How to Fix Error 0x00000400 on Windows 11 and 10

Error 0x00000400 does not identify one universal Windows problem. Its meaning depends on where it appears. In Microsoft’s certificate APIs, it is the CERT_TRUST_INVALID_BASIC_CONSTRAINTS certificate-chain status bit. In a Windows stop-error or unexpected-restart message, the hexadecimal value must be interpreted together with the complete stop code, named driver or module, event-log entry, and symptom.

That is why the safest fix is to record the context first, then follow a reversible troubleshooting sequence: remove recently added hardware, use Safe Mode if necessary, inspect Device Manager, install current Windows updates, maintain free disk space, review diagnostics, test hardware and memory, repair system files, and use System Restore when appropriate.

What error 0x00000400 means

The string 0x00000400 is a hexadecimal value, not a complete diagnosis. Windows and Windows applications can display hexadecimal status values in several subsystems, so the same number can point to different work being performed.

Certificate-validation context

Microsoft’s API documentation defines 0x00000400 as CERT_TRUST_INVALID_BASIC_CONSTRAINTS, a certificate-chain status bit. In that context, Windows has determined that the basic-constraints information in a certificate chain is invalid. The message may be produced by an application validating a website, service, signed file, or other certificate-backed connection rather than by the Windows kernel.

If the message appears while a browser, business application, installer, VPN client, or internal service is checking a certificate, do not assume that a driver or failing memory module is responsible. Record the application name, the complete certificate or trust message, the server or file involved, and whether the problem affects one destination or many. The certificate owner, issuing authority, or the administrator of the service may need to correct the certificate chain.

Stop-error or unexpected-restart context

If Windows restarts unexpectedly, shows a stop-error screen, or reports a named driver or module, 0x00000400 must be read as part of that larger report. Microsoft’s stop-error guidance says the surrounding stop code, driver, module, and symptom are needed to identify the failing subsystem. A number copied without that surrounding information is not enough to choose a repair.

In this situation, the practical target is the hardware, driver, Windows component, or software change associated with the crash. The steps below are ordered from the least destructive checks to recovery actions.

Capture the context before changing anything

Write down the details while the message is visible. A photograph of a stop screen is useful if Windows restarts quickly.

  • The complete error message, including any text before or after 0x00000400.
  • The application, Windows component, installer, or service that displayed it.
  • Whether it happens during startup, sign-in, Windows Update, an installation, certificate validation, or a particular task.
  • Whether the computer restarts, freezes, shows a blue stop screen, or merely rejects one operation.
  • Any driver name, file name, module, device, or manufacturer mentioned in the message.
  • What changed immediately before the first occurrence: a new device, driver, firmware update, application, security setting, or Windows update.
  • Whether the issue occurs every time or only intermittently.

This record determines which branch of the troubleshooting process is relevant. A certificate error in one application and a system-wide restart should not be treated as the same fault merely because the hexadecimal number matches.

Manual fixes for a Windows stop-error or restart

1. Disconnect recently added hardware

Microsoft lists removal of recently added hardware as an initial step for recurring stop-error symptoms. Shut down Windows, disconnect the newly installed external device, and remove newly installed internal hardware only if you can do so safely and know the manufacturer’s procedure. Reconnect essential peripherals one at a time after the system is stable.

Do not remove a component that is required to boot unless you have a recovery plan. If disconnecting the new device stops the crashes, leave it disconnected while you obtain a current driver or firmware package from the device manufacturer and confirm compatibility with your Windows edition.

2. Start Windows in Safe Mode when normal startup fails

Safe Mode loads a limited set of drivers and services. If Windows cannot remain running long enough to troubleshoot, use the Windows Recovery Environment:

  1. From the sign-in screen or Start menu, hold Shift while selecting Power > Restart. If Windows will not reach those screens, interrupt startup several times until Automatic Repair appears.
  2. Select Troubleshoot > Advanced options > Startup Settings > Restart.
  3. Choose 4 for Safe Mode or 5 for Safe Mode with Networking when network access is required for a documented diagnostic step.

If the failure does not occur in Safe Mode, a normal-startup driver, service, or startup program becomes more suspect. Use Safe Mode to remove a recently installed driver or application, inspect Device Manager, and collect event information. Safe Mode is a diagnostic state, not a permanent repair; return to a normal restart after each change.

