How to Find USDA Grants and Loans for Rural Businesses and Communities

Start with who will apply and what the project will do. USDA Rural Development offers grants, direct and guaranteed loans, and financing routed through utilities or other intermediaries—but those options do not all let a business apply directly. A rural business may be a fit for energy funding or a loan routed through a local utility, while a nonprofit, Tribe, or public body may be eligible to seek funding for business development or an essential community facility.

The USDA Rural Development Business Programs directory is a useful starting index for financing and technical assistance. Treat it as a map, not as proof that your organization qualifies: open the rules for each program and confirm current deadlines and local instructions with the relevant Rural Development office.

Which USDA funding route fits your project?

Use this comparison to narrow the search. “Direct applicant” means the organization that applies to USDA; it is not always the business or community that ultimately benefits.

Program Who applies or receives funds Typical project fit How funding reaches the project
Rural Business Development Grants (RBDG) Public bodies, Indian Tribes, and qualifying nonprofits apply; for-profit businesses and individuals cannot receive these grants. Planning or projects that support small and emerging rural businesses. Grant to an eligible organization for an eligible project.
Rural Economic Development Loan and Grant (REDLG) Eligible rural utilities apply to USDA; a business or other eligible recipient may receive financing through a participating utility. Job-creating or job-retaining rural projects, including expansion, startup costs, working capital, and incubators. USDA lends to a utility, which passes loan funds to the ultimate recipient; USDA grants to utilities can support revolving loan funds.
Community Facilities Direct Loans and Grants Public bodies, community-based nonprofits, and federally recognized Tribes apply. Essential public services such as health care, public safety, education, child care, and community facilities. Direct USDA loan, grant, or a combination; commercial financing may also be combined when program conditions are met.
Rural Energy for America Program (REAP) Eligible rural small businesses and agricultural producers apply. Renewable-energy systems and energy-efficiency improvements. Grant funding and guaranteed loan financing.
Rural Microentrepreneur Assistance Program (RMAP) Microenterprise Development Organizations work with USDA; microentrepreneurs access support through them. Microloans, business training, and technical assistance. USDA financing and grants support intermediary organizations, including revolving microloan funds.

These distinctions follow the USDA Rural Development program descriptions for Business Programs, RBDG, REDLG, Community Facilities, REAP, and RMAP. Eligibility depends on the specific program and project, not simply on being located in a rural area.

Can a small business get a USDA grant?

Sometimes, but not through every grant program and not always by applying directly to USDA. RBDG is a common source of confusion: the grant recipient must be a public body, Indian Tribe, or nonprofit primarily serving rural areas. A for-profit business can benefit from an eligible project, but it cannot receive an RBDG grant as the applicant.

Rural Business Development Grants

RBDG supports economic-development planning and projects that finance or expand rural businesses. Eligible organizations may seek support for activities such as feasibility studies and business plans, training, incubators, revolving loan funds, transportation improvements, and technology-based development. Enterprise projects must benefit small and emerging rural businesses.

USDA’s RBDG program page states there is no maximum grant amount, while smaller requests receive higher priority; it also states that no cost share is required. USDA evaluates factors including evidence of job creation, committed non-federal funding, economic need, consistency with local priorities, and the applicant’s relevant experience. Those criteria are not a promise of award, and applicants should use the current program materials to determine what evidence and forms are required.

The 2026 RBDG application window shown on USDA’s program page is closed. The listed deadlines were June 15, 2026, for Strategic Economic and Community Development (SECD) applications and June 30, 2026, for other applicants; both dates have passed. The page specified submission of a complete application through Grants.gov by 4:30 p.m. local time and required SAM preregistration. Check the live RBDG page and the relevant state office for a later cycle rather than treating those dates as upcoming.

When can a rural business use a local utility’s USDA financing?

Rural Economic Development Loan and Grant

REDLG is an intermediary route, not a direct USDA application for an ordinary business. Eligible utilities apply to USDA for zero-interest loans and pass financing to ultimate recipients for qualifying rural projects. Eligible utility applicants include current or former Rural Utilities Service electric or telecommunications borrowers and qualifying nonprofit utilities. Contact the local Rural Development office to ask whether a qualifying utility in your area participates.

