Error 0x000002B5 is not a generic Windows failure. Microsoft defines it as ERROR_DBG_CONTROL_C, with the message “Debugger got control C.” It normally means a console program running under a debugger received a CTRL+C control signal as a debug event.

First determine whether a debugger is attached and whether CTRL+C or CTRL+BREAK was pressed intentionally. If the message disappears when you run the program outside the debugger, change the debugger’s break/continue behavior or review the application’s console-control handler. If the code appears during system restarts, a blue or black screen, or an upgrade, use the broader recovery steps below and collect the underlying crash or setup code.

What 0x000002B5 means

Microsoft’s Win32 error-code specification, released November 19, 2024, names 0x000002B5 ERROR_DBG_CONTROL_C and gives the exact message “Debugger got control C.” The code describes how Windows delivered a console control signal to a process being debugged; it does not, by itself, identify a failed Windows Update, damaged storage, malware, or defective hardware.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In a normal console session, pressing CTRL+C asks the process to stop or to run its shutdown logic. When a debugger is attached, the same action can be intercepted as a debug event. The debugger may stop execution so you can inspect it, pass the event back to the program, or decline to handle it. What you see depends on the debugger, the process, and the application’s own signal-handling code.

Why the message appears after CTRL+C

A console process can register handlers for CTRL+C, CTRL+BREAK, and CTRL+CLOSE through SetConsoleCtrlHandler. Windows calls registered handlers when the corresponding signal arrives. Handlers are called in last-registered, first-called order until one returns TRUE; if none handles the signal, the default handler runs.

With a debugger attached, Windows first reports the control condition as a debug event. The debugger’s event policy determines whether it breaks, continues, or returns control to the process. An unhandled last-chance exception or event can end the debugged process, while a handled event lets it continue. Therefore, the same CTRL+C can be harmless in one run and terminate a program in another.

What the debugger is actually deciding

A debugger does not rewrite the meaning of the hexadecimal value. It decides what to do after Windows reports the event: stop at the first opportunity, let the target process see it, or continue without intervention. In native debugging terminology, the debugger receives a debug event and can return control with ContinueDebugEvent. A continue decision is appropriate when CTRL+C is an expected application signal; a break decision is useful when you are examining shutdown races, unexpected state changes, or an earlier exception.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the debugger declines to handle an event and the target has no working handler, Windows can reach the default behavior. A last-chance event that remains unhandled may terminate the debugged process. That is why changing one event setting can change the visible result from a debugger break to a clean application shutdown or a process exit.

Start with a context check

Do not change system files or disable security software merely because this hexadecimal code appeared. Establish what generated it before choosing a fix.

  1. Record the application. Note the executable name, version if shown, terminal host, and the exact window or command that displayed the message.
  2. Record the debugger. Write down whether Visual Studio, WinDbg, a test harness, a service wrapper, or another development tool is attached.
  3. Record the preceding action. Did you press CTRL+C or CTRL+BREAK? Did the program reach a breakpoint, throw another exception, or begin shutting down?
  4. Observe the result. Does the process exit, remain responsive, or stop inside the debugger? Capture the debugger’s output before closing it.
  5. Reproduce once outside the debugger. Start the same program normally from its usual shortcut or terminal. If the code disappears outside the debugger, debugger event handling is the leading explanation.
  6. Write down the launch chain. Note whether an IDE started a test runner, script, service wrapper, or child process. A debugger can be attached to a child even when its console window looks ordinary.
  7. Preserve timing. Save the time of the event and the exact command-line arguments. Matching that time with application logs and Event Viewer entries often reveals an earlier exception.

These observations separate a control-signal event from a broader Windows crash. They also give you information to include in a bug report or support request.

  • Choose a break or first-chance stop when you are investigating where the signal arrives and need to inspect the call stack or program state.
  • Choose continue, pass through, or a comparable option when the application is designed to process CTRL+C itself and you do not want the debugger to take control.

Debugger interfaces change between releases, so menu names and dialog locations are not identical. Look for the setting that controls whether a debug event is handled by the debugger or returned with ContinueDebugEvent. Apply the setting to the current debugging session, then reproduce the signal once.

Change one setting at a time and test again. If continuing causes an immediate exit, capture the debugger transcript and inspect whether another exception was reported first. Restoring the original event policy after testing prevents a temporary diagnostic preference from affecting later sessions.

Visual Studio

With Visual Studio attached, use its exception or debugging-event configuration rather than Windows-wide settings. Start a debugging session, open the area that lists exception and event handling, and inspect the entry associated with CTRL+C or the debugger control event. Clear a break selection if you want the console program to receive the signal, or enable breaking if you are diagnosing shutdown behavior. Continue execution and verify whether the program’s own handler runs.

If Visual Studio stops on a different exception immediately before 0x000002B5, investigate that earlier exception first. The hexadecimal code can be a consequence of the debugger receiving CTRL+C while the process is already in an exceptional state.