3. Inspect Device Manager

Open Device Manager by right-clicking Start and selecting it, or by searching for its name. Expand the categories and look for a device with a yellow exclamation mark or an entry corresponding to the hardware named in the error.

  1. Right-click the suspect device and choose Properties. Read the status shown on the General tab and note the device name and driver details.
  2. Choose Driver > Update Driver and allow Windows to search for an available driver, or install the current driver supplied by the device manufacturer.
  3. Restart Windows and check whether the original symptom returns.
  4. If updating does not help and the device is not required for basic operation, return to the device’s context menu and choose Disable device as a reversible test.
  5. If disabling changes nothing, uninstalling the suspect device can provide another test. Restart so Windows can redetect it, or reinstall the manufacturer’s driver if the device is intentionally retained.

A driver change is more informative when you change one device at a time and record the previous version. Do not disable storage, display, keyboard, or other essential hardware without knowing how you will regain control of the system.

4. Install current Windows updates

Microsoft recommends installing the latest available updates for Windows 11 or Windows 10 when stop errors recur. In Windows 11, open Settings > Windows Update, select Check for updates, install the offered updates, and restart. In Windows 10, open Settings > Update & Security > Windows Update, select Check for updates, and restart when requested.

Apply updates when the computer is connected to reliable power and avoid forcing a shutdown while an update is installing. If the crash occurs during the update itself, use Safe Mode or the Windows Recovery Environment to return to the earlier diagnostic steps before attempting another update.

5. Check available disk space

Windows and applications need working space for updates, paging, temporary files, and recovery operations. Microsoft says the exact requirement varies by configuration and suggests keeping approximately 10% to 15% of the system drive free for normal system and application operations.

Open Settings > System > Storage in Windows 11 or Settings > System > Storage in Windows 10 to review the system drive. Remove or move files you recognize, empty temporary-file categories you understand, and uninstall applications you no longer need. Do not delete unknown folders from Windows or application directories merely because they are large. Recheck the free-space figure after cleanup and before retrying an update or installation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Review event logs and the complete stop information

When Windows starts normally, open Event Viewer by searching for it. Review Windows Logs > System around the exact time of the restart or failure. Look for the stop code, a named driver or module, hardware errors, and events immediately preceding the crash. Preserve the event details rather than relying on a generic description.

Microsoft Learn recommends using event-log stop information as part of escalation. A recurring event that names one driver or device gives you a more specific next step than the isolated hexadecimal value. If the logs contain no usable module because the system state was heavily corrupted, continue with hardware and memory checks instead of guessing at an application.

7. Update BIOS, firmware, and vendor drivers

Microsoft’s diagnostic guidance includes updating BIOS or firmware and obtaining current drivers from the hardware vendor. Use the support page for the exact computer model or component, verify that the package matches Windows 10 or Windows 11 and the machine’s architecture, and follow the vendor’s installation instructions.

Firmware updates can interrupt startup if power is lost or the wrong package is used. Keep the computer on dependable power, do not close the updater while it is working, and record the previous firmware version. If the problem began immediately after a driver or firmware update, use the vendor’s rollback procedure or Device Manager’s rollback option when available rather than installing several unrelated packages at once.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

8. Test memory and other hardware

Persistent crashes after driver and update checks can indicate a hardware problem. Microsoft Learn recommends hardware and memory tests as part of escalation. Run the diagnostic supplied by the computer or component manufacturer, or use the memory-testing option available in Windows Recovery tools. Follow the test’s instructions and record any failing module, slot, or device reported.

Disconnect nonessential peripherals during testing so that a faulty external device does not obscure the result. A repeatable hardware failure should be handled according to the manufacturer’s repair or replacement process; software changes cannot correct defective physical memory or a failing device.

9. Check for malware and repair protected Windows files

Microsoft’s diagnostic guidance includes checking for malware and using System File Checker when Windows files may be corrupted. Run a current security scan from Windows Security or the security software already administered on the computer. A scan is a diagnostic step; it does not prove that malware caused this particular code.

To check protected system files, open Terminal (Admin), Windows PowerShell (Admin), or Command Prompt (Admin) from the Start context menu and run:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
sfc /scannow

Allow the scan to finish, read the result, and restart before testing the original operation again. If System File Checker reports that it could not repair some files, keep that result with the event-log information and move to Windows recovery rather than repeatedly running the same scan without addressing the underlying hardware or driver issue.

