Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →The “Ctx Client License in Use” message normally means Remote Desktop rejected the connection because a terminal-server client license is still assigned, the available Remote Desktop Services (RDS) Client Access Licenses (CALs) are exhausted, the license server cannot be reached, or the affected workstation has a damaged licensing cache. The related status is STATUS_CTX_CLIENT_LICENSE_IN_USE, commonly shown with error 0xC00A0034.
Start by determining whether the failure affects everyone or only one computer. Then clear abandoned sessions, verify the license server and CAL pool, and only after those checks repair the local MSLicensing cache. A registry reset cannot create an RDS entitlement or repair an exhausted license pool.

What the error means
Remote Desktop licensing assigns a digital entitlement to a user or device according to the licensing mode configured for the environment. When Windows believes that entitlement is already in use, unavailable, or cannot be validated, it can refuse a new connection with STATUS_CTX_CLIENT_LICENSE_IN_USE and error 0xC00A0034.

It can also appear when a disconnected session remains allocated, the license pool has no available CALs, the license server is unreachable, or a single client’s local licensing cache is stale or corrupt. First, record the failure and define its scope
Do this before logging users off or editing the registry. The pattern of the failures determines which system to investigate.
- Write down the complete status text and code, including
STATUS_CTX_CLIENT_LICENSE_IN_USEand0xC00A0034if they are displayed. - Record the account name, client computer name, target server or published desktop, time of the attempt, and whether the connection used a Windows Remote Desktop client or a Citrix-delivered session.
- Ask whether every user fails or whether only one workstation or account is affected. Test a second user from a second workstation when that can be done without disrupting production.
- Note whether the problem began after a server restart, a licensing change, a network outage, a time correction, or a large number of disconnected sessions.
If all users fail at approximately the same time, begin with the license server, CAL inventory, network reachability, and server configuration. If one workstation fails while peers connect, begin with that client and use another workstation as a control test.
Fix 1: clear abandoned or disconnected sessions
A user who closes an RDP window, loses a network connection, or puts a laptop to sleep may leave a session in a disconnected state. Depending on the licensing arrangement, that state can continue to consume or reserve a license until the session is properly disconnected or signed out. A clean logoff is the lowest-risk remedy when the session is genuinely abandoned.

Pick the symptom - the matching free tool is one click away.
Use the server’s session tools
- Sign in to the target server with an account that is allowed to view and manage sessions.
- Open Task Manager, select the Users tab, and look for sessions marked Disconnected. On server editions that expose Remote Desktop Services tools, open Remote Desktop Services Manager or the equivalent session-management view.
- Confirm the user name, session ID, state, and idle time. Do not log off an active user merely because the session is old; verify ownership and business impact first.
- For an abandoned session, choose Log off, not just Disconnect. A logoff closes the session and releases resources; disconnecting it again may leave the same licensing state in place.
- Wait for the session to disappear from the list, then retry the connection from the original client.
Check sessions from an elevated command prompt
When the graphical tools are unavailable, an administrator can list sessions with:

query session /server:ServerName
Replace ServerName with the actual host name. Identify the abandoned session ID in the output, then log it off with:
logoff SessionID /server:ServerName
Replace SessionID with the numeric ID. Confirm the target server carefully; logging off the wrong ID can terminate a live user’s work. If the command reports access, name, or connectivity errors, return to the server console or management tools rather than repeatedly issuing the command.
Why this can solve the problem immediately
Concurrent-license systems can release an assignment when a user signs out or a session is properly disconnected, and a disconnected session may be reused by the same user. The exact timing depends on the environment’s licensing and session policies. If logging off an abandoned session restores access, continue monitoring for repeated disconnects; a pattern of stale sessions may indicate network drops, idle-timeout settings, or users closing the client instead of signing out.
Fix 2: verify the RDS licensing service and CAL pool
If multiple users are blocked, or clearing sessions changes nothing, inspect the server-side licensing state. A local registry reset cannot increase the number of licensed users or devices.

