Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →A 90Hz, 120Hz, or faster display cannot make an app smooth by itself. The display may refresh quickly while the app produces fewer frames, delivers them unevenly, or is being limited by power-saving, dynamic-refresh, battery, driver, or app settings. Start by finding out whether the stutter affects one app or the whole device, then verify the active refresh mode and remove the relevant limit.
What a high refresh rate does—and does not—guarantee
Refresh rate is the maximum frequency at which a display can update. A 120Hz panel can present a new image every 8.33 milliseconds when the system and app provide frames in time. App frame rate is separate: it describes how often the app renders and submits frames. An app capped at 60 frames per second can remain at 60fps on a 120Hz display, and an app that targets 120fps can still look uneven if frame delivery varies.

Smoothness also depends on frame pacing. Even when the average frame rate looks adequate, a sequence such as 8ms, 8ms, 24ms, 8ms creates a visible hitch because one frame remains on screen longer than the others. Android’s frame-rate guidance warns that the platform may not switch to an app’s preferred rate, including when battery saver restricts display refresh, and says frame-presentation timing is important for avoiding judder. Its documentation states: “The app must still work correctly when the device doesn’t switch the display refresh rate to the app’s frame rate setting, even if the device does switch under normal circumstances.”
That is why the same phone or monitor can feel fluid in system menus but choppy in one app. The practical goal is not simply to force the highest number; it is to make the display mode, app output, operating-system scheduling, power state, and drivers agree.

Identify the pattern before changing settings
Write down the device model, operating-system version, app version, active display mode, and exactly when the motion breaks up. Test a second app that performs a similar action, such as another scrolling feed or another video player. Record whether the symptom is a brief hitch, persistent low frame rate, tearing, flicker, or scrambled graphics. This prevents a display setting from being blamed for an app-specific problem.
| Comparison | What to test | What the result suggests |
|---|---|---|
| One app versus several | Repeat the same scroll, animation, or playback in two apps. | One affected app points toward its rendering path, update, cache, or frame cap; several affected apps point toward system, display, power, or driver factors. |
| Interface versus video | Scroll a page, play a video, and open a system animation. | Only scrolling may indicate app layout or compositing work; only video may indicate playback cadence or a source-rate mismatch; all three indicate a broader limit. |
| Power saver on versus off | Repeat the test at a similar battery level with the relevant saver mode temporarily disabled. | A change only when saver mode is active indicates an intentional power policy rather than proof of defective hardware. |
| Displayed refresh rate versus perceived motion | Confirm the selected mode, then observe the app instead of relying on the advertised maximum. | A high selected rate with uneven motion means the app or scheduler is not supplying evenly timed frames. |
| Before versus after a change | Note whether the problem began after an app, operating-system, graphics-driver, or display-setting change. | A recent change gives you a specific rollback or update candidate. |
Step-by-step fixes
1. Record the symptom and establish a repeatable test
- Note the device or monitor model, operating-system build, app name and version, and whether the device is plugged in.
- Describe the action that stutters: fast scrolling, a page transition, a game camera, a particular video, or every animation.
- Repeat that action for 20 to 30 seconds, then perform the same action in a second app. Keep brightness, network conditions, and power mode as consistent as practical.
- Capture the active refresh-rate setting before making changes. If the behavior is intermittent, record battery percentage and device temperature or a noticeable heat condition.
This record gives you a baseline and provides useful evidence if you later contact the device, display, or app maker.
2. Verify the active display mode
On Windows, open Settings > System > Display > Advanced display. Select the display you are testing. The panel shows its current resolution and refresh rate and lists the rates that hardware supports. Refresh choices can depend on the selected resolution; Microsoft notes, “The refresh rate dropdown list shows an asterisk (*) next to refresh rates that don’t support your current resolution.” Choose a supported combination rather than assuming the largest number in the list is valid for every resolution.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsOn a phone, the exact label varies by manufacturer and model. Look in the device’s display settings for terms such as refresh rate, motion smoothness, screen refresh, or adaptive refresh. Do not apply a menu path from another phone blindly. Confirm the setting while the affected app is closed, then repeat the same test after reopening it.
3. Check automatic refresh and power limits
Windows 11 Dynamic Refresh Rate
Windows 11 Dynamic Refresh Rate (DRR) automatically changes refresh rate according to activity. Microsoft says DRR requires compatible display hardware with variable refresh rate (VRR) support and a refresh rate of at least 120Hz. Microsoft also warns that DRR can limit the maximum refresh rate of some games. If a favorite game runs at a lower rate than expected, turn DRR off in the display’s advanced refresh settings, select a fixed supported rate, and test again. If the game does not improve, restore DRR; leaving it disabled is not a universal performance fix.

