If the message genuinely appeared in Windows Update, use Microsoft’s built-in troubleshooter, restart, and run the general update checks below. What error 0x00808028 means
There is no code-specific Microsoft explanation or documented Windows fix for 0x00808028 in the current Windows 10/11 upgrade and Windows Update tables. That absence matters: applying a repair intended for a different error can waste time or create a new problem.
The same hexadecimal string has been recorded in an OpenWrt router exception log as a MIPS CAUSE value. This does not prove that every occurrence comes from a router, but it does prove that the value is not uniquely a Windows status code. A screenshot, copied message, or support post can also lose the line that identifies the originating program.

Treat the number as an identifier that still needs context. The useful diagnosis is based on the source, the phase in which it appeared, and the evidence available—not on the digits alone.
Identify the source before changing anything
Record the complete message
Write down or screenshot all of the following while the message is visible:
- The full wording around
0x00808028, including the window title and any second error number. - The program, device, or setup screen that displayed it.
- The date and time, your Windows edition and version, and what you had just done.
- Whether it appeared during downloading, installation, restart, boot, or normal use.
- Any recent driver, firmware, application, or hardware change.
For an update failure, open Settings > Windows Update > Update history and locate the failed update. Microsoft’s generic rollback messages often require finding the more specific entry in Update history. If the value is not there, do not assume that Windows generated it.

If Windows Update displayed the code
1. Run the Windows Update troubleshooter
Microsoft identifies the built-in troubleshooter as the first-line action for update errors. Use the path for your Windows version:
- Windows 11: Open Start > Settings > System > Troubleshoot > Other troubleshooters. Find Windows Update and select Run. If your build opens the automated troubleshooter in Get Help, follow its prompts instead.
- Windows 10: Open Start > Settings > Update & Security > Troubleshoot > Additional troubleshooters. Select Windows Update, then Run the troubleshooter.
- Allow the checks to finish and apply any suggested correction. Restart Windows even if the troubleshooter reports that it made no change.
- After the restart, open Settings > Windows Update and select Check for updates. Record the result and any new code.
2. Complete Microsoft’s general update checks
These checks address common conditions that can interrupt downloading, installation, or the required restart. They do not constitute a code-specific explanation for 0x00808028.
- Back up personal files. Copy important documents and other irreplaceable data to a separate location before an upgrade or cache reset.
- Provide reliable power. Keep a laptop connected to its charger and avoid starting an update when power is unstable.
- Verify the Internet connection. Use a stable connection and avoid switching networks while Windows Update is downloading or installing.
- Use an administrator account. Sign in with an account that can approve system changes. If another person manages the PC, ask that administrator to run the update.
- Disconnect nonessential external hardware. Unplug removable drives, docks, printers, cameras, and other USB devices that are not required for the update. Leave the keyboard, mouse, display, and network connection attached.
- Check available storage. In Windows 11, open Settings > System > Storage. In Windows 10, open Settings > System > Storage. Free enough space for the pending update and restart before retrying.
- Update third-party drivers. A driver that was installed by a hardware manufacturer can interfere with setup. Check the manufacturer’s official support page for the exact model and Windows version, and install only a package intended for that device.
- Retry Windows Update. Return to Settings > Windows Update (or Update & Security > Windows Update on Windows 10), select Check for updates, and allow the process to complete without forcing a shutdown.
- Restart to finish. If Windows offers Restart now or a scheduled restart, use it. Some update errors remain visible until the pending reboot is completed.
3. Rebuild the Windows Update download cache
A damaged or incomplete download in C:WindowsSoftwareDistribution can prevent a retry. Clearing its contents removes the local update download cache; Windows recreates the folder and downloads fresh files. Do this only after recording the failed update and backing up personal data.

- Save your work and close Settings.
- Press
Win+R, typeservices.msc, and press Enter. - In the Services window, right-click Windows Update and choose Stop. Leave the Services window open.
- Open File Explorer and enter
C:WindowsSoftwareDistributionin the address bar. Approve the administrator prompt if requested. - Delete the contents inside that folder, not the
Windowsfolder itself. If a file is in use, return to Services and confirm that Windows Update is stopped, then retry. - Return to Services, right-click Windows Update, and select Start.
- Restart the computer, open Windows Update, and select Check for updates.
If the folder cannot be cleared or the service will not start, stop at that point and keep the exact message. Repeatedly deleting system folders or changing permissions can make later support harder.
If the code appeared during Windows Setup or an upgrade
Windows Setup has different phases—download, compatibility checks, installation, reboot, and rollback—and a code shown during one phase may be produced by a setup component rather than Windows Update. Record the phase and the last action shown on screen. Check Settings > Windows Update > Update history after Windows returns to the desktop, and review Event Viewer for entries at the same time.
Before retrying an upgrade, apply the general prerequisites: back up files, connect reliable power, confirm Internet access, use an administrator account, disconnect nonessential hardware, free storage, and update third-party drivers. A retry that fails with a different number is valuable evidence; record that number instead of treating every failure as 0x00808028.

Because Microsoft does not list 0x00808028 in its current Windows upgrade tables, there is no supported registry edit, command, or download that can be presented as a guaranteed fix for this exact value. The originating setup log or the complete message is needed for a code-specific diagnosis.
If a driver installer, application, or browser showed it
Do not apply Windows Update cache instructions automatically. First identify the product that owns the dialog. Note its name and version, the device or file involved, and the installer or crash log. Then use that product’s documented repair or update procedure.
For a device driver, verify the hardware model in Device Manager, obtain the driver from the device manufacturer, and note whether the problem began immediately after an installation. For an application, update or repair that application through its own settings or installer and check its support documentation. A third-party program can display a hexadecimal value that resembles a Windows code without being generated by Windows.
If a router or firmware console showed it
The exact string 0x00808028 appears in an OpenWrt exception log as a MIPS CAUSE value. If your screenshot or console prompt identifies OpenWrt, a router, or another embedded device, troubleshoot that device instead of modifying Windows.
- Record the router or device model, firmware build, uptime, and the complete exception output.
- Export the device log before rebooting if the interface allows it; a reboot can remove useful context.
- Check the firmware documentation for the model and build, including known exception and upgrade procedures.
- Confirm whether the value occurs during boot, a firmware update, a network event, or normal operation.
- Use the manufacturer or firmware project’s support channel when the log indicates a repeatable fault. Do not flash unrelated firmware or interrupt power during an update.
Windows troubleshooting can still be appropriate if a separate Windows app is merely reporting the router failure, but the underlying repair belongs to the router or firmware component.
Compare the remedy to the evidence you have

Windows 10 support status
Microsoft ended Windows 10 support on October 14, 2025. After that date, Microsoft no longer provides free software updates through Windows Update, technical assistance, or security fixes for Windows 10. A Windows 10 computer can continue to run, but an update failure after the end-of-support date may reflect the platform’s lifecycle rather than a repairable Windows Update defect. Verify the edition and support option that applies to your installation before spending time on repeated retries.

When to stop retrying
Stop and escalate when the source remains unclear, the code appears only in a third-party or device log, Windows Update repeatedly fails after the troubleshooter and cache reset, or the machine cannot boot normally. Preserve the screenshot, complete text, timestamps, Update history entry, Event Viewer or setup-log details, Windows edition and version, and any recent hardware or driver changes. Those details let the responsible vendor distinguish an undocumented display value from a genuine Windows update failure.
There is no evidence that 0x00808028 alone identifies malware, a damaged registry, or a failing hard drive. Avoid registry cleaners, random “error-code” downloads, and firmware files that do not match the exact device. The safest fix is the one that follows the component that actually produced the message.
