A PC that cannot update to Windows 11 usually has either an unmet hardware requirement, a compatibility safeguard hold, or a Windows Update problem. Check the exact reason with Microsoft PC Health Check before changing firmware or reinstalling anything. Then back up your files, run the Windows Update troubleshooter, correct any supported TPM or Secure Boot setting, and use Windows Update Assistant or installation media only after the PC is confirmed compatible.
First determine whether the PC is ineligible or simply waiting for the update
Windows 11 does not appear in Windows Update on every Windows 10 computer at the same time. The absence of an offer can mean the computer fails a mandatory requirement, Microsoft has placed a compatibility safeguard hold, or the update components need repair. These situations require different solutions: a troubleshooter can repair download or installation errors, but it cannot make an unsupported processor, TPM, or firmware capability meet the requirements.

| Component | Minimum requirement | What it means when troubleshooting |
|---|---|---|
| Processor | Approved 1 GHz or faster processor with at least two cores | A USB installer or software reset cannot make an unsupported CPU eligible. |
| Memory | 4 GB RAM | Less than 4 GB fails the requirement; check the installed amount rather than free memory. |
| Storage | 64 GB or larger | The drive must meet the capacity requirement; deleting temporary files does not change an undersized drive’s capacity. |
| Firmware | UEFI firmware with Secure Boot capability | Secure Boot depends on the computer’s firmware and configuration, not just a Windows setting. |
| Security chip | TPM 2.0 | Unsupported hardware cannot be added by running a Windows repair tool. |
| Graphics | DirectX 12 or later with WDDM 2.0 driver | The graphics adapter and its driver must support the required model. |
| Display | More than 9 inches, with at least 720p resolution | Very small or low-resolution displays can fail this specific requirement. |
Eligibility is a complete set of conditions. Meeting the memory and storage numbers does not compensate for a processor that is not on Microsoft’s approved list, a missing TPM 2.0 implementation, or firmware that cannot provide Secure Boot.
Use PC Health Check to identify the exact blocker
- Open PC Health Check from the Start menu. If it is not installed, obtain the current Microsoft PC Health Check app from Microsoft’s Windows 11 compatibility information.
- Select Check now.
- Record the result exactly. It may identify TPM 2.0, Secure Boot or UEFI, the processor generation, memory, storage, graphics, display, or a compatibility safeguard hold.
- Use that result to choose the matching section below. Do not change firmware settings at random; the correct menu names differ by computer manufacturer and model.
A result saying that the PC is not eligible is different from a result saying that the upgrade is temporarily on hold. A safeguard hold means Microsoft has identified an app or driver issue that could disrupt the upgrade experience. Resolve the named compatibility issue and allow Windows Update to reassess the device instead of forcing the installation immediately.
If you recently installed or removed hardware, run PC Health Check again after the change. Microsoft says Windows Update eligibility information can take up to 24 hours to refresh after hardware changes.

Back up documents, photos, project files, browser exports, and any other data you cannot replace before troubleshooting firmware or using installation media. Microsoft documents a simple USB method: insert a USB drive, open File Explorer, copy the important folders from the PC to the drive, and safely eject it. OneDrive is another documented backup option when your files are already synchronized or you choose to upload them.
- Open the copied files from the USB drive or OneDrive on another device to verify that the backup is readable.
- Keep the backup disconnected while changing firmware so a mistaken selection cannot overwrite it.
- Do not assume that an in-place upgrade is a substitute for a backup; installation and recovery choices can still expose files to risk.
A USB flash drive can also hold official Windows 11 installation media, but it is only a storage and installation accessory. It does not bypass the processor, TPM 2.0, Secure Boot, graphics, memory, storage, or display requirements.
Run Microsoft’s Windows Update troubleshooter
Microsoft’s first repair step for update problems is the automated Windows Update troubleshooter in the Get Help app.
- Open Get Help from Start.
- Search for the Windows Update troubleshooter and start the automated check.
- Apply the recommended repair, if one is offered.
- Restart the PC even if Get Help does not explicitly require an immediate restart.
- Open Start > Settings > Windows Update and select Check for updates.
If the automated flow does not resolve the issue, use the built-in troubleshooter directly:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Open Start > Settings > System > Troubleshoot > Other troubleshooters.
- Find Windows Update and select Run.
- Complete the suggested repairs, restart, and return to Settings > Windows Update to check again.
This process can correct update-service or download problems. It cannot repair an unsupported CPU, add TPM 2.0, or create Secure Boot capability where the firmware lacks it.
Fix the specific eligibility result
TPM 2.0 is missing or not detected
TPM 2.0 is a hardware or firmware security capability. First note whether PC Health Check says the TPM is absent, disabled, or below version 2.0. Then consult the computer or motherboard manufacturer’s firmware documentation for that exact model. Some systems include a compatible TPM capability that is disabled in firmware; others do not provide TPM 2.0 at all.
Do not treat a Windows reset, registry change, or installer switch as a way to add unsupported TPM hardware. If the manufacturer’s documentation confirms that the system cannot provide TPM 2.0, the PC does not meet the Windows 11 requirement.
Secure Boot or UEFI is reported as unavailable
Secure Boot requires UEFI firmware capability. Microsoft directs users to the PC manufacturer’s instructions because the procedure and labels vary by model. Read the manufacturer’s guidance before changing a legacy BIOS/UEFI mode or Secure Boot setting.
- Confirm in PC Health Check whether the issue is missing UEFI capability or merely a disabled setting.
- Use the model-specific firmware instructions; do not guess which boot-mode option to select.
- After saving a supported change and restarting Windows, run PC Health Check again.
A machine that only supports legacy BIOS cannot gain UEFI Secure Boot through Windows Update. Firmware changes can also affect how an existing installation starts, which is why the backup should be completed first.
The processor is not approved
Windows 11 requires an approved processor running at 1 GHz or faster with at least two cores. Check the model named by PC Health Check against Microsoft’s requirement information. Clock speed alone is not enough: a fast processor that is not an approved model still fails eligibility.
Windows Update Assistant and installation media are installation methods, not hardware upgrades. If PC Health Check identifies an unsupported CPU, troubleshoot other issues if necessary, but do not expect an installer to make that computer eligible.

