Error 0x00003B60 means Windows received an invalid monitor DDC/CI capabilities string. In practical terms, Windows could not correctly validate the display’s control information. The fault may be in the monitor’s response, a cable, dock or adapter path, the graphics/display driver, or recently added display hardware. The code does not identify one failed component, so the reliable approach is to isolate each part in order.
What error 0x00003B60 means
Microsoft defines 0x00003B60 as ERROR_MCA_INVALID_CAPABILITIES_STRING: “The monitor returned a DDC/CI capabilities string that did not comply with the ACCESS.bus 3.0, DDC/CI 1.1, or MCCS 2 Revision 1 specification.”

DDC/CI (Display Data Channel/Command Interface) is the communication channel Windows and a graphics adapter use to read monitor information and, when supported, control settings such as brightness or input selection. A capabilities string is the monitor’s description of the commands and features it supports. If that description is malformed, incomplete, or altered somewhere between the computer and the panel, Windows can report this code.

This is a display-communication error, not a Windows activation code and not, by itself, evidence of malware. The message also does not prove that the monitor is permanently defective. A dock, USB-C adapter, KVM switch, cable, graphics driver, or recently installed display can produce the same symptom.

Record the trigger before changing anything
Write down exactly when the code appears and what changed immediately beforehand. This creates a useful baseline and helps you reverse a change if the problem disappears temporarily.
- At a cold boot: the monitor, cable path, firmware response, or graphics initialization is involved before Windows is fully loaded.
- After waking from sleep: power-state negotiation between the monitor and graphics adapter is a useful suspect.
- When connecting a monitor, dock, or adapter: the newly introduced device or its cable path becomes the first isolation target.
- When changing display settings: note which setting or application was open and whether the problem affects one display or every display.
Do not repeatedly unplug a powered monitor or dock while it is operating. Shut the computer down when the procedure below calls for it, and keep any work saved before testing.
Follow this isolation procedure
1. Remove recently added display hardware
- Save your work and shut down Windows completely.
- Disconnect a monitor, USB-C dock, HDMI/DisplayPort adapter, KVM switch, or other nonessential display hardware that was added shortly before the error started.
- Leave one known-working display connected directly to the computer, if possible.
- Start Windows and check whether the error returns.
If the code disappears, reconnect devices one at a time, shutting down between tests when practical. The device that brings the error back is the strongest lead. If nothing changes, continue; removing hardware is an isolation step, not proof that the removed item is faulty.

Safe Mode loads Windows with a limited set of drivers and services. It is useful when the display error causes repeated restarts, a blank desktop, or a crash before you can open settings.
- From the sign-in screen, hold Shift while selecting Power > Restart. If Windows cannot reach the sign-in screen, interrupt startup two or three times by holding the power button during boot; Windows should open the recovery environment.
- Select Troubleshoot > Advanced options > Startup Settings > Restart.
- After the restart, press 4 or F4 for Safe Mode, or 5 or F5 for Safe Mode with Networking.
If the system is stable in Safe Mode but not during a normal boot, a display driver or another startup component is more likely than a basic Windows file problem. Use Safe Mode to perform the Device Manager checks below. If the same monitor communication problem appears even in Safe Mode, concentrate on the physical display path and the monitor.

3. Check display devices in Device Manager
- Right-click Start and open Device Manager.
- Expand Display adapters. Also inspect Monitors and, if a dock is involved, relevant entries under Universal Serial Bus controllers or System devices.
- Look for a yellow exclamation mark, an unknown device, or a device that appeared at the time the error began.
- Right-click the suspected device and choose Update driver > Search automatically for drivers.
- Restart Windows and test the display again.
If updating does not help and the error began after a driver change, open the device’s Properties, select the Driver tab, and use Roll Back Driver when that button is available. Otherwise, choose Uninstall device, restart, and allow Windows to redetect it. Do not remove every display device at once; keep track of which entry you changed so you can undo the test.
A driver entry with no warning icon does not rule out a driver problem. Conversely, an exclamation mark may indicate a separate issue. Treat Device Manager as a clue in the isolation process rather than a definitive diagnosis.
4. Run the Windows Update troubleshooter
Install pending Windows and driver updates only after recording the current behavior. A restart can change the symptom, and you need to know whether the change helped.
Windows 11:
- Open Settings > System > Troubleshoot > Other troubleshooters.
- Find Windows Update and select Run. Windows may open the automated Get Help troubleshooter instead; follow its prompts.
- Restart when instructed, then open Settings > Windows Update and select Check for updates.
Windows 10:
- Open Settings > Update & Security > Troubleshoot > Additional troubleshooters.
- Select Windows Update > Run the troubleshooter.
- Restart, return to Settings > Update & Security > Windows Update, and select Check for updates.
The troubleshooter can correct update components that prevent a driver or system update from installing. It cannot rewrite a monitor’s firmware or guarantee that a DDC/CI response will be accepted.
5. Check free disk space
Windows and applications need working space for swap files, update operations, logs, and temporary data. Microsoft’s stop-code guidance uses approximately 10% to 15% free space as a practical target.

