How to Fix a Denied 0x800700 Video Error on Windows

Do not troubleshoot 0x800700 by itself. That is an incomplete Windows HRESULT. Copy the entire code from the dialog or log first. When the full code is 0x80070005, Windows is reporting E_ACCESSDENIED: the video operation was refused because the app, file, folder, camera, network share, or servicing component could not access a required resource.

The quickest safe path is to identify the exact action (open, copy, export, save, or capture), test a known-good local file, then check read and write permissions on both sides of the operation. Review Windows privacy controls and the editor’s selected folders before changing ownership, permissions, or registry settings.

What 0x80070005 means—and why 0x800700 is not enough

Windows error codes are complete hexadecimal values. The prefix 0x800700 can occur in more than one HRESULT, so it does not identify one cause or one fix. The final digits determine the error. Microsoft documents 0x80070005 as E_ACCESSDENIED, meaning that an operation was denied access to a resource it needed.

For a video task, the resource might be the source file, the destination folder, a camera-capture device, a network share, or a Windows servicing file. A camera-capture API can return E_ACCESSDENIED when camera privacy is disabled, but that does not mean every video error with the same prefix is a camera problem.

Record the complete error and context

Before changing settings, write down the information that identifies which component denied access. A screenshot is useful, but copy the text as well because the last digits can be easy to miss.

  1. Copy the complete HRESULT, including every digit after 0x800700. If the dialog shows only the prefix, check the application’s log, Windows Event Viewer, or the operation’s detailed error view.
  2. Record the application name and version, your Windows edition and version, and whether the failure occurs in one app or several.
  3. Describe the exact action: opening, importing, copying, trimming, exporting, saving, or capturing.
  4. Note where the video is stored: an internal drive, removable media, a synchronized folder, or a network share.
  5. Capture the account that is running the app. A path that works in File Explorer under one account can fail when the application uses another account or credential.

This context prevents a common mistake: applying Windows Update or registry instructions to a file-permission problem, or changing camera settings when the denied resource is actually an export folder.

Run a low-risk isolation test

Use a known-good local video and a folder in which you can create a temporary text file. This separates a general application or privacy problem from a problem with one path or file.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Create a folder such as C:VideoTest in a location where your account normally has access.
  2. Open File Explorer, copy a small video that plays normally into that folder, and create a text file there. If Windows will not create the text file, the folder itself is not writable.
  3. Open the copied video in the affected application. If it opens, try exporting a short test clip back to the same folder.
  4. Compare the result with the original file and destination. A successful local test points to the original path, its permissions, a network connection, encryption, or a file lock rather than a universal video-codec failure.
Test result What it indicates Next action
Local file opens and exports The app can process video; the original path or destination is restricted Inspect source and destination permissions, ownership, locks, and network access
Local file opens but export fails Read access works, but the destination cannot be created or written Choose a writable folder and verify the editor’s export setting
Neither local open nor export works The app, privacy policy, or account context may be blocking access Review File System and Pictures/Videos permissions, then test the app’s settings
Only camera capture fails The capture device or camera privacy permission is the likely boundary Check camera privacy controls and the app’s selected camera

Check permissions on a local video and its destination

Verify the source can be read

In File Explorer, right-click the video, choose Properties, and open the Security tab. Confirm that the Windows account running the application has permission to read the file. Also inspect the parent folders: Windows evaluates access through the path, so a file permission alone cannot overcome a denied folder.

If the file belongs to another account, an old installation, or a recovered drive, the current account may not own it. Ownership and access-control-list changes can affect other users and applications. Make a backup first, grant the smallest permission needed, and avoid granting Everyone full control. If the Security tab is unavailable or the drive is encrypted, use the account and recovery method that originally protected the file rather than deleting security settings.

Verify the destination can be written

Exporting or saving requires more than reading the source. The application must be able to create a new file, create temporary files, and sometimes replace an existing file. In File Explorer, test the destination by creating and deleting a text file under the same account. Then check the editor’s output path and select a folder you have just verified.

If an existing output file is read-only, open in another program, or held by a background process, close the other program and try a new filename. A local export test is safer than changing permissions on a whole drive. Once the export succeeds, move the finished video to its final location using File Explorer or an administrator-approved workflow.

Consider encryption and file locks

Encryption tied to a different Windows account can make a file appear present but unreadable. Likewise, a recording service, backup tool, or media indexer can temporarily lock a file. Test a copy of the video, close programs that may be using it, and retry. If a copy works while the original does not, preserve the original and investigate its protection or ownership instead of repeatedly changing the application’s permissions.

Review Windows File System privacy

Windows has a global File System permission and, on supported editions, an app-specific list. Microsoft Support explains that some apps need file-system access to provide their full functionality.

  1. On Windows 11, open Settings > Privacy & security > File system. On Windows 10, open Settings > Privacy > File system.
  2. Turn on the global permission if your policy allows the application to access files. If the affected app appears in the list, enable its individual permission as well.
  3. Close and reopen the video application, then repeat the local test and the original operation.

Some traditional desktop programs are controlled inside the program itself and do not appear in the Windows app list. If no entry is shown, do not assume Windows has granted access; inspect the application’s own folder, library, or privacy setting and test with a local path.

