This guide gives recruiting and HR teams a repeatable process for doing that while preserving accessibility, auditability, and appropriate legal review.

Why is the recruitment chatbot giving the wrong answer?
A recruitment chatbot can be wrong because the fact it retrieves is stale, two approved sources disagree, the conversation is routed to the wrong intent, an integration fails, or a general-purpose language model invents a plausible detail. An answer can also be technically correct but confusing enough to mislead a candidate.

Department for Science, Innovation and Technology guidance published on 25 March 2024 warns that general-purpose chatbots not specialised for recruitment may lack relevant or sufficient training data. It says they can give wrong or potentially illegal answers and may even direct candidates toward other positions with competitors. That warning is about system design, not just prompt wording.

Before changing a response, identify the fact the candidate needed and its accountable owner. Job eligibility, location, salary range, closing date, interview format, assessment requirements, and next steps should each have a named owner and an approved source. The chatbot should not be the final authority for any of them.
| Likely failure class | What the candidate may see | What to check first |
|---|---|---|
| Stale or conflicting content | An old closing date, location, salary range, or eligibility rule | Compare every connected source with the current, approved record and its effective date. |
| Wrong intent or routing | An answer about applications when the candidate asked about interview scheduling | Inspect intent labels, fallback rules, and the conversation path that selected the answer. |
| Retrieval or configuration failure | A confident answer that omits the policy paragraph containing the exception | Check indexing, permissions, filters, language settings, and retrieval logs. |
| Unsupported model-generated detail | A made-up deadline, benefit, office address, or interview requirement | Determine whether the answer cites or is constrained by an approved source; otherwise treat it as unverified. |
| Ambiguous wording | A technically accurate sentence that candidates can reasonably interpret two ways | Ask a recruiter unfamiliar with the configuration to read it and state the action they would take. |
| Workflow or integration defect | The bot says a slot is available, but no slot can be selected | Trace the hand-off to the scheduling, applicant-tracking, or identity system. |
| Accessibility barrier | A candidate cannot use the interface, understand an image-only instruction, or request an adjustment | Test keyboard, screen-reader, language, timeout, and accommodation paths, then provide an equivalent human route. |
What should you do when a candidate reports a confusing answer?
Contain the candidate impact before investigating the software. A correction that arrives after a deadline or missed interview is not an adequate service recovery.
- Acknowledge the report. Tell the candidate that the answer is being checked and that they will not be disadvantaged while the discrepancy is resolved.
- Give the authoritative answer. Verify the fact with the recruiter, hiring manager, HR operations team, or process owner. State the source or policy name and the date it was confirmed.
- Provide a human contact. Publish an email address, phone route, form, or recruiter queue that candidates can use when the bot cannot answer safely.
- Offer a manual workaround. If the bot prevented an application step, manually schedule the interview, accept the application through an alternate channel, extend a deadline where policy permits, or record the candidate’s attempt so the error does not count against them.
- Capture the evidence. Save the candidate’s exact wording, the answer shown, date and time, job or workflow, language, channel, and whether progression or a decision could have been affected.
DSIT’s guidance describes an applicant who cannot select an interview slot and recommends manual scheduling followed by notification to the supplier. The operational principle is simple: do not make a candidate wait for a software fix when a trained person can complete the step safely.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →How do you reproduce and classify the failure?
Reproduction prevents teams from fixing a paraphrase instead of the failure the candidate experienced. Use the same channel, language, job page, account state, and permissions whenever possible.
- Copy the exact question, including spelling, punctuation, attachments, and preceding turns. Do not normalise the wording before saving it.
- Run the same question in a controlled test and record the response, retrieved content, links or citations shown, and any action offered.
- Try sensible variants: a shorter version, a synonym, a follow-up question, a question that asks for an exception, and the same question for another job using shared content.
- Record whether the answer was wrong, incomplete, contradictory, unsupported, or merely unclear. Mark the potential consequence: informational inconvenience, application delay, lost opportunity, or possible legal or safety risk.
- Assign a provisional cause from the failure classes above and identify the system owner who can confirm it.
Do not silently edit the transcript before preserving it. Candidate wording is valuable test data, and a privacy-conscious record can remove unnecessary personal information while retaining the facts needed to reproduce the issue.
How do you verify the correct recruitment answer?
Follow the fact to an accountable source rather than asking another model to judge it. For a job-specific question, the approved requisition, hiring-manager confirmation, applicant-tracking record, or published policy may be authoritative. For a general process question, use the current HR or recruiting procedure.