Open Remote Desktop Licensing Manager
- On a management server or the Remote Desktop license server, open Server Manager.
- Choose Tools, then Remote Desktop Services, and open Remote Desktop Licensing Manager. The exact menu placement can vary slightly by Windows Server release.
- Check that the intended license server appears, is activated, and is reachable from the session host.
- Review the installed license packs and the count in use versus the count available. Check both Per User and Per Device CAL information when the environment uses those modes.
- Look for warning, expiration, or communication indicators. Record the license-server name, licensing mode, installed packs, and remaining capacity for the incident record.
RDS User CALs and Device CALs are digital entitlements. They are not physical products that can be substituted by deleting a file or registry key. If the available CAL count is exhausted, the durable remedy is to obtain the required Windows Server Remote Desktop CALs and install or allocate them through the organization’s normal licensing process.
Check service and network reachability
- Confirm that the Remote Desktop Licensing service is running on the designated license server.
- From the session host, verify that the license server’s name resolves correctly and that the host can reach it over the organization’s permitted network path.
- Check whether a firewall, VPN change, DNS problem, or routing outage began at the same time as the licensing error.
- Verify that the session host is configured to use the intended license server and the correct licensing mode. A server pointing to an old or decommissioned license server can fail even when a new server has available CALs.
- Check the date, time, and time zone on the session host and license server. A significant clock difference can interfere with authentication and licensing validation.
Do not delete licensing data to “free” capacity. If the manager shows no available CALs, or if the server is not activated or reachable, correct that server-side condition first and then retry a new connection.
Fix 3: separate a server-wide failure from a single-client failure
Use a controlled comparison before changing client settings.
| Observed pattern | Most useful first checks | Risk of changing the client registry | Likely durable remedy |
|---|---|---|---|
| All users and workstations fail | License-server reachability, activation, CAL availability, licensing mode, server time and configuration | High chance of being irrelevant; it changes one workstation only | Restore the license service or network path, correct configuration, or add/allocate required CALs |
| One workstation fails while others connect | Test the same account elsewhere, inspect the affected client’s licensing cache and local connectivity | Moderate; make a backup before editing | Repair the client cache or local configuration after server capacity is confirmed |
| One user fails from several workstations | Account assignment, user CAL state, session ownership, and directory or policy issues | Usually irrelevant to the account-wide symptom | Correct the account’s licensing or session state |
| Failures occur after a network or server event | Disconnected sessions, DNS, routing, firewall, service status, and time synchronization | May hide the real infrastructure fault | Restore stable connectivity and licensing-service communication |
For a client-specific case, try the same user from another known-good workstation. If that works, the server and CAL pool are less likely to be the immediate cause. If the same user fails everywhere, do not keep resetting individual clients; return to the account and server checks.

Fix 4: rebuild the affected client’s MSLicensing cache
Windows stores local Remote Desktop licensing information under the MSLicensing registry key. A stale or damaged cache can prevent one workstation from presenting or accepting its licensing state correctly. Removing the key makes Windows recreate it during a later connection. This is a client-side repair only; it does not bypass CAL enforcement or manufacture a license.
Back up the key first
- Sign in to the affected workstation with an administrator account.
- Press Win+R, type
regedit, and press Enter. Approve the User Account Control prompt. - In Registry Editor, select Computer, choose File > Export, and save a registry backup in a location you can access if the change must be reversed.
- Browse to:
HKEY_LOCAL_MACHINE
SOFTWAREMicrosoftMSLicensing
On a 64-bit system, use the key shown at that path in the Registry Editor running on the affected client. Do not remove a similarly named key from an unrelated server or from a different computer.
Remove and recreate the cache
- With
MSLicensingselected, choose File > Export again if you want a second, focused backup of that key. - Right-click
MSLicensing, select Delete, and confirm. - Close Registry Editor and restart the workstation. A restart is a simple way to ensure that no client process is still holding the old state.
- Reconnect to the same Remote Desktop target. Windows should recreate the licensing data as part of the connection process.
If the connection succeeds only after this procedure and other users were never affected, the original problem was probably local to that workstation. If the error returns immediately, stop repeating the deletion and recheck the server, account, and CAL pool. Repeated cache resets can erase useful evidence while leaving a licensing shortage untouched.