Check Pictures and Videos library access

Photo and video editors need permission to read the media they edit and a location in which to save updated versions. If Windows previously denied a library request, the app may be limited to a unique folder rather than the entire Pictures or Videos library.

  1. Open the editor’s import, media, or library settings and remove any stale path that points to a disconnected drive.
  2. Use Add folder, Browse, or the equivalent command to re-select the source folder containing the video.
  3. Choose an export folder that you can write to, such as the local test folder used earlier.
  4. When Windows presents a permission prompt, allow the access required for that folder. If the prompt does not appear, review the app’s privacy controls and the Windows File System setting.
  5. Run a short import and export test before restoring a large project or batch job.

A successful test in a unique folder does not automatically grant access to every other library location. Configure each source and destination the app actually uses.

If the denied operation is camera capture

When the failure occurs while recording from a webcam rather than opening an existing file, check the camera privacy controls first. Microsoft camera documentation states that Windows camera-capture APIs return E_ACCESSDENIED when the user has disabled camera access in camera privacy settings.

  1. In Windows 11, open Settings > Privacy & security > Camera. In Windows 10, open Settings > Privacy > Camera.
  2. Enable camera access for the device and allow apps to use the camera, subject to your organization’s policy.
  3. If the application has its own per-app camera switch, enable it and select the intended camera rather than a disconnected device.
  4. Close other programs that may be using the webcam, restart the video application, and test a short capture.

These steps address a privacy denial. They do not establish that a file-open or export error has a camera cause; use the isolation test to identify which resource is actually failing.

When the video is on a network share

A network path has two permission layers and a connectivity requirement. The account must reach the host, pass the share-level permission, and pass the folder’s NTFS permission. A path that opens in File Explorer under one credential can still fail in an application running under another.

  1. In File Explorer, browse to the same UNC path or mapped drive while signed in as the account that runs the video application.
  2. Confirm that the host is available and that you can list the folder, open the source video, create a small test file, and delete that test file if the operation requires writing.
  3. Ask the share owner to use Give access to > Specific people or map the share as a network drive for the correct account.
  4. Have the administrator verify both the share permissions and the NTFS permissions on the underlying folder. The more restrictive layer wins.
  5. For a time-sensitive edit, copy the source to a verified local folder, edit it there, and save the result locally. This is a diagnostic and a workaround, not a repair of the share.

If the host is unavailable, changing local permissions cannot restore the connection. Resolve the network, credentials, or share availability first.

Keep Windows servicing repairs in the right scope

Microsoft describes 0x80070005 (E_ACCESSDENIED) in Windows Update as an update process being unable to access required files, folders, or registry entries. That diagnosis applies when Windows Update or another servicing operation is the failing action.

If the complete error came from Windows Update, inspect Windows Update and CBS logs to identify the denied resource. An administrator may then need to correct permissions on servicing locations such as WinSxS or SoftwareDistribution, or on the documented registry keys associated with the specific log entry. Back up the system, record the original permissions, and follow a procedure intended for the exact Windows version.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not reset those folders, take ownership of broad registry branches, or run a generic registry repair merely because a video editor displayed an incomplete 0x800700 prefix. Servicing changes can damage updates and system components when applied to the wrong problem.

Choose the least invasive remedy

Remedy Scope Risk Reversibility Evidence needed
Choose a verified local source or destination Single file or operation Low Immediate; no system change Local isolation test
Re-select source and export folders in the app One application Low Easy to change back App path and library settings
Enable File System or library access App or Windows privacy boundary Moderate privacy exposure Toggle can be reversed Privacy setting and failed path
Adjust a file or folder ACL Specific local resource Moderate; can expose data Requires restoring recorded permissions Security tab, owner, and account
Change network share permissions Shared resource and its users Moderate to high Administrator must undo both layers Share and NTFS checks
Repair servicing permissions or registry keys Windows Update or servicing only High Backups and documented rollback required Complete HRESULT plus Windows logs

Common mistakes to avoid

  • Guessing from the prefix: Never treat 0x800700 as a complete diagnosis. Obtain the final digits.
  • Granting broad access: Giving every user full control to a drive, share, or registry branch can expose unrelated files and create new failures.
  • Disabling privacy globally without testing: Enable only the File System, library, or camera access required by the affected app.
  • Changing the source when the destination is denied: An editor can read a video successfully and still fail when it tries to create an export.
  • Repairing Windows Update for an editor error: Servicing permissions are relevant only when servicing is the operation that failed.
  • Overwriting the original: Export to a new, verified filename until access is stable, then move the result.

Verify the repair

  1. Repeat the exact operation that originally failed and record the complete result.
  2. Open the output video, confirm that it has the expected size and duration, and close the editor cleanly.
  3. Test one additional source or destination only if the first test succeeds; this shows whether the fix is limited to one path.
  4. If the error returns, capture the new code, path, account, and application log before undoing settings. A changed HRESULT can indicate a different denied resource.

As an optional shortcut after the manual checks, Outbyte PC Repair can address more than 100 common Windows issues where possible, including broken system elements, invalid redirects, and shared DLL files, while also offering settings tweaks, temporary-file cleanup, privacy tools, vulnerability checks, a real-time boost, file shredding, and an app-crash log. It runs on Windows 11, 10, 8, and 7; its category-based free trial lasts at least two days before a paid subscription. It complements antivirus software rather than replacing it, results vary, and no tool repairs every crash.
