“Access denied errno 3” combines messages from different error systems. In Win32, numeric error 3 means ERROR_PATH_NOT_FOUND (“The system cannot find the path specified”); access denied is Win32 error 5. In Python, a PermissionError normally represents permission-related errno values such as EACCES or EPERM, while a missing path raises FileNotFoundError for ENOENT.
Start by identifying the API, exception class, complete path, operation, and account running the process. Then repair either the path, the identity/permissions, or a lock or share problem. Changing permissions cannot repair a path that does not exist.

What the message really means
The same-looking phrase can be produced by a Windows API, a Python library, or a wrapper that translates one system’s status into another system’s wording. The number is meaningful only in the system that generated it.
| Origin | Code or exception | Official meaning | First investigation |
|---|---|---|---|
| Win32 | 3 (ERROR_PATH_NOT_FOUND) |
The system cannot find the path specified. | Check the complete path, every parent directory, drive/share availability, and relative-path base. |
| Win32 | 5 (ERROR_ACCESS_DENIED) |
Access is denied. | Check the process identity, ACLs, share permissions, and the requested operation. |
| Python | PermissionError |
The operation lacks adequate access rights, commonly for filesystem permissions. | Inspect the effective user, directory traversal rights, ACLs, and whether security software or a lock is interfering. |
| Python | FileNotFoundError |
The requested file or directory does not exist (ENOENT). |
Check spelling, working directory, mounts, and parent directories. |
A compatibility layer can mislabel an underlying status. If the text says “access denied” but the numeric value is 3, trust the originating API and verify the actual path before granting permissions. If the traceback explicitly says PermissionError, treat it as a permissions branch unless the application has documented its own translation.

Step 1: Capture enough context before changing anything
Write down the complete error and traceback while it is visible. Record:
- the exception class or API name;
- the numeric code and the exact wording;
- the operation: open, read, write, rename, delete, create, execute, or list;
- the exact path, including drive letter, UNC prefix, filename extension, and case;
- the process’s current working directory;
- the operating system and whether the storage is local, removable, or on a network;
- the account that launched the program, including a service or scheduled-task identity.
This information prevents a common mistake: troubleshooting the interactive user’s permissions when the failing process actually runs as a service account, task account, container identity, or different network credential.
Step 2: Validate the path itself
Check every path component
Open the parent folder manually and verify each directory in order. A missing parent produces a path-not-found result even when the final filename looks correct. Confirm that an item expected to be a directory is not a file with the same name, and that an item expected to be a file is not a directory.

Resolve relative paths
A relative path is interpreted from the process’s current working directory, not necessarily from the folder containing your script. Log or print the working directory and resolve the path to an absolute value before retrying. In Python, for example:
from pathlib import Path
p = Path("data/input.csv")
print("working directory:", Path.cwd())
print("absolute path:", p.resolve())
print("exists:", p.exists())
print("is directory:", p.is_dir())
If the absolute path points somewhere unexpected, fix the launch configuration, project setting, service working directory, or application argument instead of changing filesystem permissions.
Check drives, UNC paths, and mounts
A mapped drive available in your desktop session may not exist for a Windows service or scheduled task. Prefer a correctly configured UNC path when the application is designed to use a network share, and verify that the share is reachable under the same account that runs the process. On Unix-like systems, confirm that the filesystem is mounted and that the mount has not disappeared after a reboot or disconnect.

Check quoting and escaping
Command shells and programming languages treat backslashes, spaces, and quotation marks differently. Pass a path as one argument and escape it according to the language or shell. A path split at a space can make the program search for a directory that does not exist; an unescaped backslash can turn a valid filename into a different string.
Step 3: Follow the correct error branch
When the originating API reports Win32 error 3
Do not start with chmod, ACL edits, or administrator elevation. Repair the path or storage location:
- Correct the spelling, drive letter, extension, quoting, or relative-path base.
- Create the missing directory only if the application’s design expects it to be created and you have confirmed the intended location.
- Reconnect the network share or restore the required mount.
- Check that a removable disk, virtual disk, or encrypted volume is present and assigned the expected letter or mount point.
- Retry while logged in as the same identity as the failing process.
If a path works interactively but fails in a service, compare the service’s working directory and network credentials with those of your interactive session. A path that depends on a per-user drive mapping is not available automatically to another account.

When Python raises PermissionError or Win32 reports error 5
Identify what permission the operation needs. Reading requires read access; creating or deleting an item also requires suitable rights on the parent directory; entering a directory requires traverse or execute permission; executing a program requires execute permission and may be restricted by policy. The filename alone does not determine the required access—the parent directory and, on Windows, both share and filesystem ACLs matter.

