“0X800700 format denied” is not a complete Windows error code. Before changing permissions or formatting anything, copy the full hexadecimal value from the dialog, setup screen, or log. The two likely matches are 0x80070005, an access-denied servicing error, and 0x80070057, which Microsoft associates with corrupted files, permissions, or an incorrect configuration. They require different troubleshooting paths.
Back up personal files, confirm the exact physical disk and volume letter, and use an elevated administrator account before attempting a format or system repair. A format can erase a volume permanently.

First, capture the complete error code
The text “0X800700” stops before the significant digits. Windows error dialogs often display a longer value, such as 0x80070005 or 0x80070057. The location where the error appeared matters just as much as the number: Windows Update, a feature upgrade, a removable drive, Disk Management, Windows Setup, and a Command Prompt can all fail for different reasons.

Do not apply a formatting command merely because the message contains the word “format.” An update that cannot format or stage a component is not the same problem as a data volume that refuses to format.

Protect data and identify the target
1. Back up before troubleshooting
Copy personal files to a separate disk or another safe location before repartitioning, formatting, or changing system permissions. Microsoft recommends backing up personal files and notes that a USB drive can be used for backup or additional storage during troubleshooting. Verify that important files open from the backup before proceeding.
If you need Windows installation or recovery media, a USB flash drive is the usual physical-media path. Creating bootable media can erase that USB drive, so use one that contains no files you still need and read the media-creation tool’s erase warning carefully.
2. Confirm the physical disk and volume letter
Write down the disk number, partition or volume name, drive letter, and whether the target is an internal disk, removable drive, or Windows system volume. A drive letter can change between normal Windows and Windows Setup. Never assume that C: in a recovery environment is the installed Windows volume.
If the operation is a format, stop when the displayed size, label, or disk identity does not match the drive you intend to erase. Formatting the wrong volume is a data-loss event, not an access-permission problem.
3. Use an elevated account
Microsoft’s format reference says that a user must be a member of the Administrators group to format a hard drive. Open Command Prompt with Run as administrator when a command requires elevation. If the computer is managed by an employer or school, Group Policy may restrict access even for a local administrator; ask the organization’s administrator rather than bypassing its controls.

Fix 0x80070005 in Windows servicing or Windows Update
Microsoft describes 0x80070005 (E_ACCESSDENIED) as occurring when the update process cannot access required files, folders, or registry entries. The documented causes include incorrect permissions, TrustedInstaller or SYSTEM ownership problems, Group Policy restrictions, and interference from antivirus software or non-Microsoft filter drivers.
1. Determine which servicing operation failed
Note whether the failure occurred during Windows Update, a feature update, a cumulative update, app installation, or another servicing task. The same code can appear in more than one operation, and the log name differs by context.
2. Search the servicing logs
For an update-related failure, review WindowsUpdate.log. For component servicing, review CBS.log. Search the relevant log for 0x80070005 and read the surrounding entries. Look for the file, folder, registry path, package, or service that Windows could not open. A log entry naming a particular path is more useful than repeatedly retrying the update.
3. Reset permissions on the documented Windows folders
Open an elevated Command Prompt and run the following commands exactly:
icacls "%windir%WinSxS" /reset /t /c /q
icacls "%windir%SoftwareDistribution" /reset /t /c /qicacls resets access-control entries recursively. The switches apply the operation through subfolders, continue when an individual item produces an error, and suppress routine output. Let each command finish. Record any explicit failure rather than ignoring it.

Restart Windows after this stage and retry the same update or servicing action. If the operation succeeds, do not make additional ownership changes.

If the Windows component store has the wrong owner, Microsoft documents restoring ownership of WinSxS to the Windows Modules Installer service (TrustedInstaller) with:
icacls "%windir%WinSxS" /setowner "NT SERVICETrustedInstaller" /t /c /qRun this only in an elevated Command Prompt and only when the servicing failure points to ownership or access on that folder. Changing ownership on unrelated system folders can create new problems. Restart and retry after the command completes.
5. Reset Windows Update components for an update-only failure
When the code occurs while downloading, verifying, or installing an update, reset the update components in Microsoft’s documented sequence. In an elevated Command Prompt:
- Stop the Windows Update, Background Intelligent Transfer Service, and Cryptographic Services services:
wuauserv,bits, andcryptSvc. - Rename the
SoftwareDistributionfolder and thecatroot2folder, rather than deleting them. Renaming preserves the old directories until Windows creates fresh ones. - Start
wuauserv,bits, andcryptSvcagain. - Restart Windows and retry the update.
Use the service-control commands supplied by Microsoft for your Windows edition, and check the result of each stop, rename, and start operation. If a service will not stop, note its message and restart Windows before trying the reset again.

