Error 0x008E311B has no verified, universal definition in Microsoft’s published troubleshooting material. The correct fix depends on where the code appeared: a blue screen, startup, Windows Setup, Event Viewer, or a particular application. Record that context and the complete message first, then follow the troubleshooting branch that matches it. The steps below cover Windows 11 and Windows 10 without assuming that this hexadecimal value is necessarily a blue-screen code.
What error 0x008E311B means
Microsoft does not publish a definitive description of hexadecimal error 0x008E311B in the authoritative material available for this guide. The value could be a stop-code-related identifier, a startup or setup code, an event identifier, or an application-specific error. The hexadecimal number alone is not enough to identify a failing component, and it should not be treated as proof of a virus or a particular hardware fault.

Microsoft says an unexpected restart can be caused by a hardware device, its driver, or software. That broad diagnosis is useful, but it does not assign a specific meaning to 0x008E311B. Look for the surrounding text, the screen or program that displayed it, and any “What failed” module name or Event Viewer provider.
Identify where the code appeared
| Where you saw it | What it usually tells you | Start with |
|---|---|---|
| Blue screen or automatic restart | A stop failure may involve hardware, a driver, or software. A named module can narrow the search. | Record the stop screen, remove recently added hardware, try Safe Mode, and inspect drivers. |
| Before Windows reaches the sign-in screen | The failure is in the boot path or a component loaded early. | Windows Recovery Environment (WinRE), Startup Repair, and Safe Mode. |
| Windows Setup or an upgrade | Installation, compatibility, permissions, peripherals, or rollback activity may be involved. | Disconnect nonessential devices and inspect Setup logs. |
| Event Viewer only | The value may be an event or provider-specific identifier rather than a system stop code. | Record the provider, event ID, level, timestamp, and complete description. |
| One application | The application or one of its dependencies may be generating its own code. | Update or repair that application and use its vendor’s support instructions. |
Record the evidence before changing anything
Do this while the message is still available. A photograph is useful if the computer restarts too quickly.

- Copy the complete wording, not just
0x008E311B. - Note whether Windows was starting, shutting down, updating, installing, or running a specific program.
- Write down the date and time and whether the problem repeats after every restart or only under one task.
- Capture any stop-code name, “What failed” file or module, application name, Event Viewer provider, and event ID.
- List hardware, drivers, Windows updates, and applications added or changed immediately before the first occurrence.
These details determine which recovery path is appropriate. For example, an event provider and timestamp are useful for Event Viewer analysis, while a “What failed” module on a blue screen points toward a driver or system component.
Choose the troubleshooting path
Use the combination of symptoms rather than the hexadecimal value to decide what to do next.

| Can Windows reach the desktop? | Install updates, check free space, inspect Device Manager, and review logs. | Use WinRE, Startup Repair, and Safe Mode. |
| Did a new device or driver precede the error? | Disconnect the device and roll back, disable, or uninstall the suspect driver. | Continue with updates, storage checks, and event analysis. |
| Does Safe Mode work? | Third-party startup software or a nonessential driver becomes more likely; diagnose from Safe Mode. | Use WinRE recovery options and hardware checks. |
| Did it occur during Setup or an upgrade? | Follow the installation branch and inspect the Setup logs. | Use the ordinary startup, driver, or application branch. |
| Does one application display the code? | Repair, update, or reinstall that application and consult its support channel. | Continue with Windows-level diagnostics. |
Manual fixes for Windows 11 and Windows 10
1. Remove recently added hardware
Shut down completely. Disconnect newly installed internal or external hardware and nonessential USB devices, then start Windows again. If the error stops, reconnect devices one at a time and restart between tests. The device that brings the error back is the leading suspect; check its cable, firmware, and driver documentation before using it again.

Do not open a desktop case or remove an internal component while the computer is powered. If the machine is under warranty or the suspected component is difficult to access, use the manufacturer’s service procedure.
2. Start Windows in Safe Mode
Safe Mode loads a limited set of drivers and services. If the computer crashes during normal startup but works in Safe Mode, the difference is valuable evidence.