Step 4: Inspect Windows permissions without overcorrecting
Confirm the effective identity
Check the account configured for the application, Windows service, scheduled task, web worker, or IDE. A process launched with “Run as administrator” can behave differently from the normal launch, but elevation is a diagnostic comparison, not a durable fix. If elevation changes the result, determine which ACL or policy blocks the ordinary account and correct that specific requirement.
Review NTFS ACLs
In File Explorer, right-click the file or its parent directory, choose Properties, open Security, and inspect the entries for the actual account and its groups. Use Advanced to review inheritance and whether an explicit deny is overriding inherited allows. Check the parent directories too: an account can have permission on a file yet be unable to traverse a parent folder.
Grant only the needed read, write, modify, or traverse permission to the correct account or group. Avoid replacing inherited permissions or granting Everyone full control merely to make the error disappear. Record the original ACL so an unsuccessful experiment can be reversed.
Check network-share permissions separately
A UNC path is governed by two permission layers: the share permission and the NTFS permission on the server. The more restrictive effective result applies. Verify that the server is reachable, the share name is correct, and the process has valid credentials. A cached desktop credential may not be available to a service account. If the share is disconnected, reconnecting it under the process identity is part of the fix; changing a local folder ACL will not help.

Step 5: Inspect Unix-like permissions when Python is not on Windows
For a local Unix-like path, inspect the owner, group, mode bits, and any ACL entries. The process needs execute permission on every directory in the path, not only permission on the final file. A file can be readable while its parent directory blocks traversal.
Check the account and groups used to launch the process, then compare them with the file’s owner and group. Use the smallest change that permits the intended operation. Do not use broad recursive permission changes as a first response, and do not use chmod to fix a path that is absent or a mount that is unavailable.
Step 6: Rule out locks, sharing conflicts, and security software
A file can be present and permissioned yet unavailable because another process holds an incompatible lock. Close editors, database tools, installers, synchronization clients, and duplicate instances of the application, then retry. If the application reports a sharing or lock violation, treat that as a separate condition from access denied; Windows defines distinct statuses for sharing and lock failures.
Review antivirus or endpoint-protection events for a blocked file, controlled-folder-access event, quarantine action, or policy denial. Use the product’s event log to identify the exact process and path. Do not disable protection globally as a permanent workaround. If a narrowly scoped, approved policy exception is necessary, apply it only after confirming the process and path with your administrator.

- Move a copy of the project or test file into a directory owned by the process account, or create a temporary test directory that the account is explicitly allowed to use.
- Run the same operation without elevation.
- Compare the result with the original location.
- If the test works, repair the original path, identity, share credentials, or ACL rather than running the whole application as administrator or root.
- Remove temporary grants and test files after the cause is confirmed.
A successful elevated run proves only that the elevated token has access; it does not establish that elevation is safe or appropriate for normal operation.

Python: report the failure without hiding the cause
Catch the specific exception, include the operation and resolved path in your log, and retain the original exception for diagnosis. Avoid silently retrying forever or converting every filesystem failure into “access denied.”
from pathlib import Path
path = Path("data/output.json").resolve()
try:
path.write_text("{}", encoding="utf-8")
except PermissionError as exc:
raise RuntimeError(
f"Cannot write {path}; check the process identity and directory permissions"
) from exc
except FileNotFoundError as exc:
raise RuntimeError(
f"Parent path for {path} does not exist; check the working directory or mount"
) from exc
This distinction preserves whether the original failure was permission-related or path-related. For production logging, include the account, host, operation, and path, while avoiding secrets embedded in network URLs or filenames.
Fixes compared by failure type
| Observed condition | Likely cause | Useful test | Durable correction |
|---|---|---|---|
| Win32 code 3 | Missing parent, wrong relative base, unavailable drive/share, or bad mount | Resolve and inspect every path component under the failing identity | Correct configuration, restore the mount/share, or create the intended directory |
Win32 code 5 or Python PermissionError |
Insufficient ACL, mode bits, traversal rights, or policy restriction | Compare the effective process identity with file, parent, and share permissions | Grant the minimum required right to the correct account or group |
| Works only when elevated | ACL, policy, or ownership difference between tokens | Run a controlled test under the normal account and inspect access events | Fix the account or ACL; do not make elevation the default |
| Works locally but not on a share | Disconnected mapping, invalid service credentials, or share/NTFS mismatch | Test the UNC path as the process identity | Configure reachable storage and both permission layers |
| File exists but operation still fails | Lock, sharing conflict, endpoint-security block, or wrong operation right | Close competing applications and inspect security and application logs | Release the lock or apply a narrowly scoped, approved policy change |
Common mistakes to avoid
- Assuming the number is universal: code 3 in Win32 is not Python’s permission exception.
- Changing permissions before checking existence: an absent parent directory cannot be fixed with an ACL.
- Testing with the wrong account: your desktop user may not match a service or task identity.
- Ignoring the parent directory: create, delete, and traverse operations depend heavily on parent rights.
- Granting full control broadly: it may conceal the cause and create a security exposure.
- Using mapped drives in services: per-user mappings often do not exist in non-interactive sessions.
- Suppressing the original exception: replacing it with a generic message makes future diagnosis harder.
Preventing a repeat failure
Use absolute, configuration-driven paths where practical and log the resolved path at startup. Validate required directories and mounts before beginning a job, and fail with a specific message naming the operation and location. Document which account a service or scheduled task uses and grant that identity only the rights it needs.
