If an app cannot see a photo you just selected, select it again from the app’s own attach or upload control, then close and reopen the app and retry. Photo Picker normally gives the app a temporary read grant to a specific content:// URI—not permanent access to your whole library. A failure after reselection usually points to the app mishandling that URI, an expired or unavailable grant, or a different Android media-permission state.
What happens when you select a photo
Android’s Photo Picker is a system interface for choosing specific images or videos. When you confirm a selection, Android returns the app a URI identifying the chosen media item and grants read access to that item. The app does not automatically receive blanket permission to browse every photo on the device.
As an Amazon Associate I earn from qualifying purchases.
The URI commonly has the form content://.... It is a reference managed by a content provider, not a normal filesystem path. The app must use Android’s ContentResolver to open and read it.
That access is normally temporary. It is intended for the immediate operation—such as attaching an image to a message, importing a picture, or starting an upload. Android’s documentation also allows an app to request persistable read access when a provider supports it, but the app must explicitly preserve the grant. If it does not, a URI that worked immediately after selection can later become inaccessible.

Try this user troubleshooting sequence
The following order separates a one-time selection or app-state problem from an app defect. The exact button may be labelled Attach, Add image, Upload, Choose photo, or something similar.
- Open the affected app and start the operation again. Use the app’s own image-selection control rather than opening Photo Picker separately from another screen.
- Select the same photo again and confirm it. This renews the immediate user-selection flow and gives the app a fresh URI grant.
- Wait for the app to show an import, preview, or upload result. Some apps do not display the image until their own processing finishes.
- Close and reopen the app if the image still does not appear. Then repeat the selection once. This is a diagnostic retry, not a guaranteed reset; Android’s platform documentation does not define a universal user-side repair for an app that mishandles a URI.
- Try a second image. If another image works, the problem may involve that particular provider item, a cloud-backed photo that is not available locally, or the app’s handling of a specific format or size.
- Record the failure details if it continues. Note the app name and version, phone model, Android version, the exact selection steps, whether the photo was local or cloud-backed, and the complete error message. Send those details to the affected app’s support team.
If only one app fails while other apps can use the same Photo Picker selection, treat that as evidence of an app-specific problem rather than a reason to grant broad storage access.
Check whether the app is using Photo Picker or its own gallery
Direct Photo Picker flow
In a direct Photo Picker flow, the app asks Android for one or more visual media items. Android returns the selected URI or URIs, and the app reads those exact items. The app should not need permission to read the entire photo library for this ordinary selection task.

Some apps display their own gallery and request media-library permissions so they can query MediaStore. That is a different access model. On Android 14 and later, users can allow access to selected photos and videos instead of the complete library. An app that maintains its own gallery must cope with that limited set changing over time.
Look at the wording of the screen you used. A system Photo Picker usually appears as an Android-owned picker with its own selection controls. An app’s custom gallery may appear inside the app and may be accompanied by a request for photo or video access. Do not enable broad media permission merely because a direct Photo Picker selection failed; Android recommends Photo Picker specifically to avoid broad permission requests in normal choosing workflows.

Photo Picker and Android 14 Selected Photos Access are not the same thing
| Question | Direct Photo Picker | Selected Photos Access |
|---|---|---|
| What starts the flow? | The app launches a system picker for a particular choose or attach action. | The app requests media-library permission and the user limits that permission to selected items. |
| What does the app receive? | URI references for the items the user selected in that picker session. | Permission to query a limited, potentially changing set of media items. |
| Typical use | Attach, import, or upload one or more chosen images or videos. | An app-managed gallery or other feature that searches the user’s media library. |
| What can go wrong? | The app may fail to read, retain, or process the returned URI. | The app may use stale results, fail to handle reselection, or assume it has full-library access. |
Selected Photos Access is especially relevant to apps targeting API level 34 or higher and using media permissions. Android’s compatibility behavior also depends on which permissions an app declares, including whether it declares READ_MEDIA_VISUAL_USER_SELECTED. The app’s implementation—not simply the fact that Android 14 or later is installed—determines whether its gallery reflects the current selection.
Why the selected photo can disappear from the app
The app treated a content URI like a file path
A content:// URI is not guaranteed to be a directly readable filesystem path. Code that tries to convert it into a hard-coded path can fail even though the selection was valid. Correct implementations open the URI through ContentResolver and use the provider’s returned stream or file descriptor.

The temporary grant expired or was never preserved
The default Photo Picker grant is temporary. An app that starts an upload immediately may work, while an app that queues the upload for later can fail after the process stops or the device restarts. For work that must outlive the immediate selection, the app needs to preserve access when the picker/provider grants persistable access.
The URI is no longer available
Android’s partial-access guidance requires apps to handle a URI that can no longer be opened. A media item may have been removed, moved, become unavailable through its provider, or lost access after a permission state changed. A robust app should show a clear reselect message instead of silently dropping the photo.
The app has a stale media cache
Custom galleries can cache a list of media items and fail to refresh it after the user changes access. Android advises refreshing media results when the app resumes. Without that refresh, the gallery can display an old list even though the user has selected new items or changed the allowed set.