- In Windows 11, open Settings > System > Recovery. In Windows 10, open Settings > Update & Security > Recovery.
- Under Advanced startup, select Restart now. If Windows cannot reach Settings, interrupt startup two or three times or boot from Windows recovery media to enter WinRE.
- Select Troubleshoot > Advanced options > Startup Settings > Restart.
- Choose 4 for Safe Mode or 5 for Safe Mode with Networking. Use networking only when it is necessary to obtain an update or support file.
In Safe Mode, undo a recent driver or application change, copy important files, and review the next sections. If the same code appears in Safe Mode, a basic driver, hardware device, or core Windows component becomes more likely.
3. Check Device Manager for driver problems
- Right-click Start and select Device Manager.
- Expand categories related to the symptoms, such as Display adapters, Network adapters, Sound, video and game controllers, Bluetooth, Universal Serial Bus controllers, or the category that contains recently installed hardware.
- Look for a yellow warning icon or an unknown device. Open Properties and read the Device status message.
- If the problem began after a driver update, use Properties > Driver > Roll Back Driver when that option is available.
- Otherwise, install a current driver supplied for your exact Windows edition and device model, or use Update driver. If the device itself is the trigger, choose Disable device temporarily or uninstall it, then restart.
Do not delete random driver files or install a driver intended for a different model. If uninstalling a device causes Windows to rediscover it, that is expected; test the system before reconnecting optional hardware.
4. Check available disk space
Windows and applications need working space for swap files, updates, logs, and temporary operations. Microsoft Support gives a general recommendation of keeping 10% to 15% of a drive free; the page does not state a publication year and was accessed for this article in 2026.
- Open Settings > System > Storage in Windows 11, or Settings > System > Storage in Windows 10.
- Check the system drive, normally
C:, and remove or move files you recognize. - Use Temporary files or Storage Sense to remove selected temporary data. Review the categories before confirming; do not remove personal files you still need.
- Restart and test the operation that produced the error.
Freeing space is a prerequisite check, not a guarantee that 0x008E311B will disappear. If the drive is failing, space cleanup will not repair the underlying hardware.
5. Install current Windows updates
- Open Settings > Windows Update in Windows 11. In Windows 10, open Settings > Update & Security > Windows Update.
- Select Check for updates and install the updates offered for your system.
- Restart even if Windows does not immediately require it, then repeat the test that produced the code.
If an update repeatedly fails, note its KB number and the exact failure message. Do not repeatedly force shutdown during installation. Use Windows Update’s troubleshooter where it is offered, especially when the error occurs during an upgrade.

6. Use System Restore or another recovery option
If the problem began after a driver, application, or configuration change, System Restore can return system files and settings to an earlier restore point without targeting personal documents. It only helps when a suitable restore point exists.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Search for Recovery and open Recovery or Open System Restore.
- Choose a restore point dated before the first occurrence, review the affected programs and drivers, and confirm.
- Allow the restart and test Windows again.
If Windows remains unusable, enter WinRE and select Troubleshoot > Advanced options > System Restore. If no restore point works, use the recovery option that matches your backup and data situation. Reset this PC can reinstall Windows, but read the keep-or-remove-files choice carefully and back up accessible personal data first.
If 0x008E311B appears during Windows Setup or an upgrade
Installation failures need a different investigation from an application crash. Microsoft’s installation guidance recommends removing variables that Setup does not need.
- Unplug nonessential printers, scanners, speakers, USB drives, external hard drives, and other peripherals.
- Undock a laptop before starting the upgrade.
- Run the Windows Update troubleshooter and resolve pending update errors before retrying.
- Check that the account running Setup has the permissions required for the installation.
- Keep a record of whether Setup completed a rollback and at what percentage or phase it stopped.
Setup logs can identify a failing driver, migration step, or permission. Two useful locations are:
C:$WINDOWS.~BTSourcesRollbacksetupact.logC:WindowsPanthersetupact.log
Open the log after the failure and search near the end for the timestamp, the hexadecimal code, “error,” “failed,” or a named module. Preserve the original log before attempting another upgrade if you need professional support.

