A blocked-IP message is not one problem. Read the numeric code first: Cloudflare 1006, 1007, 1008 and 1106 are owner-controlled IP bans; 1020 is a firewall-rule denial; 1015 is a temporary rate limit. Save the error details, stop rapid retries, test whether your network address is the variable, and contact the site owner when the block persists.
Identify exactly what was blocked
Before changing settings, capture a screenshot of the complete error page. Include the wording, numeric code, Ray ID (if shown), requested URL and the exact time with your time zone. These details let the website operator find the event in its security logs.

Cloudflare describes 1006-family responses as “access denied because your IP address has been banned,” 1020 as access denied by a Cloudflare firewall rule, and 1015 as a temporary block after too many requests. A non-Cloudflare service can use different codes for similar controls.
Fix the error as a visitor
1. Stop refreshing
If the page says “You are being rate limited” or shows 1015, stop automated retries, browser refreshes and scripts. Cloudflare warns that repeated attempts at short intervals can extend the temporary block. Close duplicate tabs and wait before trying once.

2. Turn off VPNs, proxies and privacy relays
Temporarily disable a personal VPN, HTTP proxy or privacy relay, then open a new browser tab and try again. The site may be blocking the VPN exit address rather than your home connection. Switching to another VPN is not a dependable workaround: providers can block VPN and hosting ranges, and rules can also match your country, browser or request.
3. Use a clean, ordinary browser session
Try a private window or a fresh browser profile with extensions disabled. Header-changing, automation, ad-blocking and user-agent extensions can alter the request that a security rule evaluates. If the page loops, remove cookies only for the affected site and retry. This is diagnostic, not a way to override an owner firewall decision.
4. Compare another connection
Turn off Wi-Fi and load the same URL on mobile data, or use another trusted network. If it works there, the original public IP or network reputation is implicated. Check your current public IP first: residential and mobile addresses can change, and a different device on the same Wi-Fi normally shares the same public address.
5. Check whether the address has abuse reports
For a persistent home or office-network block, you can look up the public address in AbuseIPDB, GreyNoise or MXToolbox Blacklist Check. Treat results as clues, not proof that an address should be delisted. A shared carrier or office address can inherit reports caused by another user.

Use the site’s support address or contact form. Send the screenshot, exact code, Ray ID, public IP, URL, timestamp with time zone and the result of your alternate-network test. Explain whether disabling a VPN or using mobile data changed the result. Do not send passwords, payment details or unrelated personal data.

- For 1006, 1007, 1008 and 1106, ask the owner to review the IP ban and allow the address only if the request is legitimate.
- For 1020, ask the owner to search its Cloudflare Security Events for the Ray ID or client IP and review the rule that matched.
- For 1015, report the time and activity that preceded the limit and wait rather than repeatedly testing.
Why one network works and another does not
Each connection presents a public source address. Your home router, office gateway, mobile carrier and VPN each use different addresses and may have different reputation histories. A mobile-data success therefore diagnoses the original network as a variable; it does not prove that the site has permanently banned you or that the mobile address is safe for every request.
A new network will not bypass a rule based on browser characteristics, country, URL parameters, request content, account state or a bot challenge. If the same code appears on several unrelated networks and clean browser sessions, provide those results to the owner instead of cycling through more VPNs.
If you own the website
1006-family bans
Inspect the security feature that blocked the client address and validate the request before allowing it. Cloudflare customer security settings control these bans; Cloudflare support cannot override a customer’s rule for a visitor.
1020 firewall denials
In Cloudflare, open Security > Analytics > Events, search by the Ray ID or client IP, identify the matching firewall rule and check its expression, action and surrounding requests. Narrow or revise the rule, or use an IP Access Rule only when you have validated the address. Record the change so a later incident can be reversed safely.
1015 rate limits
Review the endpoint, threshold, counting key and window. A window that is too short or a threshold that is too low can catch normal page loads, shared NAT users or legitimate API clients. Increase the window or threshold only after checking logs, and show visitors a clear wait message rather than encouraging continuous retries.

Hosting or ISP blocks
Confirm the address currently assigned to the server or customer, inspect abuse reports and request an unblock or delisting when evidence supports it. If malicious traffic originated from a compromised device, remediate that source first; otherwise the replacement address can be blocked again. Your hosting provider or ISP may need to change the address when the block is outside your control.
Troubleshooting branches
The page works in private browsing but not normally
An extension, stale cookie or altered browser header is the likely difference. Re-enable extensions one at a time, keep only the affected site’s cookies cleared and update the browser. If the owner rule still denies the clean session, send the Ray ID rather than repeatedly deleting data.

All devices probably share the same public address. Test mobile data, record both public addresses and contact the owner or ISP. Rebooting the router may change a dynamically assigned address, but do not assume it will; ask the ISP whether the address is static or shared.
Only one URL or action is denied
A path-specific firewall expression, query string, method or request body may be responsible. Provide the complete URL (without private tokens), the action that triggered the denial and the Ray ID. A different network alone will not correct a request-content rule.
You are rate-limited while using an automation script
Stop the script, add exponential backoff and respect the site’s published limits. Cache responses, reduce concurrency and avoid retrying non-transient errors. Ask the owner for an approved API or higher limit instead of distributing requests across VPN addresses.

The owner says no block exists
Send the exact timestamp and Ray ID; security events can be time-sensitive and multiple layers may be involved. Confirm that you are reporting the public IP seen by the site, not a private address such as 192.168.x.x. The owner can then distinguish a Cloudflare event from a host, ISP or upstream-network block.

FAQ
How long should I wait after a 1015 error?
Cloudflare identifies 1015 as temporary but does not give a universal duration. Wait without refreshing, then make one normal request; the site’s configured window determines when access returns.

Can changing DNS unblock my IP?
DNS changes select a name-resolution service, not the public source address presented to the website. They will not remove an IP ban or firewall rule.
Is it safe to publish my Ray ID?
Give it to the affected website’s support team with the timestamp. Avoid posting the complete error page publicly if it contains private URL parameters or account information.
Will restarting my modem always give me a new IP?
No. Your ISP may use a lease that remains unchanged, a static address or carrier-grade NAT shared by many customers. Check the address before and after restarting and ask the ISP if the assignment is unclear.
Frequently Asked Questions
Can a website owner unblock only my account instead of my IP?
Yes. If the denial is tied to an account, cookie or authenticated request, the owner can correct that control without changing an IP rule. Provide the code and Ray ID so support can identify the layer involved.
Why does a CAPTCHA appear after the block is removed?
A CAPTCHA is a separate challenge. Passing it may establish that the request is human, but it does not automatically remove an IP ban or alter a firewall rule.
