Steam cannot replace retail keys or remove regional restrictions, and using a VPN to bypass them is not a supported workaround.
First, make sure the key is meant for Steam
Check the product packaging or the email where you received the code. It should say that the key is for Steam. A code meant for another platform or service may produce an “Invalid Product Code” error in Steam even if you entered it correctly.

To enter a Steam key in the client, select + Add a Game → Activate a Product on Steam…. If the code is for another service, use that service’s activation instructions instead.
If Steam says the key is invalid
Steam’s “Invalid CD key error” can result from a mistyped character or a code that is not intended for Steam. Compare the code with the original packaging or delivery email, paying particular attention to characters that can look alike:

If you have confirmed that the code is a Steam key and it still fails, contact the retailer that sold it. Steam Support says it cannot provide replacement CD keys for retail purchases. The retailer’s remedy depends on its policy and the consumer rules that apply where you live.
If Steam says the key is a duplicate or already used
A “duplicate key error” means the key has already been tied to a Steam account; it cannot be registered a second time.

- You may have activated it before: use Steam account recovery to find the account associated with the game.
- You are sure you never redeemed it: contact the retailer and explain that Steam reports the key as a duplicate. Ask what remedy it can offer. Steam Support says it cannot issue a replacement CD key.
If Steam says the game is unavailable in your territory
“Game not available in your territory” indicates that the key is restricted to a region other than the one where you are trying to activate it. Third-party key restrictions vary by publisher, and Steam says: “Steam Support is unable to modify or remove any region restrictions.” Country eligibility can change, so check Steam’s current Region Restrictions on Steam page.
If you do not live in the permitted region, contact the seller to ask about a refund or other remedy. Steam cannot refund a key bought from a third party; the outcome depends on the seller’s policy and applicable consumer rules. A VPN, proxy, or other attempt to disguise your location is not a safe workaround. Steam warns that bypassing restrictions on Steam gifts violates its terms and may lead to account restrictions.

If you still want the game, Steam’s guidance is to buy it from the Steam Store or obtain a copy sold in your country of residence. That means purchasing an eligible copy; it does not unlock or repair the restricted key you already have.
If a Steam-issued key fails on another service
Some Steam games include a separate key for registration with a third-party client or service. This is different from a retail or digital key that you activate on Steam. If that separate code returns an invalid or duplicate error on the other service, contact the game’s developer or publisher. Steam says it cannot access third-party registration systems.

If a game you activated later disappeared
A key that worked and later stopped providing access may have been revoked; this is different from a key that never activated. Steam says a publisher may revoke a key, for example if it was limited to temporary activation or determined to have been obtained fraudulently. If you bought the key from a third party, contact the seller about a refund or other remedy. Steam cannot refund purchases made outside Steam.
