Steam downloads alternate between receiving data and processing it on your drive. Before changing anything, open Downloads and compare Network with Disk Usage. A 0 B/s network reading while disk activity continues can mean allocation, unpacking, patching or verification—not a frozen download. A long period with neither network, disk, file-size nor CPU activity is more suspicious.
One-minute triage
- Pause the affected item, wait a moment, then resume it.
- Pause other downloads, Workshop items and shader-cache work so the game has priority. Check whether a scheduled update or “update only when launched” setting is holding it.
- Confirm the library drive is mounted, writable and not nearly full. Check the Windows system drive too, because temporary patch files may be stored there.
- Look at disk activity in Steam and your operating system. Do not repeatedly force-quit Steam while it is writing game files.
- If several games fail, test another website, disable a VPN or proxy temporarily and consider a regional content-server problem. If only one game fails, use the game-specific steps below.
Restart Steam without leaving a background process
Windows
- Select Steam > Exit.
- Open Task Manager with Ctrl+Shift+Esc and confirm that no
steam.exeor Steam-related process remains. - Reopen Steam and retry the download.
macOS
Use Steam > Quit Steam. If the client is unresponsive, press Option+Command+Esc, force-quit Steam, then reopen it.

Linux and Steam Deck
Exit through the Steam client or desktop environment. If it is unresponsive, use the operating system’s process controls or restart the device. Avoid interrupting a clearly active file-write operation unless the client has genuinely stopped responding.
Clear Steam’s download cache
- Open Steam > Settings (on some macOS builds this may appear as Preferences).
- Choose Downloads.
- Select Clear Download Cache and confirm.
- Sign in again if prompted, then start or resume the download.
Clearing the cache does not uninstall games, but it resets download state and may require downloads to be started again. Valve lists it as a remedy for update and installation failures: Steam’s update and installation troubleshooting.

Try another download region
- Go to Steam > Settings > Downloads.
- Set Download Region to another nearby region.
- Restart Steam if requested and retry.
A nearby server may be less congested, but changing region cannot repair a bad drive, blocked folder or failing connection. Valve recommends this when servers are unavailable or busy: Valve’s server and region guidance. A publisher support page updated February 9, 2026, gives the same cache-and-region sequence for slow installs: SEGA support.
Repair the Steam library and check storage
Repair the folder
- Open Steam > Settings > Storage.
- Select the drive containing the game, open its three-dot menu and choose Repair Folder (wording varies).
- Retry the download.
Older clients use Settings > Downloads > Steam Library Folders; right-click the library and choose Repair Library Folder. This addresses registration and write-permission problems, not every physical disk fault. See Steam troubleshooting instructions.

Check space and the drive
- Check free space on both the library drive and, on Windows, the system drive. Patch design can require considerably more temporary space than the displayed download size; there is no universal extra-space number.
- Confirm the drive is connected and consistently mounted. USB, network, encrypted and cloud-synchronised locations are more vulnerable to disconnects or locking.
- Make sure the current account can write to the library. Do not grant broad “Everyone” permissions as a first fix.
On Windows, use the drive’s Properties > Tools > Error checking. Use chkdsk only after closing applications, backing up important data and understanding that repairs can lock the volume or require a restart. On macOS, open Disk Utility > First Aid. Linux and Steam Deck users should use their distribution’s filesystem tools and investigate the relevant mounted volume.
Handle antivirus, firewall and file-locking software
Security software, ransomware protection, indexing, backup utilities and cloud-sync clients can block Steam’s connection, quarantine a newly written file or hold a file open. Check quarantine and event logs first, update the security product, and add narrow exclusions for Steam or the affected library only according to the vendor’s instructions. If necessary, pause real-time protection briefly as a diagnostic test, then re-enable it immediately and remove broad exclusions. Verify an installed game’s files
- Open Library, right-click the game and select Properties.
- Choose Installed Files (older clients call it Local Files).
- Select Verify integrity of game files, wait for the scan and retry.
Verification is appropriate when one installed game repeatedly fails an update or reports corruption. It cannot fix an unavailable drive or network outage, and it may replace modified files; mods and some Workshop setups may need to be restored. Valve’s troubleshooting page is available here.
Fix network-specific stalls
- Check Steam’s bandwidth limit and scheduled throttling under Settings > Downloads.
- See whether other devices or applications are saturating the connection; Ethernet or stronger Wi-Fi can help.
- Disable a VPN or proxy temporarily, especially on filtered school, workplace, hotel or public networks.
- Test another network before repeatedly changing regions.

Queued or Starting Download
Inspect the queue for another download, shader cache, Workshop item or local transfer. Pause everything else, restart Steam, check the drive, clear the cache and then try another nearby region. If the issue began after local transfers, temporarily disable Game File Transfer over Local Network as a test; this is an edge-case diagnostic, not a guaranteed fix.

0 B/s or Disk Usage 0 B/s
Network 0 B/s with disk activity can be normal during patching or unpacking. Check Steam’s disk graph, Task Manager or Activity Monitor, the installation-folder size and antivirus activity. If both network and disk remain at zero for an extended period with no status changes, follow the cache, region, storage and security steps above.
Downloading at 100%
Network completion is not installation completion. Steam may still apply a patch, unpack archives, verify manifests, replace old files or write to a slow drive. Wait while disk activity continues.
Disk Write Error, Content File Locked or Corrupt Update Files
These messages favor a local access or storage diagnosis: check space and mounting, repair the library, inspect security logs, verify the game and test filesystem health. Moving the game to another healthy library is a useful comparison if the same drive repeatedly fails.
Use the smallest branch for your situation

| Every game fails | Restart Steam and the computer, test the network, clear cache, change region, check VPN/firewall/antivirus, then check Steam-side status. |
| Error names a drive or file | Check space and mounting, repair the library, inspect security logs, test filesystem health and move the game only if the drive remains suspect. |
| Progress is slow but continuing | Compare network with disk usage, remove bandwidth limits or competing traffic, and change region only if the server appears congested. |
Platform and edge-case notes
- Windows: use Task Manager, drive error checking and Windows security logs; do not treat “run as administrator” as a permanent solution.
- macOS: use the client’s Preferences label where shown and Disk Utility First Aid, not Windows commands. Valve’s platform notes are in its support guidance.
- Linux and Steam Deck: start with normal Steam controls, then investigate the mounted storage volume, compatibility-layer files or desktop-mode filesystem only when relevant.
- Beta client: if the issue began immediately after joining a beta, leave the beta and retest with the stable client as a diagnostic.
What not to do yet
- Do not delete the entire Steam folder or reinstall Steam before checking space, permissions, security software and server status.
- Do not permanently disable antivirus, firewall or ransomware protection.
- Do not repeatedly kill Steam during active allocation or patching.
- Do not assume a distant download region bypasses regional availability rules or fixes local hardware.
Last-resort recovery and support
If a healthy alternate library works, move the affected game there. Reinstall only that game if verification and storage checks fail. Reinstall Steam only after preserving game files and establishing that the issue is not drive-, security- or server-side. When contacting Steam Support, include the exact error text, game (or whether all games fail), operating system and device, library path and drive type, available space, disk-activity observation, cache/region results, security software, VPN or proxy use, and whether another network changes the result.