WinDbg and other debuggers

WinDbg and other native debuggers expose comparable controls for first-chance and second-chance events. Review the event or exception policy for the control signal, then choose to break for inspection or continue so the target handles it. If you continue, watch the debugger output to confirm that execution returns to the target process instead of ending with an unhandled last-chance exception.

When documenting a team issue, record the debugger name and version, the event policy, whether CTRL+C was intentional, and whether the target continued. This is more actionable than reporting only the hexadecimal value.

Fix the console application’s CTRL+C handling

If you own the program, inspect its SetConsoleCtrlHandler registration and the routine that receives the signal. The handler should communicate that shutdown was requested; the main program should perform substantial cleanup.

Check registration and return values

  • Confirm that registration succeeds and that the callback remains valid for as long as the process needs it.
  • Remember that handlers run last-registered, first-called. A later component can receive CTRL+C before an earlier component.
  • Return TRUE only when the callback has handled the signal. Returning FALSE allows Windows to try the next handler and eventually the default handler.
  • Check that the callback distinguishes CTRL+C, CTRL+BREAK, and CTRL+CLOSE if the application needs different behavior.
  • Review every library that registers a handler. A library can consume the signal before your application callback runs, or your callback can return FALSE and expose the signal to another handler.

Keep the handler minimal

Use the callback to set a shutdown flag or signal an event, then return. Avoid lengthy file operations, complex synchronization, UI calls, or code that can block while the process is being torn down. Let the main loop notice the flag, stop accepting work, release resources in a controlled order, and exit normally.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect shared state appropriately. A handler that writes to data being used by another thread can create a second fault that obscures the original control event. If the program uses multiple libraries that register handlers, verify their registration order and document which component is expected to claim the signal.

Test the two execution modes

  1. Run the program normally and press CTRL+C once. Confirm that the handler records the request and that the main loop performs cleanup.
  2. Run it under the debugger with the debugger set to break. Confirm that you can inspect the event without corrupting shared state.
  3. Run it again with the debugger set to continue or pass through. Confirm that the application receives the signal and exits as designed.
  4. Repeat with CTRL+BREAK if the application supports it, and test console-close behavior separately where relevant.

If no debugger appears to be attached

Because 0x000002B5 is debugger-specific, an occurrence in an ordinary desktop session needs more context. A development tool may have attached briefly, a test harness may be launching the process under a debugger, or a service wrapper or parent process may be translating CTRL+C into a debug event.

Look for indirect launchers

  • Start the executable directly instead of through an IDE, test runner, script, service wrapper, or task runner.
  • Check whether a terminal host, remote-development session, or automation framework starts the process with debugging enabled.
  • Ask whether another user or service can attach a debugger to the same process while you reproduce the issue.
  • Compare the process tree for a direct launch and the failing launch. A different parent process can explain why only one route produces the event.

If the message still appears, capture the application log, terminal output, Windows Event Viewer entries, and any dump or debugger output. Include timestamps and the action immediately before the event. Do not infer a disk or driver failure from this code alone; use the surrounding evidence to identify the actual fault.

Common mistakes that make the symptom worse

  • Changing the registry or system files first. The code identifies a debugger control event, so registry cleaners and file replacement do not address its defined meaning.
  • Disabling antivirus permanently. Installation guidance may call for a temporary pause, but protection should be restored immediately after the attempt.
  • Returning TRUE without a shutdown design. Claiming the signal is handled while doing no cleanup can leave files, locks, or worker threads in an unsafe state.
  • Doing all cleanup inside the callback. Blocking or complex work in a control handler can create deadlocks and hide the original event.
  • Assuming only CTRL+C matters. CTRL+BREAK and CTRL+CLOSE use the same console-control mechanism and should be tested when the application supports them.
  • Ignoring an earlier exception. A debugger may show 0x000002B5 after another fault. The first exception in the transcript is often the more useful lead.

If the computer also restarts or shows a blue or black screen

Repeated operating-system crashes are a separate, broader symptom. Follow Microsoft’s general stop-code workflow while preserving the exact stop code and any dump information.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Remove newly added hardware. Disconnect recently installed devices and retest, leaving essential input and display hardware connected.
  2. Try Safe Mode. If Windows is stable there, compare startup services and drivers with a normal boot.
  3. Check Device Manager. Look for warning icons and note the device name and status message before changing its driver.
  4. Ensure adequate free space. Windows needs room for updates, paging, and crash-dump files.
  5. Install current Windows updates. Record any separate update error code; it may be unrelated to 0x000002B5.
  6. Use System Restore or another recovery option. Choose a restore point or recovery method from before the recurring crashes when available.

These actions address recurring system crashes; they do not alter the definition of ERROR_DBG_CONTROL_C. If a stop code, driver name, or storage error is shown, troubleshoot that evidence directly.