- Open Settings > System > Storage in Windows 11, or Settings > System > Storage in Windows 10.
- Check the free-space figure for the Windows drive, normally
C:. - If space is tight, remove files you recognize, empty the Recycle Bin, or use Storage Sense / Disk Cleanup carefully.
- Restart and repeat the display test.
Low disk space can interfere with updates and normal operation, but freeing space is not a confirmed direct cure for an invalid monitor capabilities string. Keep this check in the workflow because it can prevent other troubleshooting steps from failing.

This is the most informative hardware experiment when the error follows a monitor or dock.
- Power off the computer and monitor.
- Disconnect extra monitors and connect one display directly to the computer’s graphics output. Bypass a dock, adapter, KVM switch, or extension cable for the test.
- Start Windows and observe whether the code appears.
- If available, repeat with a known-good cable of the same connector type and then with another video output on the computer.
- Test the same monitor on another computer, or test another monitor on the original computer, if you can do so safely.

If the monitor has a DDC/CI option in its on-screen menu, record its current state before testing. You may temporarily change that setting as an experiment, then restore it. Menu names and available controls vary by model, so use the monitor’s own documentation rather than assuming every display implements the option the same way.
7. Recheck the graphics driver after a hardware swap
Windows can select a different display path after you change ports, monitors, or docks. Return to Device Manager and verify the active entry under Display adapters. If the error began immediately after a graphics-driver update, use Properties > Driver > Roll Back Driver when available. If the driver installation is damaged, uninstalling the device and restarting lets Windows redetect it; install a manufacturer-provided driver only when it is intended for your exact graphics hardware and Windows version.
8. Use System Restore or another recovery option
If direct-connection tests, driver checks, updates, and hardware removal do not change the behavior, restore Windows to a state before the error started.

- Open Settings > System > Recovery in Windows 11, or search for Recovery in Windows 10 and open Recovery from Control Panel.
- Select Open System Restore when a restore point exists.
- Choose a point dated before the display change, review the affected programs and drivers, and start the restoration.
- After Windows restarts, test the same monitor and connection that previously produced the error.
System Restore changes system files, drivers, and settings but normally does not remove personal documents. If no suitable restore point exists, use the recovery options offered by your Windows edition, backing up important files first. A reset or reinstall is a last resort because it is disruptive and may not correct a monitor or cable problem.

Windows 10 support context
The same troubleshooting process applies to Windows 11 and Windows 10, but the Settings labels differ as shown above. Microsoft states that support for Windows 10 ended on October 14, 2025. After that date, Microsoft no longer provides free Windows Update software updates, technical assistance, or security fixes for Windows 10, although existing PCs continue to operate. A missing post-support update therefore cannot be treated as evidence that the monitor or cable is defective. If the computer meets Windows 11 requirements, migration may provide a supported software environment; it will not, by itself, repair a malformed DDC/CI response from a monitor.
When to stop troubleshooting yourself
Seek the monitor or computer manufacturer’s support when the error follows a single monitor across computers, the display repeatedly disconnects, you smell overheating electronics, a port is physically damaged, or firmware recovery instructions are model-specific. Give support the exact code, monitor model, graphics hardware, Windows version, connection type, whether a dock is involved, and the results of the direct-cable and Safe Mode tests. Those details are more useful than simply reporting that the screen “sometimes fails.”

Will buying a new monitor cable definitely fix the error?

Does the code prove that my monitor is broken?

Should I reinstall Windows immediately?
No. First remove recent hardware, test Safe Mode, inspect Device Manager, run the Windows Update troubleshooter, check free space, and isolate the monitor path. Use System Restore or another recovery option only after those lower-impact tests.
Is Windows 10 still receiving free security fixes for this problem?
Microsoft ended free Windows 10 support on October 14, 2025. Existing systems continue to run, but Microsoft no longer provides free Windows Update software updates, technical assistance, or security fixes under normal support.
