacement DLLs from unverified sites.
- Do not delete
SoftwareDistribution,catroot2, or other system folders when renaming them is sufficient. - Do not run administrator commands from a standard, non-elevated window and assume they completed.
- Do not reset or reinstall Windows before backing up personal files and checking for a less destructive recovery option.
- Do not repeatedly force power-off during a disk check, update, or recovery operation unless the machine is entirely frozen and you have accepted the risk of data loss.
Windows 10 support status
Microsoft ended support for Windows 10 on October 14, 2025. That lifecycle date does not explain 0x0091170C and is not a code-specific failure statistic. It does mean that a Windows 10 computer may not receive the same ongoing support and update path as a supported Windows release. If your hardware supports Windows 11, evaluate an upgrade after resolving the immediate failure and confirming that your applications, backups, and security software are ready.

When the error keeps returning
Keep a short incident log: date and time, exact screen, whether Windows booted, recent changes, the repair step attempted, and the result. Repeated failures after a clean boot, update repair, and system-file checks justify professional support or the device manufacturer’s diagnostics. If the problem began after a specific device or driver change, preserve the Device Manager status and driver version rather than repeatedly installing different packages. A reproducible app-only failure should be reported to that app’s publisher; a failure before Windows starts should be handled through installation-media recovery.
