When Chrome will not copy several links at once, the problem is usually not the clipboard itself. It is normally the link-copy extension’s permission path, access to the page context, or a website or administrator policy that blocks clipboard writes. Check the extension first, then its clipboardWrite permission and file/incognito access, and finally the site or organization’s clipboard rules.
This guide shows how to isolate each cause, restore multi-link copying where possible, and choose a replacement workflow without granting unnecessary access.

What Chrome is doing when several links are copied
Chrome does not provide one universal “copy every link” command for arbitrary pages. Multi-link copying is generally performed by an extension or a page-specific workflow that collects URLs and writes a formatted result to the clipboard. The extension must be able to read the links in the current page and then write the result to the system clipboard.

There are separate controls for special contexts. An extension may need permission to access local file:// pages, and it may need permission to run in an Incognito window. Those settings are independent of the extension being enabled.
Fix the extension and permission path
1. Confirm that the extension is enabled
- In Chrome’s address bar, open
chrome://extensions. - Find the extension you use to copy links.
- Make sure its main switch is on. If Chrome shows an error badge or an “Errors” button, open it and note the message before changing anything.
- Select Details and confirm that the extension is still installed and has not been disabled after an update.
Test again on a normal web page after enabling it. If the extension disappeared from the toolbar, open the Extensions menu (the puzzle-piece icon) and pin it; pinning only changes visibility, not permissions.
2. Allow access to the page context you are using
From the extension’s Details page, look for the site-access controls. Depending on the Chrome version and the extension, the setting may be labeled On click, On specific sites, or On all sites. An extension set to run only after a click, or only on selected sites, may not be able to inspect links on the current page until you grant access.
If the links are in a downloaded HTML file, a local documentation set, or another file:// page:
- Open
chrome://extensions. - Select the extension’s Details.
- Enable Allow access to file URLs, if that option is present.
- Reload the local page and try the copy command again.
For an Incognito window, open the same Details page and enable Allow in Incognito. Close and reopen the Incognito tab after changing the setting, then repeat the test. Incognito access is a separate setting; enabling file-URL access does not enable Incognito access.

3. Check the clipboard capability
An extension that copies URLs needs a clipboard-writing capability. In Chrome’s permission display this is represented by clipboardWrite. Open the extension’s details and review the permissions and site access it requests. If the extension’s documentation says it copies links but the installed version does not request or receive clipboard access, its command cannot complete through the normal Clipboard API.
Chrome may show a permission prompt after an extension update or when a feature is used for the first time. Accept it only if you trust the extension and understand the requested access. If you declined a prompt, remove the extension and install it again only from a source you trust, or use Chrome’s extension-management page to review whether the permission can be granted again.

4. Reload the page and restart the extension path
- Reload the source page with the browser’s reload button.
- Open the extension menu and click the link-copy extension again, rather than using a stale context-menu entry.
- Try copying one ordinary link first.
- Then select several links and run the multi-link command.
- Paste into a plain-text editor to see whether URLs were placed on the clipboard.
A reload matters because extensions inject page code into the current document. A tab that was open before an extension was installed or updated may not have the current content script until it is reloaded.
Use a controlled test to identify the failing layer
Test the same extension in three increasingly demanding situations: one ordinary link, several links on a standard public page, and links in the context where the failure occurred (a local file, Incognito tab, or restricted work site). Paste each result into a plain-text editor. Rich-text applications can hide line breaks or formatting, so plain text makes it easier to tell whether URLs were actually copied.

This is a diagnostic inference from Chrome’s documented permission layers: a failure limited to one site points toward that site’s policy, while a failure across sites points toward the extension or a browser-level restriction.

Check the website’s clipboard permission
If the extension works on other pages, inspect the site where it fails. Chrome lets a site request clipboard access, and the permission can be allowed, blocked, or reset. Select the tune or lock icon to the left of the address bar, open Site settings, and look for Clipboard. Set it to Allow only when you trust the site, then reload the page.
Some pages intentionally intercept selection, replace the context menu, or place links inside an embedded frame. In those cases, select visible link text rather than dragging across the entire page, and try the extension’s toolbar command instead of the page’s right-click menu. If the links are inside a frame from another origin, the extension may need access to that frame; a page-level permission does not necessarily grant access to every embedded document.
Do not confuse a blocked site permission with a broken extension. A useful check is to open a simple page on another domain, copy several links there, and then return to the original site. If only the original site fails, leave the extension unchanged and concentrate on that site’s permission or page behavior.
Determine whether Chrome is managed by an organization
Work, school, and shared computers can enforce clipboard rules that you cannot override as a regular user. Administrators can allow clipboard prompts, deny a site’s clipboard permission, or define URL patterns that are allowed or blocked. These policies can affect both ordinary page copy and extension-initiated clipboard writes.
Open chrome://management. If Chrome says it is managed, or if the browser displays organization branding, ask the administrator whether clipboard access and the extension are permitted. An administrator may need to change the site’s clipboard policy or the extension’s allowed URL patterns. Reinstalling the extension will not bypass an enforced policy.