6. Repair the component store and protected system files
Run these later in the repair sequence, not as a substitute for identifying the denied path:
DISM /Online /Cleanup-Image /RestoreHealthWait for DISM to finish, restart Windows, and then run:
sfc /scannowDISM repairs the Windows component image used for servicing; System File Checker then checks protected operating-system files. If either command reports that it could not complete, keep the exact result and address that message before repeating the original update.
7. Isolate third-party interference in a controlled test
Microsoft identifies antivirus products and non-Microsoft filter drivers as possible blockers. Temporarily isolate such software only for a controlled troubleshooting test, follow the product’s documented procedure, disconnect from untrusted networks while protection is disabled, and restore protection immediately afterward. Do not treat a successful test as proof that the security product is defective; update it or ask its vendor how to permit the required Windows operation.

0x80070057 is not a single “format denied” diagnosis. Microsoft associates it with corrupted files, permission issues, and incorrect system configurations. Start by confirming whether the failure happened while formatting a volume, installing Windows, applying an update, or supplying a command parameter.

For a formatting or setup command
- Check the drive letter or volume identifier against the physical disk you verified during backup.
- Check every parameter for spelling, separators, and a file system supported by the Windows edition and target volume.
- Run the command from an elevated environment.
- Remove optional parameters one at a time if the basic operation works but a customized command does not.
Do not translate 0x80070057 into permission failure automatically. A malformed parameter, an inaccessible volume, or corrupted system files can produce different symptoms under the same code.
Formatting a volume safely from Command Prompt
What the format command does
Microsoft defines format as a command that prepares a drive to accept Windows files by creating a new root directory and file system. Supported file-system choices include FAT, FAT32, NTFS, exFAT, ReFS, and UDF, subject to the Windows version and the target’s capabilities. Formatting can delete all data; Microsoft’s reference warns that all data on a non-removable disk will be lost.
Use the exact volume and valid syntax
The documented syntax includes options such as /FS:<file-system>, /V:<label>, and /Q. For example, after independently confirming that E: is the intended empty data volume, a command can specify a file system and label:

format E: /FS:NTFS /V:DATAThe drive letter in this example is not a recommendation for your computer. Replace it only after verifying the target. If Windows asks for confirmation, stop and reread the displayed volume identity before accepting.
Understand quick format
/Q performs a quick format. Microsoft cautions that quick format should be used only when the volume has no bad sectors. It is not a repair for a failing disk. If a drive is repeatedly producing errors, making repeated format attempts can increase the chance of data loss; stop, preserve the disk, and consider professional recovery or replacement.
Interpret command results
Exit code 1 means the parameters were incorrect. Recheck the drive letter, file-system value, label syntax, and whether the chosen options are valid together. Exit code 4 means a fatal error. Do not keep retrying a fatal error on a disk that may be failing; record the message and investigate the volume’s condition.

When to stop and seek a different recovery path
- The full code is still unknown, or the dialog does not identify the operation.
- The disk or volume identity does not match the drive you intended to work on.
- The drive contains the only copy of important files.
- Formatting reports a fatal error, repeatedly fails, or the disk shows signs of hardware failure.
- Permissions commands report inaccessible system objects that you cannot explain.
- The computer is managed by an organization and Group Policy controls updates, storage, or security software.
- DISM, SFC, or the update reset produces a new error that points to a different component.
In those situations, preserve the logs and the disk, restore any security protection you temporarily isolated, and use the organization’s administrator, a Windows recovery workflow, or a data-recovery professional as appropriate. Repeating a destructive command without a verified target does not make the original error safer.
