There is no reliable “magic” quality setting. Also, 54 KB to 240 kB is not one U.S. passport-photo window: U.S. online passport renewal allows 54 KB to 10 MB, while the separate U.S. visa digital-image rules set a 240 kB maximum. Check the instructions for your exact application before encoding.
Which file-size rule applies to your application?
The endpoints in “54–240 KB” come from different processes, not a single universal passport requirement. The U.S. Department of State’s live pages give these examples; their publication years are not stated, and the requirements were accessed on October 4, 2026.

Use the units as the relevant authority writes them. The cited pages do not establish whether every application’s KB or MB limits use decimal or binary byte conventions, so do not assume a conversion the form does not specify.

canvas.toBlob() creates a Blob containing the encoded canvas image. For JPEG, you can request an encoder quality value, then inspect blob.size to learn the actual output size. The quality value is an encoder input, not a promise of a particular number of bytes; image content and browser encoder behavior affect the result. MDN documents the API’s output, quality parameter, callback, and security behavior in its toBlob() reference.

A practical browser workflow is:
- Load the source image and draw it to a canvas sized and shaped to meet the destination application’s requirements.
- Call
canvas.toBlob(callback, "image/jpeg", quality), using a quality value in the range supported by the browser. - In the callback, handle a
nullresult. Checkblob.typeandblob.size; do not assume the requested format was produced. - If the measured Blob is too large, lower the quality and encode again. If the rules permit it, reduce pixel dimensions while keeping the required aspect ratio, then measure again.
- Stop only when the measured file satisfies the applicable size, format, dimension, and other image requirements. Show a preview and retain the original so the user can compare quality.
- For preview or download, create an object URL with
URL.createObjectURL(blob); callURL.revokeObjectURL(url)when it is no longer needed.
For a U.S. visa digital image, for example, do not resize below 600 × 600 or above 1200 × 1200 pixels, and do not treat a file-size pass as proof that the required compression ratio or photo quality is acceptable. The State Department’s listed limits are requirements for that visa workflow, not general passport-photo rules.
Why might the encoded photo still be too large or in the wrong format?
Quality does not map predictably to bytes
A given quality value does not guarantee the same output size for different photos or browsers. Measure each Blob and iterate rather than relying on a fixed value. If lowering quality would make the photo visibly poor, use smaller dimensions only when permitted by the target application.

The browser may return a different image type
If the requested type is omitted or unsupported, toBlob() defaults to PNG. PNG is required to be supported, while JPEG and WebP are supported by many browsers. Because the U.S. visa digital-image requirements specify JPEG, check blob.type so fallback behavior cannot silently give you the wrong format.

The callback may receive null if encoding fails. Also, drawing image content from another origin without suitable access can make the canvas non-origin-clean; calling toBlob() in that situation can raise a SecurityError. Handle both cases instead of presenting a successful download.

A smaller file is not necessarily an acceptable photograph
Encoding only addresses the output file. It does not establish that the subject, composition, lighting, or image quality complies with the destination’s photo rules. The State Department says its visa photo tool does not check image quality; its passport renewal guidance warns that sending a photo via text message can degrade it. Keep the original and compare the encoded preview before submitting.

toDataURL() creates a string containing the full encoded image, which can create memory overhead or URL-length problems for larger images. MDN generally recommends toBlob() with URL.createObjectURL() instead. See the MDN toDataURL() reference.
