What error 0x0080561C means
A hexadecimal value by itself is not enough to diagnose a Windows failure. The same-looking code can be displayed by different components, while the surrounding text, application name, log entry, and action that triggered it provide the useful evidence. Microsoft’s published Windows Update error table includes many common values, but it does not include 0x0080561C. That absence means a code-specific cause or guaranteed fix cannot be stated responsibly.

The code is therefore best treated as an unidentified error until its context is established. It may have appeared during an update, an installation, startup, networking, an application launch, or a hardware utility. The steps below separate those possibilities instead of treating an unrelated documented code as an equivalent.
Start by preserving the evidence
- Copy the value again. Check each character, including the leading zero, the letter “C,” and the final two digits. A transposed or omitted character can point to a completely different documented error.
- Capture the entire dialog. Record the title bar, explanatory text, application name, buttons, and any file or service mentioned. A screenshot is useful if the dialog may disappear.
- Write down the trigger. Note whether the message appeared while checking for updates, installing software, starting Windows, connecting to a network, opening an application, or using a device.
- Record timing and changes. Note recent driver, application, security-software, policy, or Windows changes and whether a restart changes the symptom.
Do not delete logs or reset system folders before recording this information. A destructive reset can remove clues needed to identify the originating component.

Use Microsoft’s Error Lookup Tool
Microsoft describes the Error Lookup Tool, also called ERR, as a command-line utility that decodes many Microsoft error codes. Version 6.4.5 was published on July 15, 2024. It is a diagnostic lead, not proof that every hexadecimal value has a public definition.
- Obtain the current Microsoft Error Lookup Tool from Microsoft’s own documentation.
- Open Command Prompt with the permissions requested by the tool.
- Enter the exact value, including the
0xprefix, and compare the returned text with the complete dialog and the component that generated it. - If ERR returns no useful match, keep the code classified as unidentified. Do not substitute a nearby value or infer a cause from the number’s appearance.
A returned description is useful only when it fits the observed component and log evidence. If the message came from a third-party installer or application, the developer’s documentation and that program’s log may be more relevant than a generic Windows decoder.
If the message appeared in Windows Update
Use this branch only when the dialog or Settings history shows that Windows Update was checking for, downloading, or installing an update. Microsoft’s Windows 11 and Windows 10 sequence is deliberately conservative: troubleshoot first, clear the update cache only when instructed, correct the system clock, update drivers, verify storage, retry, and restart.
1. Run the Windows Update troubleshooter
- Windows 11: open Settings > System > Troubleshoot > Other troubleshooters, find Windows Update, and select Run.
- Windows 10: open Settings > Update & Security > Troubleshoot > Additional troubleshooters, choose Windows Update, and select Run the troubleshooter.
Allow the troubleshooter to apply the changes it reports, then restart if requested. Try Windows Update again before making deeper changes.

2. Clear the update download cache only when required
A damaged or incomplete download can prevent an update from completing, but clearing the cache is not a code-specific fix for 0x0080561C. Use it when Microsoft’s troubleshooting sequence calls for cache clearing or when the update troubleshooter identifies the cache as a problem.
- Save work and open
services.msc. - Locate Windows Update, choose Stop, and leave the Services window open.
- Open
C:WindowsSoftwareDistributionin File Explorer. - Delete the contents of that folder, not the folder itself. If Windows reports that a file is in use, confirm that the Windows Update service is stopped and do not force deletion of locked files.
- Return to Services, select Windows Update, and choose Start.
- Restart Windows and run Windows Update again.
Clearing this folder removes downloaded update files; it does not remove your personal documents. The first subsequent check may take longer while Windows creates a fresh cache.
3. Correct the date, time, and time zone
Incorrect clock data can interfere with update validation. In Settings > Time & language > Date & time on Windows 11, or Settings > Time & Language > Date & time on Windows 10, enable automatic time and automatic time-zone selection when available. Use Sync now to synchronize, then retry the update.

4. Update third-party drivers
Microsoft’s update guidance includes checking third-party drivers. Use the hardware maker’s current driver for the affected device, particularly if the dialog names a graphics, storage, network, audio, Bluetooth, or chipset device. Avoid installing a driver that does not match your Windows edition and hardware model. Restart after installation and run Windows Update again.

