Microsoft defines it as: “The identities of the manifests are identical, but the contents are different.” The code identifies a manifest conflict, not the exact file or program that is damaged.
The reliable fix is therefore contextual: identify the installer, update, application, printer, or device that triggered the message, inspect its log for the named component, and then repair that component. For a Windows servicing failure, run DISM followed by System File Checker. For a private application manifest, repair or reinstall that application. Printer-related failures need the printer, spooler, driver, and Windows troubleshooting sequence. Do not apply the old SysNative link workaround from a Windows 7 Internet Explorer 11 case to a current Windows 10 or 11 installation.

What error 0x00003715 (14101) means
Windows uses Side-by-Side assembly manifests to describe the identity and contents of shared components. An installation or application can fail when two manifests claim the same identity but contain different definitions. Windows reports that conflict as hexadecimal 0x00003715; the equivalent decimal value is 14101.

The number does not tell you which manifest, DLL, package, or application is responsible. The surrounding event, installer log, or servicing log is the important diagnostic evidence. A message such as “Neutral package installation failed” points toward a package installer, while a SideBySide event naming a private DLL points toward a particular application.

First, identify where the error occurs
Do not start by replacing DLL files or editing the registry. Reproduce the failure once, write down the exact operation, and collect the component name before choosing a repair.
Record the trigger
- Windows Update or a feature installation.
- A standalone Windows setup package.
- An application launch, update, repair, or uninstall.
- A printer installation, print job, or printer-driver update.
- A driver, USB device, audio device, graphics adapter, Bluetooth adapter, or other hardware setup.
Note the application or package name, the time of failure, whether the error appears for every user account, and whether it began after an update, uninstall, cleanup operation, or hardware change.
Check Event Viewer
- Press
Win+R, typeeventvwr.msc, and press Enter. - Open Windows Logs > Application and look for events whose source is SideBySide around the failure time.
- Also check Applications and Services Logs > Microsoft > Windows > SideBySide when that channel is present.
- Open the event and copy the application name, assembly identity, manifest path, or package name. That identifier determines whether the repair belongs to Windows, a third-party application, or a device.
Check setup and servicing records
For a Windows feature or update, inspect the installer output and the Component-Based Servicing record, commonly referred to as the CBS log. For a third-party setup, use the installer’s own log or its detailed/error mode. Preserve a copy before attempting repairs so that a later support technician can see the original failure.

Repair a Windows component or update with DISM and SFC
Use this sequence when the error occurs in Windows servicing, Windows Update, a built-in feature, or another operation whose logs identify a Windows component. It is a conditional repair sequence, not a guaranteed cure for every occurrence of 0x00003715.

1. Open an elevated Command Prompt
- Open Start and type
Command Prompt. - Right-click Command Prompt and choose Run as administrator.
- Select Yes at the User Account Control prompt.
The title bar should indicate an administrator session. A non-elevated window can return access-denied errors and will not repair the component store.
2. Run DISM RestoreHealth
At the administrator prompt, enter:
DISM /Online /Cleanup-Image /RestoreHealthPress Enter and allow the operation to reach completion. Do not close the window merely because progress pauses for a while. DISM checks the running Windows image and attempts to repair its component store. Record the final message and any error code.
3. Run System File Checker
After DISM finishes, run:
sfc /scannowSFC verifies protected system files against the repaired component store. Wait for the verification to reach 100 percent and save the result. If SFC says it found and repaired corrupt files, restart Windows before testing the original operation. If it says it could not repair some files, keep the CBS log and continue to the escalation steps rather than repeatedly running the same command.
4. Restart and retry the original operation
Restart Windows, then repeat the exact update, feature installation, or setup that produced 0x00003715. A successful repair should be judged by whether that operation completes, not merely by whether DISM or SFC ran without a visible error.

If DISM or SFC fails
- Copy the complete DISM and SFC result, including any numeric error code.
- Review the CBS or servicing log for the package and path that could not be repaired.
- Do not substitute files from another computer; Windows files must match the installed edition, architecture, and servicing state.
- If the component remains unidentified or unrepaired, move to an in-place repair upgrade or obtain help from Microsoft support with the saved logs.
Repair a third-party application or private manifest
When Event Viewer or the installer log names one application, treat the problem as application-specific rather than as proof that all of Windows is damaged.
Use the application’s built-in repair
- Open Settings > Apps > Installed apps on Windows 11, or Settings > Apps > Apps & features on Windows 10.
- Select the affected application, choose its advanced options when available, and select Repair. Some desktop programs instead provide Repair in Control Panel > Programs > Programs and Features.
- Launch the application or repeat its update after the repair.
A repair normally preserves user data, but the exact behavior is vendor-specific. Back up important application data first.
Uninstall and reinstall when repair does not work
- Obtain the current installer from the application’s legitimate vendor source.
- Back up profiles, project files, license information, and any settings the uninstall process may remove.
- Uninstall the program through Windows Settings or Control Panel.
- Restart Windows, then install the downloaded package using an administrator account if the vendor requires it.
- Retry the operation that originally raised 0x00003715.
Never download an individual DLL or manifest from an unofficial “DLL fix” site. A file with the right name can have the wrong version, signature, architecture, or dependencies and can create a second Side-by-Side conflict.