Check time-sensitive fields
- Application opening and closing dates, including the time zone and any extension.
- Office, remote, hybrid, or travel location and the jurisdiction in which the role is hired.
- Salary range, currency, pay period, and whether the figure is a range, target, or legally required disclosure.
- Eligibility, work-authorisation, education, experience, licensing, and security requirements.
- Interview stages, assessment format, expected duration, available accommodations, and who schedules each stage.
- Next steps, response times, document requirements, and the correct contact for exceptions.
Resolve contradictions explicitly
If two sources disagree, pause the automated answer and ask the process owner to designate one current record. Keep the superseded record for audit purposes, but remove it from retrieval or mark it as inactive. Updating only the visible chatbot text leaves the contradictory source available for the next question.
Separate facts from policy interpretation
A bot may accurately quote a rule while applying it to the wrong candidate or job. Where eligibility depends on an individual circumstance, the response should explain the general rule and route the candidate to a human review instead of making a definitive determination from incomplete information.
How do you fix the source, configuration, or workflow?
Choose the repair that matches the verified cause. Technical teams should document the changed source, configuration version, deployment time, owner, and rollback plan.
Correct authoritative content
Update the approved job or policy record first. Give it an effective date, expiration date when applicable, owner, and status. Remove duplicate copies or make their priority explicit. Add the exceptions candidates commonly ask about, using plain language and the same terms used on the application page.
Constrain retrieval and generation
For factual recruitment questions, prefer answers grounded in approved content. Configure the system to say that it cannot verify a detail and offer escalation when no approved passage supports an answer. Restrict the model from inventing dates, benefits, locations, or requirements. If the implementation cannot show which source supports a material claim, increase human review for that intent.

Repair intent and integration logic
Review training examples for overlapping intents such as application status, interview scheduling, and accommodation requests. Confirm that authentication, job identifiers, time zones, and permissions survive each hand-off. Test failure states: no slots, expired requisition, duplicate application, unavailable language, and supplier timeout. A graceful fallback should preserve the candidate’s request and direct it to a person.

- Test every job or workflow that shares the edited content.
- Verify the human escalation, transcript hand-off, and manual workaround.
- Record the test date, environment, source version, expected result, observed result, and reviewer.
DSIT recommends clarifying a system’s purpose and functionality, considering integration with existing processes, maintaining human oversight, and implementing feedback handling. Those controls should be part of the release checklist, not an afterthought.
How should you measure chatbot answer accuracy?
There is no established recruitment-chatbot accuracy threshold in the available official guidance. A single overall percentage can hide failures in high-consequence topics. Build a representative test set of common candidate questions with an expected answer, acceptable alternatives, source record, and impact rating.
The Information Commissioner’s Office explains that statistical accuracy is the proportion of answers an AI system gets correct or incorrect. It also warns that overall accuracy can mislead and describes false positives, false negatives, precision, and recall as possible measures. Its accuracy guidance page, dated 15 March 2023 and marked as under review after changes made by the Data (Use and Access) Act, should be checked for the current UK regulatory position before making legal claims.