The picker was cancelled
If the user closes the picker without choosing anything, AndroidX’s single-item picker callback can return null. The app must treat that as cancellation, not as a valid photo and not as an exceptional crash condition.
The device used a fallback picker
Photo Picker is not available in exactly the same way on every Android release or device configuration. AndroidX Activity contracts launch Photo Picker when it is available and fall back to ACTION_OPEN_DOCUMENT otherwise. An app that only tests one provider or one URI shape can therefore fail on another device.
What app developers should verify
Use the returned URI through ContentResolver
Handle the result as a URI, not as a presumed disk path. A single-item picker callback can be null when the user cancels, so check for null before opening it. For a selected URI, use the application context’s ContentResolver and read the stream or descriptor supplied by the provider.
val uri: Uri? = result
if (uri == null) {
// User cancelled; leave the current screen unchanged.
return
}
contentResolver.openInputStream(uri)?.use { input ->
// Copy or decode the selected media while access is valid.
}
The example illustrates the important behavior: consume the provider URI through the resolver and handle cancellation explicitly. Production code should also handle an IOException, SecurityException, a missing provider, and an unsupported media type.
Preserve access for work that continues later
If an upload, import, or transformation will run after the immediate picker operation, request persistable read access where the selected provider supports it:

contentResolver.takePersistableUriPermission(
uri,
Intent.FLAG_GRANT_READ_URI_PERMISSION
)
The call must use the read-grant flag and must be made only when the provider supplied a persistable grant. Persisting a URI does not make the item immortal: the app still has to handle an unavailable URI and should present a way to select the media again.
Do not assume a grant survives every lifecycle event
Test the operation after the app is backgrounded, its process is killed, the device is restarted, and a queued job begins later. If the product promises background upload, copy the media into app-controlled storage while the grant is valid or correctly retain the provider grant before scheduling the work. Keep the URI and any required metadata in durable app state rather than only in an in-memory screen object.
Handle the grant limit in long-running workflows
Android documents that a media app can hold up to 5,000 media grants at one time. When a new selection would exceed that limit, the oldest grant is removed. Apps that retain large numbers of URI permissions should prune completed work, detect an access failure, and offer reselection instead of assuming every historical URI remains readable.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Implementing a resilient AndroidX picker flow
Use the documented contracts
AndroidX Activity 1.7.0 or later provides the PickVisualMedia and PickMultipleVisualMedia contracts. They select one item or several items, respectively, while allowing the library to choose the available system implementation.
Recommended Free Tools
- Register the appropriate Activity Result contract before launching the picker.
- Launch it from the user action that requires media selection.
- Handle a null single-item result or an empty multi-item result as cancellation.
- Read each returned URI with
ContentResolverwhile the grant is valid. - Persist access or copy the bytes into app-owned storage if later work requires the media.
- Catch access and I/O failures and show a reselect action that returns the user to the picker.
Test both provider paths
When Photo Picker is unavailable, the documented AndroidX fallback invokes ACTION_OPEN_DOCUMENT. Test your import code against both paths, including different authorities, MIME types, single and multiple selection, cancellation, and a URI that cannot be opened. Do not use the appearance of the picker as a proxy for correct URI handling.

Refreshing a custom gallery on Android 14 and later
An app that maintains its own gallery should treat media access as state that can change while the app is installed. On every relevant resume or return from a permission screen:
- Recheck the current media-permission state rather than trusting the value saved during the previous launch.
- Refresh the
MediaStorequery so newly allowed or removed items are reflected. - Account for
READ_MEDIA_VISUAL_USER_SELECTEDand the app’s target API level when deciding which permissions to request. - Make it clear which photos are currently accessible and provide a reselection route when the set is incomplete.
- Handle an item disappearing between listing it and opening it.
These requirements apply to a custom gallery and broad media-library workflows. They do not mean a user must grant full-library access to use a normal Photo Picker attach action.

Escalate to the app developer when all of the following are true:
- You launched selection from the app’s own control and confirmed a photo.
- You repeated the selection after reopening the app.
- The same photo can be selected successfully in another app or another workflow.
- The affected app gives no usable preview, import, or error after the selection.
Include the exact error, app version, device model, Android version, whether the photo was local or cloud-backed, and whether the issue affects one item or every item. This information helps the developer distinguish a URI-conversion defect, a lost grant, an unavailable provider item, a stale cache, or a permission-state problem.
What not to do
- Do not assume the photo is stored at a conventional filesystem path. Use the URI and
ContentResolver. - Do not request full photo-library access as the first response. Direct Photo Picker selection is designed to work without blanket access.
- Do not treat a temporary grant as permanent. Preserve it or copy the content before scheduling long-running work.
- Do not hide inaccessible items silently. Tell the user to select the photo again when the URI can no longer be opened.
- Do not rely on a cached gallery list after permissions change. Refresh media results when the app resumes.
- Do not recommend buying a phone, storage accessory, or recovery utility for this symptom alone. The documented causes are Android access and app URI-handling behavior, not a requirement for new hardware.
A concise decision tree
- Does selecting the photo again make it appear? If yes, continue using the app and report the original failure if it recurs; the first attempt likely lost or mishandled its temporary selection state.
- Does reopening the app change the result? If yes, the app may have held stale in-memory state. If no, continue.
- Does another photo work? If yes, the failing item or its provider availability deserves investigation. If no, continue.
- Does another app accept Photo Picker selections? If yes, report an app-specific defect with the diagnostic details above.
- Is the app showing its own gallery or asking for media permission? Check whether Android 14’s selected-photo access is limiting the gallery and whether the app refreshes after access changes.
Bottom line for users and developers
For a user, reselect the image inside the affected app, reopen the app once, and capture the exact error if the failure remains. Do not grant broad storage access solely to repair a direct Photo Picker selection.
For a developer, treat every result as a provider URI, handle cancellation and unavailable content, preserve or copy media for long-running work, refresh custom-gallery results after permission changes, and test both Photo Picker and the ACTION_OPEN_DOCUMENT fallback. Those are the supported paths that determine whether a selected photo remains usable.
