Microsoft defines it as an external RPC call failing because the remote server ran out of an unspecified resource. The code therefore points first to the Exchange/RPC endpoint and its available resources, not to a particular Windows printer, USB device, driver, registry value, or cable. On the Windows computer, capture the application and server context, verify that the endpoint resolves and is reachable, then have an Exchange or Windows administrator inspect resource pressure and service logs on the remote server.
What error 0x00000976 means
The hexadecimal value 0x00000976 maps to ecRpcOutOfResources in Microsoft’s Exchange protocol error table. Its documented meaning is: “An external RPC failed because the remote server was out of an unspecified resource.” RPC (Remote Procedure Call) is the mechanism one service uses to request work from another service. In this case, the failure is reported at the Exchange/RPC protocol layer.

“Remote” means the endpoint handling the request, which may be another server inside your organization or a hosted Exchange environment. It does not, by itself, mean that your Windows installation is damaged or that the server is on the public internet. The code also does not identify which resource was exhausted. Memory is one possibility, but process or thread limits, connection capacity, storage pressure, or an unresponsive service can produce the same practical symptom.

The neighboring values are useful comparison signals, not alternate fixes. Seeing 0x00000976 repeatedly means you should establish which application made the RPC call and which server handled it before changing anything on the Windows client.

Record the failure before changing settings
The same hexadecimal value can be surfaced by different clients and Exchange operations. Write down the details while the message is visible or immediately after the failure:
- The application, mail client, service, or scheduled task that displayed the error.
- The exact Exchange operation, such as sending, receiving, synchronization, or an administrative action.
- The remote server name or fully qualified name shown by the application or event record.
- The exact date and time, including the time zone, and whether the failure was one-time or repeated.
- The complete message, surrounding text, and any correlation ID, request ID, or event ID.
- Whether other users or computers experienced the same failure at the same time.
This record prevents a common mistake: treating a server-side RPC condition as a generic Windows error and applying unrelated driver, registry, or hardware changes. If the message came from a line-of-business application, include that application’s version and the account or mailbox involved when you contact its administrator.
Decide whether the client or the remote server is the likely source
Signs that the remote server is involved
- The same operation fails for several users or computers.
- Failures cluster at one Exchange server or one service endpoint.
- The error disappears temporarily after an administrator restores a service or relieves resource pressure.
- Server event logs show capacity, process, thread, connection, storage, or service-response warnings at the recorded time.
Signs that the Windows client or its path needs attention
- Only one computer fails while other clients complete the same operation.
- The server name does not resolve consistently from that computer.
- A firewall, VPN, proxy, network-segmentation rule, or local security policy blocks the organization’s RPC path.
- The client log shows a different endpoint or an old server name than the one currently assigned.
These signs are clues rather than proof. A single client can expose a server problem if it is the only machine using a particular operation, and a network path can fail while the server itself remains healthy. Use the timestamp and endpoint from the original event to separate those cases.
Check name resolution and reachability from Windows 11 or 10
Perform these checks from the affected computer. Use the server name recorded in the error, not a guessed host. If your organization uses a VPN or a restricted network, repeat the checks in the same network state in which the error occurred.

- Resolve the server name. Open Command Prompt and run
nslookup exchange01.example.com, replacing the example with the documented Exchange host. In PowerShell,Resolve-DnsName exchange01.example.comprovides a similar check. A failure, an unexpected address, or different answers on repeated queries should be reported to the DNS or Exchange administrator. - Test the approved endpoint. In PowerShell, use
Test-NetConnection exchange01.example.com -Port 135only when your administrator has confirmed that this is the RPC endpoint to test. If your deployment documents another port or an intermediary, substitute that approved endpoint. A successful TCP test proves only that the tested path and port responded; it does not prove that Exchange has enough resources. - Check the network context. Note whether the computer is on a corporate LAN, a home connection, a VPN, or a remote-desktop session. Disconnecting a required VPN or changing networks can make a healthy server appear unavailable, while a VPN gateway can also introduce its own capacity or timeout issue.
- Compare with a known-good client. If policy permits, perform the same operation from another Windows computer or approved client. Record whether it uses the same server and account path. Do not copy credentials or bypass access controls merely to perform this comparison.
Do not interpret a failed connectivity test as confirmation that the server is out of resources. It may indicate DNS, routing, firewall, VPN, or service availability trouble instead. Conversely, a successful test does not clear the server: the endpoint can accept a connection and still reject an operation because a limit has been reached.
Review Windows and Exchange logs at the failure time
Windows Event Viewer
On the affected computer, open Event Viewer and inspect Windows Logs > Application and Windows Logs > System. Filter or sort around the recorded time. Look for entries from the application that displayed the code, RPC-related components, network providers, authentication, and security software. Save the event details, including the provider, event ID, level, message, and timestamp.
PowerShell can collect a time window without relying on the graphical filter. For example, this reads Application events from the previous 30 minutes:

