Identify what “won’t start” means
Different symptoms point to different parts of the startup path. A completely dark Surface with no lights is not the same problem as a Surface that shows a logo and then stops. Start with the row that best matches what you see, then follow the detailed procedure below.

Before troubleshooting: confirm the Surface model
Microsoft’s general no-start guidance covers Surface Pro, Surface Laptop, Surface Go, Surface Studio, and Surface Book families. The dedicated forced-restart guidance specifically lists Surface Pro (5th Gen and later), Surface Pro X, Surface Laptop, Surface Laptop Studio, Surface Laptop Go, Surface Go, Surface Studio, and Surface Book 2 and later.

Older or unusual models can use different button combinations. Check the model name printed on the device, its original packaging, or the purchase record before using instructions that are specific to a generation. If you cannot identify the model, use the general accessory, charging, display, and service checks rather than guessing at a recovery key combination.

Follow this no-start procedure in order
1. Remove every accessory
Shut down the troubleshooting setup by unplugging USB drives, SD cards, USB accessories, external monitors, the Type Cover, and any Surface Dock connection. Disconnect the Surface from a dock even if the dock normally provides charging or display output. Leave only the Surface itself on a flat surface.
An attached storage device, keyboard cover, monitor, or dock can interfere with startup. Testing with nothing attached separates an accessory or docking problem from a problem inside the Surface. Do not reconnect accessories until the Surface has reached Windows and is stable.
2. Charge with the Surface-designed power supply
Connect the power supply designed for your Surface and leave it connected for at least 15 minutes before trying to start the device. This is Microsoft’s initial charging interval; do not substitute a random USB cable or an adapter that is not designed for the model.
If your Surface has a Surface Connect port, inspect the charger indicator. Microsoft says the LED should be on when the connector is plugged in. A blinking, flashing, or unlit LED can indicate a power-supply problem. Also look for damage to the charging port, the power connector, or the cord. Do not bend, tape, or force a damaged connector into the device.
After the 15-minute charge, close and reopen the Surface lid or keyboard if your model has one, then press the power button once. On a detachable model, make sure the cover is properly aligned before trying again. Watch for any logo, backlight, charging light, or sound rather than assuming that a dark screen means the power button was ignored.
3. Refresh a display that may be black
If the Surface appears to have power but the screen is black, connect a keyboard and press Ctrl+Shift+Win+B. This Microsoft shortcut wakes or refreshes the display. You may hear a short signal or see the screen redraw if the system was running but the graphics display had failed to appear.

Use a directly connected keyboard for this test, not one routed through a dock or USB hub that you removed in step 1. If the screen remains dark, continue to the forced restart rather than repeatedly pressing the power button.

4. Perform Microsoft’s forced restart
Press and hold the power button until the logo screen appears, about 20 seconds, then release it when the logo appears. Microsoft’s documented wording is: “Press and hold the power button until the logo screen appears (about 20 seconds).” Keep holding through the first few seconds of a blank display; releasing too early turns this into an ordinary short press instead of the forced restart.
Once the logo appears, wait for the normal startup process. A forced restart is a recovery step for a device that is not responding; it is not the same as erasing Windows. If the Surface returns to the sign-in screen, reconnect accessories one at a time to identify anything that causes the original failure.
5. If Windows stops at the Microsoft or Surface logo
A visible logo means the device has progressed farther than a completely unresponsive unit, but Windows is not continuing. Follow Microsoft’s stuck-on-logo workflow for your model. Microsoft may direct you to use a USB recovery drive. Use the exact recovery instructions and prompts for the affected Surface rather than downloading a generic recovery image or changing firmware settings at random.
A USB recovery process can involve Windows recovery or reinstallation choices. Read the warning on every screen before selecting an option, especially if the Surface contains files that are not backed up. Choose the least destructive repair option offered first when Microsoft’s instructions provide a choice, and do not remove the recovery USB while a repair or reset is running.
If the Surface can reach recovery but cannot complete it, record the message or code shown on screen. That information will help Microsoft support determine whether the failure is related to Windows startup, storage, firmware, or another component.