| Measure | Use in a candidate-question test set | Limitation |
|---|---|---|
| Overall accuracy | Share of evaluated answers judged correct | Can conceal poor performance on rare but consequential questions. |
| Topic error rate | Errors grouped by deadlines, eligibility, scheduling, pay, accessibility, and other intents | Requires consistent labels and enough examples per topic. |
| Precision | Among answers classified as a particular intent or outcome, the share that is correct | Does not show how many relevant cases the system missed. |
| Recall | Among questions that should receive a particular answer or route, the share handled correctly | High recall can still include many incorrect answers. |
| Unsupported-answer rate | Share of material answers with no approved supporting source | Requires source attribution or a reliable grounding check. |
| Escalation rate | Share of conversations sent to a person, by topic and outcome | A high rate may indicate caution or poor automation; interpret with resolution data. |
| Blocked-progression count | Number of errors that prevent applying, scheduling, submitting documents, or requesting an adjustment | Needs an incident record linking the error to the candidate journey. |
Weight errors by likely impact instead of averaging them away. A wrong office amenity and a wrong application deadline are not equivalent. Review samples manually, record known limitations and data provenance, and rerun the test set after content edits, model changes, prompt changes, integrations, or supplier releases.
How do you give candidates a reliable fallback?
Place the fallback where candidates can see it before they are stuck: on the chatbot welcome message, error state, application page, interview scheduler, and accommodation information. State what information to include, expected response time, and whether contacting a person preserves the application deadline.
A useful report form asks for:
- the question asked and answer received;
- job title, requisition or application reference, and preferred contact method;
- date, time, channel, and language;
- what the candidate expected to happen;
- whether an application, interview, assessment, or accommodation request was blocked;
- permission to use the transcript for troubleshooting, subject to the organisation’s privacy notice.
Route urgent cases to a queue with authority to act, not merely to a software help desk. The queue should be able to correct a fact, schedule manually, accept documents, extend a deadline when authorised, or obtain a recruiter decision.

How do accessibility and accommodation fit into the repair?
A chatbot must not become a gate that qualified applicants cannot pass. U.S. Equal Employment Opportunity Commission and Department of Justice materials warn that hiring technology can unlawfully screen out people with disabilities. The EEOC chair stated on 12 May 2022 that new technologies should not become new ways to discriminate. DOJ guidance recommends assessing hiring technologies before use and regularly while they are in use, ensuring tests measure job skills rather than disability-related limitations, and providing clear accommodation procedures and accessible alternatives.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsTest the whole journey, not only the chat window:
- keyboard-only navigation, focus order, visible focus, and sufficient timeouts;
- screen-reader labels, semantic headings, error announcements, and non-text alternatives;
- zoom, contrast, captions, plain-language instructions, and mobile layouts;
- speech, typing, language, and communication alternatives;
- a clearly labelled route to request a reasonable adjustment without disclosing unnecessary medical details to the bot;
- human completion of the same step when the automated route is incompatible with a disability or assistive technology.
Keep accommodation handling separate from a model’s unsupported inference about a person’s disability. The candidate should be able to request help without being screened out or forced to argue with the chatbot.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.What are the UK data-protection and governance considerations?
For UK deployments, distinguish two ideas that are often mixed together. The data-protection accuracy principle concerns personal data: it should not be incorrect or misleading and should be corrected or deleted without undue delay where required. Statistical accuracy concerns how often a system’s outputs match appropriate labels. The ICO says the data-protection principle does not mean every AI output must be 100 percent statistically correct; organisations should consider the likelihood and impact of errors, use suitable measures, and record provenance and known problems.
DSIT advises considering whether UK GDPR Article 22 applies and whether a data protection impact assessment is required. Applicability depends on the particular system and use, especially whether the chatbot makes or materially influences an automated decision about a person. Obtain current legal advice rather than treating a general chatbot guide as a determination.
Assign named responsibility for:
- each source fact and its review date;
- chatbot intents, prompts, retrieval collections, and integrations;
- candidate feedback, incident severity, and service-level response;
- accessibility testing and accommodation fulfilment;
- supplier defects, security, privacy, releases, and rollback;
- approval to launch, pause, or retire an automated flow.
Keep an incident record that links the candidate report, authoritative answer, root cause, change made, regression results, communications, and final resolution. Limit access to candidate data and retain only what is needed for the documented purpose.