There is not enough RAM or storage
The minimums are 4 GB of RAM and 64 GB of storage. Verify the installed capacity in Windows and compare it with the PC Health Check result. Freeing temporary space can help an update that lacks working room, but it cannot turn a drive smaller than 64 GB into a qualifying drive. Likewise, closing apps does not change the amount of physical RAM installed.

Graphics or display requirements fail
The graphics requirement is DirectX 12 or later with a WDDM 2.0 driver. The display must be larger than 9 inches and support at least 720p. If PC Health Check names graphics, compare the adapter and driver with the manufacturer’s specifications. If it names the display, verify the panel size and resolution rather than assuming an external monitor will change the PC’s underlying compatibility result.
Windows 10 is too old for the upgrade path
The Windows 10 upgrade route requires version 2004 or later. Open Settings > System > About or the Windows version information on the PC and check the installed version. If it is earlier than 2004, bring Windows 10 up to a supported version through Windows Update before checking Windows 11 eligibility again. The Windows 11 hardware requirements still apply after Windows 10 is updated.
What to do when a compatibility safeguard hold appears
PC Health Check may report that Microsoft is delaying the offer because an app or driver could cause problems during the upgrade. This is not the same as a permanent hardware failure. Read the named compatibility issue, update or remove the affected software or driver using the manufacturer’s instructions, restart, and run PC Health Check again.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use Windows Update Assistant only after compatibility is confirmed
When PC Health Check confirms that the computer is compatible but Windows Update has not offered Windows 11, Microsoft’s Windows Update Assistant can manually download and install the latest feature update. Microsoft describes it as a manual installation method for a compatible PC.
- Complete the PC Health Check and backup steps first.
- Use Microsoft’s current Windows Update Assistant download page and select the assistant for Windows 11.
- Run the assistant on the compatible PC and follow its on-screen checks.
- Keep the PC connected to power and do not interrupt the restart sequence.
- After Windows starts again, open Settings > Windows Update and confirm the installed version and update status.
The assistant supports x86 and x64 PCs. It does not run on ARM-based PCs, so an ARM device needs a compatible update path documented for that hardware rather than this assistant.
Install Windows 11 from official installation media
Microsoft also documents installation media as an official Windows 11 installation method. Choose this route when a compatible PC needs a manual installation and you have verified the backup and installation choices.
- Use Microsoft’s Windows 11 media-creation instructions to prepare a USB flash drive.
- Confirm again with PC Health Check that the target PC meets the requirements.
- Boot or start the installer according to Microsoft’s instructions for the intended installation type.
- Read each screen carefully, especially the options that determine whether personal files and apps are retained or removed.
- After installation, run Windows Update and install the remaining device and security updates.
Installation media is not a compatibility bypass. A USB drive cannot supply a missing TPM 2.0, convert unsupported firmware into UEFI Secure Boot, or make an unapproved processor eligible. If PC Health Check identifies a hard requirement failure, stop and resolve that hardware or firmware limitation before attempting installation.
Choose the right repair path
| Path | Use it when | Main limitation |
|---|---|---|
| PC Health Check | The reason for the missing offer or failed installation is unclear. | It reports eligibility and holds but does not repair every issue. |
| Windows Update troubleshooter | Windows Update shows download, service, or installation errors. | It cannot satisfy an unsupported hardware requirement. |
| Windows Update Assistant | The PC is compatible but the Windows 11 offer has not arrived. | It supports x86/x64 PCs, not ARM-based PCs. |
| Installation media | A compatible PC needs a manual installation route. | It requires a verified backup and careful selection of installation options. |
| Manufacturer firmware guidance | PC Health Check reports TPM, UEFI, Secure Boot, or a model-specific hardware issue. | Exact menus and supported changes vary by manufacturer and model. |
Common outcomes and the next action
PC Health Check says the PC is compatible, but Windows Update still shows nothing
Run the Get Help troubleshooter, restart, and check Windows Update again. If the offer remains absent after the repair, use Windows Update Assistant on an x86 or x64 PC. If the computer is ARM-based, do not attempt to run that assistant; follow the update method intended for the device.
PC Health Check identifies one permanent hardware failure
Focus on the named requirement. A USB installer, update assistant, or cleanup operation cannot replace an unsupported CPU, missing TPM 2.0, absent UEFI capability, or a display that fails the minimum specification. Consult the manufacturer to determine whether the model supports a documented hardware or firmware upgrade; otherwise, Windows 11 is not an eligible upgrade for that PC.
The result changed after installing hardware
Run PC Health Check again and allow up to 24 hours for Windows Update eligibility information to refresh. Checking immediately after a change can show stale information.
A safeguard hold remains
Follow the compatibility issue named by PC Health Check, update or remove the affected software or driver as appropriate, restart, and wait for Microsoft’s eligibility check to update. Do not repeatedly force the installation while the hold is active.
Quick Recap
A complete order of operations
- Run PC Health Check and record the exact result.
- Back up important files to a verified USB drive or OneDrive location.
- Run the automated Windows Update troubleshooter in Get Help.
- Restart and run Windows Update again from Settings > Windows Update.
- Use manufacturer documentation to address a supported TPM, UEFI, or Secure Boot setting.