6. Submit a Microsoft service order when there is still no response
If the Surface remains dark and unresponsive after accessory removal, at least 15 minutes of charging with the designed supply, the display shortcut, and the approximately 20-second forced restart, use Microsoft’s service process. Microsoft says some countries or regions have authorized service providers for in-person support and repair.
Service is also the appropriate next step when the charging port, connector, or cord is visibly damaged, when the charger LED behaves abnormally with a known-good connection, or when a recovery attempt cannot finish. Keep the model and serial information available, describe every light or logo you observed, and state which steps you completed. Do not open the enclosure to probe the battery or power circuitry; that can create additional damage and complicate service.
Read the charging lights and connectors correctly
Steady Surface Connect LED
A lit LED on the Surface Connect charger indicates that the connector is receiving power according to Microsoft’s guidance. It does not by itself prove that Windows will start, so continue with the 15-minute charge, display shortcut, and forced restart in sequence.

Blinking, flashing, or unlit LED
Microsoft identifies a blinking, flashing, or unlit charger LED as a possible power-supply issue. Reseat the connector once, check the cable and port for visible damage, and make sure the outlet is functioning. If the indication persists, avoid repeatedly cycling the connector and contact support. The symptom is more consistent with a power-path problem than with a Windows process that is merely stuck at startup.
Physical damage
Damage to the charging port, power connector, or cord is a reason to contact Microsoft. Do not use a frayed cable, a connector with exposed conductors, or a port that is loose in the chassis. A replacement supply must be designed for the exact Surface model; connector fit alone does not establish electrical compatibility.
What to do for a black screen
A black screen can mean the Surface is off, the display is not waking, or Windows is running without a usable display. Remove the Type Cover, dock, monitor, USB devices, and SD card first. Charge for at least 15 minutes, then try the keyboard shortcut Ctrl+Shift+Win+B. If there is still no image, hold the power button for about 20 seconds and release it when the logo appears.

If the logo appears after the forced restart, the issue has moved from “no visible power” to Windows startup. Continue with the stuck-on-logo workflow rather than repeating the keyboard shortcut. If there is never a logo, no charging indication, and no response to the forced restart, document the charger LED behavior and move to service.

Do not interpret a logo that remains on screen as proof that the screen is defective. The Surface has powered far enough to display firmware or startup graphics, but Windows has not completed loading. Use Microsoft’s stuck-on-logo instructions for the model, including a USB recovery drive if directed.
- Keep external monitors, docks, Type Covers, USB drives, and SD cards disconnected while testing.
- Use only the recovery media and sequence specified for your Surface model.
- Read data-loss warnings before selecting reset or reinstall options.
- Leave the charger connected during a recovery operation unless Microsoft’s instructions say otherwise.
- Record any error text, restart loop, or recovery failure for support.
If the Surface repeatedly returns to the logo after recovery attempts, stop cycling through unverified key combinations. Repeated forced restarts do not replace the model-specific recovery procedure and can make it harder to tell whether the device is progressing.
Protect your data while troubleshooting
The first four checks—disconnecting accessories, charging, refreshing the display, and forcing a restart—are designed as diagnostic actions and do not ask you to erase personal files. Recovery media is different: the available repair, reset, or reinstall choices can have different effects on Windows and stored data.
Before choosing a reset or reinstall option, read Microsoft’s description on the recovery screen. If the Surface starts normally after the basic steps, back up important files before attempting any further recovery. If it cannot start and the files are essential, tell Microsoft support that data preservation is a priority before authorizing a service or reset action.

Common mistakes to avoid
Holding the button for the wrong length of time
A quick press is a normal start attempt. For the documented forced restart, hold the power button until the logo screen appears—about 20 seconds—and release when it appears. Do not release merely because the screen stays blank for the first few seconds.

Leaving a dock or cover attached
Testing through a Surface Dock, external monitor, Type Cover, or USB hub does not isolate the Surface. Remove all of them first, then add them back individually after a successful start.
Using an unverified charger
The first-line procedure calls for the power supply designed for the Surface. A cable that fits a port may not provide the required power or connection behavior. Abnormal LED behavior or visible damage should lead to support, not improvised adapters.
Jumping straight to a reset
A reset or reinstall can change the Windows installation and may affect files. Complete the non-destructive checks first and read every recovery warning before selecting an option. A Surface that only needs a display refresh or forced restart should not be reset unnecessarily.
When a repair appointment is the practical choice
Arrange Microsoft service if the Surface remains completely unresponsive after the documented sequence, if the charger or port is damaged, or if model-specific recovery cannot complete. Some regions use authorized service providers for in-person support, while availability depends on the country or region.
Prepare a concise service record: exact model, whether the charger LED is steady, blinking, flashing, or dark; whether a logo ever appears; whether the keyboard shortcut produced a response; and whether a recovery USB was attempted. Include any on-screen message and the date the problem began. This information distinguishes a power-path symptom from a Windows-startup symptom without requiring you to dismantle the device.