Android battery and adaptive policies
Android may restrict display refresh while Battery Saver is active, and the platform is not required to adopt every app’s preferred frame-rate setting. Temporarily turn off Battery Saver and any manufacturer-specific power mode, repeat the same test, and then turn the mode back on if it made no difference. If motion is smooth only with saver mode off, decide whether the extra smoothness is worth the battery trade-off; do not treat the saver policy as a malfunction.
Other automatic controls
Adaptive refresh, thermal protection, low-power modes, and game-specific performance profiles can all change behavior without changing the headline capability of the panel. Test one control at a time and write down the result. Changing several settings at once makes it impossible to know which one mattered.
4. Separate an app problem from a Windows display-driver problem
For Windows symptoms that include flickering or a scrambled display, Microsoft recommends opening Task Manager while the problem occurs. If Task Manager flickers along with the rest of the screen, a display driver is more likely involved. If Task Manager remains stable while the rest of the display flickers, an incompatible app is more likely. This is a clue from Microsoft’s flicker troubleshooting guidance, not a complete explanation for every kind of choppy motion.
- Press Windows logo key + Ctrl + Shift + B to reset the graphics driver. The screen may briefly go blank or beep.
- Restart Windows and repeat your recorded test.
- If the issue began after a driver update, roll back to the previous driver when that option is available. Otherwise install the current driver supplied for your graphics hardware, or uninstall and reinstall the driver as appropriate for your system.
- If only one app is affected, install its pending update. If the problem remains, remove and reinstall the app, then test before restoring optional plug-ins or overlays.
A driver reset can recover a stuck graphics pipeline, but it cannot raise an app’s own frame cap or fix uneven work inside that app.
5. Use Android Safe mode to isolate downloaded apps
Google’s Android help says that if the screen works normally in Safe mode, a downloaded app is the most likely cause. Safe mode disables downloaded apps temporarily, making it an isolation test rather than a permanent operating mode.

- Repeat the same scrolling or animation test without opening downloaded apps.
- If the symptom disappears, restart normally and remove recently installed or updated apps one at a time.
- After each removal, repeat the test. When the problem returns, reinstall only the apps you can verify are not responsible.
Safe mode is most useful when a downloaded app plausibly affects the screen. It does not prove that frame pacing is healthy in every app, nor does it repair a panel or a system-level scheduler.
6. Check iPhone battery health when scrolling slows
Apple documents that performance management can produce lower frame rates while scrolling and gradual frame-rate reductions in some apps. On an iPhone, open Settings > Battery > Battery Health and read the battery-health value and any performance-management message shown for your model and iOS version.
Apple explains that low charge, cold conditions, and a chemically aged battery can affect performance. Compare the same action while the phone is charged and at a normal operating temperature, but do not assume that disabling protective performance behavior is a universal remedy. The exact controls and messages differ by model and iOS release.
7. Treat game frame-rate guidance as a target, not a guarantee
Google Play Console guidance says most games on Google Play should aim for 30fps or higher. It also describes 20fps as a lower threshold for cases where dropping below 30fps is reasonable, with at least 75% of a session’s frames at 20fps or higher. These are publishing and metric thresholds, not promises that every player will perceive a game as smooth, and they do not mean a 120Hz display will make a 30fps game look like 120fps.
For a game that feels slow, check its own graphics and frame-rate settings, then compare with DRR or phone power modes disabled. A game may deliberately cap its output to preserve battery, maintain visual quality, or keep frame times stable. If the game is smooth in menus but not during effects-heavy scenes, the limiting work is likely inside the game rather than the display refresh setting.