5. Check free storage
Microsoft states that a 32-bit Windows upgrade requires at least 16 GB of free space and a 64-bit upgrade at least 20 GB. These are minimum upgrade requirements, not a promise that every update will install with exactly that amount available. Check Settings > System > Storage on Windows 11 or Settings > System > Storage on Windows 10, and make enough space for the update process and temporary files.
Do not remove unknown system files merely to reach a number. Use Windows Storage settings, uninstall software you recognize, or move personal files to an appropriate backup location.
6. Retry and restart
After the troubleshooter, clock check, driver check, and storage check, select Check for updates again. If an update installs but Windows reports that a restart is required, restart from the Start menu and allow the process to finish. Interrupting an update during the restart phase can create a different failure that needs separate diagnosis.

If the dialog appeared during an application installation, program launch, startup, networking, or device configuration, do not apply the Windows Update cache procedure automatically. Use the evidence you recorded to identify the responsible component.

Application or installer
Close the affected program, restart Windows, and repeat the same action once. If only one application produces the code, check that application’s own logs and support documentation, confirm that its installer matches your Windows version, and use the vendor’s repair or reinstall option when available. Keep the full dialog text; the application name and file path are often more actionable than the hexadecimal value.
Startup or system component
If the message appears before the desktop loads or immediately after sign-in, note whether it is associated with a named service, driver, or executable. Use the exact name in the dialog and Windows logs rather than disabling unrelated services. If the machine remains usable, collect the evidence before attempting resets.
Networking or a hardware utility
Record the adapter or device named in the message and the action that failed. A driver or device utility can report its own status code; a Windows Update reset will not necessarily address it. Use the device manufacturer’s documentation and an appropriately matched driver only after confirming the model and Windows edition.

Use logs before attempting permission repairs
Some documented Windows Update failures involve access permissions or component-store problems, but that is not established for 0x0080561C. Apply the following path only if the complete message or logs identify a matching documented failure, such as 0x80070005 (access denied), or explicitly point to permissions, WinSxS, SoftwareDistribution, TrustedInstaller, or policy restrictions.
- Back up the operating-system disk. A permissions reset affects protected system locations; have a recoverable backup before changing them.
- Generate the Windows Update log. In PowerShell, run
Get-WindowsUpdateLog. Review the generated log for the failing operation and the exact code or access-denied message. - Review CBS.log. Component-Based Servicing entries can show whether the failure involves the component store, servicing stack, or a protected file.
- Confirm the match. Proceed only when the logs identify the documented permissions or component-store condition. A code that merely looks similar is not enough.
- Follow Microsoft’s documented permissions sequence. This includes resetting the required permissions with
icacls, restoring TrustedInstaller ownership where required, and checking SYSTEM permissions and policy restrictions. - Reset update services and folders as documented. The procedure may stop Windows Update services and rename
SoftwareDistributionandcatroot2so Windows can recreate them. Use Microsoft’s exact command syntax for your Windows version; do not improvise ownership or access-control parameters. - Restart and retry. After the documented reset completes, restart Windows and run Windows Update again. Record the new code if the failure changes.
These actions are documented for matching permission failures, not as a confirmed repair for 0x0080561C. If the logs do not show that condition, stop before changing protected permissions.

Common mistakes that make diagnosis harder
- Guessing from the number: hexadecimal values are not self-explanatory, and a nearby code is not an equivalent.
- Deleting protected folders first: cache or permission resets can remove evidence and create new failures.
- Changing permissions without a log match: WinSxS, TrustedInstaller, and registry permissions are security-sensitive.
- Calling an unknown code malware: the value alone provides no evidence of a virus.
- Ignoring edition and architecture: storage requirements and driver compatibility depend on the Windows installation and hardware.
- Skipping a restart: update servicing and driver changes may not complete until Windows restarts.
A practical decision checklist
- Verify the characters and save a screenshot of the complete dialog.
- Identify the originating component and the action that triggered it.
- Test the exact value with Microsoft’s ERR utility.
- If it is Windows Update, run the troubleshooter, correct clock settings, check drivers and storage, clear
SoftwareDistributiononly when directed, retry, and restart. - If logs show a documented access-denied or component-store failure, back up first and follow Microsoft’s matching permission and service-reset procedure.