USDA lists business incubators, business expansion, startup costs, working capital, training facilities, and technical assistance among possible uses. For first-time loans to ultimate recipients, USDA describes zero-interest financing of up to 80% of project costs, with the remaining 20% provided by the recipient or utility. On its REDLG page, USDA lists a maximum loan of $1 million to a local utility and a maximum grant of $300,000 to establish a revolving loan fund. These are program-page limits, not an assurance that a particular project or utility will receive that amount.

Does USDA help rural communities pay for a fire station, clinic, or community center?

Community Facilities Direct Loans and Grants

Community Facilities supports essential public services rather than private commercial or business undertakings. USDA defines an eligible essential community facility as one that “provides an essential service to the local community for the orderly development of the community in a primarily rural area,” and excludes “private, commercial or business undertakings.” Eligible applicants include public bodies, community-based nonprofit corporations, and federally recognized Tribes.

Examples include health care facilities, public safety buildings and vehicles, child care and community centers, educational services, telemedicine or distance-learning equipment, and facilities supporting local food systems. Eligible rural areas have no more than 20,000 residents under the latest U.S. Census data. The program may offer a direct loan, a grant, or a combination; commercial financing can also be combined when feasibility and eligibility requirements are met.

USDA notes that preparation can take from a few weeks to several months depending on the application’s complexity and the completeness of the materials.

Is there a USDA grant for farm or small-business energy improvements?

Rural Energy for America Program

REAP can support eligible rural small businesses and agricultural producers seeking renewable-energy systems or energy-efficiency improvements. To qualify as an agricultural producer, an applicant must be directly engaged in production and receive at least 50% of gross income from agricultural operations. REAP offers grant funding and guaranteed loan financing; confirm which route and terms apply to the particular project and funding notice.

USDA’s Virginia REAP page lists renewable-energy grants of $2,500 to $1 million and energy-efficiency grants of $1,500 to $500,000. These are figures on that state page, not a guarantee of current funding or terms in every state or funding cycle. Grant caps, federal share, matching requirements, and loan-guarantee terms can depend on the applicable notice and fiscal year. USDA’s FY2026 OneRD page provides current-year information for guaranteed programs; check it alongside the relevant REAP notice and state office for applicable fees and funding availability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

All REAP projects require environmental review. Energy-efficiency projects also require an energy audit or assessment, and projects must have technical merit and use commercially available technology. USDA describes applications as accepted year-round through the local office, but an open application route does not by itself confirm that funds remain available for a particular project.

How to find and approach the right program

  1. Write a short project description. State who will own the project and apply, where it will be located, what will be built or purchased, who will benefit, and whether the goal is business growth, job creation, a public service, or lower energy use.
  2. Classify the applicant correctly. Identify whether it is a for-profit business, agricultural producer, nonprofit, public body, Tribe, utility, lender, or another intermediary. This quickly rules out routes with incompatible applicant requirements.
  3. Open the program rules, not just the directory listing. Check geographic eligibility, eligible uses, who may apply, how the funding reaches the project, current open or closed status, deadlines, cost share, and required forms. For guaranteed financing, determine whether a participating lender is needed; for REDLG, ask about qualifying utilities.
  4. Ask the state or local Rural Development office about the current process. Local instructions, state forms, and application timelines may matter. Contact the program specialist before submitting, especially if the project combines funding sources or has a deadline.
  5. Build the application around the program’s checklist. Depending on the route, materials may include a business plan or feasibility study, evidence of community or lender support, funding commitments, an energy audit, environmental review, SAM registration, or entity identifiers. Requirements vary, so do not treat this list as universal.

USDA’s open funding opportunities list can help identify programs that are currently listed as open. Use it as a discovery signal only: confirm eligibility, deadlines, local processing, and current funding on the specific program page and with the responsible office.

What to compare before committing time to an application

  • Applicant fit: Is the applicant itself eligible, or must a nonprofit, public body, utility, lender, or other intermediary apply?
  • Project fit: Does the program support business growth, essential public service, energy work, or microenterprise lending—and is the proposed use specifically allowed?
  • Funding mechanics: Is the award a grant, direct loan, guaranteed loan, or financing passed through an intermediary?
  • Readiness and match: Are feasibility work, match funds, commercial financing, an energy assessment, environmental review, or registrations required?
  • Timing and geography: Is the project area eligible, is the application window open, and does the state or local office have additional timing or document instructions?