If the message appears during an upgrade or installation

An upgrade can launch setup components under diagnostic or service processes, so collect the setup logs and the actual installation failure code. Microsoft’s upgrade guidance includes the following preparation:

How to document a reproducible case

A concise reproduction record helps a developer distinguish an expected control event from a crash. Include the Windows 10 or Windows 11 edition, application and debugger versions, launch command, parent process or wrapper, whether CTRL+C or CTRL+BREAK was pressed, and the exact output. State whether the process continued, exited, or remained stopped. Attach the debugger transcript, application log, Event Viewer entry, and dump information when available, while removing secrets from command lines and logs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Run one comparison with the debugger attached and one with a direct launch. If only the debugged run fails, concentrate on event policy and handler behavior. If both runs fail, inspect the application’s own shutdown path and any separate exception rather than repeatedly changing debugger settings.

Choose the next step by situation

Situation Best next step Reason
Debugger attached and CTRL+C was intentional Adjust the debugger’s break, continue, or pass-through behavior. The debugger received the control event.
Console application should process CTRL+C itself Review SetConsoleCtrlHandler, callback return values, registration order, and cleanup logic. The application owns signal handling.
Code appears outside development tools Identify a hidden debugger, harness, parent process, or wrapper; collect logs and dump output. The code is debugger-specific and needs context.
Repeated operating-system crashes or stop-code restarts Use Safe Mode, hardware and Device Manager checks, updates, free-space checks, and recovery options. The broader symptom may be a separate system problem.
Upgrade or installation failure Remove nonessential hardware, follow update troubleshooting, check permissions, and inspect setup logs. Setup can have a different underlying failure code.

Is 0x000002B5 dangerous?

The number itself is a status describing debugger control of CTRL+C. It is not proof that Windows is infected, that a drive is failing, or that a hardware component must be replaced. Its practical importance depends on what happened next: a deliberate break during development is expected, while an unexplained process termination or recurring system crash requires investigation of the surrounding event.

Do not suppress every debugger break blindly. Breaking can reveal a real exception that occurred before the control event. Conversely, do not leave a production console service permanently configured to stop on an expected CTRL+C if it has a tested shutdown path. Match the debugger policy to the program’s intended behavior and retain logs when the result differs from that design.

When to escalate

Escalate to the application developer or system administrator when the event is reproducible without an attached debugger, when multiple processes receive it unexpectedly, or when the process terminates despite a tested handler. Provide the executable and debugger versions, launch method, exact preceding action, whether CTRL+C or CTRL+BREAK was pressed, event logs, application logs, and any dump or debugger transcript. For system-wide restarts, include the Windows stop code, recent hardware or driver changes, Safe Mode results, and the relevant setup or crash logs.

Frequently Asked Questions

What is Windows error 0x000002B5?

It is Microsoft’s ERROR_DBG_CONTROL_C status, whose message is “Debugger got control C.” It describes a debugger receiving a CTRL+C control event, not a generic Windows hardware or update failure.

Why does 0x000002B5 appear when I press CTRL+C?

A console process normally receives CTRL+C through its console-control handling. When a debugger is attached, Windows can report that signal as a debug event first, allowing the debugger to break, continue, or pass it to the program.

How do I stop Visual Studio or WinDbg from catching CTRL+C?

Open the debugger’s exception or event settings and change the CTRL+C or debug-control event from break to continue or pass-through. Menu names vary by version, so verify that execution returns to the target process and its own handler runs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I ignore this code if the program continues?

Usually, yes, when CTRL+C was intentional and the program completes its tested shutdown path. Keep the event policy documented and investigate any earlier exception or unexpected data loss.

What does SetConsoleCtrlHandler do?

It registers callbacks for CTRL+C, CTRL+BREAK, and CTRL+CLOSE. Windows calls them in last-registered, first-called order until one returns TRUE; otherwise the default handler runs.

Should a console-control handler perform cleanup?

Keep the callback minimal. Set a shutdown flag or signal an event, return promptly, and let the main loop stop work and perform substantial cleanup in a controlled context.

Why does the code appear when no debugger window is open?

A test harness, service wrapper, terminal host, automation framework, parent process, or remote-development tool may attach a debugger or translate the signal. Compare a direct launch with the normal launch chain and collect logs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is 0x000002B5 a Windows 10 or Windows 11 system error?

It is a Win32 debugger/control-signal status that can appear on either version. The code alone does not establish that Windows itself is damaged.

What if the computer also blue-screens or restarts?

Preserve the separate stop code and dump information, then use Microsoft’s recovery workflow: remove new hardware, try Safe Mode, inspect Device Manager, ensure free space, install updates, and use System Restore or another recovery option.

What if it appears during Windows Setup?

Disconnect nonessential hardware, follow the Windows Update troubleshooter and permission guidance, and inspect setup logs. The setup log may contain a different underlying failure code; 0x000002B5 alone still means debugger CTRL+C handling.

The Bottom Line

0x000002B5 means “Debugger got control C.” Confirm whether a debugger is attached, whether CTRL+C or CTRL+BREAK was intentional, and whether the process continues. Adjust break or pass-through behavior when appropriate, review SetConsoleCtrlHandler in applications you own, and use Safe Mode, update, recovery, or setup-log guidance only when broader Windows symptoms point to a separate problem.
