Find the point where the failure occurs before changing settings: confirm the MCP connection, test browser startup, navigate to the portal’s exact official URL, and inspect the page state the browser actually reached. A CAPTCHA, denial page, or refused request is different from a slow page or a rendering problem—and needs a different response.
Identify which layer is failing
An MCP screenshot workflow can break during client-to-server connection, browser startup, navigation, page execution, network access, or image capture. First test the same MCP browser against a simple public page. If the tool is unavailable or the browser cannot start, troubleshoot the MCP client and server before investigating the portal. If it works on a public page, continue with the portal URL.

Use the exact official portal URL
Start from a link on the relevant government department’s official site or directory, not an unverified search result. Copy the complete URL, including its host and path, and record any redirects and the final address reached. India’s GIGW guidance covers government websites at central, state, district, and local levels and identifies .gov.in and .nic.in as government domain indicators. Inspect what the browser reached
Take a screenshot even if the result looks broken. If your MCP implementation exposes them, also inspect the accessible page snapshot, browser console, and network requests. Classify the observed state before making changes:
- Blank page or incomplete content: Check whether navigation is still progressing, whether scripts or resources failed, and whether the page needs more time.
- Redirect or unexpected URL: Record the final URL and compare it with the official link. A redirect may lead to a login flow, an error, or a different host.
- CAPTCHA, login, or access denied: Treat this as an access check, not automatically as a screenshot-rendering defect. Use the portal’s intended human or official access route; do not attempt to defeat the challenge.
- Connection or request failure: Note the failing request and test the same destination from an ordinary browser on the same network.

Check JavaScript, CSS, cookies, and session state
Confirm that JavaScript and CSS are enabled and that the browser context can store cookies. These settings are not universal requirements for every government portal, but they matter for some workflows. For example, India’s Income Tax Department says JavaScript is required for portal transactions, cookies are used for login and transactions, and disabling CSS prevents an appropriate user experience. Compare the MCP browser with an ordinary browser
Keep the portal URL and network as constant as possible, then compare these observations:
- Does each browser reach the same final URL?
- Does either show a CAPTCHA, login prompt, denial page, or portal error?
- Are JavaScript, CSS, cookies, and session state behaving differently?
- Are the browser versions, proxy settings, or network routes different?
- How long does each take to reach a stable page, and do requests continue to make progress?
If the ordinary browser works but the MCP browser does not, investigate differences in browser version, context settings, session state, proxy, and route. If both fail, the portal may be unavailable or applying an access policy, or the network may be the cause. Change a timeout only when the page is progressing
Record elapsed time and the page or network state before extending a timeout. Playwright’s configuration documentation gives a default navigation timeout of 60,000 milliseconds and describes configuration options. That figure applies to Playwright, not necessarily to another MCP browser.