Adjust the time window to include the failure and export only the relevant entries for your administrator. Avoid posting logs publicly because they can contain server names, user names, mailbox details, or internal addresses.
Exchange and server logs
An Exchange administrator should review the corresponding Exchange protocol and service logs on the remote server, plus the server’s Application and System event logs. Correlate entries by the exact time, server name, client, operation, and any request or correlation ID. The objective is to identify the exhausted resource or the service that stopped responding, not merely to find another copy of the hexadecimal code.
Have the administrator check remote-server resources
Because the documented condition is on the remote RPC side, the decisive checks normally occur on the Exchange server or the service hosting the endpoint. They require administrator access and should be performed within your organization’s change and monitoring procedures.
Memory and paging pressure
Check whether available memory fell sharply at the failure time, whether paging increased, and whether one process grew unexpectedly. Compare the event with the neighboring remote-out-of-memory code, 0x00000975, if it appears in related entries. Do not assume that adding memory is the answer until logs identify memory as the limiting resource.

Process and thread limits
Review process counts, thread counts, handle usage, and application-pool or service limits relevant to the Exchange operation. A server can have free physical memory while a process or thread ceiling prevents a new RPC request from completing.
Connection and RPC capacity
Inspect active connections, queued requests, throttling, and any connection-limit warnings. A sudden increase in clients, a stuck batch, or a service that is not releasing connections can exhaust capacity without producing a simple “out of memory” message.
Storage pressure
Check free space on volumes used by the operating system, Exchange databases, transaction logs, and service queues. Storage pressure can cause services to stop accepting work or to respond too slowly. Preserve the evidence before deleting files; removing logs or databases without an approved procedure can destroy the information needed to diagnose the event.

Confirm that the Exchange service handling the operation is running and responding. A stopped or hung service can appear as a resource failure from the client. Use the server’s service-management tools and the Exchange administrator’s documented health checks rather than restarting unrelated services.

If the logs identify a specific Exchange or supporting service that is exhausted or unresponsive, the administrator may restart that service during an approved maintenance window. A restart can clear transient process, thread, or connection state, but it does not identify or remove the underlying cause.
- Notify users and confirm that the operation will not interrupt a critical batch, migration, backup, or compliance process.
- Record the service status, active alerts, resource counters, and relevant logs before the restart.
- Stop and start only the affected service by using the organization’s approved Exchange procedure.
- Wait for the service’s health checks and dependent components to report ready.
- Repeat the original operation from the affected Windows computer and record the result and time.
- Continue monitoring. If the code returns, preserve the new logs instead of repeatedly restarting the service.
Do not reboot a production server or kill a process simply because the code appeared once. A forced restart can interrupt mail flow, discard diagnostic state, or conceal a capacity trend.
What to do when the error keeps returning
A recurring 0x00000976 needs an evidence-based escalation. Give the Exchange or Windows administrator a compact incident package:

- The original full message and the application that produced it.
- Every affected server name, client name, account or mailbox scope, and time zone.
- Windows Application and System events covering the failure window.
- Exchange and server events with matching timestamps and correlation IDs.
- Name-resolution and endpoint-test results from an affected and, if available, a known-good client.
- Resource observations before and after any service restart.
- A timeline showing whether the problem is transient, periodic, or continuously reproducible.
The administrator can then determine whether the pattern is a remote resource limit, a reachability problem, a service failure, or a client-specific path. If the operation belongs to a vendor application, include its support team after the Exchange administrator confirms the endpoint and server health; the vendor may own the RPC call even though Windows displays the error.
Windows 10 support status matters in 2026
Microsoft’s lifecycle notice states that free Windows Update software updates, technical assistance, and security fixes for Windows 10 ended on October 14, 2025. A Windows 10 computer can still run after that date, but it is in an unsupported servicing state unless your organization has a separate arrangement. That status does not explain the meaning of 0x00000976 and should not be used as a reason to replace hardware or edit the registry. It does affect the risk and planning of continued troubleshooting: coordinate with your administrator about an upgrade or an approved support path after the immediate Exchange incident is contained.
Approaches that are not evidence-based fixes
- Random registry edits: No documented mapping for this code identifies a registry value that resolves it.
- Replacing a printer, USB device, cable, or driver: The Exchange definition does not tie the condition to any of those devices.
- Deleting arbitrary Exchange or Windows logs: This can remove the timestamps and events needed to identify the exhausted resource.
- Repeated client reinstalls: Reinstalling an application cannot restore memory, connection capacity, or a stopped remote service.
- Blind server reboots: A reboot may temporarily clear symptoms while interrupting other work and destroying diagnostic context.
- Assuming a successful ping proves health: Basic reachability does not test the Exchange operation or its resource limits.
The safest sequence is to capture context, verify the endpoint, correlate client and server logs, inspect the remote resource category, and make the smallest approved service change that the evidence supports.