Repair is reasonable when the authoritative source is sound, the failure is reproducible, the team can constrain the answer, and a human fallback works. Pause a topic or the entire chatbot when material answers cannot be grounded, the source owner is unknown, repeated releases reintroduce errors, candidates cannot reach a person, or the system blocks progression without a safe workaround.
Best Value
| Decision question | Continue with a repair | Pause, limit, or replace |
|---|---|---|
| Grounding | Approved, current recruitment content can be identified and retrieved. | Material answers are generated without reliable support or sources conflict indefinitely. |
| Testing | You can run reproducible tests and inspect errors by topic and impact. | You cannot reproduce reports, obtain logs, or determine what content produced an answer. |
| Recovery | A visible human route and manual workaround protect candidates. | There is no timely person or the bot can block a deadline-sensitive step. |
| Accessibility | Equivalent accessible and accommodation paths are available. | Qualified candidates must use an inaccessible interface to proceed. |
| Supplier response | The supplier accepts evidence, provides a fix, and supports rollback. | Repeated high-impact defects remain unresolved or unexplained. |
| Governance | Owners, audit records, privacy controls, and release approvals are defined. | No team owns source accuracy, incident response, or legal review. |
If replacing a deployment, compare options on grounding in approved recruitment content, testing and monitoring of candidate-relevant error types, escalation and manual recovery, accessibility and accommodation support, auditability and privacy controls, supplier defect response, and integration with recruiter-owned systems. These are evaluation criteria, not a ranking of vendors.
A practical operating checklist
Before launch or a major update
- Define the chatbot’s purpose, excluded topics, supported languages, and human hand-off conditions.
- Map every factual answer to an owner, approved source, effective date, and review interval.
- Create expected-answer tests for common questions, exceptions, and high-impact workflows.
- Test accessibility, accommodation requests, privacy notices, authentication, and manual completion.
- Document escalation contacts, service targets, incident severity, rollback, and supplier notification.
For every reported error
- Protect the candidate and provide the verified answer.
- Remove any application, scheduling, or assessment barrier manually.
- Preserve the exact transcript and classify the consequence.
- Confirm the authoritative fact and accountable owner.
- Fix the source, configuration, retrieval, integration, or wording that caused the failure.
- Retest the original question, variants, shared content, and fallback path.
- Record the change and monitor for recurrence.
After release or supplier change
- Run the regression set and inspect high-impact topics before widening traffic.
- Review unsupported answers, stale-content reports, escalations, blocked progressions, and candidate feedback.
- Sample transcripts for clarity, not only factual correctness.
- Confirm that accessibility and accommodation routes still work.
- Escalate repeated or high-severity errors to the owner and supplier, and pause affected intents when necessary.
Common scenarios and the correct response
The chatbot gives an old application deadline
Confirm the current deadline and time zone with the requisition owner, correct the source record, remove the old record from retrieval, and preserve evidence of the candidate’s attempt. If the old answer could have caused a missed deadline, route the application for manual review under the organisation’s policy.
The bot says an interview slot exists but none can be selected
Check the scheduler integration, requisition status, time-zone conversion, permissions, and slot inventory. Manually schedule the interview or offer an equivalent route immediately, then send the supplier the transcript and technical details.
The bot answers an accommodation question with a generic refusal
Stop the automated flow for that request, provide the designated accommodation contact and an accessible alternative, and ensure the candidate can continue without disclosing unnecessary medical information to the model. Review the intent, fallback, and accessibility tests before restoring automation.
The answer is plausible but no one can verify it
Treat it as unsupported, not as probably correct. Replace the claim with approved content or an explicit human-escalation response. Add the question to the test set so a future model or content update cannot silently recreate it.
Bottom line for recruiting teams
An inaccurate recruitment chatbot is both a content-control defect and a candidate-service incident. Protect the person first, verify every material fact against an accountable source, reproduce the exact failure, repair the underlying system, and test related questions. Measure errors by topic and consequence, maintain a visible human and accessible fallback, and pause automation when you cannot explain or safely recover its answers.