A printer installation can expose a manifest or driver mismatch even when ordinary applications work. Use the printer-specific sequence rather than repeatedly running system-file commands.

1. Verify the connection
- For USB printers, reconnect the cable directly to the PC and try another known-good USB port. Avoid an unpowered hub during testing.
- For network printers, confirm that the computer and printer are on the intended network and that the printer is reachable from its own control panel.
2. Restart Print Spooler
- Press
Win+R, enterservices.msc, and press Enter. - Find Print Spooler, right-click it, and choose Restart. If it is stopped, choose Start.
- Retry the setup or print job.
3. Update or reinstall the correct driver
Use the printer manufacturer’s package for the exact model and the installed Windows edition. If the setup program offers a repair or clean reinstall, follow that procedure. Do not force a driver intended for a different model simply because the connection type is the same.
4. Run the Windows printer troubleshooter
Open Settings > System > Troubleshoot > Other troubleshooters on Windows 11 and run Printer. On Windows 10, open Settings > Update & Security > Troubleshoot > Additional troubleshooters and select the printer troubleshooter when available. Follow the diagnostics and record any queue, service, or driver finding.
5. Remove and re-add the printer
- Open Settings > Bluetooth & devices > Printers & scanners on Windows 11, or Settings > Devices > Printers & scanners on Windows 10.
- Select the affected printer and choose Remove.
- Restart Windows, return to the same page, choose Add device, and complete the manufacturer’s setup instructions.
Why the SysNative mklink workaround should not be generalized
A Microsoft Q&A case describes “Neutral package installation failed (exit code = 0x00003715 (14101))” while Internet Explorer 11 was being installed on Windows 7. The accepted answer used an elevated command to create a directory symbolic link from C:WindowsSysNative to C:Windowssystem32, followed by manually running DISM against extracted CAB files.

That procedure addresses a path-resolution problem in that specific Windows 7/Internet Explorer 11 installer scenario. It is not evidence of a supported, universal fix for Windows 10 or Windows 11. Creating a system-directory link on a current installation can redirect installers or scripts in unexpected ways and make later diagnosis harder. Do not create the link merely because a web page repeats the command. If a current installer genuinely requires a special path workaround, use instructions supplied for that exact product and Windows version by Microsoft or the application’s vendor.
Escalate with an in-place repair upgrade
If DISM and SFC cannot replace the conflicting component, the application reinstall does not help, or the logs remain ambiguous, an in-place repair upgrade is the next Windows-level option before a clean installation.
- Back up personal files and confirm that critical applications, encryption keys, and recovery information are available.
- Use Windows installation media that matches the installed edition and architecture. A mismatch can remove the option to keep applications and files.
- Run the media’s setup program from within Windows rather than booting from it.
- When offered, select the option to keep personal files and applications.
- Allow setup to complete, then install current updates and retry the original operation.
If setup does not offer the keep-files-and-applications choice, stop and verify the edition, language, architecture, and media version instead of proceeding. A clean installation is a separate decision and requires a complete backup.
Windows 10 support status and what it changes
Microsoft ended Windows 10 support on October 14, 2025. In 2026, a Windows 10 machine that remains in service should include migration to a supported Windows release in its remediation plan. Repairing the manifest conflict can restore the immediate operation, but it does not extend Windows 10’s support lifecycle. Check hardware compatibility, application requirements, backup coverage, and licensing before scheduling an upgrade.
Verify the result and prevent a repeat failure
- Repeat the exact operation that produced the code, not just a different application launch.
- Confirm that the same SideBySide event or installer message no longer appears.
- Keep the original logs and the DISM/SFC results until the system has operated normally for several days.
- Use only installers and drivers intended for the exact Windows edition and device model.
- Maintain current backups before servicing, driver, or feature changes.
- If the failure returns after a particular application update, capture the new event details and contact that application’s vendor with the package and manifest identity.
When professional support is appropriate
Contact Microsoft or the application vendor when the logs identify a protected Windows package that DISM cannot repair, when an in-place repair upgrade fails, or when the application has proprietary manifests that cannot be reconstructed safely. Provide the hexadecimal and decimal codes, the triggering action, Windows edition and version, event details, installer or CBS excerpts, and the results of DISM and SFC. This information is more useful than reporting only that “a DLL is missing.”
