Fix 0x00867250 when Windows Update is involved
1. Confirm that the update is the trigger
Open the update page and note whether the failure occurs while Windows is checking, downloading, installing, or restarting. Record the update name or KB identifier if one is shown. If the code appeared in a separate application while an update was running, keep both messages; the application may be reporting a secondary failure rather than the Windows Update operation itself.
2. Run the Windows Update troubleshooter
On Windows 11, Microsoft directs users to the Get Help app for guided troubleshooting. You can also use the manual settings path:

- Open Settings.
- Select System.
- Select Troubleshoot.
- Open Other troubleshooters.
- Find Windows Update and run it.
Allow the troubleshooter to apply the changes it reports. It may detect a service, configuration or update-state problem without telling you what the hexadecimal code itself means.
3. Restart and check again
Restart Windows after the troubleshooter finishes, even if it does not report a repair. Then return to Windows Update and select Check for updates. A successful retry confirms that the update state was transient or corrected; it does not establish a permanent meaning for 0x00867250.

4. If the code returns
Capture the new message and the update identifier. Do not repeatedly force the same installation while the computer is restarting or displaying a stop-style screen. Escalate with the complete details if the troubleshooter, restart and second check do not change the result.

Fix 0x00867250 during Windows installation or upgrade
1. Separate setup from ordinary update failure
If the code appears in Windows Setup, the Installation Assistant, or upgrade media rather than in the normal Windows Update page, use the installation branch. Write down the setup stage at which it fails and whether the computer has restarted since the attempt began.
2. Disconnect nonessential devices
Shut down if setup allows it, then unplug devices that are not required to run the installation. Microsoft specifically calls out printers, scanners, speakers, USB flash drives and external hard drives. Leave only the keyboard, mouse, display and the storage or network connection required by your setup method.
Do not disconnect a device that contains the installation media or is required to keep the computer powered. If you are unsure, photograph the cable arrangement first so you can restore it after the attempt.

3. Retry once with the reduced hardware set
Start the installation or upgrade again and watch for the exact stage and wording. If it completes, reconnect devices one at a time after reaching the desktop; that makes a repeatable device-related conflict easier to identify. If the same code appears before setup can proceed, retain the screenshot and escalate rather than guessing at a code-specific command.

1. Treat a stop-style failure separately
A restart loop, blue screen or black screen is not the same diagnostic situation as an update dialog. Microsoft’s stop-code guidance recommends removing newly added hardware and trying Safe Mode before continuing.
2. Remove recently added hardware
Power off the computer and disconnect hardware added shortly before the failures began. Prioritize external USB devices, expansion hardware and recently replaced components. If the machine is a laptop and the component is internal, do not open it unless you are qualified to do so and the device is designed for user service.
Start the computer with the minimum hardware needed to display Windows. If the failure stops, reconnect one item at a time and test between changes. A repeatable failure after one device is restored is useful evidence; it is not proof that the device alone is defective, because its driver or firmware may also be involved.
3. Try Safe Mode
Use the Windows Recovery Environment’s Startup Settings option to start Safe Mode. Safe Mode loads a limited set of drivers and startup components. If Windows stays stable there, note which normal startup action or recently installed component may be involved. If the computer fails in Safe Mode as well, record that result for support; it points away from a normal startup application.

Do not delete drivers, disable security features or edit the registry solely because the code is present. Those changes can remove useful evidence and create a second problem.

1. Verify that activation is really the context
Activation errors normally appear in Windows activation settings or in a dialog asking for a digital license or product key. Record the Windows edition shown on the activation page and whether the device was upgraded, reinstalled or had major hardware changed.
2. Use Microsoft’s activation troubleshooting path
Microsoft’s activation guidance says that unlisted activation errors should be handled through its support resources. Follow the activation troubleshooter and support options presented for your edition and device. Avoid substituting a key from another edition or using unofficial activation utilities; neither addresses an unknown code reliably and both can complicate support.
3. Preserve licensing evidence
Keep proof of purchase, the Microsoft account associated with a digital license, and the exact activation message available. If the troubleshooter cannot resolve the issue, provide those details to Microsoft Support together with 0x00867250.
If the code appears in another application
When the dialog belongs to a printer utility, game, installer or other application, identify that program before changing Windows settings. Note its name and version, the file or operation involved, and whether the program was updated immediately before the failure. Check the program publisher’s support channel for the complete message, but do not assume that a hexadecimal code displayed by an application is a Windows system error.
Close the application normally if possible and restart Windows once. If the application continues to fail while Windows itself operates normally, report the application context to its publisher. If the same code begins appearing in Windows Update, activation or startup, switch to the corresponding branch in this guide.
What to collect before contacting support

- Assuming the code has a fixed definition: no indexed result or Microsoft page supplied for this error identifies one.
- Using a fix for a different hexadecimal code: similar-looking numbers can belong to unrelated components.
- Skipping the full message: the words around the code often identify the responsible workflow.
- Changing several things at once: you lose the ability to tell which action affected the result.
- Continuing a failing upgrade with every peripheral attached: remove nonessential devices first as Microsoft advises.
- Disabling protections or editing the registry as a first move: those changes are not supported by the evidence for this code and can make recovery harder.