8. Re-test after each single change
- Close and reopen the affected app after changing refresh or power settings.
- Repeat the identical action and duration used for the baseline.
- Test a second app to see whether the change affected the system broadly or only one title.
- Restore a setting that made no difference before trying the next one.
- Keep a short log of the setting, result, battery state, and app version.
This controlled sequence distinguishes a real improvement from a temporary change caused by a restart, cooler device, or different content.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to interpret common results
Only one app stutters
Verify that app’s update status, in-app animation or frame-rate options, and any overlays or accessibility features that interact with it. Reinstalling the app is reasonable after recording its settings. Do not lower the entire device’s refresh rate first; a single-app symptom does not establish a display fault.
Every app stutters, but only with a saver mode enabled
The power policy is the leading explanation. Keep the saver enabled when battery life matters, or use the normal mode for tasks where motion quality is more important. If the symptom continues with saver modes off, continue with driver, system-update, and hardware-specific checks.
Scrolling is choppy but video playback is normal
Scrolling requires the app to lay out content and submit new frames as your finger moves. A feed with complex effects, ads, or continuously updating elements can miss deadlines even when a video decoder plays a fixed stream smoothly. Compare a simple system settings page with the affected feed to identify whether the work is content-specific.

Video is uneven while menus are smooth
Check whether the problem occurs with one file or every video, and whether it changes with a different player. A source’s frame cadence, app playback path, or power policy can be responsible. A high display refresh rate does not convert a video recorded at a lower frame rate into a higher-frame-rate video.
Best Value
A game reports a lower rate than the monitor or phone setting
Check Windows DRR, the game’s own cap, and power modes first. On Android, remember that the platform may decline an app’s preferred refresh rate. A lower reported value can therefore be an intentional or platform-controlled choice rather than a failed display.
The screen flickers or shows scrambled regions
Use the Windows Task Manager comparison and graphics-driver reset described above when applicable. Because that guidance targets flicker and scrambled output, do not use a normal-looking Task Manager result to rule out every cause of stutter; use it to choose whether to investigate the driver or the app first.
Why frame pacing matters more than the headline number
A display running at 120Hz has a short presentation interval, so late frames are easy to notice. If an app finishes work just after a presentation deadline, the previous frame remains visible for an extra interval. Repeated missed deadlines produce judder even when an FPS counter shows a high average. Platform scheduling can also choose a different refresh rate from the one requested by the app, particularly under power constraints.
Recommended Free Tools
Resolution and refresh choices are linked on some displays. Selecting a high refresh rate at an unsupported resolution may be unavailable or marked with an asterisk in Windows. Conversely, choosing a supported mode does not guarantee that a particular app can render at that pace; CPU work, GPU work, storage activity, network-driven content, and the app’s own animation design still determine frame delivery.
For that reason, the most useful diagnosis combines four observations: the active display mode, the app’s behavior, the power state, and whether another app shows the same symptom. No single refresh-rate toggle can correct all four at once.
When to escalate
Contact the device, display, operating-system, or app maker after you have recorded the model, OS version, app version, active refresh rate and resolution, power mode, battery condition when relevant, and the results of your one-change-at-a-time tests. State whether the symptom affects one app or several and whether it appears in scrolling, video, games, or system animations.
If the problem persists across apps after refresh, power, Safe mode or driver, and software-update checks, the available guidance does not establish a universal hardware replacement or repair. Let the maker diagnose the specific panel, graphics hardware, firmware, or battery rather than buying a cable, monitor, GPU, cooling accessory, or replacement part without device-specific evidence.