On a managed device, record the exact scope of the failure: the affected site, whether ordinary Ctrl+C works, whether the problem occurs in a standard tab and Incognito, and the extension name and version shown in chrome://extensions. Those details help an administrator distinguish a site rule from an extension restriction.
Make sure the selection matches the extension’s workflow
Different link-copy tools collect URLs in different ways. Some require highlighted text containing links; others scan a broader page area or extract links from the document. A command can therefore fail simply because nothing in the current selection matches the tool’s input rule.
- Drag across the actual link text, not just blank space beside it.
- Keep the selection on one page and avoid crossing an embedded frame.
- Right-click the selection and look for the extension’s command.
- If no command appears, open the Extensions menu and run the toolbar action.
- Paste into plain text and check whether each URL is separated by a line break or another documented delimiter.
If a page uses buttons that navigate with scripts rather than normal anchor elements, a selection-based tool may not detect them as links. Try a page containing ordinary hyperlinks to determine whether the issue is the page’s markup rather than the clipboard.

When permissions and policies are correct but the extension still fails, compare another maintained workflow. Chrome Web Store metadata, permissions, ratings, and maintenance activity can change, so review the current listing before installation and grant only the access the workflow requires.

Before installing either option, check the listing’s current permissions, privacy disclosure, update history, and supported Chrome version. If you only need URLs from highlighted text, a selection-focused tool limits the workflow to that input. If you also need to open a set of copied URLs, a tool documenting bulk opening may fit better, but opening many pages can trigger site rate limits or security checks.
Permission and privacy decisions
Clipboard access is sensitive because an extension that can write to the clipboard can replace text you intend to paste. Page access can be broader still: an extension allowed on all sites may be able to inspect link data on pages you visit. Use the narrowest setting that supports your task.
- Prefer On specific sites when you repeatedly copy links from a small set of domains.
- Use On click when you want to approve each page interaction manually.
- Enable file-URL access only if you actually copy links from local files.
- Enable Incognito access only when the workflow is required in private windows.
- Read the extension’s privacy disclosure and review permissions after updates.
Do not install an extension merely to copy a handful of links if ordinary page features already provide the URLs you need. For repeated multi-link work, however, a purpose-built extension is generally the component that performs the extraction and clipboard write.
Recovery steps when a permission change does not help
Reset the site permission
Open the affected site’s Site settings, set Clipboard to Ask or Allow, reload the page, and respond to any prompt. A stale denial can continue to block requests until the page is reloaded.
Disable conflicting extensions temporarily
Privacy, clipboard-manager, and content-filter extensions can alter selections or intercept copy events. In chrome://extensions, turn off other extensions temporarily, reload the page, and test the link-copy extension alone. Re-enable the others one at a time to identify a conflict.
Reinstall only after recording settings
If the extension shows errors or its permission state is inconsistent, note its current settings, remove it, restart Chrome, and install the current version from its official Chrome Web Store listing. Recheck site access, file-URL access, and Incognito access afterward; reinstalling can reset those switches.
Separate browser problems from operating-system clipboard problems
Copy ordinary text from another application and paste it into a plain-text editor. If the operating-system clipboard itself is unreliable, Chrome extensions cannot correct that failure. If ordinary application copying works but the extension does not, return to the extension and policy checks rather than replacing hardware.
Checklist for a reliable multi-link workflow
- The extension is enabled in
chrome://extensions. - The extension can run on the current site, either on click or through an allowed site list.
clipboardWriteis present and allowed for the installed extension.- Allow access to file URLs is enabled when working with local pages.
- Allow in Incognito is enabled when working in private windows.
- The site’s Clipboard permission is not blocked.
- Chrome is not enforcing an organization policy that denies the operation.
- The selection contains real hyperlinks and follows the extension’s documented workflow.
- A single-link test succeeds before attempting a large selection.
- The result is verified by pasting into a plain-text editor.
Following the checks in this order prevents the most common misdiagnosis: replacing an extension when the site is blocking clipboard access, or changing site settings when the extension simply lacks permission to run in the current context.