- Do not use it as a response to an exhausted CAL pool.
- Do not perform it on every workstation when the error affects all users.
- Do not edit the registry without a backup and a clear record of the key being changed.
- Do not treat a successful cache rebuild as proof that the license server is healthy; a later connection can fail again if server-side conditions remain unresolved.
Citrix-published desktops: collect evidence before changing settings
In a Citrix environment, the visible error may be presented by a published desktop or application while the underlying licensing path involves Citrix components, Windows session hosts, or both. Before changing registry values, capture the licensing evidence that support staff need.

- License-server product and version.
- Username and client hostname.
- Target delivery group, server, or published resource.
- Screenshots showing licenses in use and available.
- Relevant licensing logs.
- Event Viewer exports from the client, session host, and licensing server where applicable.
- The exact time of failure and whether the problem affects all users or only one client.
Keep the original error text and code with the evidence. Citrix support investigations commonly require the license-server version, user and client details, license-usage screenshots, licensing logs, and Event Viewer data. Changing the registry before collecting these details can remove the local state that would have helped isolate the fault.
Use the symptom pattern to choose the remedy
Only one computer reports the error
Test the same account from another workstation, confirm that the target server has available CALs, and then rebuild the affected client’s MSLicensing cache if the comparison points to that machine. Check local DNS, VPN, and firewall conditions as well, because a client that cannot reach the license server can look like a client with a damaged cache.
Everyone reports the error
Do not begin with registry edits. Inspect Remote Desktop Licensing Manager, confirm activation and available CALs, test license-server reachability from the session host, verify licensing mode and server time, and look for a service, DNS, routing, or firewall change. If capacity is exhausted, add or correctly allocate the required CALs through the organization’s licensing process.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThe error appears after users disconnect
Review the session list for abandoned entries and log off sessions that are no longer needed. Then investigate why users are being disconnected: unstable links, sleep or hibernation, VPN drops, or session policies can repeatedly recreate the condition.
The message follows a licensing-server change
Confirm that the session host points to the current license server, that the new server is activated and reachable, and that the appropriate User CAL or Device CAL packs are installed. A client cache reset cannot correct a session host that is still configured for an unavailable server.
What to include when escalating
Escalate after the basic checks when the manager shows inconsistent counts, the licensing service will not stay running, the server is reachable but refuses valid entitlements, or the issue affects multiple hosts without an obvious capacity problem. Provide:
- The exact status string and numeric code.
- Scope: affected users, clients, session hosts, and published resources.
- Username, client hostname, target server, and timestamps.
- Session-list output showing active and disconnected sessions.
- Remote Desktop Licensing Manager screenshots or exported details for installed and available CALs.
- License-server version, activation state, configured licensing mode, and service status.
- Relevant Event Viewer and licensing logs.
- Any registry backup and a precise description of whether the client cache was removed.
This record lets an administrator distinguish a stale session from a capacity problem, a license-server communication fault, or a single-workstation cache failure without repeating disruptive changes.
Quick Recap
If you want an optional client-side shortcut after completing the server and session checks, Outbyte PC Repair can look for common Windows issues, clean temporary and cache files, check selected Windows settings and missing updates, and provide an app-crash log. It complements antivirus software rather than replacing it; results vary, and no tool repairs every licensing or Remote Desktop failure. It runs on Windows 11, 10, 8 and 7 and offers a free trial by category for at least two days before a paid subscription.
