Record the circumstances before changing anything

Start with actions that can be undone. A restore point or recovery operation should come only after you have recorded the symptoms and backed up files that matter.
Fixes for crashes, restarts, and blue or black screens
1. Disconnect newly installed hardware
Shut down the PC completely. Remove a device or accessory added shortly before the error, such as an expansion card, USB device, dock, printer, or external drive, using the manufacturer’s safe-removal procedure where applicable. Start Windows with only the hardware required to operate it. - From the sign-in screen or desktop, hold Shift while selecting Power > Restart.
- On the recovery menu, choose Troubleshoot > Advanced options > Startup Settings > Restart.
- After the restart, press 4 or F4 for Safe Mode, or 5 or F5 for Safe Mode with Networking if network access is necessary.
If Windows is too unstable to reach that menu, interrupt startup only as a last resort by holding the power button until the PC shuts down, then repeat the start-and-interrupt cycle until Windows Recovery appears. Once in Safe Mode, remove or roll back a recently installed application or driver, and test whether the code returns during a normal restart.
3. Check Device Manager for a suspect device
- Right-click Start and open Device Manager.
- Expand categories related to the symptom, such as display, storage, network, audio, Bluetooth, USB, or the device you recently installed.
- Look for a yellow warning icon. Open the device’s Properties and read the status message.
- Use Update driver when a current driver is available from the device or PC manufacturer. If the problem began immediately after a driver change, use Roll Back Driver when that option is available.
- Disable or uninstall a device only when the symptom points to it and you have a way to restore the driver. Restart and test after each change.
A warning icon is a clue, not proof that the device caused 0x008F3989. Avoid changing unrelated devices because indiscriminate driver removal can create new startup or connectivity problems.
4. Check free disk space
Windows needs working space for swap files, updates, temporary files, and other operations. Microsoft’s general guidance suggests keeping roughly 10%–15% of a drive free as a rule of thumb; this is not a code-specific requirement.

Repair an update or component-related failure
Use this branch when 0x008F3989 appeared during Windows Update, installation of a Windows feature, a restart after servicing, or another operation that clearly involves Windows components. DISM and SFC repair component and system-file corruption; running them does not establish that the code itself is a servicing error.
1. Review update history and pending restarts
- Open Settings > Windows Update > Update history (Windows 11) or Settings > Update & Security > Windows Update > View update history (Windows 10).
- Record the update name, date, and any failure text that matches the first appearance of the code.
- Install available updates, restart when prompted, and test the same operation again.
Microsoft also advises checking whether a servicing-stack update is required. The exact requirement depends on the Windows release and update being installed, so use the update history and the instructions for that release rather than applying an unrelated package.
2. Run DISM, then System File Checker
Save work, close applications, and open an elevated Command Prompt: open Start, type Command Prompt, right-click it, and select Run as administrator. Run each command separately and wait for it to finish:

Sfc /scannowDISM checks and repairs the Windows component store. SFC then checks protected system files using that repaired component source. Restart Windows after both commands complete, then retry the operation that produced 0x008F3989.

If DISM reports that source files are missing, save the exact output. Do not download a random DLL, use an unverified registry script, or substitute files from another PC. Follow Microsoft’s component-repair instructions for the same Windows edition and build, because the correct repair source must match the installed system.
3. Interpret the command results
- A successful DISM completion followed by SFC reporting no integrity violations makes component corruption less likely, but it does not identify the origin of an undocumented application code.
- If SFC says it repaired files, restart and test the original trigger before making additional changes.
- If either command fails, keep the exact error text and Windows version available when seeking support; repeating commands without addressing the reported failure usually adds no information.
Use logs to identify the component that displayed the code
Because 0x008F3989 has no confirmed mapping, the surrounding log entry is often more useful than the number. For a crash or restart, open Event Viewer from Start and inspect entries recorded at the time of the event in the Windows system logs. For an installer or update, use that product’s own log or the Windows Update history entry. System Restore
If the PC worked before a driver, application, or update change and a restore point exists, System Restore can return system files and settings to that earlier state without intentionally removing personal documents. From Windows Recovery, choose Troubleshoot > Advanced options > System Restore, select a point dated before the first occurrence, and review the affected programs before confirming.
Back up important files first. System Restore is not a substitute for a current personal-data backup, and it cannot correct every hardware fault or application-specific error.
Other Windows Recovery options
If Windows still will not boot, use the recovery menu’s startup and restore choices appropriate to the situation. Keep installation media, device passwords, and backup copies available before choosing a reset or reinstall, because more destructive options can remove applications and settings and may remove personal files depending on the option selected. If recovery repeatedly fails, stop changing settings and obtain assistance with the recorded message, logs, Windows edition and build, and hardware changes.
What not to do with 0x008F3989
- Do not treat an undocumented hexadecimal value as proof that Windows is infected or permanently corrupted.
- Do not download a DLL or registry “fix” from an unknown site merely because its file name resembles the error.
- Do not run several driver removals, registry edits, or recovery operations at once; you will lose the ability to tell which change helped or hurt.

Provide the full message, where it appeared, the trigger, Windows edition and build, update history, Device Manager status, Event Viewer details, and the exact DISM and SFC results. That information is more actionable than the number 0x008F3989 alone.