10. Use System Restore or another recovery option

When the previous checks do not solve the problem, Microsoft lists recovery options such as System Restore. Open Settings > System > Recovery in Windows 11 or Settings > Update & Security > Recovery in Windows 10, then use the available advanced-recovery option. You can also enter the Windows Recovery Environment and select Troubleshoot > Advanced options > System Restore.

Choose a restore point created before the first occurrence, review the affected programs and drivers, and let the process complete without forcing a shutdown. System Restore changes system files, drivers, and settings but is not a substitute for backing up personal files. If no suitable restore point exists, preserve your diagnostics and use the recovery option appropriate to your organization’s backup and support policy.

If 0x00000400 appears during certificate validation

A certificate-chain status is a different troubleshooting branch from a kernel stop error. First, capture the complete certificate message and identify the application or service that generated it. Record the certificate subject, the destination or file, and whether other applications or destinations validate normally.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Because Microsoft defines this value as invalid basic constraints, the relevant correction may be in the certificate chain or the service configuration rather than in Windows hardware. If the certificate belongs to a company service, send the full error and certificate details to that service’s administrator. If it belongs to software you installed, contact the software publisher or certificate administrator. Avoid disabling certificate validation simply to bypass the message: doing so can conceal a trust problem and changes the security behavior of the application.

What causes recurring stop errors?

Microsoft states that an unexpected restart might be caused by a hardware device, its driver, or software. Microsoft Learn gives a distribution from its general crash analysis: 70% third-party driver code, 10% hardware issues, 5% Microsoft code, and 15% unknown because the memory is too corrupted to analyze. These percentages describe stop errors in that analysis generally; they are not a measured prevalence for error 0x00000400.

Microsoft also states that the root cause of stop errors is rarely a user-mode process. That does not make every application irrelevant: an application can install a driver, trigger a faulty device path, or expose a system-file problem. It does mean that repeatedly reinstalling an ordinary desktop application is a weak first response when Windows is restarting at the system level.

Choosing the next action

Approach Identifies the failing subsystem Reversibility Requirements Diagnostic transparency Microsoft documentation support
Manual checks: hardware removal, Safe Mode, Device Manager, updates, disk-space review, logs, and tests Often; each step narrows hardware, driver, firmware, storage, memory, or system-file causes Generally high when one change is made at a time; disabling or rolling back a driver can be reversed Windows access; Safe Mode or recovery tools if normal startup fails High because you can inspect each change and result Yes, these steps are included in Microsoft guidance
System Restore and Windows recovery Can isolate a recent software, driver, or configuration change Reversible only within the available recovery options; review the affected items first A suitable restore point or recovery environment Shows which restore point and affected programs are selected Yes, recovery options such as System Restore are documented by Microsoft
Optional third-party system scanning May identify abnormalities, but the result still depends on the underlying cause Depends on the proposed repair; review changes before applying them Windows installation and permission to install the utility Varies; keep the original event logs and driver details for comparison Not a Microsoft diagnostic finding

The sequence matters. Start with evidence and reversible checks, then escalate to firmware, hardware tests, file repair, and recovery. A generic scan should not replace identifying the driver, device, or certificate service actually producing the failure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When to seek technical support

  • The computer cannot boot normally or Safe Mode also crashes.
  • A memory or hardware diagnostic reports a failure.
  • The same device causes crashes after its official driver and firmware are current.
  • System Restore is unavailable or does not change the behavior.
  • The certificate error affects a business, banking, identity, or internal service and you do not control its certificate chain.
  • Event logs show storage, firmware, or repeated hardware errors that you cannot safely test yourself.

Give support the complete message, event-log details, recent-change list, Windows version, device model, driver and firmware versions, and the result of each test. That information is substantially more useful than reporting only “0x00000400.”

As an optional shortcut after the manual checks, Outbyte PC Repair can scan Windows system elements and settings for abnormalities, address some common Windows issues, and offer repair actions. It runs on Windows 11, 10, 8, and 7, with a free trial by category of at least two days before a paid subscription. Results vary by cause; it complements an antivirus and does not replace one, and no utility repairs every crash.
