How to Fix a “Failed – Forbidden” Download in Chrome

If Chrome shows “Forbidden” or “Failed – Forbidden” when you download a file, the file server has refused your request. Open the page that hosts the file, sign in with an account that is authorized to access it, and start the download again from that page. If the refusal remains, only the website or server owner can change the permission, issue a new link, or explain the access policy.

Changing Chrome’s download folder, deleting temporary files, or repeatedly clicking Retry cannot grant permission that the server has denied. The steps below help you confirm the exact error, recover an authorized download, and escalate the problem without trying to bypass access controls.

What “Forbidden” means in Chrome

Google Chrome Help describes this message plainly: “This error means you don’t have permission to download this file from the server.” In HTTP terminology, RFC 9110 defines status 403 Forbidden as a case where “the server understood the request but refuses to fulfill it.” The refusal can involve your account credentials, but it can also have another cause that only the server operator can investigate.

This is different from a file that is missing, a download blocked by local security settings, or a failure to save the file on your computer. A page may open normally while its download endpoint remains restricted; viewing a page and downloading its files are separate authorization decisions.

First, confirm the exact Chrome message

Read the text beside the failed download in Chrome’s download shelf or Downloads page. Use the matching row below before changing settings:

Chrome message Likely authority What it means
Forbidden or Failed – Forbidden Website or file server The server refused the request, usually because the account or link is not authorized.
Download blocked Your computer’s security settings Local security controls stopped the file. This is not the same as a server 403.
No file or File missing Website or file server The file is not at that address, or it was moved or removed.
Virus scan failed or Virus detected Scanning software A security scan failed or considered the file unsafe.
Disk full Your computer There is not enough available storage for Chrome to save the file.
Insufficient permissions or System busy Your computer Chrome could not write the file to the selected local folder.

If the wording is not “Forbidden,” follow the remedy for that message instead. A different download folder, storage cleanup, or local permission check addresses a save problem, not a server authorization refusal.

Manual fix: recover an authorized download

  1. Return to the page that hosts the file. Do not rely on an old bookmark, a deep link copied from another site, or a URL saved from a previous session. Enter the site’s normal address and navigate to the file’s product, account, support, or download page. A current page may generate a fresh, authorized download link.
  2. Look for an access requirement. Check whether the page asks you to sign in, join an organization, confirm an account, accept terms, or use a subscription with download rights. Some sites display the information publicly but restrict the actual file to registered users.
  3. Sign in with the account that owns the entitlement. Complete the site’s authentication step, then return to the hosting page. If you have more than one account, verify which one is active; being signed in somewhere in Chrome does not prove that the current account has permission for this particular file.
  4. Start a new download from the page. Use the page’s own Download button or link after authentication. Avoid reusing the failed address from Chrome’s download history, because a link created for another session may no longer carry the authorization the server expects.
  5. Retry once and observe the result. If the new attempt works, the original link was probably stale or unauthenticated. If it again reports “Failed – Forbidden,” note the exact time, the page address, and the account you used. RFC 9110 cautions that credentials can still be insufficient, and a 403 can have a reason unrelated to credentials.
  6. Check for a current replacement link. The hosting page may have moved the file, changed its access rules, or replaced a temporary URL. Use only links published by the same site or organization. Do not use a copied “bypass” link or a mirror that the owner has not authorized.
  7. Contact the website or server owner when access should exist. The owner controls the permission decision. Ask them to verify your account, correct the file permissions, issue a new link, or explain why the file is restricted. Include the details in the escalation checklist below.

If signing in does not solve the 403

Your account is authenticated but not authorized

Authentication proves who you are; authorization determines whether that identity may download this particular file. An account can be valid yet lack the required subscription, organization membership, role, regional access, or file entitlement. Ask the owner to confirm the permission attached to your account rather than simply resetting your password.

The URL is obsolete or scoped to another session

Many sites create download links from a hosting page after you sign in. A link copied from an email, an old browser tab, or another person’s session may lead to a 403 even when the file still exists. Navigate from the site’s current page and generate a new link instead of editing the address yourself.

The server is refusing for a non-credential reason

RFC 9110 explicitly notes that a 403 can be forbidden for reasons unrelated to credentials. The site may have a policy, network, location, licensing, or configuration rule that blocks the request. Chrome cannot override that decision. The operator must explain or change the rule.

A general failure is being mistaken for Forbidden

Google also recommends checking that your internet connection works, trying a download later, and resuming a paused download for ordinary download failures. Those actions are reasonable when Chrome reports a general failure, but they do not override a deliberate 403 response. If the exact text remains “Forbidden,” return to the authorization steps and escalate to the owner.

What local changes can—and cannot—do

Action Useful when Why it cannot fix a true 403
Choose another download folder Chrome reports “Insufficient permissions,” “System busy,” or a storage-related error. The folder is on your computer; the refusal happened on the remote server before Chrome could save the file.
Free disk space Chrome reports “Disk full.” More local storage does not change the server’s authorization decision.
Retry later or resume The message is a temporary or general download failure. A persistent 403 is an explicit refusal, not evidence that Chrome needs more time.
Run a local security check Chrome says “Download blocked,” “Virus scan failed,” or “Virus detected.” Those messages concern local security scanning; “Forbidden” identifies a server permission response.
Use the hosting page and sign in The server expects an authenticated or entitled account. This is the local action that can supply the authorization the site requires, but it still cannot grant rights your account does not have.

Do not treat a cleanup utility, a different browser setting, or an accessory as a way to obtain restricted content. Such changes may help unrelated local errors but cannot make a remote server approve an unauthorized request.

You can write: “Chrome returns ‘Failed – Forbidden’ when I try to download [file name] from [URL]. I was signed in as [account] at [time and time zone] and started the download from [hosting page]. Please confirm whether this account is authorized, whether the link is current, and whether you can issue a replacement link.” Keep any file name or account details appropriate for the site’s privacy policy.

Use an authorized alternative if the file remains restricted

If the owner confirms that the URL is obsolete, private, or limited to another audience, ask for the official replacement location or an alternative download method. A different site is appropriate only when it is an authorized source for the same file. Avoid unofficial mirrors, modified copies, and instructions that claim to bypass a 403; they can violate the owner’s access rules and make it harder to verify the file’s authenticity.

Quick decision guide

Evidence Best next step Who has authority
Exact text is “Failed – Forbidden”; hosting page shows a sign-in prompt Sign in, then launch a new download from that page. You can complete authentication; the server still decides authorization.
You are signed in, but the same 403 returns Verify the account’s entitlement and contact the owner with the URL, account, and time. The website or server owner.
The page says the file was removed or moved Find the current official page or request a replacement link. The website or server owner.
Chrome says “Disk full,” “Download blocked,” or “Insufficient permissions” instead Use the local storage, security, or folder-permission remedy for that exact message. Your computer or its security software.
You are considering a bypass or an unofficial mirror Stop and request an authorized source. The content owner controls legitimate access.

A Chrome Forbidden download is therefore a server-side permission problem first. Start from the hosting page, authenticate with the correct account, retry a newly generated link, and involve the owner when the account should have access but the server still responds with 403.