Windows 10 support ended on October 14, 2025. Systems that remain on Windows 10 no longer receive free Windows Update software updates, technical assistance, or security fixes from Microsoft. That end-of-support status does not explain 0x008E311B by itself, but it matters when deciding whether to continue troubleshooting an upgrade or move to a supported Windows release.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. If Windows will not start
Use Windows Recovery Environment (WinRE) rather than repeatedly power-cycling the computer.
- Start the PC and allow the automatic recovery screen to appear. If it does not, use installation or recovery media that matches the installed Windows edition.
- Select Troubleshoot > Advanced options > Startup Repair.
- Follow the prompts, allow the repair to restart the computer, and test normal startup.
- If Startup Repair cannot correct the problem, return to Advanced options and try Startup Settings for Safe Mode, System Restore, or the appropriate recovery option.
Microsoft’s startup guidance divides diagnosis into firmware, Boot Manager, OS Loader, and kernel phases. The phase at which the computer stops is useful evidence: a failure before Boot Manager points away from an ordinary desktop application, while a failure after the kernel loads makes drivers or Windows services more plausible. Record the exact screen and phase instead of treating every pre-login failure as the same problem.
If an individual application shows the code
When Windows remains stable and only one program displays 0x008E311B, treat it as an application-specific identifier until evidence shows otherwise.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Write down the application name, version, operation being performed, and the complete error text.
- Install the application’s current update from its normal, trusted distribution channel.
- Use its built-in Repair option if Windows lists one under Settings > Apps > Installed apps or Apps & features.
- Check whether the application offers a reset or configuration repair, and back up its data before using it.
- If the error persists only in that program, provide the vendor with the captured message, timestamp, Windows version, and any application log it requests.
Do not download an unrelated DLL or registry file merely because a web page associates it with the hexadecimal value. Without the application name and its provider, there is no reliable basis for choosing a replacement file.

Advanced diagnostics for recurring failures
Review Event Viewer
- Press Windows key + X and open Event Viewer.
- Open Windows Logs > System and Windows Logs > Application.
- Filter or sort around the failure time and record critical or error events immediately before the restart or crash.
- Capture the event’s provider, event ID, level, general description, and details from the XML tab if support personnel request them.
An event that occurs after the restart may only describe the consequence. Events immediately before the failure, especially those naming a device, driver, or service, are more useful than a generic “unexpected shutdown” entry.
Test memory
Run Windows Memory Diagnostic by searching for that name from Start, selecting Restart now and check for problems, and allowing the test to complete. Save work first because the computer will restart. If errors are reported, test one memory module at a time only if the computer’s service instructions permit it; otherwise use the manufacturer or a qualified technician.
Analyze dumps when qualified to do so
Recurring stop failures may create a small memory dump or a kernel dump. Microsoft recommends dump analysis for IT professionals and developers because interpreting a dump requires appropriate debugging tools and symbols. Preserve the dump and the associated stop-screen details rather than deleting it. If you cannot interpret it, provide the file and the timeline to qualified support instead of guessing from a module name alone.
What the results mean
- The error stops after removing one device: leave that device disconnected, obtain the correct driver or firmware, and test again before reconnecting it.
- Safe Mode works but normal mode fails: investigate recently installed drivers, startup programs, and services.
- Startup Repair works only temporarily: record the next failure phase and examine drivers, disk health, and Event Viewer rather than repeatedly rerunning repair.
- Only one app fails: focus on that application’s update, repair, configuration, and support logs.
- Memory testing reports errors or hardware changes do not help: stop treating the code as a software-only problem and arrange hardware diagnostics.
If the PC contains irreplaceable data, back it up while Windows is usable. If it cannot start, avoid repeated recovery operations that might alter data and use a qualified service that can protect the drive contents.
Quick Recap
Optional shortcut after the manual checks
Outbyte PC Repair is an optional shortcut for Windows 11, 10, 8, and 7. It can look for more than 100 common Windows issues, adjust selected settings, clean temporary and cache files, check some Windows settings and missing updates, and provide tools such as a real-time boost, file shredder, and app-crash log. It complements an antivirus and does not replace one; results vary and no tool repairs every crash. A free trial is available by category for at least two days, followed by a paid subscription.
